Excise tax on diesel fuel per year. Putin “froze” excise taxes on fuel

MOSCOW, February 26 – RIA Novosti. The State Duma on Friday adopted in the first reading and in general the law on increasing excise tax rates on motor gasoline from April 1, 2016, diesel fuel and middle distillates.

The document was introduced by the government last week. The lower house of parliament promptly considered the bill for as soon as possible. Today, Friday, the document will be considered in the Federation Council.

“Additional revenues from this measure in 2016 will amount to 75.4 billion rubles, and taking into account the reimbursement for straight-run gasoline to petrochemical enterprises - 70 billion rubles. This is a forced measure,” Deputy Minister of Finance Yuri Zubarev said at a plenary meeting.

Proposed additional increase excise taxes are one of the solutions, among others, to mobilize revenues into the federal budget, the deputy minister also added. “According to preliminary estimates, if current world energy prices and the current ruble exchange rate remain the same until the end of the year, the volume of lost revenues may exceed 2.6 trillion rubles with a budget of 13.7 trillion rubles - this is 20% of the budget expenditures. This is more than serious ", noted Zubarev.

The increase in retail prices due to an increase in the excise tax rate on gasoline, according to Zubarev, with current situation the economy will be within the inflation range.

Previously, the head of the Federal antimonopoly service Igor Artemyev said that with an increase in excise taxes, retail prices for gasoline and diesel fuel in the Russian Federation will increase by 2-3%.

At the same time, Deputy Minister of Finance Maxim Oreshkin predicts an increase in gasoline prices in Russia by 5% in 2016 with an increase in excise taxes if the average annual oil price is $30 per barrel.

The meaning of the law

According to adopted law, from April 1, the excise tax rate on motor gasoline will increase by two rubles per liter, on diesel fuel by one ruble per liter. In order to prevent interest in the illegal production of motor gasoline, excise tax rates on straight-run gasoline are also being increased.

In order to stop the creation of schemes to evade excise taxes by selling diesel fuel under the guise of middle distillates, excise tax rates on middle distillates and diesel fuel are set at the same amount. At the same time, to minimize the possible negative influence measures taken to agro-industrial complex The excise tax rate on diesel fuel is increased by 50% of the level of increase in the excise tax rate on motor gasoline.

The excise tax rate on fifth-class gasoline from April 1 to December 31, 2016 will be 10.13 thousand rubles per ton, and in 2017 - 7.43 thousand rubles. Excise tax rates on gasoline that does not correspond to the fifth class, as well as on straight-run gasoline from April 1 to December 31, 2016 will be 13.1 thousand rubles per ton, from 2017 - 12.3 thousand rubles.

Excise tax rates on diesel fuel and middle distillates from April 1 to December 31, 2016 will be 5,293 thousand rubles, in 2017 - 5,093 thousand rubles per ton.

Opposition against

Representatives of three opposition factions opposed consideration of this bill. As a result, the majority of deputies rejected this proposal.

“The price of fuel is rising, and the government is proposing to patch up the holes by increasing excise taxes. They promised to abolish earlier transport tax- they haven’t canceled it, they also want to increase excise taxes, and they are not resolving the issue with Platon. Therefore, this triple taxation worries our citizens. We believe that we need to carefully look at this bill (on increasing the excise tax rate on gasoline), and it should not be considered in such an emergency mode,” said Yaroslav Nilov, deputy head of the LDPR faction, at a State Duma meeting.

In turn, deputy chairman of the Communist Party faction Nikolai Kolomeytsev supported this proposal.

“We support the removal of the second item (the agenda - the bill on excise taxes on gasoline - ed.) as anti-market and anti-constitutional. How much can these levies be increased?" - he said.

Deputy Chairman of the A Just Russia faction Oleg Nilov also stated that the Socialist Revolutionaries consider the adoption of this law unacceptable and impossible, since it will unleash a new round of inflation.

United Russia for

Deputy from United Russia, head of the State Duma Committee on Budget and Taxes Andrei Makarov said that " United Russia“considers it necessary to adopt this law.

“Today, under this law, we are talking about the responsibility of the government, about the responsibility of the Ministry of Finance, which proposed these measures, we are talking about the fact that this responsibility must inevitably come, we are talking about the fact that roads must be built, and money must be given for this. We are talking about what we need to support the village, how to prevent the tax burden from being shifted onto the shoulders of citizens, we are talking about what should not be done in Once again follow the lead oil companies, listening to their “Yaroslavna’s cry.” This is a responsible position, it has always been occupied by United Russia, and it will also take it under this law,” Makarov said.

MOSCOW, February 29. /TASS/. Russian President Vladimir Putin signed a law according to which, from April 1, 2016, increases tax rates excise taxes on motor gasoline, diesel fuel, straight-run gasoline and middle distillates.

The Kremlin press service reported this.

Corresponding normative act The State Duma and the Federation Council adopted expedited order at the end of last week. The law amends Article 193 Tax Code RF, which makes it possible to increase excise taxes on fuel.

In particular, the excise tax rate on motor gasoline increases by 2 rubles. per 1 liter of gasoline. The excise tax on class 5 motor gasoline, valid from April 1 to December 31, 2016, will be 10,130 rubles. for 1 ton.

It is proposed to increase the excise tax rate on diesel fuel by 1 ruble. per 1 liter of diesel fuel.

How fuel prices are rising

At the end of last week, the State Duma and the Federation Council quickly adopted a law on increasing excise taxes on motor gasoline, straight-run gasoline, diesel fuel and middle distillates from April 1, 2016.

At the same time, the Russian Ministry of Finance expects that the increase in the cost of gasoline over the year will be lower than inflation. According to Deputy Finance Minister Yuri Zubarev, the rise in gasoline prices by the end of this year will be “even below the index consumer prices and will be about 5%."

Wherein additional income federal budget will amount to about 90 billion rubles by the end of 2016.

As the deputy head of the department, Yuri Zubarev, said, these funds will not be credited to regional road funds, but to the federal budget, which will thus “be able to guarantee that both regional road funds and the federal road fund will not decrease.”

The Deputy Minister of Finance of the Russian Federation added that the increase in retail prices for gasoline due to excise taxes will remain within the range of inflation, since the share of excise taxes in the retail price of gasoline is approximately a fifth. The maximum negative effect on the level of retail gasoline prices will be observed if the manufacturer completely passes on this increase to the consumer.

"Taking into account 18% VAT, this will be 2.36 rubles at a retail price for gasoline of 34-35 rubles per liter of 92 gasoline. This means an increase in prices due to the excise tax by 6.5-7%, that is, the maximum possible the price increase precisely because of the increase in excise taxes will be within the predicted inflation level,” Zubarev emphasized.

Prices have already increased

In 2016, at the proposal of the Ministry of Finance, excise taxes on fuel were already increased: from January 1, the rate on Euro-5 gasoline increased by 36.1%, or by 2 rubles, to 7.53 rubles. per liter, and for diesel fuel by 20.3%, to 4.15 rubles. per liter The last time the excise tax increased twice in one year was in 2013. According to Rosstat, in 2015, inflation in the Russian Federation was 12.9%, gasoline prices rose by 4.8%.

We were previously warned that there might be an increase in excise taxes on gasoline. Today it became known that increase in excise taxes on gasoline in 2016 officially took place, this is evidenced by last news.

The State Duma has already adopted the corresponding law, in the first reading, increasing excise taxes on fuel. The increase in excise taxes affected both gasoline and diesel fuel and will be increased by 2 rubles per liter of gasoline, which in terms of up to 10,130 rubles per ton, and by 1 ruble per liter of diesel fuel, amounting to 5,293 rubles per ton, from April 1, 2016.

The Ministry of Finance and “experts” report that as a result of increasing excise taxes on fuel, retail prices at gas stations in the country will increase by an average of 6.5-7 percent, which in ruble equivalent will be 2-3 rubles per liter. Deputy Head of the Ministry of Finance Yuri Zubarev said that the maximum price increase could be 7-8%, which would be approximately 4-5 rubles per liter. He also noted that the most negative scenario is possible in the event that producers completely transfer the price difference onto the shoulders of consumers.

It should be noted that the excise tax on gasoline in 2015 was 5,530 rubles per 1 ton for gasoline belonging to class No. 5.

Why was the excise tax on gasoline and diesel fuel raised in 2016?

There is only one answer to this question: the Russian budget deficit, which is caused by a decrease in oil prices, from almost $100 to $30 per barrel. In this regard, the government decided to increase the budget at the expense of Russian citizens. As you have noticed, the number of traffic police patrols on the country’s roads has increased significantly, and cameras automatic fixation violations stand where they never existed. Traffic police posts have become more frequent various operations, for example, operation child seat, compulsory motor liability insurance, drunk driver and others, which allow you to issue maximum fines and replenish the federal budget and the budget of the country as a whole.

The Ministry of Finance plans to increase its revenues by 89.3 billion rubles in 2016, due to increased excise taxes on fuel.

Of course, raising fuel prices is a necessary measure, but it is worth understanding that high prices on store shelves will become even higher, because... Most goods are transported from other cities, and the cost of transportation is directly proportional to the cost of fuel prices.

From April 1 to December 31, 2016, excise tax rates on motor gasoline, straight-run gasoline and diesel fuel will increase. The excise tax rate on motor gasoline will increase by 2 rubles. per 1 liter of gasoline. The excise tax on class 5 motor gasoline, valid from April 1 to December 31, 2016, will be 10,130 rubles. per ton. The excise tax rate on diesel fuel will increase by 1 ruble from April 1. per 1 liter of diesel fuel, or 5293 rubles. per ton. All this will bring the treasury an additional 75.4 billion rubles.

Deputy Minister of Finance Yuri Zubarev did not hide the fact that the increase in excise taxes - necessary measure necessary to replenish the federal budget. Due to the decline in world energy prices and the current exchange rate of the ruble, by the end of the year the volume of lost revenues could reach 2.6 trillion rubles (with a budget of 13.7 trillion rubles), and they need to be compensated for somehow.

"This is more than serious situation, in which the government will use all possibilities to reduce the resulting deficit,” TASS reports Zubarev’s words.
The increase in excise taxes will not have a significant impact on retail gasoline prices, the official believes. The share of excise tax in the retail price of gasoline is only a fifth.
“Taking into account 18% VAT, this will be 2.36 rubles. with a retail price for gasoline of 34–35 rubles. per liter of 92 gasoline. This means an increase in prices due to the excise tax by 6.5–7%, that is, the maximum possible price increase precisely because of the increase in excise taxes will be within the predicted inflation rate,” Zubarev emphasized.
But Zubarev made a reservation that everything could be worse if fuel producers try to shift the lost income to consumers. Let us add that given the current economic situation, this is very likely.

Let us remind you that this is the second increase in excise taxes in a year: from January 1, the rate on Euro-5 gasoline increased by 36.1%, or by 2 rubles, to 7.53 rubles. per liter, and for diesel fuel - by 20.3%, to 4.15 rubles. per liter

  • Fuel prices are falling all over the world, but in Russia they are rising, and the FAS does not see anything strange in this situation. The department explains high prices at gas stations by inflation and high tax burden.
  • average cost gasoline in the United States is now approximately at the same level as in Russia, but for Americans it is very cheap due to a completely different income level. This spurred the growth of popularity in the States

Last Friday, the State Duma adopted in the first reading and in general a law on increasing excise taxes on gasoline of various classes, diesel fuel and middle distillates.

According to amendments to the Tax Code, from April 1, 2016, excise taxes on gasoline will be increased 5th class from 7.53 thousand rubles per ton to 10.13 thousand rubles per ton, and in 2017 - from the currently planned 5.83 thousand rubles per ton to 7.43 thousand rubles per ton. Excise taxes on gasoline that does not correspond to class 5 and straight-run gasoline will be increased from April 1 from 10.5 thousand rubles per ton to 13.1 thousand rubles per ton; from 2017, the excise tax will be instead of the planned 9.7 thousand . rubles per ton 12.3 thousand rubles per ton.

Excise taxes on diesel fuel and middle distillates from April 1, 2016 will amount to 5.293 thousand rubles(now 4.15 thousand rubles), in 2017 - 5.093 thousand rubles (at this moment a reduction to 3.95 thousand rubles is planned).

The government believes that additional revenues from increasing excise taxes will amount to 89.3 billion rubles in 2016. This is noted in the financial and economic justification for the document.

Deputy Minister of Finance of the Russian Federation Yuri Zubarev expressed his point of view at a meeting of the State Duma: “This measure is forced. The proposed additional increase in excise taxes is one of the solutions, among others, to mobilize federal budget revenues. According to preliminary estimates, while maintaining current world energy prices and at the current exchange rate rubles by the end of the year, the volume of lost revenues may exceed 2 trillion rubles. According to preliminary calculations, it may reach 2.6 trillion. With a budget of 13.7 trillion rubles (federal budget revenues in 2016 - IF), this is 20% of the budget expenditures. This is a more than serious situation in which the government will use all possibilities to reduce the resulting deficit."

IN explanatory note The bill states that from April 1, per 1 liter of motor gasoline, the excise tax will increase by 2 rubles, and excise tax rates on straight-run gasoline will also increase. And the excise tax rate for middle distillates is equalized with the excise tax on diesel fuel, so that schemes for evading excise taxes are not created by selling diesel fuel under the guise of middle distillates.

The Ministry of Finance expects that as a result of the increase in excise taxes, gasoline prices may increase by 6.5-7%. According to Zubarev, “the maximum negative effect on the level of retail prices will be observed only if the manufacturer completely passes on this increase to the consumer,”

A liter of gasoline including VAT (18%) may rise in price by 2 rubles 36 kopecks. The Deputy Minister confirms this: “With a retail price for gasoline of 34-35 rubles per liter, the price increase will be 6.5-7%. The maximum possible price increase due to the excise tax will be within the predicted inflation rate, namely 7-8% ". New law called "On Amendments to Article 193 of the Tax Code of the Russian Federation."
