From proper legal support for the activities of any public service, incl. and fire protection, the success of the business largely depends.

The activities of fire departments (special units), functions, rights and responsibilities of employees of these institutions are regulated by a number of legal acts and regulatory and technical documents of the Russian Federation and its constituent entities. Such acts (documents) include the Constitution of the Russian Federation, federal laws, decrees of the Government of the Russian Federation and its constituent entities, orders and directives of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, technical regulations, state standards, norms, rules, etc. .

The main fundamental document is the Federal Law of December 21, 1994 No. 69-FZ “On Fire Safety”. This law defines the general legal, economic and social foundations for ensuring fire safety in the Russian Federation, regulates in this area relations between government bodies, local governments, institutions, organizations, peasant (farm) households, and other legal entities, regardless of their organizational and legal forms and forms of ownership, as well as between public associations, officials, citizens of the Russian Federation, foreign citizens, stateless persons.

The federal law contains many fundamental provisions. Having declared ensuring fire safety one of the most important functions of the state, the Law comprehensively defined the tasks of the fire department: organizing the prevention of fires at national economic facilities and in populated areas of the country and extinguishing emerging fires. For the first time in the history of rule-making on the organization of fire protection, a categorical norm appeared in a legislative act: “... The fire department is not involved in actions to prevent and eliminate socio-political, interethnic conflicts and mass unrest.”

Federal Law No. 122-FZ dated August 22, 2004 gave a fundamentally new edition to the Federal Law of the Russian Federation No. 69-FZ dated December 21, 1994 “On Fire Safety.” The essence of innovations relating to organizational problems of the fire department and the problems of the service (work) of its personnel boils down mainly to the following.

Firstly, a new definition of the very concept of fire protection was legalized, expanding its powers.

A new definition is given to the concept of “state fire supervision”. Appeared as a legitimate “...departmental fire supervision...” - the work of the departmental fire department to verify compliance with “... organizations subordinate to the relevant federal executive authorities, fire safety requirements and take measures based on the results of the inspection.” The term “certification” has been changed to the concept of “confirmation of conformity”, the possibility of “...approving the list of products and services subject to certification” is excluded, which in itself excludes the contradiction of such a norm of the current law “On Fire Safety” to Federal Law No. 184-FZ “On technical regulation”.

Thus, the Federal Law of the Russian Federation dated August 22, 2004 No. 122-FZ, having given a new version of the law “On Fire Safety,” significantly enriched the legal framework of the Russian fire service, determined the ways, directions and prospects for radical reform and further development of the country’s fire service.

In accordance with the Federal Law “On Fire Safety”, on June 20, 2005, the Government of the Russian Federation adopted Resolution No. 385 “On the Federal Fire Service”, which approved the regulations on this type of service and established its maximum number “... in the amount of 80,216 units, including 76,426 units of rank and file and command personnel.”

INDUSTRIAL FIRE BRIGADES
GENERAL REGUIREMENTS

1. General Provisions

1.1. These Standards establish general fire safety requirements that must be met during the creation and operation of fire protection at enterprises.

1.2. The creation and maintenance of fire protection of enterprises is carried out at the expense of their own funds, as well as in the manner established by the Government of the Russian Federation.

1.3. The tasks of the fire protection of the enterprise are carried out by the facility units of the State Fire Service (GFS) of the Ministry of Internal Affairs of Russia (under contracts), departmental fire protection and squads (teams) of the voluntary fire department, as well as other organizations licensed for this type of activity.

1.4. It is allowed to serve several enterprises with one fire department. In this case, the total number and technical equipment are determined in accordance with the requirements of these standards, taking into account the production characteristics of each enterprise.

1.5. The standards use the following basic terms:

fire brigade personnel- employees of internal affairs bodies, military personnel, employees of the State Fire Service and departmental fire protection, as well as members of voluntary fire brigades (teams) and enterprise personnel performing fire protection tasks;

enterprise facilities- buildings, premises, external installations, structures and territory of the enterprise;

follow-up preparation- combat and special training of fire department personnel;

training- performing exercises simulating the actions of fire department personnel to extinguish a fire;

suitability of fire brigade personnel- absence of physical, medical and age-related contraindications for working in the fire department;

preliminary combat planning documents- standard diagrams, combat action plans for fire department personnel, developed on the basis of forecasting the development of a fire at an enterprise;

operation of fire equipment- work related to its use, maintenance, repair, accounting and storage.

2. Organization of work
enterprise fire protection

2.1. The fire protection department of enterprises is tasked with organizing fire prevention and extinguishing them.

2.1.1. Fire prevention organization includes:

monitoring compliance with fire safety requirements at the enterprise;

development and implementation of fire safety measures within the given competence.

2.1.2. The organization of fire extinguishing is regulated by the Fire Fighting Regulations and other documents approved in the prescribed manner.

2.2. Fire extinguishing by the fire brigade of an enterprise that is not equipped with mobile fire fighting equipment in accordance with these standards is carried out using the fire extinguishing means available at the enterprise.

2.3. To solve the tasks assigned to the fire protection of the enterprise, the necessary documents must be developed, including:

regulations on fire protection of the enterprise, agreed with the State Fire Service;

job descriptions of fire department personnel;

duty schedule for fire department personnel;

diagrams, plans for the location of sections (sectors) at the enterprise, indicating the procedure for monitoring the fire safety condition of enterprise facilities;

a list of fire fighting equipment and communications equipment, as well as the procedure for their operation;

schedule of classes for subsequent training of fire department personnel;

documents of preliminary planning of combat operations to extinguish fires and interaction with the services of the enterprise and units of the fire protection garrison.

2.4. It is recommended to develop documents regulating the organization of fire protection activities of an enterprise in relation to regulatory and other acts of the State Fire Service.

2.5. The number of fire departments at an enterprise is determined in accordance with these standards, taking into account the shift work of personnel and the need to replace them during vacations and illnesses.

2.6. Depending on the staffing level, the organizational structure of an enterprise’s fire department may include groups (structural units) for fire prevention, fire extinguishing and resource provision.

With the number of personnel in the group being 8 people. and more, the position of deputy head in the specified areas is introduced into the staff of the fire department.

With the number of fire department personnel on duty, 2 people. and more positions of senior shifts (guard chiefs) are being introduced.

An approximate organizational structure of the fire department of an enterprise is given in.

2.7. The structure and staffing of State Fire Service departments are determined taking into account the requirements of these standards and standard staffing, approved in the prescribed manner.

2.8. The size of the group performing fire prevention tasks is determined in accordance with these standards.

2.9. The number and type of fire engines, other fire-fighting equipment, communications equipment, as well as the required number of fire department personnel of the enterprise on duty on fire engines are determined in accordance with these standards.

2.10. The procedure for introducing a resource support group into the fire department structure, consisting of financial, personnel workers, specialists in the maintenance of fire equipment and communications equipment, is determined in accordance with existing standards.

2.11. If there are two or more divisions in the fire department of an enterprise, fire brigades and fire extinguishing services are created based on local conditions.

3. Requirements for personnel
fire department

3.1. Fire department personnel must be fit to perform the tasks assigned to them and have the necessary knowledge and skills to perform their job duties.

3.2. Fire department personnel must undergo a medical examination to ensure that there are no physical or medical contraindications for working in the fire department.

3.3. Fire department personnel must undergo appropriate special initial training according to programs approved by the State Fire Service.

Fire department personnel who have not completed initial training are not allowed to work independently.

3.4. Subsequent training of fire department personnel is carried out by the head of the enterprise's fire department. The subsequent training program is agreed upon with the head of the fire brigade.

During subsequent training, personnel must study documents regulating the organization of work to prevent and extinguish fires, the operation of fire equipment, as well as the fire hazard of serviced enterprise facilities and labor protection rules.

The subsequent training program should include theoretical and practical classes.

3.5. Subsequent training should be planned in such a way that all fire department personnel, at least once a quarter, practically practice extinguishing simulated fires at the enterprise using the fire equipment at their disposal.

The enterprise's fire departments must participate at least once a year in training as part of the fire brigade.

3.6. The head of the fire department of an enterprise must have:

higher or secondary specialized education in a fire-technical profile;

higher or secondary specialized education and work experience in the fire department in management positions for at least five years.

3.7. Fire department management personnel must undergo advanced training courses at least once every five years.

3.8. Special initial training and advanced training of fire department personnel should be carried out in fire-technical educational institutions of the Ministry of Internal Affairs of Russia, training centers and State Fire Service stations at the expense of enterprises.

3.9. Fire department personnel performing work on the operation of fire engines, insulating gas masks and communications equipment must have the appropriate qualifications.

4. Fire prevention

4.1. To carry out fire prevention work, fire department personnel organize monitoring of the fire safety condition of enterprise facilities.

4.2. To organize monitoring of the fire safety condition of the enterprise's territory, its buildings and structures, they are divided into sections (sectors). Routes to bypass sections (sectors) should be planned in such a way that the frequency of monitoring enterprise facilities does not exceed the time specified in Table 1.

4.3. The frequency of monitoring of enterprise facilities equipped with automatic fire extinguishing and fire alarm systems may increase by 50% of the established one.

4.4. To monitor the fire safety condition of enterprise facilities, it is allowed to use no more than 30% of the number of personnel on duty on fire trucks.

4.5. The total number of fire department personnel performing fire prevention duties is established depending on the number of areas in the enterprise.

5.1. To perform the functions of extinguishing fires, the fire department of the enterprise is equipped with fire fighting equipment and communications equipment.

The list of equipment necessary for these purposes and its types are determined by the enterprise in accordance with these standards.

When equipping the State Fire Service's facility units with fire-fighting equipment, the norms for the provision of fire-fighting equipment, communications and other equipment, approved in the established manner, are also taken into account.

5.2. Fire protection is equipped with fire trucks when: the remoteness of industrial enterprise facilities from the location of the territorial units of the State Fire Service is at a distance* exceeding that established by the “Master Plans of Industrial Enterprises”;

the remoteness of enterprise facilities (not classified as industrial) from the location of the territorial divisions of the State Fire Service at a distance of more than 3 km in cities and more than 12 km in rural areas;

the absence in the fire brigade of the number of fire engines necessary to ensure the supply of water for fire extinguishing needs at the enterprise.

5.3. The number of fire engines required to extinguish fires at enterprise facilities is determined based on the water consumption for external fire extinguishing in accordance with current standards and regulations, taking into account the tactical and technical data of fire engines** given in.

5.4. To extinguish fires at enterprises in which explosive and fire-hazardous substances and materials are used in technological processes, increased water consumption and the use of fire extinguishing powders and/or gases are required. In order to ensure the work of personnel at height, the fire department must be equipped with special fire trucks: a fire pumping station, a hose fire truck, a water-foam firefighting truck, a powder fire extinguishing vehicle, a gas firefighting truck, a fire truck (car lift).

5.5. The number and type of special fire trucks, tactical and technical data of fire trucks not specified in, are determined in agreement with the territorial authorities of the State Fire Service.

5.6. The number of fire department personnel required to operate fire trucks is determined based on the tactical and technical data of the fire trucks in service.

5.7. The number of fire department personnel on duty at the enterprise is 3 people. and more, to carry out work on evacuating people and extinguishing fires in an environment not suitable for breathing, personnel must be provided with insulating gas masks or compressed air gas masks.

The number of gas masks is determined taking into account the possibilities of their individual or group use and 100% reserve.

The procedure for using gas masks must comply with the recommendations (instructions) of the manufacturers.

5.8. To organize fire protection management at the enterprise, a communication system is created that should provide:

immediately call fire brigade personnel to extinguish the fire;

transmitting orders to fire department personnel, receiving information from the fire site;

management of fire extinguishing and interaction with the fire brigade.

To do this, a communication point must be organized at the enterprise; the fire department personnel must be equipped with a sufficient number of radio communications (mobile and wearable radios, pagers, etc.).

5.9. The communication point must be provided with a direct communication channel (telephone, radio) with the control center for the forces and means of the fire brigade garrison. Personnel performing communications duties must know the rules of its operation and the procedure for action in the event of receiving information about a fire.

5.10. Fire trucks must be equipped with a mobile and two portable radios. The fire extinguishing director and personnel on duty and, due to working conditions, located outside the permanent location of the enterprise’s fire brigade must also be provided with wearable communications equipment.

5.11. Fire department personnel on duty must be provided with personal protective equipment, as well as hand-held fire tools, group and individual electric flashlights.

Based on their local conditions, fire department personnel are provided with radiation reconnaissance and dosimetric monitoring devices, as well as chemical monitoring and gas analysis.

5.12. Firefighting equipment available to the fire department of enterprises must be located and operated in accordance with the requirements of “Firefighting equipment for the protection of facilities.”

5.13. Fire trucks must be located in fire stations designed in accordance with the "Standards for the design of fire protection facilities." The placement of fire stations and their number must comply with the requirements of the “General Plans of Industrial Enterprises”.

7. The procedure for creating a voluntary fire department.

Voluntary fire departments include volunteer fire brigades (VFD) and teams (VFK). Unlike DPD, DPK use mobile fire extinguishing equipment in their activities. DPD and DPC are created at enterprises, organizations, institutions - object; in urban and rural settlements - territorial. The organizational and legal form of the DPD and DPC is a public institution, while territorial DPD and DPC are subject to mandatory state registration in the justice institution as a legal entity. It is allowed to organize territorial DPK (VPD) in the form of separate structural divisions of public organizations "Voluntary fire protection ---- district of the Novosibirsk region." In this case, legal a person - a public organization creates a DPC or DPD by the decision of the Council of the public organization.

7.1. Algorithm for creating object-based DPD and DPC

1). An initiative group of enterprise employees obtains permission from the owner of the property (director) of the enterprise to create a DPD or DPC of the facility.

2). A general meeting is held (at least 3 employees of the enterprise) at which the following Decisions are made:

On the election of the Chairman of the meeting and the Secretary of the general meeting.

On approval of the meeting agenda.

On the creation of the public institution “Voluntary fire brigade (team) of the enterprise”;

On the adoption of the Regulations on the voluntary fire brigade (team).

On the election of a commander (chief) of a voluntary fire brigade (team).

His consent to organize the DPD or DPK is confirmed.

The Regulations on the DPD or DPK are approved, which may provide for measures to stimulate the activities of volunteer firefighters (additional vacation days, cash bonuses, etc.).

The composition of the DPD (DPK) is approved from among the employees of the enterprise who have expressed a voluntary desire to participate in the activities of the DPD (DPK).

Fire-fighting equipment, property, and premises available at the facility are allocated and secured for organizing the activities of the fire-fighting team (DPD).

The report card of duties of the combat crew of the DPD (DPK) is approved.

For the DPK, the procedure for collecting and dispatching volunteer firefighters to fires, including outside the enterprise, is determined.

4). All volunteer firefighters of the facility VPD (DPK) need to join the public organization “Voluntary Fire Protection --- District of the Novosibirsk Region”, on a territorial basis. And also register with the Main Directorate of the Ministry of Emergency Situations of Russia for the Novosibirsk Region by submitting the appropriate applications. At the same time, the commander of the DPK (DPD) or the head of the facility where it was created informs the public organization about its creation in order to include the DPK (DPD) in the appropriate registers for recording voluntary fire department units.

5).After completing paragraphs 1-4, volunteer firefighters of DPO facility units receive the right to undergo initial training in the relevant training programs free of charge, organized by the Training Center of the Federal Border Guard Service of the Novosibirsk Region. Next, they undergo initial training in accordance with the established procedure. Volunteer firefighters who do not have initial training to perform duties as part of the DPK (DPD) are not allowed. Subsequent training of volunteer firefighters is carried out in voluntary fire departments.

6). Object voluntary fire brigades, in agreement with the head of the object, must be included in the schedule of visits of forces and means of fire departments, the corresponding fire brigade for extinguishing fires and carrying out emergency rescue operations.

7.2. Algorithm for creating territorial DPD and DPC

Territorial voluntary fire brigades (VTF) are created in urban and rural settlements, territorial voluntary fire brigades (VFD) directly in rural settlements.

5) On the election of the head of the institution.

6) On the election of the control and audit body of the institution (Inspector).

8) About the address of the executive body of a public institution.

Decisions made at the meeting are documented in the Minutes of the General Meeting, which are signed by the Chairman of the meeting and the Secretary of the meeting. Next, the public institution “Voluntary fire brigade (team) ...” is registered with the justice authorities as a legal entity. a person by analogy with the registration of the public organization “Voluntary Fire Protection of the Municipal District of the Novosibirsk Region”.

1) The head of the local fire brigade, the Chairman of the Council of the public organization DPO of the municipal district, representatives of local government bodies, a representative of the State Fire Service unit of the Novosibirsk region conducts a gathering of citizens (residents) of the municipality or settlement at which explanatory work is carried out on the organization of the activities of the voluntary fire department and the existing need for their involvement in this activity, social and legal guarantees for volunteer firefighters are brought to light. At a gathering of citizens, a decision is made to create a voluntary fire brigade (team) of a populated area or municipality in the form of a separate structural unit of the public organization "Voluntary fire protection of the municipal district of the Novosibirsk region."

2) All citizens who have expressed a desire to participate in the activities of the voluntary fire brigade (team) submit a corresponding application and join the public organization of the fire department of their municipal district.

3) By the decision of the Council of the public organization DPO of the municipal district, a voluntary fire brigade (team) of the municipality or settlement is organized in the form of its separate structural unit, the Regulations on the DPO (DPD), and the numerical composition are approved.

4) A cooperation agreement is concluded between the public organization and the administration of the municipality, according to which the municipality undertakes obligations for the placement and maintenance of firefighting equipment, provides measures to support volunteer firefighters, and the public organization organizes activities for the prevention and participation in extinguishing fires by the DPD ( DPK) on the territory of the municipality, organizes training for volunteer firefighters, represents their legitimate interests within the framework of current legislation.
