I. General description

The competition development plan ("road map") in the field of labor and social protection (hereinafter referred to as the "Road Map") is aimed at improving the mechanisms of state regulation in the field of labor and social protection of citizens of the Russian Federation.

The Road Map was developed in order to create conditions for the development of competition in the sphere of labor and social protection of the Russian Federation, including by supporting fair competition.

The goals of the Road Map are:

a) expanding the participation of the non-state sector of the economy in the provision of services in the field of labor and social protection of citizens of the Russian Federation;

b) ensuring equal conditions of access for market participants to the provision of services in the field of labor and social protection of citizens of the Russian Federation

c) reducing social tension in society.

The objectives of the Road Map are:

a) identifying the reasons that impede the development of fair competition in the field of labor and social protection of the Russian Federation;

b) improving the regulatory framework in terms of removing barriers to the development of competition in the sphere of labor and social protection of the Russian Federation;

c) creating the necessary conditions that have an anti-dumping focus to attract new business entities for the purpose of providing services in the field of labor and social protection, including for certain categories of citizens to receive benefits, payments and other measures of social support.

The action plan (“road map”) for 2018–2020 to create a common market for transport services in the countries of the Eurasian Economic Union (EAEU) was approved at a meeting of the Advisory Committee on Transport and Infrastructure chaired by a member of the Board (Minister) of the Eurasian Economic Commission (EEC) for energy and infrastructure by Adamkul Zhunusov.

« In accordance with the decision of the presidents of the countries of the Union, the document must be submitted for consideration to the Eurasian Intergovernmental Council. The draft document was generally agreed upon by the ministers of transport of the EAEU countries in August of this year; we agreed to promote the document“, recalled Adamkul Zhunusov.

The measures included in the program are aimed at improving the quality of services for the widest possible range of consumers - businesses and ordinary passengers. For example, countries have expressed interest in addressing the causes of delays in passenger and freight trains. It is planned to optimize the train schedule and reach coordinated approaches to the creation and development of high-speed and high-speed passenger transport between the Member States.

In addition, the measures outlined in the document take into account the focus of the EAEU countries on using the geographical advantages of the Union in the implementation of transit transport and economic relations between Europe and Asia, and the introduction of advanced foreign experience. And also for the development of science and innovation: the introduction of “green” technologies and the use of alternative fuels, high-speed and high-speed transport systems, unmanned vehicles and the creation of unmanned vehicle traffic zones.

The document consists of four main sections and contains over 60 different activities. The first section includes actions of a general nature, without reference to individual modes of transport, which are aimed at implementing the tasks and priorities of a coordinated (harmonized) transport policy in the countries of the Union. The other three describe directions and actions for creating a common market for services in various modes of transport: road, water and rail. At the same time, the “road map” includes a wide range of areas of interaction: from the coordination of requirements for training and the issuance of driver’s licenses to the discussion and subsequent implementation of mechanisms for monitoring the condition of the road network.

« Thanks to a constructive dialogue, the activities proposed by the parties were agreed upon in a fairly short time. Now, to implement the steps outlined in the document, a busy work schedule awaits. All this will certainly have a positive impact on the creation of a common market for transport services in the Union by 2025“- noted, in turn, the director of the EEC Department of Transport and Infrastructure, Erzhan Nurakhmetov.

Approximately a third of the activities relate to the first section of the general road map. It included various steps to coordinate the development of transport infrastructure in the EAEU countries, including the development of Eurasian transport corridors and the elimination of bottlenecks, joint modernization of junction points and checkpoints, mutual information about infrastructure projects to create or improve transport infrastructure facilities planned to implementation. In the development of road transport in the countries of the Union, significant attention is paid to both passenger and freight transportation. For example, it is planned to develop and adopt recommendations on coordinated approaches to the organization and information support of passenger transportation and their control.

The mechanism for controlling the entry and entry of vehicles into/from the territories of Member States will be improved in terms of permissible weight and dimensional parameters.

The EEC and representatives of the transport departments of the Union countries agreed to develop and adopt an agreed mechanism for monitoring the movement of large and (or) heavy vehicles on roads included in the list of Eurasian transport corridors. In addition, the parties decided to prepare and sign an international agreement on permissible masses, axle loads and dimensions of vehicles when driving on roads included in the list of Eurasian transport corridors. This topic is particularly sensitive given the cost of building a road network and the need to maintain it, which often requires additional financial investment.

Among the measures to implement the agreed policy in the field of water transport, a number of steps are expected to be taken in the field of maritime transport. Thus, we are talking about developing measures to simplify procedures at the ports of the Member States when organizing transportation to and from third countries. For the development of inland water transport, the parties will contribute to the creation of favorable conditions for renewing the fleet of the member states: it is planned to improve the mechanisms for attracting investments, including with the participation of the Eurasian Development Bank, which will allow renewing, replenishing and modernizing the fleet.

Particular attention is paid to the topic of railway transport, the development of which may become, among other things, the key to the successful implementation of the idea of ​​​​combining the EAEU and the Chinese project “Silk Road Economic Belt”. It is planned to implement pilot projects related to the transition to the use of an electronic railway consignment note for transportation on some routes, in particular Dostyk / Altynkol - Brest - Dostyk / Altynkol (on the border of Kazakhstan and China). The parties also intend to develop and adopt coordinated approaches to eliminate shortcomings in the organization of train traffic, which relate, among other things, to the coordination of transportation, the introduction of paperless technologies for the organization and registration of cargo transportation.

The “Road Map” for the implementation of the Main Directions and Stages of Implementation of the Agreed Transport Policy of the EAEU Countries on Air Transport for 2018–2020 was formed as a priority. It became a model project for developing an action plan for other modes of transport. The “road map” for creating a common market for services has already been approved by the decision of the Eurasian Intergovernmental Council on August 14 of this year.
