Trade between different states is always accompanied by an impressive amount of bureaucratic procedures and formalities. At one time, the countries that are members of the Customs Union (Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan) adopted a number of documents that facilitated trade between these states. The general legislative act of this community was the Customs Code of the Eurasian Economic Union, which is a legal document on the territory of all these states. For universal labeling of goods with certificates or quality declarations of conformity, a special mark of circulation on the market of the Customs Union - EAC - was established.

What does EAC mean?

To designate goods that meet the requirements of the Customs Code of the Eurasian Economic Union, the abbreviation EAC (Eurasian Conformity) is used. Labeling of products with the EAC mark indicates that the product has passed certification or declaration of conformity, as well as all the necessary laboratory tests that confirmed compliance with the requirements of the technical regulations of the Eurasian Economic Union (Customs Union).

Which products should bear the EAC marking?

Products that are subject to one or more technical regulations of the Eurasian Economic Union must be labeled. For example, these are food products, light industry products, children's products, and so on.

This technical regulation instrument is determined by Decree of the Customs Union No. 711 of July 15, 2011 and the Regulations on the use of a single sign on the territory of the Russian Federation. The EAC mark is placed exclusively on goods that have a certificate or declaration of conformity of the CU. Simply labeling products does not mean complying with legal requirements. First of all, it is necessary to obtain permits for the product (declaration or certificate).

Rules for marking products with the EAC sign

The EAC marking is a mandatory mark of conformity to designate goods sold within the framework of agreements between enterprises of the countries of the Customs Union. Product labeling rules include the following requirements:
  • Abbreviation letters are made without rounded corners using strict straight lines;

  • All three letters must be the same size, and the overall configuration of the trademark must fit into a square;

  • The abbreviation EAC is applied to the packaging in contrasting, eye-catching colors;

  • This trademark must be clearly legible to the naked eye;

  • Other signs and packaging images should not interfere with the reading of this abbreviation;

  • The image must retain detail throughout the entire shelf life of the labeled product;

  • The minimum size of the sign is at least 5 mm, and the upper limits of the length and width are not limited;
This mark of conformity must be included in the shipping documentation. The absence of EAC marking may result in the imposition of a significant fine for violations of consumer rights. Ignoring the listed product labeling rules will result in penalties.

A single sign of circulation on the market of the Customs Union has become clear evidence of the long-term plans of the states included in this political and economic association. The EAC marking is today highly rated both in the domestic and international markets.

Today, any product sold in Russia or exported to other countries can have the following two types of certificates:

GOST R certificate of conformity is a certificate of proper quality of goods or services, issued within the framework of Russian state standards. There are two types – mandatory and voluntary certification;

CU certificate is a certificate of compliance of product characteristics with the technical regulations of the Customs Union. In this case, the certification process is strictly mandatory and the products must be marked with the EAC mark.

Both certification systems are equal and do not overlap in the list of requirements for products of the same product group. This means that if you have a GOST R certificate, then the certified products are not described in the CU regulations. In this case, the so-called PCT marking is provided.


The PCT conformity mark and the EAC mark are applied to the packaging, product label or product label. Thus, the EAC and PCT conformity marks inform the buyer of the product that the product is certified and meets established quality standards and a certificate of conformity or declaration of conformity has been issued for it. As is known, confirmation of product conformity can be carried out in the form of declaration, mandatory and voluntary certification. PCT conformity mark for mandatory certification in the GOST R system

If the product is subject to mandatory certification and a mandatory certificate of conformity has been issued for it, then the product is marked mark of conformity (PCT) of mandatory certification. What requirements must a product meet to be labeled EAC?

The requirements for each group of goods are specified in the relevant regulations of the Customs Union. For example, toys are rated according to the following indicators:

  • safety for life;
  • materials from which the toy is made;
  • organoleptic properties;
  • physical and mechanical properties;
  • flammability;
  • Chemical properties;
  • toxicological and hygienic indicators;
  • electrical properties;
  • radiation safety;
  • microbiological indicators;
  • package.

Each group of products has its own safety criteria that take into account the main risks.

What should the EAC sign look like?

The abbreviation EAC can be typed in Cyrillic or Latin. According to the regulations, the letters are placed on a light or contrasting background and do not blend in color with the packaging. The sign must be square (with a side of at least 5 mm) and visible throughout the entire service life of the product.

The absence of a marking on a product that should have one signals the consumer about danger: the product has not passed the required checks and can cause harm. However, if you order something directly from abroad, the product may not be labeled, even if it is of excellent quality.

Your product could easily be confiscated or sent back for re-export to the country of origin, where the manufacturer would have to label it and re-export it.

What if we label all the products in a row?

Many importers ask that everything possible be labeled, just to be on the safe side. But this is incorrect and can lead to problems at customs. If a foreign sender places a single circulation mark on products that are not subject to mandatory marking with this logo, then this product can also be sent for re-export at the discretion of customs. What if the products have different markings?

This means that the technical regulations of the Customs Union do not allow the application of other inscriptions, design elements or images on the product or its packaging that could make it possible for the consumer to misinterpret the EAC mark.
