The procedure for registering children and staffing institutions.
Children who need placement in an Institution are registered in one priority Institution and, at the request of the parents, in two additional Institutions in order of priority. After registration, the Applicant is given a notice of registration.
Staffing of Institutions is carried out for the next academic year in the period from June 1 to July 31 of the current calendar year. During the calendar year, additional staffing is carried out for vacant, vacated, and newly created places according to the information provided by the heads of the Institutions.
Groups of Institutions are staffed with children according to the age principle:
- first junior group (early age) - from 2 to 3 years;
- second younger group - from 3 to 4 years old;
- middle group - from 4 to 5 years;
- senior group - from 5 to 6 years;
- preparatory group for school - from 6 to 7 years.

In Institutions, it is allowed to have children of two or three ages in a group (multi-age groups).
Every year, from June 1 to June 10, based on the information submitted by the Institutions and in accordance with the data of the electronic queue of those in need of identification in the Institution, the recruitment commission created under the Education Department (hereinafter referred to as the Commission) approves lists of children (protocols generated in the electronic queue system) for issuing referrals to institutions for the next academic year. During the enrollment period (from June 1 to August 31), the child’s age is calculated as of September 1 of the current calendar year.
If there are free places, throughout the year (after September 1) additional filling is carried out for free (vacant, newly created) places through the above bodies, while only applications for the current academic year are taken into account, the child’s age is calculated as of the current date. Recruitment and replenishment of short-stay groups is carried out for free (vacated, newly created) places upon the application of the parents (legal representatives) of children and the attached documents specified in paragraph 2.7.1.1., submitted to the Authority, while applications for the current calendar year are taken into account year, age is calculated as of the current date.
The application of a child attending a short-term group and wishing to change the mode of operation of the group or the Institution is assigned the status “wants to change” after enrollment in the Institution, while the registration date of this application is saved and is included in the acquisition.

If the parent (legal representative) of the child did not appear at the Institution (during the main recruitment period from June 1 to August 31) and the Education Department (after September 1 of the current code) or did not provide documents within 30 days, a referral to this child is canceled and the place is given to the next child in line. Applications of children whose referrals were canceled are transferred to the “Did not appear” status.

Enrollment of a child in an institution for the new academic year is carried out within three months from the date the child is sent to the Institution, but no later than August 31 (subject to the provision of the necessary package of documents). If the parent of a child sent to the new school year before August 31, and during the period of additional staffing (after September 1) within 30 days from the date of provision of the referral to the Institution, did not apply for enrollment of the child in the Institution or did not provide a package of documents , the referral is canceled and the child’s application in the electronic queue system is transferred to the “Did not appear” status. After 30 (thirty) calendar days from the moment the application status changes to the “Did not appear” status, the child’s application is transferred to the “Deregistered” status. The parent (legal representative) of a child whose application is in the “Failed to Appear” status has the right to apply to restore the application in the electronic queue system to the “Waiting Line” status, while the date of registration of the child’s application in the queue is preserved.

If a child is expelled from the Institution due to the closure of the Institution for major repairs or reconstruction and transferred to another Institution after completion of the repair work, at the request of the parent, the child is expelled from the Institution for recruitment to the Institution that opened after the repair work. When recruiting children expelled from the Institution for the duration of repair work, the date of registration of the application in the child’s electronic queue is retained.

If a child is given a place in an Institution where there are only general developmental groups, but during a medical examination or while in kindergarten it turns out that for medical reasons the child needs an Institution where a compensatory group operates, the parent has the right refuse a place in a general developmental group and will be restored to the queue for a place in an Institution where there is a compensatory group. When participating in the completion of applications for children who refused a place in a general developmental group for medical reasons, the date of registration of the application is preserved to provide a place in a compensatory group.

If a child is provided with a place in an Institution, but due to family circumstances or in connection with a change of place of residence, the parent is not comfortable with his child’s stay in this Institution, the parent has the right, before the end of the recruitment period, to refuse the provided place and apply to transfer the child’s application to "Waiting" status. When participating in the completion of applications of children who refused a place at the Institution for family reasons or with a change of place of residence, the date of registration of the application is retained, and the status of the child’s application is changed no earlier than September 1 of the current calendar year.

The transfer of a child attending an Institution full-time from one Institution in an equal-age exchange with another child attending an Institution full-time is carried out by a decision of the Commission.

In what order are applications placed in the queue?

How are preschoolers standing in line assigned to kindergartens?

Allocation to preschool educational institutions occurs automatically.

The system sorts applications, placing them in order, taking into account the following data:

• serial number of the application;
• category of the population to which the future kindergarten student belongs: preferential or on a general basis, in turn, beneficiaries are also arranged in a sequence corresponding to the level of benefits and the date of application;
• age of children: in each group, applications are arranged according to numbers and taking into account applicants with benefits;
• priority kindergarten (if there is no place in it, the system will consider the nearest ones, and only then the distant ones).

Thus, the system selects children of different age groups for each specific kindergarten depending on their place in the queue and taking into account benefits.

This usually happens in the summer. However, it is possible to end up in kindergarten throughout the year, since groups are replenished every three months if free places appear in them.

It is worth considering that the distribution of places in any kindergarten may change after some time. This is due to the fact that parents of referred children do not plan to send them to kindergarten in the upcoming school year or have received a place in a kindergarten that is not suitable for them.

Taking this information into account, the lists are adjusted and kindergartens are restocked.

Why might the place in the queue for kindergarten change?

The queue at kindergarten can surprise the child's parents with both pleasant surprises - in the form of an upward jump, and not very happy facts - a downward shift. What are the reasons for these movements?

An application can be moved up in the queue in the following cases:

• if the child higher on the list dropped out of the queue (the family changed their place of residence, the parents completely refused to attend kindergarten for the child, the child will not go to kindergarten this school year);
• if a higher-ranking beneficiary has lost his status and now takes a place on the list in the garden according to the date of entry into the queue (later than you);
