1. General requirements for labor protection

1.1. The following employees are allowed to work independently as a plumber:

  • not younger than 18 years old;
  • passed a medical examination;
  • passed the introductory briefing;
  • passed the initial training;
  • trained and trained in the workplace;
  • passed the test of knowledge of labor protection requirements;
  • having an electrical safety group not lower than I and the corresponding qualification according to the tariff-qualification guide.

1.2. The plumber must pass:

  • repeated briefing on labor safety at the workplace at least every three months;
  • internship;
  • unscheduled and targeted briefings: in case of a change in the technological process or labor protection rules, replacement or modernization of production equipment, fixtures and tools, changes in working conditions and organization, in case of violations of labor protection instructions, breaks in work for more than 60 calendar days (for work for which increased security requirements are imposed - 30 calendar days);
  • dispensary medical examination.

1.3. The plumber must:

  • perform only the work that is defined by the work instruction;
  • comply with the internal labor regulations;
  • correctly apply means of individual and collective protection;
  • comply with labor protection requirements;
  • immediately notify their immediate or superior manager of any situation that threatens the life and health of people, of each accident that occurred at work, or of a deterioration in their health, including the manifestation of signs of an acute occupational disease (poisoning);
  • undergo training in safe methods and techniques for performing work and providing first aid to victims at work, instructing in labor protection, testing knowledge of labor protection requirements;
  • undergo mandatory periodic (during employment) medical examinations (examinations), as well as undergo extraordinary medical examinations (examinations) at the direction of the employer in cases provided for by the Labor Code and other federal laws;
  • be able to provide first aid to victims of electric current and other accidents;
  • be able to use the means of primary fire extinguishing;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire;
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.4. The plumber must know and follow the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from specially designed installations.

1.5. During work, the plumber may be exposed to the following hazardous and harmful production factors:

  • moving machines and mechanisms;
  • moving parts of production equipment;
  • collapsing structures, falling objects;
  • insufficient illumination of the working area;
  • lack of natural light;
  • increased dust content, gas contamination of the air of the working area;
  • elevated temperature of surfaces of equipment, materials; increased or decreased air temperature of the working area;
  • increased mobility, air humidity;
  • increased noise level in the workplace;
  • sharp edges, burrs and roughness on the surfaces of workpieces, tools and equipment;
  • increased voltage in the electrical circuit.

1.6. The plumber must be provided with overalls, safety shoes and other personal protective equipment in accordance with the "Model Industry Standards for the Free Issue of Special Clothing, Special Footwear and Other Personal Protective Equipment" and the collective agreement:

  • tarpaulin suit - wear period 18 months;
  • rubber boots - 12 months;
  • combined mittens - 2 months;
  • rubber gloves - on duty;
  • gas mask hose - on duty.

For outdoor work in winter additionally:

  • cotton jacket with insulating lining - 30 months;
  • cotton trousers with insulating lining - 30 months.

Keep special clothes and footwear in closets, and take warm overalls in the summer season for storage in a warehouse. All overalls and footwear should be dried in the prescribed manner and handed over for washing and repair.

1.7. In case of injury or indisposition, it is necessary to stop work, notify the work manager and contact a medical institution.

1.8. For non-compliance with this instruction, the perpetrators are held accountable in accordance with the legislation of the Russian Federation.

2. Labor protection requirements before starting work

2.1. The plumber should be aware that the repair, inspection and prevention of sewer and water wells, pits, tanks and structures are high-risk jobs, so they should be carried out by a team of workers of at least 3 people after receiving instructions on labor protection and work orders. permission to work.

2.2. 2.6. Using a gas analyzer or gas indicator, check and make sure that there are no gases at the bottom of the well (methane, carbon dioxide, sulfur dioxide, and other gases).

2.7. Prepare the tool, as well as the blanks of pipes, spurs, couplings necessary for the work.

2.8. Check the necessary tools and fixtures for the job and make sure they are in good condition.

2.9. 3. Labor protection requirements during work

3.1. The plumber is obliged to keep the workplace clean and tidy, not to clutter it with materials, blanks, parts and foreign objects, to promptly remove metal waste to the place allotted for them.

3.2. Do not lift or carry weights in excess of the established norm (50 kg for men).

3.3. To avoid electric shock, do not touch open live parts of electrical equipment, do not open the doors of electrical distribution cabinets, do not remove covers of starting devices, etc.

3.4. Position the tool in the workplace so that it cannot roll or fall. It is not allowed to lay the tool on the railings of the fences or the unprotected edge of the scaffolding site, scaffolding.

3.5. Wear protective goggles when working with an impact tool to prevent solid particles from entering your eyes.

3.6. Choose a screwdriver according to the width of the working part (blade), depending on the size of the slot in the head of the screw or screw. When loosening screws or screws, especially those that have rusted, firmly fix the part in a vice, do not hold it in your hands.

3.7. The dimensions of the gap (capture) of the wrenches should not exceed the dimensions of the heads of the bolts (faces of the nuts) by more than 0.3 mm. The use of linings with a gap between the planes of the jaws of the keys and the heads of bolts or nuts is more than allowed.

3.8. When loosening nuts and bolts, it is not allowed to lengthen wrenches with additional levers, second keys or pipes, except for wrenches of the asterisk type. If necessary, use wrenches with long handles.

3.9. When manually cutting metals with a hacksaw, you must:

  • firmly fix the workpiece or workpiece in a vice;
  • correctly adjust the tension of the hacksaw blade, since with a weak or excessive tension, the blade may burst;
  • at the end of the cut, loosen the pressure on the hacksaw and hold the part to be cut off with your hand so that you do not get injured when it falls.

3.10. When cutting sheet metal with hand shears, do not use auxiliary levers to extend the handles or cut with impacts on the blades or handles.

3.11. When cutting, straightening sheet metal, wear gloves to protect hands from injury from sharp edges of metal sheets.

3.12. The components and parts removed during the repair of equipment should be laid stably, if necessary, fix them.

3.13. When disassembling press connections, use special pullers (screw, hydraulic, etc.).

3.14. Washing of parts with kerosene should be carried out in a special container in a place designated for this purpose. Drain contaminated kerosene residues into a container with a tight-fitting lid.

3.15. When assembling units and mechanisms, check the coincidence of holes in the parts to be joined using special mounting mandrels; in order to avoid injury, do not check the coincidence with your fingers.

3.16. When using a power tool, to avoid injury or electric shock, do not:

  • pull, twist and bend the cable, put a load on it, and also allow it to intersect with cables, cables and gas welding sleeves;
  • disassemble and independently repair power tools, cables, plug connections and other parts;
  • work with power tools from ladders;
  • remove chips or sawdust with your hands while the tool is in operation (chips should be removed after the power tool has completely stopped with special hooks or brushes);
  • touch the rotating cutting tool with your hands;
  • handle icy and wet parts with power tools;
  • work with power tools in conditions of exposure to drops and splashes, as well as in open areas during snowfall or rain;
  • leave unattended power tools connected to the network, as well as transfer it to persons who do not have the right to work with it;
  • operate a power tool whose period of periodic inspection has expired.

3.17. The power tool cable must be protected from accidental damage and contact with hot, damp and oily surfaces.

3.18. Install the working part of the power tool in the chuck and remove it from the chuck, as well as adjust the tool only after disconnecting it from the mains with a plug and at a complete stop.

3.19. When working at a height (more than 1.3 m from the surface of the soil, ceiling, flooring, floor), follow the requirements of the instructions for labor protection when working at height.

3.20. If it is necessary to perform work on a grinding or drilling machine, observe the requirements of labor protection instructions when working on these machines.

3.21. All repair work on existing pipelines, except for tightening the bolts of flange connections, glands, should be carried out only after turning off the water supply to the repaired area.

3.22. When disconnecting the pipeline (or its section) for repair, hang a sign with an inscription prohibiting the supply of water to the repaired section on a closed valve or valve, lock the valve (valve) handwheel, put plugs with tails between the flanges.

3.23. Dismantle the pipeline connections gradually, drain the remaining water or condensate from the pipeline into a previously prepared container.

3.24. In the absence of devices that make it possible to preliminarily free the disconnected section of the pipeline or any equipment from water, they should be emptied by loosening part of the bolts of the flange connection on the side opposite to its location.

3.25. When servicing cast iron fittings, tighten the bolts of flange connections at a coolant temperature not exceeding 90 degrees. C. If necessary, this can be done at a higher temperature, but the pressure in the pipeline should not exceed 0.3 MPa (3 atm.). Tightening of glands is allowed to be performed at a pressure not exceeding 1.2 MPa (12 atm.).

3.26. To avoid injury, tighten the coupling fittings and nuts of instrumentation (to eliminate leaks through the thread) with wrenches of the appropriate size. Do not use gas wrenches for these purposes, as well as extension levers.

3.27. Filling of sections of pipelines included in the existing network should be carried out through the return line. In order to avoid violation of the density of flange joints and damage to welded joints, increase the temperature in the heating network gradually and evenly, at a speed of no more than 30 degrees. C per hour. Do not fill the heating network with water with a temperature above 70 degrees. C.

3.28. The inclusion of heat-using installations after the completion of repair work should be carried out only with the permission of the work manager.

3.29. When performing work at height, do not leave loose parts of the pipelines being repaired, even during a short break in work.

3.30. During technical (deep) inspection and performance of work related to lowering into the well, observe the following safety requirements:

  • work in the well is carried out by a team consisting of at least three workers, one of whom works in the well, the second on the surface, the third specially supervises the work and, if necessary, assists the worker in the well. It is forbidden to distract the observer to other work until the worker in the well rises to the surface. A person responsible for carrying out the work is allocated from the brigade;
  • open the well cover with a special hook and crowbar; it is forbidden to open the cover with your hands. Install a fence and a warning sign at an open well;
  • before starting work in the well, make sure that there is no gas content in it, for which use a gas analyzer;
  • if gas contamination is detected, the well must be ventilated by natural ventilation or forced ventilation;
  • before descending into the well, make sure that the brackets (ladders) are strong using a pole, put on a helmet and a safety belt (with shoulder straps) with a safety rope firmly fixed on the outside. The length of the safety rope must be at least 2 m greater than the depth of the well. It is not allowed to work in the well without a safety belt and helmet;
  • if it is impossible to completely remove the gas from the well, go down into the well only in a gas mask of the PSh-1 or PSh-2 brand with a hose that goes to the surface at least 2 m. In this case, the foreman or work manager should watch the person working in the well. It is allowed to work in a well in a gas mask with a discharge hose without a break for no more than 10 minutes;
  • to illuminate the workplace in the well, use a rechargeable flashlight with a voltage of not more than 12 V;
  • in case of a sharp deterioration in health, immediately give a signal to the observer, stop work and go to the surface.

3.31. When performing maintenance or repair work on heating points, observe the following safety measures:

  • all shutdowns, switchings and switching on of local systems, performed during start-up, shutdown or normal operation, should be performed by acting alternately with valves on the supply and return lines of the heat pipeline, while ensuring that the pressure in the system does not rise above the allowable one;
  • turn off the system by sequentially closing the valves, starting from the supply line, and turning on the system, vice versa, by opening the valve on the return line;
  • tightening bolts of flange connections and tightening stuffing box seals of fittings should be done evenly, along the contour, in order to avoid overstressing in cast iron parts and damage them.

3.32. Upon completion of the repair of pumps, other types of equipment, mechanisms, before applying voltage to the electric motor, install the removed safety covers, guards, covers, etc. in their places.

3.33. In the event of a malfunction in the operation of the equipment, a dangerous or emergency situation, stop work, turn off the equipment in use and inform the immediate supervisor about this.

4. Labor protection requirements in emergency situations

4.1. The following situations can lead to an accident or an accident:

  • performance of work in violation of the requirements of this manual;
  • malfunction of the equipment, tools, devices used in the work;
  • operation of equipment that does not meet labor safety requirements;
  • careless handling of fire.

4.2. If you feel at least a slight effect of an electric current while working with a power tool, and if the following malfunctions occur, immediately disconnect it from the mains:

  • sudden stop (loss of voltage in the network, jamming of moving parts, etc.);
  • damage to the plug connection, cable or its protective tube;
  • damage to the brush holder cover;
  • leakage of lubricant from the gearbox or ventilation duct;
  • breakage or cracks in the body part, handle, protective - damage to the working part of the tool.

4.3. Stop the pump immediately by pressing the "Stop" button and turn off the input switch in the following cases:

  • sudden stop of the pump (power cut, motor overload, etc.);
  • the appearance of smoke or smell characteristic of burning insulation;
  • sensation of the action of an electric current when touching the metal parts of the equipment;
  • the appearance of increased noise, knocking, vibration;
  • occurrence of a situation that could lead to an accident or an accident.

4.4. In case of accidents:

  • immediately organize first aid to the victim and, if necessary, deliver him to a medical organization;
  • take urgent measures to prevent the development of an emergency or other emergency and the impact of traumatic factors on other persons;
  • prior to the investigation of the accident, preserve the situation as it was at the time of the incident, if this does not threaten the life and health of other persons and does not lead to a catastrophe, accident or other emergency circumstances, and if it is impossible to maintain it, record the current situation (draw up diagrams to carry out other activities).

4.5. In the event of a fire:

  • notify workers in the production room and take measures to extinguish the fire. Extinguish burning parts of electrical installations and electrical wiring under voltage with a carbon dioxide fire extinguisher;

5. Labor protection requirements at the end of work

5.1. Tidy up your workspace. Remove tools, fixtures, parts, materials in the designated places.

5.2. At the end of work in the well, securely close it with a lid.

5.3. Remove personal protective equipment, overalls and put them in storage places.

5.4. Wash your hands with soap and take a warm shower.

instructions for the maintenance and use of primary fire extinguishing means,

- instructions on fire safety measures in the premises,

- instructions for the technical operation of heating networks,

— instructions for the elimination of technological violations in heating networks,

- instructions of manufacturers for the operation of the equipment, tools, technological equipment, materials,

- dangerous and harmful production factors associated with the work performed, harmful substances in the air of the working area and the nature of their effect on the human body.

- when changing technological processes, replacing or upgrading equipment, fixtures, tools and other factors affecting labor safety;

- in case of violation by employees of labor protection requirements, if these violations created a real threat of serious consequences (accident at work, accident, etc.);

- at the request of officials of state supervision and control bodies;

- during breaks in work (for work with harmful and (or) dangerous conditions - more than 30 calendar days, and for other work - more than two months);

- by decision of the employer (or a person authorized by him).

1.8. A locksmith who has not passed a timely test of knowledge or briefings on labor protection should not start work.

1.9. A locksmith undergoes a preliminary medical examination before hiring and periodically once a year.

1.10. The locksmith is obliged to undergo special training once a month in the amount of at least 20% of the working time.

1.11. The locksmith is obliged to comply with the internal labor regulations, work and rest regime established at the enterprise:

– working hours from 8-00 to 17-00

- lunch break from 12:00 to 13:00.

It is possible to involve a locksmith in overtime work in accordance with the Labor Code of the Russian Federation.

1.12. The locksmith may be affected by the following hazardous and harmful production factors:

- falling from height,

- falling objects and tools from a height,

- moving machines, mechanisms,

- high or low air temperature, other harmful climatic influences,

- increased humidity of the air when working in a thermal chamber, trench,

- increased water temperature in the thermal chamber,

— the presence of pathogenic microorganisms in waste and natural waters,

- the severity of the labor process,

- the intensity of the labor process,

- increased noise and vibration levels,

- insufficient illumination of the working area,

- the impact of the flow (hot), jet (hot water).

1.13. According to the Standard Industry Standards for the Free Issue of Workwear, Safety Shoes and Other Personal Protective Equipment, a locksmith must use:

— Cotton suit 1 for a year

— Signal vest of the 2nd class of protection 1 for 2 years

– Leather boots or boots 1 pair per year

— Rubber boots 1 pair per year

2. Labor protection before starting work

2.1. Before starting work, the locksmith must:

3. Labor protection requirements during work

3.1. During work, the locksmith is obliged to perform only the work that is entrusted to him.

3.2. The locksmith must perform all work by order or by work permit (the types of work performed by work permit and order are indicated in the “List of work performed by work permit” and “List of work performed by order” approved by the chief engineer).

3.10. When bypassing the heating network and inspecting underground chambers, a team of locksmiths must have a set of necessary tools, fixtures, lighting fixtures, a key for opening chamber hatches, a hook for opening chambers, gas analyzers and personal and collective protection equipment.

3.15. During hydropneumatic flushing of heat networks and testing of heat networks for design pressure, design temperature of consumer systems and heat points should be turned off. Joint hydropneumatic flushing of heating networks and heat consumption systems is prohibited.

3.16. Production of repair, insulating and other works during hydropneumatic flushing is prohibited.

3.17. The presence of unauthorized persons in the area of ​​flushing heating networks is prohibited.

3.18. The pipelines from which the air-water mixture is discharged must be securely fixed throughout. The places where the air mixture is discharged from the pipelines to be flushed must be fenced off and unauthorized persons should not be allowed to approach them.

3.19. When using hoses for supplying compressed air from the compressor to the pipelines to be flushed, they should be connected to the fittings with special clamps; the fittings must have a notch to prevent the hose from slipping off them. Each connection must have at least 2 clamps. The strength and tightness of the connection of hoses with fittings should be monitored during the entire flushing time. Do not use hoses that are not rated for the required pressure. The non-return valve on the air line must be well lapped and checked for tightness.

3.20. Staying of people in the thermal chambers and channels of the washed area at the time of air supply to the pipelines is prohibited.

3.21. During the testing of the heating network for the design parameters, the duty of personnel in heating points, consumer systems and throughout the test area should be organized, special attention is paid to areas located in traffic conditions, pedestrian crossings and where there were cases of corrosive destruction of pipes.

3.22. When testing a heating network, it is prohibited:

- perform work on the test site that is not related to testing;

- to be and descend into chambers, channels, tunnels;

- be located against flange connections of pipelines and fittings;

3.24. Monitoring the condition of fixed supports, compensators, fittings, flanges should be carried out through hatches without descending into the chamber.

3.25. Simultaneous testing for design pressure and design temperature is prohibited.

3.26. Climbing into the pipeline for inspection and cleaning it from foreign objects is allowed only in straight sections with a length of no more than 150 m and a pipeline diameter of at least 0.8 m. In this case, an exit from both ends of the pipeline section must be provided. Branches, jumpers, connections with other pipelines available at the site must be reliably disconnected by two sequentially located valves or, if the shut-off flange fittings are loose, by plugs, the thickness of which must correspond to the parameters of the working environment. Plugs must have clearly visible shanks. It is allowed to shut off pipelines with one valve for flows in which the working pressure is not higher than atmospheric pressure and the coolant temperature is not more than 45 degrees C.

Work in pipelines should be carried out in compliance with the safety requirements set forth in the "Instructions for labor protection when working in underground structures and tanks".

3.27. In the event of a pipeline rupture with soil flooding and hot water spreading, the hazardous area must be fenced off, if necessary, observers should be posted, warning safety posters “No passage”, “Caution! Danger zone”, and signal lighting was installed at night.

3.28. The section of the pipeline to be repaired, in order to prevent steam or hot water from entering it, must be disconnected from the side of adjacent pipelines and equipment and drainage and bypass lines. Drainage lines or vents that open directly to the atmosphere must be open.

3.31. All isolation valves must be closed. Shut-off valves of open drains connected directly to the atmosphere must be open. 3.32. It is forbidden to start repairing pipelines with excessive pressure in them.

3.34. On all flange connections, the bolts should be tightened gradually alternately from diametrically opposite sides.

3.35. When testing and warming up steam and water pipelines, the bolts of flange connections should be tightened at an overpressure of not more than 0.5 MPa (5 kgf/cm2) glands of steel compensators - at a pressure of not more than 1.2 MPa (12 kgf/cm2) carefully so as not to break the bolts.

3.36. When finishing glands of compensators and fittings, excess pressure in pipelines should be no more than 0.02 MPa (0.2 kgf / cm2) and the temperature of the coolant should not exceed 45 degrees C. 3.37. To tighten the connecting fittings of control and measuring equipment, only wrenches should be used, the size of which corresponds to the edges of the elements being pulled at a pressure not exceeding 0.3 MPa (3 kgf / cm2). The use of other keys for these purposes, as well as extension levers, is prohibited.

3.38. Before tightening, check the condition of the visible part of the thread, especially on the vent fittings.

3.39. When tightening a threaded connection, the worker should be located on the opposite side of the possible ejection of a jet of water or steam when the thread is broken.

3.40. When dismantling individual sections of pipelines, it is necessary to ensure that the remaining part of the pipelines is in a stable position. Cantilevered ends of pipelines should be supported by temporary racks.

3.41. 3.63. When servicing equipment in places that do not have sufficient lighting, portable lamps with a voltage of no higher than 12 V should be used.

3.64. Cleaning of fixtures and replacement of burned-out lamps should be carried out by electrical personnel.

4. Labor protection requirements in emergency situations

4.1. In the event of a fire at the work site, the locksmith must:
