We all know that the designation of differences in ranks by using certain signs and the distribution of ranks in general is characteristic of the structure of the Russian army. However, shoulder straps are not only military. In the police, ranks and shoulder straps are also popular categories.

Historical reference

The first analogue of modern shoulder straps with stars, vaguely reminiscent of the current version, appeared in the Russian Empire in the mid-19th century. Historians associate its emergence with the establishment of new models of uniforms for the military, namely with the appearance of the now quite familiar to us overcoat. Stars and braid were sewn onto the shoulder straps, and the shoulder straps themselves were fixed to the uniform in the shoulder area. It is interesting that absolutely all officer shoulder straps, including the highest ranks, were identical in size.

The Bolshevik perception of shoulder straps with stars as a relic and symbol of autocracy and the era of tsarism in Russia led to the abolition of shoulder straps in principle. This happened immediately after the Great Socialist Revolution of 1917. However, after some time, the Soviet military leadership decided to return the insignia that was familiar from a historical point of view. The first sign of this is the appearance of sleeve patches. Already after the stripes in 1943, shoulder straps were officially returned as a mandatory element of the military uniform.

Military and police ranks

Special ranks in the police of the Russian Federation can be assigned only to citizens of the Russian Federation appointed to the corresponding positions in the internal affairs bodies. Individual shoulder straps have been officially established for all ranks. The location and number of stripes or gaps, as well as stars on shoulder straps and police ranks are inextricably linked.

In the area of ​​placing stars and other elements on shoulder straps, the police turned out to be unoriginal. The placement of decals is completely identical to the army one. The same can be said about special titles. In the police, they generally repeat the military ranks used in the hierarchy of the Armed Forces of the Russian Federation, with the only exception that in the police you will not find the ranks of corporal and Marshal of the Russian Federation.

In the corresponding federal law, in order to distinguish between special military and police ranks, the definition of “police” is added to the names of the latter (for example, police lieutenant). For those who have retired for one reason or another, it is typical to add “retired” (retired major general).

Ordinary police officers

The button is the main distinguishing element for the shoulder straps of an ordinary police officer. Next to the button is the emblem of law enforcement agencies with the meaningful inscription “police”. Police cadets have the letter "K" added to their button and badge to indicate their current position in the police hierarchy.

Junior command staff

To begin with, let’s figure out what ranks in the police are included in the broad concept of “junior command”, and note that this category is the most numerous. These are all sergeants, that is, juniors, seniors, and simply sergeants, as well as foremen, warrant officers and senior warrant officers. Shoulder straps of all ranks are characterized by the presence of rectangular stripes located not along the shoulder straps (in length), but across (in width). The difference lies in the number of these stripes.

Shoulder straps worn by junior sergeants contain two stripes. Sergeants are distinguished by the presence of three. Senior sergeants are distinguished in a special way: on their shoulder straps there is one wide transverse stripe. In the latter case, it is important to focus on the position of this strip of fabric, since exactly the same wide stripe is worn by the sergeant major with the difference that in the latter case it is located vertically (along the shoulder strap).

Ensigns have special distinctive insignia: their shoulder straps are decorated with small stars in a vertical arrangement. Warrant officers wear shoulder straps with two such stars, while senior warrant officers are given three stars.

Middle management

According to the law, the middle command ranks include the ranks of junior lieutenant, lieutenant, senior lieutenant and captain. On the shoulder straps of these police ranks there is a vertical red stripe, which is commonly called a “clearance”. The gap is accompanied by small stars.

Junior lieutenants are awarded one star, placed directly on the red stripe. Police lieutenants have already earned two stars, separated from one another by a transverse gap. As you probably guessed, three stars were allocated for senior lieutenants, but with a very interesting arrangement: two of them are framed on the sides by a red ribbon (the same as for lieutenants), and the third sits right at the very clear. Captains wear four stars, two of them parallel - on the sides of the gap, and two next to each other - directly on the strip.

Senior command staff

Senior command personnel include majors, lieutenant colonels and colonels. The stakes are raised, and a second one is added to one gap, and the red strips of fabric on the shoulder strap are located vertically (along the entire length). The lumen is accompanied by large stars in varying numbers.

Majors have on their shoulder straps one large star, which is located in the center, exactly between two gaps. The rank of lieutenant colonel presupposes the presence on the shoulder straps of not one, but two large stars located directly on the parallel red stripes themselves, opposite each other. For colonels, shoulder straps with three large stars are made, two of which, as you may have already understood, are placed on the gaps parallel to each other, and another one is placed between the stripes, a little in front (so that the stars form some kind of triangle).

Senior management

First of all, let's highlight the ranks of senior management. These include major general, lieutenant general, colonel general and, in fact, general. All are equipped with stars of the largest (relative to all previous ranks) sizes, which are located vertically. The shoulder straps of generals of all variations have no gaps. Special emphasis should be placed on the fact that in the police hierarchy, a lieutenant general is higher than a major general, although a pure lieutenant is a rank of middle command, and a major is a senior rank. It is quite difficult to explain this logically, so, as usual, just remember.

Major generals march with one star located in the middle of the shoulder strap. Lieutenant generals were awarded two stars. Colonel generals, as you might guess, are the lucky owners of three stars.

Let's move on to the top of the police hierarchy, a sort of cherry on top of the ranks in the Russian police. A general can safely put on a uniform with shoulder straps, each of which has one (the largest) star and the Russian coat of arms in the form of the well-known three-headed eagle. Generals are a rarity in the service hierarchy. Only a few manage to achieve this honorary title in the police.

Russian police ranks are divided into four groups:

First group– junior command staff – sergeants, sergeants major and warrant officers.

Second group– middle command staff – lieutenants and captain.

The next title in the Russian Federation is not easy to achieve. When awarding it, special attention is paid to the education of a police officer. But there are also moments when the next rank can be awarded to a policeman ahead of schedule, for some of his special distinctions for the benefit of the Motherland. 1. This Procedure determines the procedure for assigning the next special ranks corresponding to positions of middle and senior command staff, up to police lieutenant colonel, lieutenant colonel of the internal service, lieutenant colonel of justice inclusive, as well as the first and next special ranks corresponding to positions of ordinary personnel and junior command staff, employees of bodies internal affairs of the Russian Federation 1 and citizens of the Russian Federation entering service in the internal affairs bodies of the Russian Federation 2.

2. The next special ranks of middle and senior command personnel are assigned to:

2.1. 3. The first special ranks of ordinary personnel, as well as special ranks of junior commanding personnel, are assigned by managers (chiefs) who have the right of appointment to the position.

4. Special ranks for employees seconded to federal government bodies, other government bodies or organizations (with the exception of the State Courier Service of the Russian Federation and the Federal Migration Service) are assigned by the Minister of Internal Affairs of the Russian Federation.

5. The manager (chief) holding a higher position in the internal affairs bodies of the Russian Federation5 has the rights to assign special ranks that are granted to the manager (chief) filling a lower position in the internal affairs bodies 6.

6. The first special rank is assigned to a citizen from the date of appointment to a position in the internal affairs bodies, and in the case of a test when entering service in the internal affairs bodies - from the date of entry into force of the contract for service in the internal affairs bodies.

7. The first and next special ranks are assigned to citizens and employees in accordance with Articles 8, 41, 43 and 46 of the Federal Law of November 30, 2011 N 342-FZ “On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts Russian Federation".

8. Citizens who have served in military service, state civil service or municipal service, when appointed to positions in internal affairs bodies, as well as employees transferred to another unit for whose employees other special ranks have been established, special ranks of ordinary personnel, junior, middle and senior command staff are assigned by the Minister of Internal Affairs of the Russian Federation, the managers (chiefs) specified in paragraphs 2 and 3 of this Procedure, in accordance with the procedure established by Federal Law of November 30, 2011 N 342-FZ "On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation" and this Procedure.

9. Citizens who have been awarded special ranks of rank and file and commanding officers who are re-entering service in the internal affairs bodies in units for whose employees other special ranks have been established, special ranks are assigned:

9.1. Middle and senior management - the Minister of Internal Affairs of the Russian Federation.

9.2. Rank and junior command staff - by managers (chiefs) who have the right to appoint to the position.

10. The assignment of a special rank is formalized by order.

11. Draft orders for the assignment of special ranks (with the exception of the first special ranks of ordinary personnel and mid-level command personnel assigned to cadets and full-time students of educational institutions of higher professional education of the Ministry of Internal Affairs of Russia) are prepared on the basis of submissions (the recommended sample is Appendix No. 1 to this Procedure ).

12. Submissions are drawn up by the personnel departments of the relevant bodies, organizations, divisions of the Ministry of Internal Affairs of Russia, as well as subordinate territorial bodies of the Ministry of Internal Affairs of Russia or organizations in which citizens enter the service or in which employees serve. Representations regarding employees seconded to federal government bodies, other government bodies or organizations (with the exception of the State Courier Service of the Russian Federation and the Federal Migration Service) are drawn up by the Department of Civil Service and Personnel of the Ministry of Internal Affairs of Russia.

13. Submissions are prepared using computer technology. In this case, the use of abbreviations and the introduction of corrections to the submissions are not allowed.

14. When assigning the next special rank, the submission is drawn up no later than 10 days before the day of expiration of the term of service in the existing special rank.

15. If the manager (chief) does not have the rights to assign special titles, the submission is sent to the manager (chief), who is endowed with the corresponding rights.

16. Orders on the assignment of special ranks are issued as submissions are received, but at least once a month.

17. Orders on the assignment of special ranks indicate the date of assignment of the special rank.

18. The assignment of the next special ranks of junior command staff and the next special ranks of middle and senior command staff is carried out by separate orders.

19. In the text of the order, the special ranks assigned are indicated in descending order. If there is a large number of submissions, the special ranks assigned may be indicated in descending order for each unit.

20. If there are equal assigned ranks in the order for the assignment of special ranks, they are indicated in the following order: special ranks of police, internal service, justice.

21. The announcement of an order (extract from the order) on the assignment of a special rank is made by the immediate or direct supervisor (chief) at meetings, meetings or in front of the formation of personnel upon receipt of the corresponding order (extract from the order).

22. The assignment of regular special ranks to employees is suspended in cases provided for in Part 1 of Article 45 of Federal Law No. 342-FZ of November 30, 2011 “On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation.” When the assignment of regular special ranks to employees is suspended by the personnel departments of the relevant bodies, organizations, divisions of the Ministry of Internal Affairs of Russia, as well as subordinate territorial bodies of the Ministry of Internal Affairs of Russia or organizations in which employees serve, decisions are drawn up to suspend the assignment of a special rank 7 (recommended sample - Appendix No. 2 to this Procedure).

23. An employee whose assignment to the next special rank has been suspended, no later than the day of expiration of the period of service in the existing special rank, familiarizes himself with the decision against a signature. The decision is attached to the employee’s personal file. If the employee refuses to familiarize himself with the decision, a corresponding act is drawn up in any form. If it is not possible for the employee to familiarize himself with the decision, a copy of the decision is sent to the employee by registered mail with acknowledgment of delivery.

Police General of the Russian Federation - the emblem of the Ministry of Internal Affairs in the form of a double-headed eagle at the inner edge and one very large star (from July 20, 2015, the emblem was changed by Post. Pr. No. 1147 of November 3, 2014 - there were 4 large stars). In 2015, in Russia, this title was awarded for the first time to the Minister of the Ministry of Internal Affairs of the Russian Federation V.A. Kolokoltsev. This is the highest rank of the Ministry of Internal Affairs.

Conditions for obtaining titles are the required length of service. It is added to the previous length of service, five years each for the first and second ranks from the above list.

Junior command staff

Here again everything differs according to rank, and their signs are also different from one another:

  1. Junior sergeant - there are two horizontal stripes in the middle.
  2. Sergeant – there are not two, but three in the middle.
  3. Senior Sergeant - in the center it is one wide horizontally.
  4. Sergeant Major - one wide, long vertical stripe.
  5. Ensign - two vertical stars are placed on the shoulder strap.
  6. Senior warrant officer - there are three such stars.

These titles are given by decision of the authorities, and the mandatory condition for obtaining these titles is the following: secondary or secondary specialized education.

Good to know: The shoulder straps are plain, without gaps or patterns.

Police rank and file

This police rank is the most junior. This includes:

  1. Privates - there are no signs on their shoulder straps (clean, empty), they receive rank from the first day of service in the police.
  2. Cadets of educational institutions - a large letter “K” is depicted on their shoulder straps.

The rank and file is subordinate to all four commanding structures, listed above in order.

The opportunity to assign a special rank to an applicant (both the first and the next) is available only to superiors who have received such a right. Citizens who are accepted into senior command positions may receive no more than a major, unless there is more in reserve.

When it comes to the composition of officer levels, the assignment can only be made by the minister. The next special ranks for command personnel will be assigned sequentially. It is imperative that the assigned rank corresponds to the existing position of the promoted one, despite the fact that the period of work at the previous rank corresponds to the required period of stay at it. Exceptional situations that can neutralize these two factors will be discussed below.

If the head of the internal affairs bodies delays the assignment of ranks in the police, and this is unreasonable, then he will bear disciplinary liability. Simply put, the boss does not have the right to somehow change the procedure for assigning new titles at his whim - he is obliged to obey the rules that are developed for all employees.

Since we are talking about periods of length of service after which a new rank can be received, they should be listed in more detail:

  1. A private must serve for a year.
  2. Junior sergeant - same period (year).
  3. When working as a sergeant, you must have served for two years.
  4. For a senior sergeant, the duration will be three years.
  5. For warrant officers, the value reaches five years.
  6. There are no deadlines for chief sergeant or chief warrant officer.

Then you can list similar deadlines for middle (and older) command staff:

  1. For junior lieutenants, this means 1 year of service without complaints or other negative aspects. What will be true for any position is that disciplinary measures taken against an employee mean the impossibility of any career growth until the measures are lifted. The criminal case must not only be closed, it must be confirmed that there are rehabilitative grounds for closure.
  2. For lieutenants this period is already 2 years.
  3. The next senior lieutenants have 3.
  4. Police Captain has a duration of 3 years.
  5. For a major - 4 years, a lieutenant colonel must serve 5 years.
  6. When the special rank of lieutenant is received along with graduation from a university, the period of study there was 5 years and the activity is carried out in the same specialty of training for a lieutenant, then the period of service for him is reduced to a year.
  7. For the ranks of colonel, as well as for senior management, such deadlines do not exist.

Ensign

The requirements for the rank of junior lieutenant will be listed below.

The rank of junior lieutenant is supposed to be assigned to those who are in the position of private or junior command staff. They must have already completed special courses of the Ministry of Internal Affairs of the Russian Federation, conducted in accordance with the program of this department, or they must have completed training in secondary specialized educational institutions from any other ministries, after which they found themselves in mid-level management positions.

It is also possible to assign to those employees who:

  • are studying at the final courses of secondary and higher specialized educational institutions and working in the position of private or junior command staff;
  • for those who have incomplete HE (no less than third year) and have already received an appointment to a position of middle management.

Citizens who graduated from a secondary specialized educational institution and are appointed to fill the position of middle command personnel may also be allowed to receive this title. The same title can be assigned to students (as well as cadets) of universities of the Ministry of Internal Affairs or citizens who study at special faculties of universities when transferring to the final course of study.

Receiving the rank of lieutenant

The following can obtain the rank of lieutenant:

  1. Junior lieutenants, after they have served the required period, or those who have completed their studies at universities without reference to the length of service.
  2. Those police officers who are already privates and graduated (secondary specialized educational institution) of the Ministry of Internal Affairs of the Russian Federation, after which they are employed in some middle-level command position.
  3. Full-time graduates of higher and secondary specialized institutions of the Ministry of Internal Affairs of the Russian Federation.
  4. Citizens with higher education and already working in command positions.
  5. Candidates with previous (and including) ranks of lieutenant colonel can be appointed as deputy ministers of the Ministry of Internal Affairs of the Russian Federation, as well as by those leaders who have been given this right by the minister.
  6. The rank of colonel is given only by the Minister of Internal Affairs of the Russian Federation.
  7. When it comes to special ranks of senior management, their assignment can only be done by the president after they are presented by the minister. This shall be done in the manner specified in Article 20.
  8. If we are talking about special ranks among the average (and higher) command staff of students in institutions of the Ministry of Internal Affairs, then the assignment will be associated with the position that they had before entering their studies.

Move between services

During any work activity, a situation is possible when you need to move to another team. In this case, it may turn out that the new service differs in its structure by the names of the positions. When an employee moves between services where other special ranks are established, they will be assigned in the previously discussed manner. But the new cannot be inferior to what the person being translated already has.

Obtaining a rank for aircraft leaving the reserve

If the person applying for a job is already in the reserves of the RF Armed Forces, then upon appointment it is necessary to assign him a similar military rank.

When a reserve officer enters service, the first special rank can be immediately one step higher than his military rank. This is possible in cases where the sum of the duration of military service and being in the reserve creates the necessary period of stay at the previous level.

Receiving a title early

If an employee has distinguished himself by some achievement or shown high results during his service, then as an incentive he has the opportunity to immediately receive the next level than the one for which he initially applied. Or, receiving the right after the current rank may occur earlier than the deadline. As usual, such assignments for junior personnel are made by the authorities, who have this right, and for senior personnel - by the Minister of the Ministry of Internal Affairs.

If an employee is under an official review, there is a disciplinary sanction, or a criminal case has been initiated, then the next rank will not be assigned to him until one of the listed conditions is canceled.
