Many people ask the question: what is a state duty and why is it needed? - payment to authorized government agencies in a strictly established amount.

It is carried out for the performance of certain legal operations. Such operations may include:

  • Going to court.
  • Obtaining or replacing a passport or other document.
  • Contacting the traffic police.
  • Marriage registration.
  • Registration of a legal entity (individual entrepreneur, JSC, etc.)
  • Donation of property, etc.

This tax is intended to pay for the following transactions:

  • Work of employees on paperwork.
  • Preparation of the document and purchase of materials necessary for this.

The amount of state duty is strictly established by the Tax Code of the Russian Federation. The state carefully monitors the payment of these contributions by citizens and the appropriateness of the distribution of funds by higher authorities.

Not only citizens of the Russian Federation, but also foreigners must pay the fee. Payment must be made before the start of business.

The payment receipt must be attached to the general package of documents when applying.

Common details

There are also those details that are the most common and are found on almost every receipt for payment of state duty.

You can draw up this document yourself or use a ready-made sample. The details also depend on these options. Let's consider each of them separately.

Filling out the receipt yourself

The first way is to fill out the receipt yourself. You need to enter all the data necessary for payment yourself. It is necessary to indicate in detail not only personal information, but also all information about the recipient, i.e. the government authority.

This method is quite long and complicated. It requires increased care, since incorrectly specified state duty details can lead to the transfer of funds to another addressee.

When filling out a payment receipt yourself, you must provide the following details:

  • Own first name, last name and patronymic (if any).
  • Identifier.
  • Full name of the government agency (for example, Federal Migration Service).
  • Abbreviated name of the state authority (FMS).
  • Government identification number.
  • Name of the banking organization.
  • OKTMO.
  • Type of payment (in this case: state duty).
  • Place of residence.
  • The date the receipt was filled out.
  • Amount of state duty.
  • Personal signature.

Each column should be filled out as completely and carefully as possible. After providing all the information, you can pay the fee in any convenient way.

Using forms

The second method is to use ready-made receipt forms. It can be obtained on the official website of the government agency or in person at its nearest branch.

This method is the most convenient. It allows you to save as much time as possible and avoid possible mistakes. All the recipient’s details have already been indicated, which is why there will definitely not be any problems with the transfer of funds.

The payer only needs to provide the following information:

  • Personal identification number.
  • Own last name, first name and patronymic (if any).
  • Postcode.
  • Place of execution of office work.

This receipt can then be used to pay state fees. This method of drawing up a receipt is recommended by many experts, since it is the most convenient for both the payer himself and the government agency.

State duty for passport

Now it’s worth considering the most common legal transactions that require payment of state fees, and how to obtain details for each of them.

One of the most popular operations is obtaining or replacing a passport. There are several types of passports: passport of a citizen of the Russian Federation, foreign passport, etc. The size largely depends on the type of this document.

Passport of a citizen of the Russian Federation

To obtain a new passport for a citizen of the Russian Federation, you will have to pay 300 rubles. If it is lost and restored, the state duty increases to 1,500 rubles.

These documents are processed by the Federal Migration Service. There you can obtain the details necessary to pay the fee. Receipts with the necessary details can be provided both in paper form and on electronic media.

You must also provide this authority with a receipt confirming that the state duty has been paid.

International passport

As for the foreign passport, its registration is also carried out at the Federal Migration Service. But there are some nuances to this procedure.

As in the previous case, you receive details at any FMS branch. They can also be obtained on the official website of the government agency. Next, you need to pay the state fee.

It is very important to pay it at the branch of the banking organization that is geographically located in the same subject of the country as the branch of the Federal Migration Service that issues the document.

Otherwise, the fact of payment of the state fee will be considered invalid.

When issuing a foreign passport for a minor, the payment of the state fee is made by his parents or guardians. But in this case, it is very important to indicate in all documents the data not of the parent, but of the child for whom the foreign passport is being issued. In other words, payment of the fee must be made on behalf of the child.

State fee for a driver's license

To pay the state fee for a driver's license, you must use a payment order. It is issued at any bank branch. You must complete the payment order yourself.

All the details necessary to fill out the document can be obtained from the traffic police department or on the official website of the traffic police.

Information must be entered into the receipt as carefully and accurately as possible. Any inaccuracies may result in funds being sent to a different recipient.

You can also pay the state fee online. To do this, you need to use the government services website.

A state fee is a fee for performing certain legal actions. The fee is paid by both legal entities and individuals. Usually the duty is paid at the place where the action for which it is paid is performed. You can pay the state duty either in cash or by non-cash form. A receipt is used to pay the state fee in cash.

Details for paying state duty

Fees are paid for various actions - for example, when registering a company with the tax office or when applying to a notary, when going to court, etc. Depending on what you need to pay the state duty for, the details for paying the state duty and the amount of payment will differ.

Since the departments to which the fee is paid differ, there is no single sample receipt for payment. After all, the details of the state duty will vary depending on the type of legally significant action for which the applicant applies and the body that provides the specific service.

It is very important to indicate the correct details on the receipt - therefore, usually all data is specified at the place where you need to make the payment. Often this information can be found on the official website of the department - in order to minimize the number of requests to employees and the number of incorrect payments, a receipt form for payment of state duty with completed details, the amount of state duty for a particular action can almost always be found on the website.

If the payer pays the duty by non-cash method, the fact of payment is confirmed by a payment order with a bank mark, if in cash - by a payment receipt.

Receipt for payment of state duty

Let's look at the process of paying state fees using the example of paying state fees for registering a legal entity. The state fee for registering an LLC is 4,000 rubles. The state fee must be paid before submitting the full package of documents for registration.

A receipt for payment of the state duty can be obtained directly from the bank or from the tax office. Alternatively, you can download the form and fill it out yourself. You can pay the state fee through Sberbank or a multifunctional center (MFC).

Bank details for paying state duty can be found on the tax office website. It is important not to make a mistake with the KBK that you will indicate on the receipt - the code will differ depending on whether you pay the fee through the MFC or Sberbank.

You can also generate a receipt for payment of state duty using a special service on the tax office website.

The receipt itself is not difficult to fill out, but it is important to be careful when entering details. The receipt must indicate the tax office to which the payment is made, checkpoint, tax identification number, OKTMO. Next, indicate the recipient's account number and the name of the bank, BIC and correspondent account. To indicate the name of the payment (“State duty for registration of a legal entity LLC “Lyudmila”), a separate line is provided; in the adjacent line you must indicate the BCC. Next comes the payer’s data (full name, address, TIN), amount of state duty, status. Next comes the field intended for the payer’s signature and the date of payment.

Please note that the procedure for paying the fee if there is one owner of the company or several owners will differ. In this case, the amount of the state duty will need to be divided in proportion to the number of owners - each will need to pay their part separately.

Validity period of the state duty

According to tax legislation, the following deadlines are established for payment of state duty:

  • When going to court (court of general jurisdiction, Supreme Court, etc.), the state fee must be paid before filing an application, petition, complaint, etc. If the defendant pays the fee, then within ten days after the court decision comes into force;
  • When contacting a notary - before visiting the notary to obtain notarial acts;
  • If it is necessary to obtain documents or their duplicates - before applying for documents;
  • when applying for an apostille - before it is affixed;
  • when applying for annual confirmation of the vessel’s registration in the Russian International Register of Ships - no later than March 31 of the year following the year of registration of the vessel in the register;
  • when applying to perform other actions (when registering rights to real estate, when registering rights, restrictions on rights to land plots, etc.) before applying to departments.

Thus, in most cases, the fee is paid before contacting the office. Is there a validity period for the receipt of payment of the state duty? The Tax Code does not indicate a validity period. However, it is worth considering that the amount of state duty that must be paid may change. It must be borne in mind that the amount paid must correspond to the amount established at the time of contacting the department, and not at the time of payment. Therefore, there is no point in paying the state fee much in advance: the receipt for payment of the state fee is filled out shortly before contacting the department.

On our website we now have the ability to generate a receipt for payment of state duty. Now you don’t need to delve into various KBK codes, check the correctness and relevance of the details, because in case of an error, it will be very difficult to return an incorrectly made payment. As a rule, payers find out that they made a payment using incorrect details only at the tax office when the tax inspector does not accept your documents.

Now all you need to do is select the payment type and fill in all the required fields. A receipt for payment will be generated for you, according to the details of which the payment will be received exactly as intended. The receipt is paid at the bank and is attached to all documents.
