- when buying housing in a new building - from 12%, in the secondary market - from 12.25%;

- there are deductions from the interest rate for large families;
- assistance program (mortgage loan restructuring) for families with one or more minor children.

Mortgage of Sberbank of Russia

Consider the terms of the mortgage from the Savings Bank of Russia.
The minimum rate is 11.25% per annum.
According to the scheme developed by Sberbank, a young family with many children, when applying for a mortgage, can attract up to six co-borrowers. In the Penza region, thanks to the program envisaged for 2010-2016, families raising five or more children are eligible to apply for state support in the form of 500,000 rubles. This money can be directed to the construction, purchase, repair or reconstruction of housing. One of the areas of state assistance to the most vulnerable segments of the population is mortgages for large families. Unfortunately, it is impossible to get a loan without a down payment. However, you can count on some concessions on the part of creditors. The main ones are lower interest rates, a longer repayment period, the possibility of raising funds using a parent certificate, one-time cash payments from the budget, etc. Each of these concessions can significantly simplify the fulfillment of creditor obligations.

Going towards large families (having more than three children), the regional leadership develops and implements many different programs to facilitate the solution of the housing problem.

Moreover, the preferences provided by many social services at the regional level apply to both urban residents and large families living in rural areas. In some regions of Russia, mortgages are provided for large families in the form of assistance in acquiring a land plot for housing construction.

To improve living conditions in some regions, one-time cash payments are provided for the purpose of repairing or expanding housing.

In most regions, mortgages for large families are provided from special regional maternity capital. The creation of such an account at the regional level greatly facilitates the solution of the housing problem for many large families.

What does a large family need to apply for a mortgage?

You need to prepare and take with you the initial package of documents necessary to consider the characteristics of the client. It includes:

  • Employment book or paper from the place of permanent employment with a mark of six months of experience

Russians apply for preferential mortgages without even reading the terms of the program. 1. Preferential mortgages are available for young families

2. The state does not limit the amount of credit (because it is rich)

The credit limit under the program is limited. In Moscow, St. Petersburg, the Moscow region and the Leningrad region, it can vary up to 8 million rubles. In other regions of Russia - up to 3 million rubles. That is, you can buy an apartment for 30 million rubles, but the down payment must be at least 27 or 22 million, depending on the region.

3. Down payment doesn't matter

The amount of the minimum contribution is specified exactly - from 20%. Thus, those who want to use maternity capital as a down payment can count on an apartment that costs no more than 2 million 200 thousand rubles.

4. 6% for the entire loan term

Decree No. 339 of March 28, 2019 approved that the subsidizing period applies to the entire term of the loan in the amount of 6% per annum.

Previously, this decree had a rule: at the birth of a second child, the six percent rate is valid for no more than three years, if a third is born - five years. In the case of a second and third birth, the family can receive eight years at a reduced rate.

5. The program subsidizes mortgages in the secondary housing market

Preferential mortgages are issued exclusively for new houses and apartments. Including, if a shared construction agreement is drawn up. The secondary market in this scheme is excluded.

6. Refinancing is possible for any residential property

Refinancing a mortgage at a preferential 6% is possible only if the loan is issued for new housing and purchased from a company. It is useless to apply to DOM.RF with an application to change the terms of the loan, even if the apartment was bought in a new building, but its first owner was an individual, and not a legal entity. 9. Family income doesn't matter

Despite the fact that the preferential loan program itself says that there is no need to confirm family income, banks always check the solvency of applicants. It often happens that, having received approval at the first stage, applicants, as a result, receive a refusal from the bank or an offer to receive a smaller amount. The reason is insufficient financial security.

Loans are given in rubles, so those wishing to play on exchange rates will be refused. As it turned out, there are quite a few Russians who believe in the imminent fall in the quotes of the world's leading currencies and want to get a soft loan for housing in dollars, euros, and even in yen and Swiss francs. Such "dealers" will be disappointed, because the program is designed only for ruble loans.

OTP Bank:

  • overpayment on a loan - from 9.1% to 15.5% (subject to the borrower's health and life insurance);

  • the lower limit of the amount is 300 thousand rubles;
  • the loan is available in Russian and foreign currencies.

Alfa Bank:

  • a loan is issued for a large family for the purchase of housing in the amount of 0.6–50 million rubles;

  • overpayment - 9.29–11.59%.

Regional subsidy programs

Udmurtia:

  • first payment - 10%;
  • overpayment on a loan - 5%;
  • allocation of subsidies at the birth of a third baby to pay off a housing loan - 200 thousand rubles.

Krasnoyarsk region:

  • reimbursement of 75% of the overpayment on a housing loan if parents are raising 4 or more children, and mortgage interest does not exceed 1.5 of the key rate of the Central Bank of the Russian Federation;
  • interest-free mortgage for large families, if parents have more than 5 dependents, and the overpayment on the loan is not higher than 2 rates of the Central Bank of the Russian Federation.

Penza region:

One-time payment - up to 500 thousand rubles. for the acquisition, overhaul, reconstruction of housing.

Legal regulation

Benefits for parents raising several minor dependents, mitigated requirements for housing loans are provided for by the Federal Law of December 29, 2006 No. 256-ФЗ “On Additional Measures of State Support for Families with Children”. Families with many children are currently in the Russian Federation at a significantly lower standard of living than families with one or two children. In addition, there are often cases when the family's existing housing conditions are seriously limited. In these cases, the state helps to improve such conditions.

How can the living conditions of families with many children be improved today, and under what conditions can certain benefits be obtained? What regulations should be guided by now?

Criteria for determining a large family

In 1999, Federal Law No. 138 “On State Support for Large Families” was under consideration in the State Duma and the Federation Council. One of the goals of this law was the formation of a single federal mechanism for determining which family has the right to be called a large family. Since the law was never adopted, the right to determine whether a particular family belongs to the number of large families remains with the regions.

To date, those families in which at least three relatives (that is, those born in this family) or adopted children are brought up by default can be ranked. If we are talking about regions with a high birth rate, where birth and death rates differ in the direction of exceeding the birth rate over mortality, then the status of a large family can be obtained by a family that brings up at least four or five children.

The main condition is that all children who are taken into account are not of legal age. As soon as one or more children turn eighteen years old, the family may lose the status of having many children if the number of minor children does not correspond to the number established in the current legislation.

The number of minor children who must be brought up in a particular family in order for it to receive the status of a large family is established in each at the level of legislation in a particular region. The change in the number of such children can be carried out on the basis of how the birth rate in the region changes, as well as the state of the budget of a particular region.

The problem of mortgage lending to large families

However, it is often necessary to talk about large families from the standpoint of the fact that their income level for obtaining mortgage lending is insufficient. This is one of the main reasons why banks most often refuse to provide such loans.

Another significant problem when purchasing housing using a mortgage loan by a large family is the presence of a large number of persons who are dependent on the borrower or.

The more dependents a potential borrower or co-borrower has, the greater the interest on the loan and the amount included in the monthly payment, as the bank strives to ensure that all borrowed funds will be returned.

It is for this reason that often a large family cannot fully pay such payments on time, as a result of which it may lose the acquired housing.

Another problem of mortgage lending to large families is the fact that such families often do not have real estate that could be used as collateral, or the pledged property (except for those acquired using a mortgage loan) is the only housing.

In the event that persons who have taken a mortgage loan for housing conditions do not pay all available payments on time, both residential premises can be seized by the bank for debts as mortgaged under the terms of the loan. For this reason, such a family may lose any living quarters in which they can live.

It is precisely because of the presence of such problems in the implementation of mortgage lending for large families that the state decided to provide those families who decided to use just such a service to improve their living conditions.

New legislation on mortgage lending to large families

The state program "Housing", which provided opportunities for obtaining housing using preferential mechanisms for obtaining housing for categories of the population, was terminated ahead of schedule in 2017, since the limits of state injections for its implementation have now been completely exhausted.

However, the problem of insufficient housing, which was addressed by this program, continues to persist. It is for this reason that the previously existing program was replaced by a new one, which implies the provision of housing to those families who decide to apply for a preferential one.

The rules for providing such preferential mortgage loans were approved by Decree of the Government of the Russian Federation No. 1710 dated December 30, 2017. The adoption of this program became necessary due to the loss of relevance of the previously existing "Housing" program, since from now on the main goal of the state was not just to provide those categories of citizens of the Russian Federation who are interested in such assistance, but also to stimulate high-quality social construction in terms of providing various categories of the population with affordable and high-quality housing. Such goals were approved by the President of the Russian Federation in the annual Address to the Federal Assembly and announced in November 2017.

In accordance with the said Decree, all persons who confirm their rights to assistance from the state in terms of obtaining housing can be issued a preferential mortgage. Indication of the formation of the relevant norms of the current legislation, as well as the creation of special conditions for the implementation of various forms of mortgage lending, including using a reduced interest rate - no more than six percent per annum for families with a second or third child born from January 1, 2018 .

The content of mortgage benefits for large families

Due to the fact that since January 1, 2018, the conditions for mortgage lending for large families have changed, it is necessary to imagine how they now look from the state.

The preferential programs that were in effect until 2018 are ending. These programs include:

  • interest-free mortgage from the state. This program consisted in the fact that the state provided families with many children who needed to improve their living conditions with an interest-free loan in the amount of at least eighty percent of the cost of the purchased housing. This loan was provided for a period of five to twenty years and could only be used to purchase housing in the housing stock or to own a house. In some regions, this loan could be replaced by a mortgage issued in the partner banks of this program (banks with partial state participation), and the interest on the loan taken was paid in full by the state. To date, this preferential program has completely stopped accepting applications from citizens, however, those applications that were submitted before January 1, 2018, and for which interest-free mortgage loans were not provided, are being processed to date;
  • government mortgage repayment. This program also stopped accepting applications from January 1, 2018, however, processing of those applications that were submitted earlier continues. The essence of this program is that the state fully repays the mortgage debt of a large family, but only if it is recognized. In order to receive such preferential assistance from the state, the family declaring its need must: confirm the status of the poor, documented the absence of debts to the bank, and also confirm that they paid the bank at least thirty percent of the total cost of housing purchased using the target loan. If all the above conditions are met, the state will repay the rest of the amount, and the housing will become the property of a large family.

A mortgage for large families is a special form of mortgage lending, which, after the latest changes in the current legislation, has become significantly easier in terms of its repayment by such borrowers. However, eligibility for such a mortgage must be documented and proof that the family is able to pay for such a targeted loan.
