Biography

In the period 1963 to 1973 he studied at an eight-year school in the village of Zatoka and at Lviv secondary boarding school No. 2 with intensive physical training. In 1973 he was drafted into the Armed Forces. He served in the military service in Kyiv as a cadet at the 83rd Military Fire-Technical School of Junior Specialists, and from April 1974, he was the commander of the 777th Garrison Military Fire Brigade at military unit 1665 in Lvov. Demobilized in November 1975. In 1975, he was accepted into the service of the internal affairs bodies as a firefighter of SVPCH-3 (independent military fire department) for the protection of the Zheleznodorozhny district of Lvov. From 1978 to 1981, he was sent to the Lviv Fire-Technical School of the Ministry of Internal Affairs, where he worked as a clerk-captain of a cadet unit. In 1980 he graduated in absentia from the Lviv Fire-Technical School of the Ministry of Internal Affairs. In 1980, as part of a combined detachment of the Lvov Fire-Technical School of the USSR Ministry of Internal Affairs, he ensured the protection of public order and compliance with fire safety conditions at sports facilities in Tallinni during the Olympics-80. From the beginning of 1981, he worked at the Lvov Fire-Technical School of the Ministry of Internal Affairs of the USSR in the positions of chief of guard of a training fire department, platoon commander, deputy course chief, course chief, and vice-rector for combat units. In 1987 he graduated from the Ternopil State Pedagogical Institute, and in 1990 - as an external student from the Vladikavkaz Higher Military School of the Ministry of Internal Affairs of the USSR.

In 1988, as part of the combined battalion of the Vladikavkaz Higher Military Command School of the USSR Ministry of Internal Affairs, he took part in the liquidation of the consequences of the earthquake in Spitak. In 1989, he took part in hostilities in the Nagorno-Karabakh Autonomous Region and headed a combined detachment for the protection of public order. Candidate of Pedagogical Sciences since 1998. The topic of the dissertation is the pedagogical foundations of responsibility among cadets of educational institutions of the Ministry of Internal Affairs. In 1999, according to the order of the Ministry of Internal Affairs of Ukraine, he was appointed rector of the Lvov Fire-Technical School of the Ministry of Internal Affairs of Ukraine. From 2001 to 2003 - Rector of the Lvov Institute of Fire Safety of the Ministry of Internal Affairs of Ukraine.     At LSUBZhD, the educational and educational process is carried out thanks to the hard work of highly qualified scientific and pedagogical personnel.     Story started in 1947. The Kyiv advanced training courses for officers of the fire department of the USSR Ministry of Internal Affairs became the starting point for the history of the university. Soldiers and officers returning from the war replenished the fire brigade after the war. Retraining courses were established to improve the professional level of the country's new fire department personnel. Such prevention courses took ten months, and squad commanders studied for several months.

    Lieutenant Colonel V. A. Dronov became the director of the courses in the city of Kyiv in 1947. V. A. Dronov’s deputies were Captain F. L. Belik and Lieutenant Colonel B. Gorbatenko. On February 1, 1948, the courses began classes that fully met the requirements of the educational process. On April 18, 1948, the courses received the Battle Banner. On May 8, 1948, cadets took the military oath for the first time.

    In July 1951, the educational profile was reorganized. The courses were renamed the Kyiv training courses for officers of the paramilitary fire department of the USSR Ministry of Internal Affairs. After completing the courses, students received the military rank of “junior lieutenant.” Major engineer Ya. Ya. Shcherbina developed a system for collecting and supplying water to the fire site. The supply of water to the fire site was carried out using a system developed by Ya. Ya. Shcherbina, which was highly appreciated by the UPO of the Ministry of Internal Affairs of Ukraine.


    On July 22, 1952, according to the order of the USSR Ministry of Internal Affairs, the Kiev Fire-Technical School was created on the basis of the Kyiv officer training courses of the Higher Professional Educational Institution of the USSR Ministry of Internal Affairs, where 344 people worked. At that time, about 840 cadets were studying at the Kiev Fire Technical School.

    Engineer-Colonel of the Internal Service A.T. Zamostyev was appointed head of the Kyiv courses. The recruitment of cadets was carried out from among the youth of Ukraine. The entry of young men into the courses was carried out on the basis of completed secondary education and suitability of health status.

    On November 1, 1952, training began for the divisions that were recruited in August - September 1952. The cadets studied social sciences, fire tactics, fire prevention and general education subjects. The cycle of military subjects, which were subsequently studied by cadets, was introduced in December 1953.

    At the same time, the school operated courses lasting 11 months, which were closed in June 1953.

    On August 30, 1953, the personnel took the military oath. In October 1953, classes began for new cadets, who must study for three years.

    In April 1954, 85 2nd year students graduated from the school ahead of schedule.


    On May 10, 1954, the school was moved to Lviv. According to the order of the USSR Ministry of Internal Affairs, the Kiev Fire-Technical School received a new name - Lvov Fire-Technical School of the USSR Ministry of Internal Affairs.

    The Lvov Fire-Technical School of the Ministry of Internal Affairs of the USSR is located in a historical building in the center of the city of Lvov. In 1955, engineer Colonel of the Internal Service B. Ya. Kolyadinsky was appointed head of the school, and the first graduation took place on July 12, 1955. Then graduates of the Lvov Fire-Technical School were awarded the title of technician-lieutenant of the internal service.

    The blue uniform was awarded to graduates in 1957 with recognition marks located on the buttonholes, but it lasted only a year.

    In 1959, the political department was liquidated, and the Lviv Fire-Technical School was subordinate to the Ministry of Internal Affairs of Ukraine. The first correspondence department began operating in 1961, which was attended by 75 students in three courses of the school.

    After moving to Lviv, the premises were restored and the territory of the school was equipped, making the school suitable for the educational process.

    In 1962, Colonel of the Internal Service M.I. Popukailo became the head of the school, who reduced the training period to two and a half years and increased the number of cadets enrolled in the Lviv Fire Technical School.

    In 1966, the Lvov Fire-Technical School received the name - Lvov Fire-Technical School of the Moscow State Fire Department of the USSR.


    In 1970, V.M. Zozulya became the head of the school, who was actively involved in the repair and reconstruction of the school premises. On his initiative, classrooms and classrooms were provided with new educational and methodological materials.

    In 1980, in Moscow, the school received a Certificate of Honor from the Presidium of the Supreme Soviet of the USSR for the exemplary task of ensuring fire safety of the Olympic venues in Tallinn.

    In 1983-1988, the fourth floor was built in the main building of the school.

    The independence of Ukraine played an important role in the history of the school. The school became one of the first educational institutions in Ukraine to begin teaching students in the Ukrainian language after the declaration of independence.

    In 1994, a chapel was built on the territory of the school. On June 21, 2001, the school became the Lviv Institute of Fire Safety of the Ministry of Internal Affairs of Ukraine, which was subordinate to the Ministry of Ukraine for Emergency Situations and for the Protection of the Population from the Consequences of the Chernobyl Disaster.

    II. Lviv Fire-Technical School (1965 - 1968)

    After graduating from high school in the summer of 1965, after consulting with my family, I went to enter the Lvov Polytechnic Institute. He started taking exams - unsuccessfully: he was not very confident in himself, was not ready to defend his knowledge in a reputable educational institution, he was lost in a big city... And who was he, a guy from the village, to study at such a prestigious university? But the guy from the village did not want to give up: on the advice of his uncle Sasha, Alexander Ivanovich Driga, Volodya Maksimchuk applied to the Lvov Fire-Technical School, where he was accepted with exam grades from the Polytechnic Institute, only he had to pass two additional exams.

    The years of study at the school gave Vladimir a lot, not only in terms of professional education, but no less in terms of the general development of his views and worldview. He was lucky: at the school he met new people, found comrades, mentors, and wonderful teachers. He loved exact sciences, technology, sports - this came in handy here. I studied with pleasure, did not shirk my responsibilities, and did everything as expected. He was also involved in public and Komsomol work and carried out complex assignments. As in school, there were, of course, incidents and tricks on the part of his comrades - he showed character and will, and knew how to get out of conflict situations with dignity. No, he didn’t let his friends down, he didn’t show off himself, he helped his fellow cadets out of trouble, almost like the heroes of the works he loved since childhood.

    He graduated from college with honors in the spring of 1968 and was included in the Book of Honor of this educational institution.

    “During the period of his stay at the school, he proved himself on the positive side. Personally disciplined and efficient. He mastered the training program with an overall mark of “excellent.” For exemplary study, discipline and excellent performance of service, in all types of orders, he was repeatedly encouraged by the command of the division and school. He took an active part in social work, in the second and third years he was a group committee leader of the study group, he was conscientious in fulfilling this assignment, he showed initiative in his work, he was able to make decisions independently and implement them.     As an excellent student, he constantly assisted the cadets in preparing for classes. He enjoyed well-deserved respect and authority among the division's personnel. Occupying responsible positions and positions, he always tried to “break through” rigidity and routine, and unconditionally supported those who were called upon to carry out educational and educational work among the younger generation of firefighters and rescuers. At the same time, he firmly raised the question of integrating the educational process with practice.

    The initiator of the creation of an effective national system of security and combating accidents, catastrophes and natural disasters - the domestic emergency response service for emergency situations. Thanks to his perseverance and personal participation, the foundation of the emergency rescue service was laid in the country - a network of specialized teams was created in the structure of the fire department to carry out priority rescue work (which became the prototype of the modern Ministry of Emergency Situations), the production of the latest fire fighting equipment, fire-technical weapons was organized and emergency rescue equipment.

    The leader who took drastic measures to strengthen fire safety in Moscow at the end of the 20th century.

    Fire at the Chernobyl nuclear power plant on the night of May 22-23, 1986. became the main fire that befell him - it was in that situation that he clearly showed himself as a specialist, as a leader and as a person: the tactics he proposed for extinguishing fires at nuclear facilities had no analogues before and became the property of the world firefighting community.

    His heroic actions saved the people and the station, but cost him his life. The consequences of that fire were immediately felt and aggravated by further events, including personal participation in the elimination of other accidents and disasters in the country. Yes, despite the cruel verdict of Chernobyl, Vladimir Mikhailovich continued to work painstakingly, accomplished great things, achieved his goals, while, just as before, he often risked his life. He took extremely little care of his health, underwent several difficult operations, rested in fits and starts, spent himself quickly, simply mercilessly - he did not retire to the side, did not take with him what could benefit others. I couldn't do it any other way!

    By Decree of the President of the Russian Federation No. 1493 of December 18, 2003. Vladimir Maksimchuk was awarded the title of Hero of the Russian Federation posthumously.
