2. The department performs the following functions:

2.1.Organizes and coordinates the development and carries out the justification of the socio-economic policy of the region, priority areas for economic development.

2.2. Conducts an analysis of the socio-economic situation of the territory (month, quarter, year), identifies imbalances and develops ways to eliminate them.

2.3. Develops forecasts for the socio-economic development of the territory for the current period and the future.

2.4. Provides organizational and methodological support for work on forecasting the development of the territory (work with enterprises and organizations, village (village) councils). Develops a consolidated financial balance sheet for the district. Takes part in the preparation and implementation of proposals on general areas of financial and tax policy. Prepares a draft action plan for the territory administration to fulfill forecast indicators and priority areas for providing state support.

2.5.Participates in the development and implementation of social policy, including general policies in the field of income and expenditure of the population, demography, migration, employment, job creation, social partnership and social support and protection of certain segments of the population, taking into account the economic capabilities of the area.

2.6.Takes part in the development and implementation of economic issues to stimulate business activity and support entrepreneurship.

I. General provisions

1. The Ministry of Economic Development, Industrial Policy and Trade of the Orenburg Region is formed in accordance with the Law of the Orenburg Region dated November 16, 2005 N 2706/470-III-OZ “On the system of executive bodies of state power of the Orenburg Region”, Decree of the Governor of the Orenburg Region dated April 20 2009 N 58-uk "On the structure of executive authorities of the Orenburg region."

2. The Ministry of Economic Development, Industrial Policy and Trade of the Orenburg Region (hereinafter referred to as the Ministry) is the executive authority of the Orenburg Region.

3. The Ministry, within its competence, develops and implements regional state socio-economic policy aimed at ensuring stable economic growth, qualitative renewal of the industrial and fuel and energy complexes, transport, improving the standard of living of the population of the region, coordinates the activities of the regional executive authorities in the specified spheres.

4. IV. Rights of the Ministry

V. Organization of the Ministry’s activities

16. The Ministry is headed by the First Deputy Chairman of the Government - the Minister of Economic Development, Industrial Policy and Trade of the Orenburg Region (hereinafter referred to as the Minister), appointed to the position by the Governor of the Orenburg Region with the consent of the Legislative Assembly of the Orenburg Region.

17. The Minister has two first deputies, who are appointed and dismissed by the Governor of the Orenburg Region, and two deputy ministers, who are appointed and dismissed by the Chairman of the Government - the First Vice-Governor of the Orenburg Region.

18. Minister:

19. In the absence of the Minister, his duties are performed by the First Deputy Minister in accordance with the order of the Minister.

VI. Reorganization and liquidation of the Ministry

20. The Ministry may be reorganized or liquidated by the Governor of the Orenburg Region in accordance with the legislation of the Russian Federation and the Orenburg Region.
