The area of ​​activity of the Federal Water Resources Agency is water resources. In this area, the Agency carries out Features:

Federal Water Resources Agency empowered to perform certain types of activities in the established field . It organizes: 1) territorial redistribution of surface water flow, replenishment of water resources of underground water bodies; 2) implementation of measures to prevent the negative impact of water and eliminate its consequences in relation to water bodies that are in federal ownership and located on the territories of two or more constituent entities of the Russian Federation; 3) implementation of measures to protect reservoirs that are entirely located on the territories of the relevant constituent entities of the Russian Federation and the use of water resources of which is carried out to ensure drinking and domestic water supply to two or more constituent entities of the Russian Federation, in accordance with the list of such reservoirs established by the Government of the Russian Federation, as well as protection of the seas or their individual parts, prevention of their pollution, clogging and depletion of water, implementation of measures to eliminate the consequences of these phenomena.

Agency exercises the powers of the owner in relation to federal property necessary to ensure the performance of the functions of federal government bodies in the established field of activity, as well as the functions of the state customer of interstate, federal target, scientific, technical and innovative programs and projects. It maintains the state water register and the Russian register of hydraulic structures.

Rosvodresursy carries out: 1) possession, use and disposal of water bodies classified as federal property; 2) development and implementation of schemes for the integrated use and protection of water bodies; 3) state monitoring of water bodies and organization of its implementation;

• 4) development of automated systems for collecting, processing, analyzing, storing and issuing information on the state of water bodies, water resources, regime, quality and use of water in Russia as a whole, its individual regions, and river basins;
• 5) hydrographic and water management zoning of the territory of the Russian Federation.

The fundamentals of its organization and activities, legal status and competence are established in the Regulations on the Federal Agency for Subsoil Use, approved by Decree of the Government of the Russian Federation of June 17, 2004 No. 293 |372|.

The Agency operates directly through its subordinate territorial bodies, federal state unitary enterprises and federal government agencies. Territorial bodies carry out the functions of providing public services, managing state property and law enforcement functions within the boundaries of the federal district, a number of constituent entities of the Russian Federation or one constituent entity of the Russian Federation.

The area of ​​activity of Rosnedra is subsoil use. In this area, the Agency carries out Features: a) provision of public services; b) management of federal property.

Federal Agency for Subsoil Use empowered to carry out certain types of activities in the established field. It exercises the powers of the owner in relation to federal property necessary to ensure the performance of the functions of federal government bodies in the established field of activity, including property transferred to organizations subordinate to it.

Agency organizes: 1) state geological study of subsoil; 2) examination of projects for geological study of subsoil; 3) carrying out geological, economic and cost assessment of mineral deposits and subsoil areas; 4) holding competitions and auctions for the right to use subsoil; 5) conducting a state examination of information on explored mineral reserves, geological, economic information on subsoil plots provided for use.

Federal Agency for Subsoil Use carries out: 1) classification of mineral reserves as standard or substandard reserves, as well as determination of standards for the content of minerals remaining in overburden, host (dilution) rocks, in dumps or in waste from mining and processing industries; 2) provision for use for a fee of geological information about the subsoil obtained as a result of the state geological study of the subsoil; 3) issuance of conclusions on the absence of minerals in the subsoil under the site of the upcoming development and permission to carry out development of areas where minerals occur, as well as the placement of underground structures in places where they occur; 4) organizational support for the state subsoil use licensing system; 5) making decisions on granting the right to use subsoil plots in the prescribed manner; 6) issuance, execution and registration of licenses for the use of subsoil; 7) review and approval of design and technical documentation for the development of mineral deposits.

Rosnedra maintains the state cadastre of deposits and occurrences of minerals and the state balance of mineral reserves, state accounting of subsoil areas provided for the extraction of minerals.

Federal Forestry Agency (Rosleskhoz)
