8. The Federal Service of the National Guard Troops of the Russian Federation is the legal successor of the Ministry of Internal Affairs of the Russian Federation in relation to the control bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation transferred to it, as well as in relation to management bodies, divisions, special detachments, special mobile detachments, the Special Purpose Center and aviation units named in paragraph 4 of this Decree, including for obligations arising as a result of the execution of court decisions.
12. Occupied by governing bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation, as well as governing bodies, divisions, special detachments, special purpose mobile detachments, the Special Purpose Center and aviation units , named in paragraph 4 of this Decree, buildings and structures, other real and movable property from the date of entry into force of this Decree are assigned with the right of operational management to the Federal Service of the National Guard Troops of the Russian Federation.
13. Persons undergoing military service in the National Guard Troops of the Russian Federation and service in the Federal Service of the National Guard Troops of the Russian Federation, as well as civilian personnel of the National Guard Troops of the Russian Federation continue to perform military service (serve, work) in replaced (occupied) positions without recertification and reassignment prior to the implementation of relevant organizational and staffing measures. Contracts for military service (service) are valid for the periods for which they were concluded.
14. Establish that:
a) before the entry into force of the relevant federal law, the activities of the troops of the National Guard of the Russian Federation, the Federal Service of the National Guard of the Russian Federation, as well as persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, are carried out in in accordance with the provisions of federal laws defining the tasks of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the powers of the police, the rights of military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation and police officers, as well as the procedure for exercising federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of turnover weapons and in the field of private security activities and the procedure for implementing private security;
B) until the entry into force of the regulatory legal acts of the Russian Federation regulating the activities of the National Guard Troops of the Russian Federation and the Federal Service of the National Guard Troops of the Russian Federation, the regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation, federal executive authorities and other federal government bodies are in force, regulating the activities of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the police, as well as determining the procedure for implementing federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities and the procedure for implementing private security;

15. Persons with special ranks serving in the internal affairs bodies of the Russian Federation are transferred to the Federal Service of the National Guard Troops of the Russian Federation with their consent.
16. Retain for persons transferred to the troops of the National Guard of the Russian Federation from the internal affairs bodies of the Russian Federation, who were registered as those in need of residential premises, the right to be included in the waiting list for a new place of service from the date of registration at the previous place of service for receiving residential premises or providing a one-time social payment for its acquisition or construction.

17. Retain for persons transferred to the Federal Service of the National Guard Troops of the Russian Federation from the internal affairs bodies of the Russian Federation, until they are provided with residential premises under a social tenancy agreement or ownership, the right to the residential premises of a specialized housing stock occupied by them, which arose before the date of entry into force of this Decree.
18. Provide medical care and sanatorium-resort treatment to persons undergoing military service in the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, as well as members of their families in medical organizations of the Ministry of Internal Affairs of the Russian Federation (in the absence at the place of military service (service) of medical organizations of the National Guard Troops of the Russian Federation) at the expense of budgetary allocations provided for in the federal budget of the Federal Service of the National Guard Troops of the Russian Federation for these purposes.

What is the National Guard and why was it created?
Decree of the President of the Russian Federation No. 157, dated 04/05/2016, reveals the goals and objectives of the new structure.
The Russian Guard was created on the basis of existing units. More specifically, it includes:
- Divisions of the Ministry of Internal Affairs (MVD) that deal with:
- solving crimes in the sphere of arms trafficking;
- security activities, including private ones;
- special private security.
- Rapid response units controlled by regional authorities of the Ministry of Internal Affairs.
- Mobile units of the Ministry of Internal Affairs.
- Center for rapid response forces, including an aviation unit.
Thus, this structure is built on the basis of part of the divisions of the Ministry of Internal Affairs. This is done in order to increase mobility and operational connectivity of previously disparate structural elements performing the same tasks.

What tasks are assigned to the National Guard?
Political retreat: the world has entered a period of so-called turbulence. This means that the whole situation is changing. And along with this, profound changes are taking place in the methods of interaction between countries and supranational structures. Such metamorphoses lead to the fact that in the coming decades the country is threatened not by major wars, but by:
- manifestations of terrorism;
- extremist attacks;
- the action of small groups to organize terrorist attacks on important and dangerous objects.
Thus, it is necessary to think in advance about how to organize effective protection of the population from the listed ills. They decided to entrust the fight against new threats to the newly created structure of the National Guard.
Her responsibilities include the following:
- Carrying out anti-terrorist measures throughout the country.
- Organizing the protection of any objects of interest to terrorists, including nuclear and especially important ones.
- Performing actions together with other services aimed at:
- maintaining order (throughout the country);
- border security;
- protection of the integrity of the Russian Federation.
Important: the main idea embedded in the structure is leadership from a single center, bypassing regional levels. And this significantly increases its capabilities, as well as the speed of response to illegal manifestations in any corner of the vast country.
Selection criteria for the National Guard
- having service experience in the following departments:
- border guard;
- armed forces and other security forces;
- who are citizens of the Russian Federation and living in the country;
- meeting the medical selection criteria;
- who did not celebrate their 31st birthday.
Attention: to enter the service you will need to pass physical training. The following will be checked:
- ability to do pull-ups on the bar (at least 30 times);
- speed of passage of the assault strip;
- shooting accuracy.
Special powers of the guards
Due to the special importance of the tasks performed, soldiers and officers are given broader rights:
- they are allowed to fire without prior notice;
- conduct inspections of any vehicles;
- find out the identity of citizens, including by checking documents;
- if necessary, take measures to detain suspects;
- exercise powers in any corner of the country.
Attention: there will be no obstacles for the National Guard soldiers due to the regional subordination of the facilities or the private nature of the property on the territory.
Only one ban has been identified so far:
Military personnel are not allowed to shoot children and women preparing to become mothers. But it is removed at moments of particular threat. For example, when a large number of people are in mortal danger.
Reward for service
For now, the bodies of the National Guard are at the stage of formation. It has already been stated that the earnings of soldiers and officers will be higher than in other law enforcement units. The following numbers are called:
- privates and sergeants will be paid from 19 to 90 thousand rubles;
- It is planned to accrue 45 - 120 thousand rubles to officers.
