To obtain a child’s international passport, the list of documents is slightly longer:

  • a notarized application from both parents to obtain a foreign passport;
  • birth certificate with a copy. After 14 years - passport (ID card) and its copy;
  • 2 photographs 3.5 by 4.5 cm and one 10x15 cm;
  • for children over 16 years old - identification code and its copy;
  • receipt for payment of services;
  • copies of passports of Ukrainian citizens of parents.

It is important to remember that the lists provided here are far from complete. Depending on the specific situation, they may change and be supplemented with other certificates. Therefore, it is important to clarify everything in advance so as not to prolong the moment of obtaining a foreign passport for a long period.

The Russian Federation international passport is the main identification document outside the country. Its registration is mandatory for citizens planning to travel abroad.

In 2019, the Main Directorate for Migration Issues (GUVM) of the Ministry of Internal Affairs of the Russian Federation, which recently replaced the FMS as a result of reorganization, is responsible for issuing foreign passports in the Russian Federation. Citizens can also contact numerous multifunctional MFC centers, which several years ago began to provide intermediary services in processing documents.

Currently, it is still possible to issue international passports, both old and new. Registration of a “new” passport will cost a little more, because it additionally contains a chip with biometric data. But it will also last twice as long as its “old” brother.

The package of documents required to complete the old and new forms is almost identical, but contains some differences.

The list of documents that must be provided to obtain a foreign passport was approved by FMS Order No. 211 dated March 26, 2014.

Depending on the age of the applicant, the list of documents differs slightly. For example, for an adult citizen to obtain a foreign passport, you must provide:

  • completed application form - two copies;
  • the applicant's internal Russian passport - original;
  • receipt of payment of state duty;
  • two or three photographs measuring 3.5 by 4.5 cm;
  • former international passport - if it is not expired.
  • For males of military age from 18 to 27 years old, it is necessary to provide a military ID, if one has already been issued. The military ID must contain the marks “not fit” or “partially fit” for military service, or a record of completion of military or alternative civilian service. If the document has not yet been issued, some departments of the Main Department of Migration or MFC may require a certificate in form 32 from the military registration and enlistment office. However, this is illegal. Starting from 2014, the GUVM must independently request all the necessary data from the military registration and enlistment office.
  • A serviceman who has not been transferred to the reserve and is in service will need written permission from the command to obtain a foreign passport.

For children under the age of 14, the list of documents to submit for a foreign passport has some differences. The child will need:

  • Application form - 1 copy;
  • Child's birth certificate;
  • Insert about the child’s citizenship in case it is not indicated on the birth certificate;
  • Internal passport of the Russian Federation of the parent or guardian;
  • Receipt for payment of state duty;
  • Former international passport - if the child was born and received this document, its validity has not yet expired;
  • Photos of the child - 4 pieces measuring 3.5 4.5 cm, black and white or color.

For children aged 14 to 18 years, the list of documents is as follows:

  • Application form - one copy;
  • Internal passport of the Russian Federation - original;
  • Internal passport of the Russian Federation of the legal representative or guardian - original;
  • Documents confirming the rights of the representative - this may be a child’s birth certificate, adoption certificate, child guardianship act;
  • Former international passport - if the child has previously received documents and its validity has not yet expired;
  • Receipt for payment of state duty (Parents or guardians must be indicated as the payer);
  • 4 photos of the applicant - measuring three and a half by four and a half cm - can be submitted in either black and white or color;

To obtain a foreign passport at this age, the presence of a child will be required, since starting from the age of 14 he has the right to sign.

Where to submit documents

Documents for a foreign passport can be submitted in person to the authorized bodies:

  • departments of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation,
  • multifunctional centers,
  • through the portal gosuslugi.ru on the Internet.

To use the online method of submitting documents, is registration for government services required? If you don’t have registration there, register, or drop off the documents in person. It is not difficult. Multifunctional centers operate daily throughout the day - from 9 to 20 hours, operating throughout the country. The presence of an electronic queue leads to the absence of chaos and turmoil. It is advisable to submit documents at your place of registration, this will seriously save your time.

If you submit documents at your place of residence in another city, the period will increase to 4 months.

Peculiarities

In case of issuing a new generation international passport, the child will need his personal presence for digital photography, and starting from the age of 12, for additional collection of papillary patterns of the fingers.

If an old-style international passport is issued, the presence of children is not necessary.

What and how to fill out

The package of documents for a foreign passport includes an application form of the established form, the form of which must be downloaded and filled out. You can download the form itself on the website of the authorized body of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, or from us.

In order to pass the documents the first time, you need to fill out the form carefully and without errors. Corrections of errors and blots are not allowed on the form.

Some time ago, some relaxations came into force - now the application form for a new generation international passport does not require certification from the employer, and you no longer need to attach a copy of your work record. Also, the questionnaire no longer requires information about minor children.

How much to pay

Registration of a foreign passport is a paid service. The amount of the state fee depends on the age of the person - whether a child or an adult is applying for an international passport, as well as on what type of international passport is being issued - old or new generation:

  • 3,500 rubles – for issuing a new generation passport;
  • 2000 rubles - old-style international passports.

For children under 14 years old:

  • 1500 rubles - when issuing a foreign passport on a new sample form;
  • 1000 rubles - for an old-style international passport.

Also, a 30% discount is provided for citizens ordering foreign travel through the government services portal.

Payment can be made online or using a receipt at a bank branch. If you submit documents electronically through the State Services portal, you can skip printing the receipt and make the payment online. After making the payment, keep the receipt. You may need it in order to return the money if the GUVM for some reason refuses to issue you a foreign passport.

Refusal of registration

The authorized body may refuse to issue a foreign passport in the following cases:

  • errors were made in the package of documents provided or inaccurate information was provided;
  • distance was admitted to information of special importance or top secret information constituting a state secret and less than 5 years have passed since the last acquaintance;
  • the citizen is under investigation and is suspected of committing a crime;
  • documents are submitted by a convicted citizen;
  • a citizen performs military or alternative service.

How to check readiness

Checking the readiness of a foreign passport can be done in several ways.

Firstly, you can call the GUVM department and find out the answer to this question over the phone. But in most cases this is not very convenient - the telephone line is often busy or employees do not answer the phone.

It is much easier and more convenient to use the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs

Here you only need to enter the series and document number on the basis of which the application was submitted. Another method is available in Moscow - an SMS service, which was recently launched by the authorities. The SMS service works via the short number 7377 - the applicant just needs to type the text International Passport and document number and send it to the short number.

Is it possible to order a new international passport through State Services?

You can order a foreign passport, both old and new, through the State Services portal. But in any case, you will have to go to the authorized body 2 times - the first time to submit the original documents, the second time to pick up the completed passport.
