Pursuant to Part 1 of Article 6 of the Federal Law of November 8, 2007 N 259-FZ "Charter of Road Transport and Urban Ground Transport electric transport" (Collection of legislation Russian Federation, 2007, N 46, art. 5555) order:

1. Approve the attached mandatory details and the procedure for filling out waybills.

2. Recognize as invalid the Orders of the Ministry of Transport of the Russian Federation:

dated June 30, 2000 N 68 “On the introduction of travel documentation for individual entrepreneurs carrying out transportation activities in road transport” (registered by the Ministry of Justice of Russia on July 3, 2000, registration N 2298);

dated September 22, 2003 N 191 “On introducing amendments and additions to the Order of the Ministry of Transport of the Russian Federation dated June 30, 2000 N 68” (registered by the Ministry of Justice of Russia on October 6, 2003, registration N 5150).

I. General provisions


1. Required details and the procedure for filling out waybills were developed in accordance with the Federal Law of November 8, 2007 N 259-FZ “Charter of Automobile Transport and Urban Ground Electric Transport” (Collected Legislation of the Russian Federation, 2007, N 46, Art. 5555).

2. Mandatory details and the procedure for filling out waybills are used by legal entities and individual entrepreneurs operating cars, trucks, buses, trolleybuses and trams.


II. Mandatory details of the waybill


3. The waybill must contain the following mandatory details:

1) name and number of the waybill;

2) information about the validity period of the waybill;

3) information about the owner (holder) of the vehicle;

4) information about the vehicle;

5) information about the driver.

4. Information about the validity period of the waybill includes the date (day, month, year) during which the waybill can be used, and if the waybill is issued for more than one day - the dates (day, month, year) of the beginning and the end of the period during which the waybill can be used.

5. Information about the owner (owner) of the vehicle includes:

1) for a legal entity - name, legal form, location, telephone number, main state registration number legal entity;

2) for an individual entrepreneur - last name, first name, patronymic, mailing address, telephone number, main state registration number of an individual entrepreneur.

6. Information about the vehicle includes:

1) type of vehicle (passenger car, truck, bus, trolleybus, tram) and model of the vehicle, and if the truck is used with a car trailer, car semi-trailer, in addition - the model car trailer, automobile semi-trailer;

2) state register sign passenger car, truck, cargo trailer, cargo semi-trailer, bus, trolleybus;

3) odometer readings (full kilometers driven) when the vehicle leaves the parking lot ( parking space), intended for parking of this vehicle upon return from a trip and the end of the shift (working day) of the driver of the vehicle (hereinafter referred to as parking);

4) date (day, month, year) and time (hours, minutes) of the vehicle leaving the parking lot and entering the parking lot;

5) date (day, month, year) and time (hours, minutes) of pre-trip or pre-shift control technical condition vehicle (if the obligation to carry it out is provided for by the legislation of the Russian Federation).

7. Driver information includes:

1) last name, first name, patronymic of the driver;

2) date (day, month, year) and time (hours, minutes) of pre-trip and post-trip medical examination driver.

8. It is allowed to place on the waybill additional details, taking into account the specifics of activities related to the transportation of goods, passengers and luggage by car or urban ground electric transport.


III. Procedure for filling out a waybill


9. A waybill is issued for each vehicle used legal entity, individual entrepreneur for the transportation of goods, passengers and luggage by road and urban ground electric transport in urban, suburban and intercity communications.

10. The waybill is issued before the start of the trip, if the duration of the vehicle driver’s trip exceeds the duration of the shift (working day), or before the start of the first trip, if during the shift (working day) the vehicle driver makes one or more trips.

11. If during the validity period of the waybill the vehicle is used in shifts by several drivers, then it is allowed to issue several waybills for one vehicle separately for each driver.

12. The name of the waybill indicates the type of vehicle for which the waybill is issued (passenger car waybill, tram waybill, etc.). The waybill number is indicated in the header part of chronological order in accordance with the numbering system adopted by the vehicle owner.

13. Dates, times and odometer readings when the vehicle leaves the parking lot and enters the parking lot are entered authorized persons, appointed by the decision of the head of the enterprise or individual entrepreneur, and certified by their signatures indicating last names and initials, with the exception of cases where the individual entrepreneur combines the duties of a driver.

15. 16.1. 17. Owners (possessors) of vehicles are required to register issued waybills in the travel log.

18. Issued waybills must be kept for at least five years.

Regulations on military training centers at federal state educational institutions of higher professional education

I. General provisions

1. A military training center is created at a federal state educational institution of higher professional education (hereinafter referred to as a military training center, higher education institution) for the purpose of training according to the program military training citizens of the Russian Federation studying full-time at this educational institution (hereinafter referred to as citizens), for them to undergo military service under a contract in the Armed Forces of the Russian Federation and other troops after graduating from this educational institution, military formations and bodies in military positions subject to replacement by officers.

2. The main objectives of the military training center are: implementation of the military training program for citizens;

participation in educational work among citizens and work on military-professional orientation of youth.

3. A citizen’s training under the military training program at a military training center (hereinafter referred to as military training) is carried out in the process of his training at a higher educational institution in the main educational program higher professional education (hereinafter referred to as the main educational program).

Military training in a medical (pharmaceutical) higher educational institution is carried out in the process of training a citizen in the main educational program and subsequent continuous training in the main educational program of postgraduate professional education in the internship (residency) of this higher educational institution.

4. Military training is carried out in voluntarily on the basis of an agreement in the form according to the annex, concluded between a citizen and the Ministry of Defense of the Russian Federation on training under a military training program at a military training center and on further military service under a contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies after graduation educational institution (hereinafter referred to as the agreement).

5. Military training is targeted training citizens from among students studying at the expense of the federal budget, within government assignments (check digits) for the admission of students in basic educational programs.

The number of citizens undergoing military training is established by the Ministry of Education and Science of the Russian Federation and the federal executive body exercising the powers of the founder of the relevant higher educational institution, based on an order from the Ministry of Defense of the Russian Federation.

6. Staffing table a military training center is developed by the higher educational institution at which it was created, agreed upon with the federal executive body exercising the powers of the founder of this higher educational institution, and the Ministry of Defense of the Russian Federation and approved by the rector.

7. Ministry of Defense of the Russian Federation:

b) annually determines the need for citizens involved in military training, and sends appropriate proposals to the federal executive authorities exercising the powers of the founder of higher educational institutions, and to higher educational institutions where military training centers have been established, to take them into account when forming state assignments (control figures) for the admission of students at the expense of the federal budget for basic educational programs;

c) develops and approves qualification requirements for graduates of military training centers;

d) participates in the development of military training programs in military training centers;

e) together with the higher education institution, plans and organizes training fees(internships) provided for by the military training program;

f) sends its representatives to conduct the final certification of citizens who have undergone military training;

g) exercises control over the organization of military training, the activities of military training centers and compliance with the secrecy regime;

h) provides military training centers with weapons, military equipment and others material means necessary to ensure educational process(hereinafter referred to as military equipment);

j) organizes and ensures repair, transportation, loading (unloading), installation and commissioning of military equipment;

k) organizes events for medical examination of citizens who have expressed a desire to enter a military training center and undergo military training, citizens undergoing military training, completing military training and graduating from a higher educational institution, as well as events for professional psychological selection of citizens who have expressed a desire in the process training in the basic educational program to undergo military training;

m) jointly with the Ministry of Education and Science of the Russian Federation and federal authorities executive power, exercising the powers of the founder of higher educational institutions, organizes and coordinates educational, educational and methodological work military training centers.

8. The Ministry of Defense of the Russian Federation carries out, in agreement with the rectors of the relevant higher educational institutions, the selection and in the prescribed manner direction of military personnel passing through military service under contract, to higher educational institutions where military training centers have been established, for positions as teaching staff of military training centers.

9. The Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions:

a) take into account the proposals of the Ministry of Defense of the Russian Federation on military training of citizens when forming state assignments (control figures) for the admission of students at the expense of the federal budget in basic educational programs;

b) create the necessary conditions to organize military training and form common approaches To her;

c) participate in the creation of the necessary training and material base for military training centers, in addition to equipping them with military equipment;

d) together with the Ministry of Defense of the Russian Federation, organize and coordinate the educational, methodological and educational work of military training centers.

10. Rector of the higher educational institution at which the military training center was created:

a) organizes the conduct of military training, the creation and development of the necessary training and material base of the military training center, ensuring the safety of military equipment, as well as the protection of information constituting state secrets;

b) submits, in accordance with the established procedure, applications to the Ministry of Defense of the Russian Federation to provide the military training center with military equipment;

c) provides a military training center separate rooms, electronic computers, communications, office equipment, reference and information materials;

d) participates in the coordination of educational, methodological and educational work of military training centers;

II. Peculiarities of admission of citizens to military training centers

11. Citizens, before reaching the age of 24, who have expressed a desire to undergo military training in the process of studying the basic educational program, undergo preliminary selection.

The Ministry of Defense of the Russian Federation determines the procedure for conducting preliminary selection.

Preliminary selection is carried out in order to determine the citizen’s compliance with the requirements of the legislation of the Russian Federation for citizens entering military service under a contract, to determine health suitability for military service and to conduct professional training. psychological selection.

Preliminary selection of candidates is carried out by the local military commissariat military registration citizen or at the location of a higher educational institution in the manner established by the Ministry of Defense of the Russian Federation.

12. Citizens who have successfully passed the preliminary selection are considered as candidates for military training.

The procedure for selecting candidates from among female citizens is determined by the Ministry of Defense of the Russian Federation, provided that their training is provided for in the military training program for a specific military specialty.

13. A citizen who is enrolled by order of the rector in a higher educational institution, who has passed a preliminary selection and entered into an agreement, is enrolled in a military training center.

14. A higher educational institution may conduct additional enrollment of citizens for military training from among the second and third year students of this higher educational institution, studying full-time and who have passed pre-selection, in a number equal to the number of citizens expelled from the military training center, as well as in excess established amount in the interests of federal executive authorities, in which federal law military service is provided.

The procedure for additional enrollment is determined jointly by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

III. Educational activities military training center

15. Educational activities are the main activity of the military training center and include the organization and conduct of educational, methodological and educational work.

16. Military training is carried out in specific military specialties in accordance with military training programs.

General requirements for the content and organization of military training in a military training center are established by these Regulations, acts of the Ministry of Defense of the Russian Federation, the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions, and the charters of higher educational institutions.

17. The military training program includes:

c) workers educational plans, programs academic disciplines, practices, training camps (internships) of citizens and their final certification in military training.

18. At least 1,500 hours of training time are allocated for military training.

Military training classes in certain military specialties can be conducted in military units and military educational institutions of higher professional education in the manner determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

The military training program, in accordance with the established procedure, includes training camps (internships) for citizens in military units.

IV. Organization and procedure for training camps (internships)

19. Training fees (internships) are integral part military training, intended for practical training citizens of the operation, repair, combat use of weapons and military equipment, improvement of command and methodological skills and skills of educational work, general military and physical training, practicing exercises, techniques and standards determined by charters, manuals and manuals, performing other combat training tasks and gaining experience by citizens in performing duties according to their official purpose and are carried out 1 time during the entire period of military training.

The duration of training camps for citizens is 14 days, internships - 30 days.

For citizens studying at a military training center at a medical higher educational institution, training camps lasting 30 days are held in military units after completing the 4th course to gain practical skills in field deployment medical institutions and providing medical care in the field.

The time citizens travel to training camps (internships) and back is not counted towards the duration of training camps (internships).

The beginning of the training camp (internship) is considered to be the day the citizen arrives at the military unit in which the training camp (internship) is being held, and the end is the day the citizen leaves this military unit.

20. Ministry of Defense of the Russian Federation:

a) determines, in agreement with the rectors of higher educational institutions, the place and time of training camps (internships);

b) provides comprehensive support for training camps (internships);

c) exercises control over the conduct of training camps (internships).

21. Higher education institution:

a) organizes the planning and implementation of organizational, educational, educational and other events during the period of preparation for training camps (internships);

b) submits to the military commissariat at the location of the higher educational institution lists of citizens to be sent to training camps (internships), as well as information that is to be included in military registration documents;

c) sends the teaching staff of military training centers to military units and pays them travel expenses associated with the organization and conduct of training camps (internships);

d) notifies citizens about their assignment to training camps (internships);

e) organizes, if necessary, in the manner established by the legislation of the Russian Federation, vaccination of citizens before sending them to training camps (internships).

22. Citizens are sent to training camps (internships) by the military commissariat at the location of the higher educational institution on the basis of plans for conducting training camps (internships).

23. Upon submission of a higher educational institution, the military commissariat at the location of the higher educational institution is organizing medical examination citizens to be sent to training camps (internships).

Citizens who have not passed a medical examination or, based on the results of the examination, are declared unfit for health reasons to undergo training camps (internships), as well as those who have not passed the tests and exams provided for in the military training program, are not sent to training camps (internships).

24. Payment for travel of citizens to the place of training camps (internships) and back is carried out at the expense of funds provided to the Ministry of Defense of the Russian Federation for mobilization training, retraining of reserves and training activities, based on the cost of travel:

25. Training camps (internships) are held in military units that have appropriate conditions for accommodating citizens, the necessary educational and material base and personnel, capable of training citizens under the training camp (internship) program.

27. Citizens who arrive to undergo training at a military unit are distributed into sections (crews, crews), from which training platoons and companies (batteries) are formed.

28. Accommodation of citizens at training camps is carried out at points of permanent deployment of military units, training centers or camps.

29. For the entire period of training camps, the administration of the training camps is appointed by order of the commander of the military unit.

30. To guide and control the internship of citizens, the military training center appoints an internship supervisor from among the teaching staff.

31. At the end of the training camp (internship), citizens submit a written report on the implementation of the program or individual assignment and take a test, which is held in the military unit at the location of the training camp (internship).

Citizens who have not submitted a written report and have not passed the test are not allowed to take the final certification in military training.

32. Provision of training camps (internships) is carried out in the manner established by the Ministry of Defense of the Russian Federation for military training of citizens of the Russian Federation who are in the reserve, and is carried out at the expense of funds allocated for these purposes to the specified Ministry in federal budget, with the exception of the payment of scholarships to citizens studying under the military training program, as well as payment travel expenses teaching staff of military training centers when sent to business trips related to the organization and conduct of training camps (internships).

33. Citizens sent to training camps (internships) are subject to the rights and obligations of citizens of the Russian Federation called up for military training who are in reserve.

The involvement of citizens sent to training camps (internships) in the performance of other duties not related to the completion of training camps (internships) is prohibited.

34. Expulsion of citizens from training camps (internships) is carried out in the manner established by the Ministry of Defense of the Russian Federation.

35. Repeated sending of citizens to training camps (internships) is prohibited.

V. Citizens undergoing training at a military training center

36. Citizens graduating from a higher educational institution undergo a final certification in military training, during which the level of their theoretical and practical training to perform military professional tasks and compliance training qualification requirements requirements for graduates of military training centers.

The procedure for conducting final certification in military training is determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

Citizens who have passed the final certification in military training, graduated from a higher educational institution and entered into a contract for military service are assigned in the prescribed manner military rank officer.

37. The grounds for expelling a citizen from a military training center are:

c) lack of discipline, poor academic performance or unwillingness to learn;

d) violation of the charter of a higher educational institution or its rules internal regulations;

e) citizen inadequacy established by law Russian Federation requirements for the military specialty being received, including health status (based on the conclusion military medical commission military commissariat, in which the citizen is registered with the military);

f) impossibility of continuing military training for reasons beyond the citizen’s control (at the citizen’s request);

g) initiative of the Ministry of Defense of the Russian Federation in the event that it is impossible for a citizen to continue military training for reasons beyond the control of the Ministry.

38. A citizen expelled from a military training center on the grounds provided for in subparagraphs “c” and “d” of paragraph 37 of these Regulations, as well as refusing to enter into a contract for military service, shall reimburse the federal budget funds spent on his preparation.

39. A citizen who has completed military training at a higher educational institution, in the prescribed manner, enters into a contract for military service with the Ministry of Defense of the Russian Federation or another federal executive body in which federal law provides for military service.

VI. Employees of the military training center

40. The military training center provides positions for teaching staff, engineering, technical, production, training and support and other personnel.

41. The teaching staff of the military training center includes the positions of the head of the military training center, his deputies, the head of the department, his deputies, the head of the cycle - senior teacher, professor, associate professor, senior teacher, lecturer.

42. The procedure for filling positions of employees of the military training center is established jointly by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

43. The positions of the teaching staff of the military training center are filled in accordance with its staffing schedule:

citizens who are in the reserve and have the military rank of officer.

VII. Advanced training for military training center employees

44. Advanced training of teaching staff of military training centers is carried out in military educational institutions of higher professional education (institutions of additional professional education of the Ministry of Defense of the Russian Federation) or in agreement with the rectors of higher educational institutions where military training centers have been established, in other institutions of additional professional education education.

Advanced training of teaching staff at military training centers is carried out as needed, but at least once every 5 years.

45. Internships for the teaching staff of the military training center are carried out in the army and in higher educational institutions, including those subordinate to the Ministry of Defense of the Russian Federation, as well as during exercises and testing of weapons and military equipment.

VIII. Management of the activities of the military training center

46. General leadership Military training is carried out by the rector of a higher educational institution, whose powers are determined by these Regulations and the charter of the higher educational institution.

47. Direct control The activities of the military training center are carried out by the head of the military training center, who organizes educational, methodological and educational work, professional training and advanced training of employees of the military training center, development and improvement of the training and material base of the military training center.

48. The head of the military training center reports directly to the rector of the higher educational institution, and on issues of compliance with operating rules, ensuring the safety of military equipment, organizing the training of citizens under the military training program, their final certification, concluding contracts with them for military service, determining job assignments, advanced training of subordinate employees - authorized officials Ministry of Defense of the Russian Federation.

The rights and responsibilities of the head of a military training center are determined by these Regulations, general military regulations of the Armed Forces of the Russian Federation and the charter of a higher educational institution.

The head of the military training center, within the limits of his authority, is given the right to sign official documents.

49. The list of reporting documents, as well as documents that are developed and maintained in the military training center, documents on planning, organization of educational activities, registration of citizens undergoing military training, registration and maintenance of military equipment is established by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science Russian Federation.

IX. Monitoring the activities of the military training center

50. Control over the organization of the activities of military training centers and the conduct of military training is carried out by commissions of the Ministry of Defense of the Russian Federation in accordance with the inspection plan agreed with the Ministry of Education and Science of the Russian Federation and approved by the Minister of Defense of the Russian Federation, in the manner established jointly by the Ministry of Defense of the Russian Federation and the Ministry education and science of the Russian Federation.

X. Training and material base of the military training center

51. In higher educational institutions where military training centers and military training faculties (military departments) have been established, a unified educational and material base for military training may be created.

52. The location of the military training center should ensure its isolated location from other units of the higher educational institution, the possibility of organizing and maintaining internal order in accordance with the requirements of general military regulations of the Armed Forces of the Russian Federation.

XI. Financial and logistical support for training citizens in a military training center

53. Financial support training of citizens in a military training center, with the exception of training camps (internships), is carried out by federal executive authorities exercising the powers of the founder of higher educational institutions, within the funds provided specified bodies for these purposes in the federal budget.

54. Logistical and technical support for the activities of military training centers with military equipment is carried out by the Ministry of Defense of the Russian Federation within the limits of the funds allocated to the said Ministry for these purposes in the federal budget.

Regulations on military training faculties (military departments) at federal state educational institutions of higher professional education

I. General provisions

1. The faculty of military training (military department) is created at the federal state educational institution of higher professional education (hereinafter referred to as the higher educational institution) for the purpose of training under the military training program for reserve officers of citizens of the Russian Federation studying at this educational institution on a full-time basis in basic educational programs of higher professional education (hereinafter referred to as citizens, basic educational programs).

At higher educational institutions, the following are created in the prescribed manner for the purpose of training reserve officers:

for military specialties of various profiles - the Faculty of Military Training, consisting of several military departments;

for military specialties of the same profile - military department.

2. The main tasks of the Faculty of Military Training ( military department) (hereinafter referred to as the military department) are:

implementation of the military training program for reserve officers at military departments in military specialties (hereinafter referred to as military training);

participation in educational work and work on military-professional orientation of youth.

3. In a branch of a higher educational institution, it is allowed to carry out military training of citizens at a military department if one of the military departments that are part of the faculty of military training is permanently located on the basis of the branch and has its own educational and material base.

4. Military training of a citizen is carried out during his studies at a higher educational institution according to the main educational program on a voluntary basis on the basis of an agreement in the form according to the appendix, concluded between the citizen and the Ministry of Defense of the Russian Federation on training in a military training program at a military department (hereinafter referred to as the agreement ).

The number of citizens undergoing military training is established by the Ministry of Education and Science of the Russian Federation and the federal executive body exercising the powers of the founder of this higher educational institution, based on an order from the Ministry of Defense of the Russian Federation.

5. The staffing schedule of the military department is developed by the higher educational institution, agreed upon with the federal executive body exercising the powers of the founder of this higher educational institution, and the Ministry of Defense of the Russian Federation and approved by the rector.

6. Ministry of Defense of the Russian Federation:

a) determines the list of military specialties for which military training is carried out, taking into account the specialties in the main educational program of a higher educational institution;

b) annually determines the need for citizens involved in military training, and sends relevant proposals to the Ministry of Education and Science of the Russian Federation, federal executive authorities exercising the powers of the founder of higher educational institutions, and higher educational institutions;

c) develops, jointly with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions, and approves military training programs for military specialties;

d) organizes activities for medical examination of citizens who have expressed a desire to undergo (undergoing) military training, citizens who have successfully completed military training and are graduating from a higher educational institution, as well as activities for professional psychological selection of citizens who have expressed a desire to undergo military training;

e) organizes a competitive selection of citizens who have expressed a desire to undergo military training, concludes an agreement with citizens who have passed the competitive selection;

f) carries out, in agreement with the rectors of the relevant higher educational institutions, the selection and deployment of military personnel undergoing military service under a contract, and citizens in reserve, not on military positions teaching staff of military departments at these higher educational institutions;

g) together with a higher educational institution, plans and organizes training camps or internships for citizens provided for by the military training program (hereinafter referred to as training camps), as well as the final certification of citizens in military training;

h) provides, in accordance with the established procedure, military departments with weapons, military equipment, and other material resources necessary to support the educational process (hereinafter referred to as military equipment);

i) provides, if necessary, field support training base;

j) organizes and provides repairs, transportation, loading (unloading), installation and commissioning of military equipment and simulators for the military department;

k) together with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions, organize and coordinate educational, methodological and educational work;

l) exercises control over the activities of military departments in accordance with the established procedure.

7. The Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions:

a) create the necessary conditions for organizing military training and form common approaches to it;

b) participate in the development of a military training program for military specialties;

c) participate in the creation of the necessary educational and material base of military departments, in addition to equipping them with military equipment;

d) together with the Ministry of Defense of the Russian Federation, organize and coordinate the activities of military departments.

8. Rector of the higher educational institution at which the military department was created:

a) organizes the conduct of military training, the creation and development of the necessary educational and material base of the military department, ensuring the safety of military equipment, as well as the protection of information constituting state secrets;

b) submits, in accordance with the established procedure, applications to the Ministry of Defense of the Russian Federation to provide the military department with military equipment;

c) provides the military department with separate premises, electronic computing equipment, communications, office equipment, reference and information materials;

d) participates in coordinating the educational, methodological and educational work of the military department;

e) organizes regular discussions of the state of affairs in the field of military training at meetings of the administration and the academic council of the higher educational institution.

II. Features of the selection of citizens for their military training at the military department

9. Citizens up to the age of 30 who have expressed a desire to undergo military training while studying under the basic educational program are selected for on a competitive basis.

10. The Ministry of Defense of the Russian Federation, together with the Ministry of Education and Science of the Russian Federation and the federal executive authorities exercising the powers of the founder of higher educational institutions, determines the procedure for the competitive selection of citizens for military training and the procedure for creating competition commission.

11. Competitive selection consists of preliminary and main selection.

Preliminary selection includes determining whether a citizen meets the requirements for specific military specialties, conducting a medical examination by a military medical commission to determine health suitability for military service, and conducting professional psychological selection.

The main selection is carried out by a competition commission among citizens who have passed the preliminary selection, on the basis of a methodology approved by the Ministry of Defense of the Russian Federation in agreement with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of higher educational institutions.

12. The procedure for selecting candidates from among female citizens is determined by the Ministry of Defense of the Russian Federation and federal executive authorities in which military service is provided for by federal law, provided that their training is provided for in the military training program for a specific military specialty.

13. A citizen who has passed the competitive selection, based on the decision of the competition commission, enters into an agreement and, by order of the rector of a higher educational institution, is allowed to participate in military training.

III. Educational activities of the military department

14. Educational activities are the main activity of the military department and include the organization and conduct of educational, methodological and educational work.

15. Military training is carried out in specific military specialties in accordance with military training programs.

General requirements for the content and organization of military training are established by these Regulations, acts of the Ministry of Defense of the Russian Federation, the Ministry of Education and Science of the Russian Federation, federal executive authorities exercising the powers of the founder of higher educational institutions, and the charters of higher educational institutions.

The procedure for developing a military training program is determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

16. The military training program includes:

a) qualification requirements for the established military specialty;

b) general calculation of hours for the training program and distribution of study time;

c) working curricula, programs of academic disciplines, practices, training camps for citizens and their final certification in military training.

17. 450 hours of classroom instruction and 144 hours of instructional time at training camps are allocated for military training.

18. Training camps are held in the prescribed manner at the end of the last academic semester at the military department in military units, as a rule, in the summer.

19. Training classes at the military department are conducted, as a rule, using the “military day” method, lasting 9 academic hours, of which 6 hours are devoted to training sessions, 2 hours - on independent work citizens and 1 hour - for organizational and educational work, training.

20. The study by citizens of educational disciplines under the military training program is carried out on the basis of the knowledge they acquire during the development special disciplines according to the main educational program, necessary to obtain the qualification "specialist" or qualification (degree) "master".

IV. Organization and procedure for training camps

21. Training camps are an integral part of military training, intended for practical training of citizens in the operation, repair, combat use of weapons and military equipment, improvement of command and methodological skills and skills of educational work, general military and physical training, practicing exercises, techniques and standards determined by the regulations , instructions and guidelines, performing other combat training tasks and gaining experience for citizens in performing duties according to their official purpose and are carried out 1 time during the entire training period.

The duration of training camps is 30 days. The time citizens travel to and from training camps is not counted toward the duration of training camps.

The beginning of the training camp is the day the citizen arrives at the military unit in which the training camp is held, and the end is the day the citizen leaves this military unit.

22. Ministry of Defense of the Russian Federation:

a) determines, in agreement with the rectors of higher educational institutions, the place and time of training sessions;

b) provides comprehensive support for training fees;

c) exercises control over the conduct of training camps.

23. Higher education institution:

a) organizes the planning and conduct of organizational, educational, educational and other events during the period of preparation for training camps;

b) submits to the military commissariat at the location of the higher educational institution lists of citizens to be sent to training camps, as well as information that is to be included in military registration documents;

c) sends the teaching staff of military departments to military units and pays them travel expenses associated with the organization and conduct of training camps;

d) notifies citizens about their direction to training camps;

e) organizes, if necessary, in the manner established by the legislation of the Russian Federation, vaccination of citizens before sending them to training camps.

24. Citizens are sent to training camps by the military commissariat at the location of the higher educational institution on the basis of plans for conducting training camps.

25. Upon the recommendation of a higher educational institution, the military commissariat at the location of the higher educational institution organizes a medical examination of citizens to be sent to training camps.

Citizens who have not passed a medical examination or, based on the results of the examination, are declared unfit for health reasons to attend training camps, as well as those who have not passed the tests and exams provided for in the military training program, are not sent to training camps.

26. Payment for travel of citizens to the place of training camps and back is carried out at the expense of funds provided for by the Ministry of Defense of the Russian Federation for mobilization training, retraining of reserves and training activities, based on the cost of travel:

A) by rail- in a reserved seat carriage of any category of train;

b) by sea transport - in places of IV category of cabins of ships of transport lines;

c) internal by water transport- in places III category ship cabins transport routes(if available on the ship);

d) by road - in buses general type, and in their absence - in buses with soft seats;

e) by air - in the cabin of an economy (lower) class aircraft.

27. Training camps are held in military units that have appropriate conditions for accommodating citizens, the necessary educational and material resources and personnel capable of training citizens according to the training camp program.

28. Study time (duration of classes) at training camps is distributed as follows:

1 day for installation and organization internal service upon arrival at the military unit;

24 days on combat training and educational work;

1 day for maintenance and delivery of weapons, equipment and property.

29. Citizens who arrive to undergo training at a military unit are distributed into sections (crews, crews), from which training platoons and companies (batteries) are formed.

30. Accommodation of citizens at training camps is carried out at points of permanent deployment of military units, training centers or camps.

31. For the entire period of training camps, the administration of the training camps is appointed by order of the commander of the military unit.

32. Citizens graduating from a higher educational institution, upon completion of training camps, undergo a final certification for military training in a military unit, during which the level of their theoretical and practical training to perform military-professional tasks and compliance of the training with the qualification requirements for graduates of military departments is established .

As an exception, final certification may be carried out at a higher educational institution.

At least 4 days are allocated for the final certification (2-3 days for preparation and 1-2 days for passing the exam).

The time allocated for the final certification is not counted in the duration of the training time of the training camp.

33. In cases provided for by military training programs, internships of citizens are carried out in military units in the manner established by the Ministry of Defense of the Russian Federation.

To guide and control the completion of the internship by citizens, the military department appoints an internship supervisor from among the teaching staff.

34. At the end of the internship, citizens submit a written report on the implementation of the program and individual assignments and take a test, which is conducted in the military unit at the place of the internship.

Citizens who have not passed the test or have not submitted a written report are not allowed to take the final certification in military training.

35. Provision of training fees is carried out in the manner established by the Ministry of Defense of the Russian Federation for military training of citizens of the Russian Federation who are in the reserve, and is carried out at the expense of funds allocated for these purposes to the specified Ministry in the federal budget, with the exception of the payment of scholarships to citizens studying under the program military training, as well as payment of travel expenses to the teaching staff of military departments when sent on business trips related to the organization and conduct of training camps.

36. Citizens sent to training camps are subject to the rights and obligations of citizens of the Russian Federation called up for military training who are in the reserves.

Involving citizens sent to training camps in the performance of duties other than those related to training camps is prohibited.

37. Expulsion of citizens from training camps is carried out in the manner established by the Ministry of Defense of the Russian Federation.

The military commissariat that sent him to training camps and the rector of the relevant higher educational institution are notified of the reasons and time of expulsion of a citizen.

38. Repeated sending of citizens to training camps is prohibited.

V. Citizens undergoing training at the military department

39. The rights and obligations of citizens undergoing military training are determined by these Regulations, the charter of a higher educational institution and its internal regulations, as well as the concluded agreement.

40. Citizens undergoing military training are paid an additional scholarship in following sizes:

15 percent off established by law the amount of the scholarship - for citizens who have not completed military service by conscription;

25 percent of the stipend amount established by law - to citizens who have completed military service upon conscription.

Additional scholarships are paid once a month.

41. Planning of budgetary allocations necessary for the payment of additional scholarships to citizens is carried out by the higher education institution in accordance with the legislation of the Russian Federation within the framework of its overall cost estimate.

42. A citizen who has graduated from a higher educational institution and passed the final certification in military training is assigned the military rank of officer in the prescribed manner upon enlistment in the reserves.

43. The grounds for removing a citizen from studying at a military department are:

a) expulsion of a citizen from a higher educational institution;

b) failure by the citizen to fulfill the terms of the contract;

c) violation of the charter of a higher educational institution, its internal regulations or the internal regulations of the military department;

d) the citizen’s failure to comply with the requirements established by the legislation of the Russian Federation for the military specialty being acquired, including the state of health (based on the conclusion of the military medical commission of the military commissariat in which the citizen is registered with the military);

e) impossibility of continuing military training for reasons beyond the citizen’s control (at the citizen’s request);

f) initiative of the Ministry of Defense of the Russian Federation in the event that a citizen is unable to continue military training for reasons beyond the control of the Ministry.

44. If a citizen is removed from training at a military department, the contract concluded with him is subject to termination and such citizen is not allowed to participate in military training again.

45. In the event of expulsion of a citizen undergoing military training from a higher educational institution, his transfer to another higher educational institution according to his written statement The higher educational institution issues a certificate indicating the list of academic disciplines (topics) studied in the military training program, indicating the number of training hours and the results of intermediate certifications.

VI. Employees of the military department

citizens who are in the reserves of the Armed Forces of the Russian Federation and have the military rank of officer.

VII. Advanced training for military department employees

49. Advanced training of teaching staff of military departments is carried out in military educational institutions of higher professional education (institutions of additional professional education of the Ministry of Defense of the Russian Federation) or in agreement with the rectors of higher educational institutions where military departments have been created, in other institutions of additional professional education.

Advanced training of teaching staff of military departments is carried out as necessary, but at least once every 5 years.

POSITION
ABOUT MILITARY TRAINING CENTERS AT FEDERAL STATE EDUCATIONAL ORGANIZATIONS OF HIGHER EDUCATION

(as amended by Resolutions of the Government of the Russian Federation dated 03/07/2016 N 171, dated 04/23/2016 N 345)

I. General provisions

1. A military training center is created under the federal government educational organization higher education (hereinafter referred to as a military training center, educational organization) for the purpose of training under the military training program for citizens of the Russian Federation studying full-time in this educational organization (hereinafter referred to as citizens), for them to undergo military training after completing their training in this educational organization contract service in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions to be filled by officers. 2. The main objectives of the military training center are:

implementation of a military training program for citizens;

participation in educational work among citizens and work on military-professional orientation of youth.

3. A citizen’s training under a military training program at a military training center (hereinafter referred to as military training) is carried out in the process of his training in an educational organization under an educational program of higher education (hereinafter referred to as an educational program). Military training of citizens studying under an educational program in the field medical education And pharmaceutical education, taking into account their subsequent training in residency or internship is carried out continuously. 4. Military training is carried out on a voluntary basis on the basis of an agreement in the form according to the appendix, concluded between a citizen and the Ministry of Defense of the Russian Federation on training under a military training program at a military training center and on further military service under a contract in the Armed Forces of the Russian Federation and other troops , military formations and bodies after completing training in an educational organization (hereinafter referred to as the agreement). 5. Military training is the targeted training of citizens from among students studying within the admission target numbers in specialties and areas of training and (or) enlarged groups of specialties and areas of training for training in educational programs at the expense of budgetary allocations of the federal budget (hereinafter referred to as the admission target numbers ). The number of citizens undergoing military training is established by the Ministry of Education and Science of the Russian Federation and the federal executive body exercising the powers of the founder of the relevant educational organization, based on an order from the Ministry of Defense of the Russian Federation. 6. The staffing schedule of the military training center is developed by the educational organization under which it was created, agreed upon with the federal executive body exercising the powers of the founder of this educational organization, and the Ministry of Defense of the Russian Federation and approved by the rector. 7. Ministry of Defense of the Russian Federation:

b) annually determines the need for citizens involved in military training, and sends to the Ministry of Education and Science of the Russian Federation, federal executive authorities exercising the powers of the founder of educational organizations, and to educational organizations under which military training centers have been created, relevant proposals for consideration them when forming proposals on admission control figures; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

c) develops and approves qualification requirements for graduates of military training centers;

d) participates in the development of military training programs in military training centers;

e) together with the educational organization, plans and organizes training camps (internships) provided for in the military training program; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

f) sends its representatives to conduct the final certification of citizens who have undergone military training;

g) exercises control over the organization of military training, the activities of military training centers and compliance with the secrecy regime;

h) provides military training centers with weapons, military equipment and other material resources necessary to support the educational process (hereinafter referred to as military equipment);

j) organizes and ensures repair, transportation, loading (unloading), installation and commissioning of military equipment;

k) organizes activities for medical examination of citizens who have expressed a desire to enroll in a military training center and undergo military training, citizens undergoing military training, who have completed military training and are completing training in an educational organization, as well as activities for professional psychological selection of citizens who have expressed a desire to during the educational program, undergo military training; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

l) together with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations, organizes and coordinates the educational, educational and methodological work of military training centers. 8. The Ministry of Defense of the Russian Federation, in agreement with the rectors of the relevant educational organizations, selects and, in accordance with the established procedure, sends military personnel serving under contract to educational organizations where military training centers have been established, for positions as faculty members of military training centers. 9. The Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) take into account the proposals of the Ministry of Defense of the Russian Federation on military training of citizens when distributing admission control numbers; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

b) create the necessary conditions for organizing military training and form common approaches to it;

c) participate in the creation of the necessary training and material base for military training centers, in addition to equipping them with military equipment;

d) together with the Ministry of Defense of the Russian Federation, organize and coordinate the educational, methodological and educational work of military training centers.

10. Rector of the educational organization under which the military training center was created: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) organizes the conduct of military training, the creation and development of the necessary training and material base of the military training center, ensuring the safety of military equipment, as well as the protection of information constituting state secrets;

b) submits, in accordance with the established procedure, applications to the Ministry of Defense of the Russian Federation to provide the military training center with military equipment;

c) provides the military training center with separate premises, electronic computing equipment, communications, office equipment, reference and information materials;

d) participates in the coordination of educational, methodological and educational work of military training centers;

II. Peculiarities of admission of citizens to military training centers

11. Citizens up to the age of 24 who have expressed a desire to undergo military training during the educational program undergo a preliminary selection. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

The Ministry of Defense of the Russian Federation determines the procedure for conducting preliminary selection.

Preliminary selection is carried out in order to determine the citizen’s compliance with the requirements of the legislation of the Russian Federation for citizens entering military service under a contract, to determine health suitability for military service and to conduct professional psychological selection.

The preliminary selection of candidates is carried out by the military commissariat at the place of military registration of the citizen or at the location of the educational organization in the manner established by the Ministry of Defense of the Russian Federation. 12. Citizens who have successfully passed the preliminary selection are considered as candidates for military training.

The procedure for selecting candidates from among female citizens is determined by the Ministry of Defense of the Russian Federation, provided that their training is provided for in the military training program for a specific military specialty.

13. A citizen who is enrolled in an educational organization by order of the rector, who has passed a preliminary selection and entered into an agreement, is enrolled in a military training center. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

14. An educational organization may conduct additional enrollment of citizens for military training from among second- and third-year students of this educational organization who are studying full-time and have passed pre-selection, in a number equal to the number of citizens expelled from the military training center, as well as in excess of the established number in the interests of federal executive authorities, in which military service is provided for by federal law. The procedure for additional enrollment is determined jointly by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

III. Educational activities of the military training center

15. Educational activities are the main activity of the military training center and include the organization and conduct of educational, methodological and educational work.

16. Military training is carried out in specific military specialties in accordance with military training programs.

General requirements for the content and organization of military training in a military training center are established by these Regulations, acts of the Ministry of Defense of the Russian Federation, the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations, and the charters of educational organizations. 17. The military training program includes:

c) working curricula, programs of academic disciplines, practices, training camps (internships) of citizens and their final certification in military training.

18. At least 1,500 hours of training time are allocated for military training.

Military training classes in certain military specialties can be conducted in military units and military educational organizations of higher education in the manner determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation. The military training program, in accordance with the established procedure, includes training camps (internships) for citizens in military units.

IV. Organization and procedure for training camps (internships)

19. Training camps (internships) are an integral part of military training, intended for practical training of citizens in the operation, repair, combat use of weapons and military equipment, improving command and methodological skills and skills in educational work, general military and physical training, practicing exercises, techniques and standards , determined by charters, manuals and manuals, performing other combat training tasks and gaining experience by citizens in performing duties according to their official purpose and are carried out 1 time during the entire period of military training.

The duration of training camps for citizens is 14 days, internships - 30 days.

For citizens studying at a military training center at an educational organization implementing educational programs in the field of medical education and (or) pharmaceutical education, training camps lasting 30 days are held in military units after completing the 4th course to gain practical skills in field deployment medical organizations and providing medical care in the field. The time citizens travel to training camps (internships) and back is not counted towards the duration of training camps (internships).

The beginning of the training camp (internship) is considered to be the day the citizen arrives at the military unit in which the training camp (internship) is being held, and the end is the day the citizen leaves this military unit.

20. Ministry of Defense of the Russian Federation:

a) determines, in agreement with the rectors of educational organizations, the place and time of training camps (internships); (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

b) provides comprehensive support for training camps (internships);

c) exercises control over the conduct of training camps (internships).

21. Educational organization: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) organizes the planning and implementation of organizational, educational, educational and other events during the period of preparation for training camps (internships);

b) submits to the military commissariat at the location of the educational organization lists of citizens to be sent to training camps (internships), as well as information that is to be included in military registration documents; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

c) sends the teaching staff of military training centers to military units and pays them travel expenses associated with the organization and conduct of training camps (internships);

d) notifies citizens about their assignment to training camps (internships);

e) organize, if necessary, in the manner established by the legislation of the Russian Federation, vaccination of citizens before sending them to training camps (internships).

22. Citizens are sent to training camps (internships) by the military commissariat at the location of the educational organization on the basis of plans for conducting training camps (internships). (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

23. Upon the recommendation of the educational organization, the military commissariat at the location of the educational organization organizes a medical examination of citizens subject to referral to training camps (internships). (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

Citizens who have not passed a medical examination or, based on the results of the examination, are declared unfit for health reasons to undergo training camps (internships), as well as those who have not passed the tests and exams provided for in the military training program, are not sent to training camps (internships).

24. Payment for travel of citizens to the place of training camps (internships) and back is carried out at the expense of funds provided to the Ministry of Defense of the Russian Federation for mobilization training, retraining of reserves and training events, based on the cost of travel:

e) by air - in the cabin of an economy (lower) class aircraft. Using air transport for travel of citizens to the place of training camps (internships) and (or) back, travel documents (tickets) are issued (purchased) only for flights of Russian airlines or airlines of other member states of the Eurasian economic union, except in cases where these airlines do not operate Passenger Transportation to the place of training camps (internships) or if registration (purchase) travel documents(tickets) for flights of these airlines is impossible due to their absence on the date of departure to the place of training camps (internships) and (or) back. 25. Training camps (internships) are held in military units that have appropriate conditions for accommodating citizens, the necessary educational and material resources and personnel capable of training citizens under the training camp (internship) program.

26. Study time for the internship is distributed as follows:

27. Citizens who arrive to undergo training at a military unit are distributed into sections (crews, crews), from which training platoons and companies (batteries) are formed.

28. Accommodation of citizens at training camps is carried out at points of permanent deployment of military units, training centers or camps.

29. For the entire period of training camps, the administration of the training camps is appointed by order of the commander of the military unit.

30. To guide and control the internship of citizens, the military training center appoints an internship supervisor from among the teaching staff.

31. At the end of the training camp (internship), citizens submit a written report on the completion of the program or individual task and take a test, which is conducted in the military unit at the location of the training camp (internship).

Citizens who have not submitted a written report and have not passed the test are not allowed to take the final certification in military training.

32. Provision of training camps (internships) is carried out in the manner established by the Ministry of Defense of the Russian Federation for military training of citizens of the Russian Federation who are in the reserve, and is carried out at the expense of funds allocated for these purposes to the specified Ministry in the federal budget, with the exception of the payment of scholarships to citizens, students in the military training program, as well as payment of travel expenses to the teaching staff of military training centers when sent on business trips related to the organization and conduct of training camps (internships).

33. Citizens sent to training camps (internships) are subject to the rights and obligations of citizens of the Russian Federation called up for military training who are in reserve.

The involvement of citizens sent to training camps (internships) in the performance of other duties not related to the completion of training camps (internships) is prohibited.

34. Expulsion of citizens from training camps (internships) is carried out in the manner established by the Ministry of Defense of the Russian Federation.

The military commissariat that sent him to training camp (internship) and the rector of the relevant educational organization are notified of the reasons and time of expulsion of a citizen. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

35. Repeated sending of citizens to training camps (internships) is prohibited.

V. Citizens undergoing training at a military training center

36. Citizens completing training in an educational organization undergo a final certification in military training, during which the level of their theoretical and practical training to perform military professional tasks and the compliance of the training with the qualification requirements for graduates of military training centers is established. The procedure for conducting final certification in military training is determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

Citizens who have passed the final certification in military training, completed training in an educational organization and entered into a contract for military service are awarded the military rank of officer in the prescribed manner. 37. The grounds for expelling a citizen from a military training center are:

a) expulsion of a citizen from an educational organization; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

b) failure by the citizen to fulfill the terms of the contract;

c) lack of discipline, poor academic performance or unwillingness to learn;

d) violation of the charter of an educational organization or its internal regulations; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

e) the citizen’s failure to comply with the requirements established by the legislation of the Russian Federation for the military specialty being acquired, including the state of health (based on the conclusion of the military medical commission of the military commissariat in which the citizen is registered with the military);

f) impossibility of continuing military training for reasons beyond the citizen’s control (at the citizen’s request);

g) initiative of the Ministry of Defense of the Russian Federation in the event that it is impossible for a citizen to continue military training for reasons beyond the control of the Ministry.

38. A citizen expelled from a military training center on the grounds provided for in subparagraphs “c” and “d” of paragraph 37 of these Regulations, as well as refusing to enter into a contract for military service, shall reimburse the federal budget funds spent on his preparation.

39. A citizen who has completed military training in an educational organization, in the prescribed manner, enters into a contract for military service with the Ministry of Defense of the Russian Federation or another federal executive body in which federal law provides for military service. VI. Employees of the military training center

40. The military training center provides positions for teaching staff, engineering, technical, production, training and support and other personnel.

41. The teaching staff of the military training center includes the positions of the head of the military training center, his deputies, the head of the department, his deputies, the head of the cycle - senior teacher, professor, associate professor, senior teacher, lecturer.

42. The procedure for filling positions of employees of the military training center is established jointly by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

43. The positions of the teaching staff of the military training center are filled in accordance with its staffing schedule:

citizens who are in the reserve and have the military rank of officer.

VII. Advanced training for military training center employees

44. Additional professional education according to advanced training programs for the teaching staff of military training centers, it is carried out in military educational organizations of higher education or, in agreement with the rectors of educational organizations under which military training centers have been established, in other educational organizations. Additional professional education under advanced training programs for teaching staff of military training centers is carried out as necessary, but at least once every 5 years. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

45. Internships for the teaching staff of the military training center are carried out in the troops and in educational organizations, including those subordinate to the Ministry of Defense of the Russian Federation, as well as during exercises and testing of weapons and military equipment. VIII. Management of the activities of the military training center

46. ​​The general management of military training is carried out by the rector of the educational organization, whose powers are determined by these Regulations and the charter of the educational organization. 47. Direct management of the activities of the military training center is carried out by the head of the military training center, who organizes educational, methodological and educational work, additional professional education of the employees of the military training center, development and improvement of the educational and material base of the military training center. 48. The head of the military training center reports directly to the rector of the educational organization, and on issues of compliance with operating rules, ensuring the safety of military equipment, organizing training of citizens under the military training program, their final certification, concluding contracts with them for military service, determining job assignments, promotion qualifications of subordinate employees - authorized officials of the Ministry of Defense of the Russian Federation. The rights and responsibilities of the head of the military training center are determined by these Regulations, general military regulations of the Armed Forces of the Russian Federation and the charter of the educational organization. The head of the military training center, within the limits of his authority, is given the right to sign official documents.

49. The list of reporting documents, as well as documents that are developed and maintained in the military training center, documents on planning, organization of educational activities, registration of citizens undergoing military training, registration and maintenance of military equipment is established by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science Russian Federation.

IX. Monitoring the activities of the military training center

50. Control over the organization of the activities of military training centers and the conduct of military training is carried out by commissions of the Ministry of Defense of the Russian Federation in accordance with the inspection plan agreed with the Ministry of Education and Science of the Russian Federation and approved by the Minister of Defense of the Russian Federation, in the manner established jointly by the Ministry of Defense of the Russian Federation and the Ministry education and science of the Russian Federation.

X. Training and material base of the military training center

51. In educational organizations in which military training centers and military training faculties (military departments) have been established, a unified educational and material base for military training can be created. 52. The location of the military training center should ensure its isolated location from other units of the educational organization, the possibility of organizing and maintaining internal order in accordance with the requirements of the general military regulations of the Armed Forces of the Russian Federation. XI. Financial and logistical support for training citizens in a military training center

53. Financial support for the training of citizens in a military training center, with the exception of training camps (internships), is made by federal executive authorities exercising the powers of the founder of educational organizations, within the limits of the funds allocated to these bodies for these purposes in the federal budget. 54. Logistical and technical support for the activities of military training centers with military equipment is carried out by the Ministry of Defense of the Russian Federation within the limits of the funds allocated to the said Ministry for these purposes in the federal budget.

I. Subject of the agreement

1. During the period of a citizen’s training at a military training center, the educational organization pays him an additional monthly stipend, as well as lump sum payment for the purchase special form clothes in the order and sizes established by the Government of the Russian Federation.

2. In case of expulsion of a citizen from a military training center<*>for indiscipline, poor performance or unwillingness to study, violation of the charter of an educational organization or internal regulations of students, or in case of refusal to enter into a contract for military service with the Ministry of Defense of the Russian Federation or other federal executive body in which federal law provides for military service, a citizen in accordance with with this agreement, reimburses the federal budget funds spent on its military training in the amount of ____________ rubles for each full month training at a military training center.

<*>For educational organizations implementing educational programs in the field of medical education and (or) pharmaceutical education - after completion of training in an educational organization and continuous subsequent training in an internship or residency in the same educational organization.

IV. Contract time

Genuine contract comes into force from the date of its signing and terminates after completion of training in an educational organization and the conclusion by the citizen of a contract for military service.

I. General provisions

1. The faculty of military training (military department) is created at the federal state educational organization of higher education (hereinafter referred to as the educational organization) for the purpose of training in military training programs for reserve officers, military training programs for sergeants, reserve foremen, or military training programs for soldiers and reserve sailors of Russian citizens Federations studying in this educational organization for full-time study in educational programs of higher education (hereinafter referred to as citizens, educational programs). 2. The main objectives of the faculty of military training (military department) (hereinafter referred to as the military department) are:

implementation of military training programs for reserve officers, military training programs for sergeants, reserve foremen, or military training programs for soldiers and reserve sailors at military departments in military specialties (hereinafter referred to as military training); (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

participation in educational work and work on military-professional orientation of youth.

3. In a branch of an educational organization, it is allowed to carry out military training of citizens at a military department if one of the military departments that are part of the faculty of military training is permanently located on the basis of the branch and has its own educational and material base. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

4. Military training of a citizen is carried out in the process of his training in an educational organization according to an educational program on a voluntary basis on the basis of an agreement in the form according to the appendix, concluded between the citizen and the Ministry of Defense of the Russian Federation on training under a military training program at a military department (hereinafter referred to as the agreement). The number of citizens undergoing military training is established by the Ministry of Education and Science of the Russian Federation and the federal executive body exercising the powers of the founder of this educational organization, based on an order from the Ministry of Defense of the Russian Federation. 5. The staffing schedule of the military department is developed by the educational organization, agreed upon with the federal executive body exercising the powers of the founder of this educational organization, and the Ministry of Defense of the Russian Federation and approved by the rector. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

6. Ministry of Defense of the Russian Federation:

a) determines the list of military specialties for which military training is carried out, taking into account the specialties in the educational program of the educational organization; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

b) annually determines the need for citizens involved in military training and sends relevant proposals to the Ministry of Education and Science of the Russian Federation, federal executive authorities exercising the powers of the founder of educational organizations, and educational organizations; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

c) develops, jointly with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations, and approves military training programs for military specialties; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

d) organizes activities for medical examination of citizens who have expressed a desire to undergo (undergoing) military training, citizens who have successfully completed military training and are completing training in an educational organization, as well as activities for professional psychological selection of citizens who have expressed a desire to undergo military training; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

e) organizes a competitive selection of citizens who have expressed a desire to undergo military training, concludes an agreement with citizens who have passed the competitive selection;

f) carries out, in agreement with the rectors of the relevant educational organizations, the selection and assignment of military personnel undergoing military service under a contract, and citizens in the reserve, to non-military positions of the teaching staff of military departments at these educational organizations; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

g) together with the educational organization, plans and organizes training camps or internships for citizens provided for by the military training program (hereinafter referred to as training camps), as well as conducting final certification of citizens in military training; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

h) provides, in accordance with the established procedure, military departments with weapons, military equipment, and other material resources necessary to support the educational process (hereinafter referred to as military equipment);

i) provides, if necessary, a field training base;

j) organizes and provides repairs, transportation, loading (unloading), installation and commissioning of military equipment and simulators for the military department;

k) together with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations, organize and coordinate educational, methodological and educational work; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

l) exercises control over the activities of military departments in accordance with the established procedure.

7. The Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) create the necessary conditions for organizing military training and form common approaches to it;

b) participate in the development of a military training program for military specialties;

c) participate in the creation of the necessary educational and material base of military departments, in addition to equipping them with military equipment;

d) together with the Ministry of Defense of the Russian Federation, organize and coordinate the activities of military departments.

8. Rector of the educational organization under which the military department was created: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) organizes military training, creation and development of the necessary educational and material base of the military department, ensuring the safety of military equipment, as well as the protection of information constituting state secrets;

b) submits, in accordance with the established procedure, applications to the Ministry of Defense of the Russian Federation to provide the military department with military equipment;

c) provides the military department with separate premises, electronic computing equipment, communications, office equipment, reference and information materials;

d) participates in coordinating the educational, methodological and educational work of the military department;

e) organizes regular discussions of the state of affairs in the field of military training at meetings of the administration and the academic council of the educational organization. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

II. Features of the selection of citizens for their military training at the military department

9. Citizens under the age of 30 who have expressed a desire to undergo military training while studying under an educational program are selected on a competitive basis. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

10. The Ministry of Defense of the Russian Federation, together with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations, determines the procedure for conducting a competitive selection of citizens for military training and the procedure for creating a competition commission. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

11. Competitive selection consists of preliminary and main selection.

Preliminary selection includes determining whether a citizen meets the requirements for specific military specialties, conducting a medical examination by a military medical commission to determine health suitability for military service, and conducting professional psychological selection.

The main selection is carried out by a competition commission among citizens who have passed the preliminary selection, on the basis of a methodology approved by the Ministry of Defense of the Russian Federation in agreement with the Ministry of Education and Science of the Russian Federation and federal executive authorities exercising the powers of the founder of educational organizations. 12. The procedure for selecting candidates from among female citizens is determined by the Ministry of Defense of the Russian Federation and federal executive authorities in which military service is provided for by federal law, provided that their training is provided for in the military training program for a specific military specialty.

13. A citizen who has passed the competitive selection, based on the decision of the competition commission, enters into an agreement and, by order of the rector of the educational organization, is allowed to participate in military training. III. Educational activities of the military department

14. Educational activities are the main activity of the military department and include the organization and conduct of educational, methodological and educational work.

15. Military training is carried out in specific military specialties in accordance with military training programs.

General requirements for the content and organization of military training are established by these Regulations, acts of the Ministry of Defense of the Russian Federation, the Ministry of Education and Science of the Russian Federation, federal executive authorities exercising the powers of the founder of educational organizations, and the charters of educational organizations. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

The procedure for developing a military training program is determined by the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

16. The military training program includes:

a) qualification requirements for the established military specialty;

b) general calculation of hours for the training program and distribution of study time;

c) working curricula, programs of academic disciplines, practices, training camps for citizens and their final certification in military training.

17. Military training is allocated: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

for citizens studying under the military training program for reserve officers - 450 hours of classroom training and 144 hours of study time at training camps; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

for citizens studying under the military training program for sergeants and reserve foremen - 360 hours of classroom training and 144 hours of study time at training camps; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

for citizens studying under the military training program for soldiers and reserve sailors - 270 hours of classroom training and 144 hours of study time at training camps. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

18. Training camps are held in the prescribed manner at the end of the last academic semester at the military department in military units or military educational organizations of higher education. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

19. Training classes at the military department are conducted, as a rule, using the “military day” method, lasting 9 academic hours, of which 6 hours are allocated for training sessions, 2 hours for independent work of citizens and 1 hour for organizational and educational work and training.

20. The study by citizens of educational disciplines in the military training program is carried out on the basis of the knowledge they acquire in the course of mastering special disciplines in the educational program necessary to obtain: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

citizens studying under the military training program for reserve officers - higher education - specialist or master's degree; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

citizens studying under the military training program for sergeants, reserve foremen or under the military training program for soldiers, reserve sailors, - higher education - bachelor's or specialist's degrees. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

IV. Organization and procedure for training camps

21. Training camps are an integral part of military training, intended for practical training of citizens in the operation, repair, combat use of weapons and military equipment, improving command and methodological skills and educational skills, general military and physical training, practicing exercises, techniques and standards defined by the regulations , instructions and guidelines, performing other combat training tasks and gaining experience for citizens in performing duties according to their official purpose and are carried out 1 time during the entire training period.

The duration of training camps is 30 days.

The time citizens travel to and from training camps is not counted toward the duration of training camps.

The beginning of training camps is considered to be the day a citizen arrives at a military educational organization of higher education or military unit in which training camps are held, and the end is the day of the citizen’s departure from this military educational organization of higher education or military unit. 22. Ministry of Defense of the Russian Federation:

a) determines, in agreement with the rectors of educational organizations, the place and time of training sessions; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

b) provides comprehensive support for training fees;

c) exercises control over the conduct of training camps.

23. Educational organization: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

a) organizes the planning and conduct of organizational, educational, educational and other events during the period of preparation for training camps;

b) submits to the military commissariat at the location of the educational organization lists of citizens to be sent to training camps, as well as information that is to be included in military registration documents; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

c) sends the teaching staff of military departments to military units and pays them travel expenses associated with organizing and conducting training camps;

d) notifies citizens about their direction to training camps;

e) organizes, if necessary, in the manner established by the legislation of the Russian Federation, vaccination of citizens before sending them to training camps.

24. Citizens are sent to training camps by the military commissariat at the location of the educational organization on the basis of plans for conducting training camps. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

25. Upon the recommendation of the educational organization, the military commissariat at the location of the educational organization organizes a medical examination of citizens subject to referral to training camps. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

Citizens who have not passed a medical examination or, based on the results of the examination, are declared unfit for health reasons to attend training camps, as well as those who have not passed the tests and exams provided for in the military training program, are not sent to training camps.

26. Payment for travel of citizens to the place of training camps and back is carried out at the expense of funds provided for by the Ministry of Defense of the Russian Federation for mobilization training, retraining of reserves and training activities, based on the cost of travel:

a) by rail - in a reserved seat carriage of any category of train;

b) by sea transport - in places of IV category of cabins of ships of transport lines;

c) inland water transport - in places of III category of ship cabins on transport routes (if they are available on the ship);

d) by road - in general buses, and in their absence - in buses with soft seats;

e) by air - in the cabin of an economy (lower) class aircraft. When using air transport for citizens to travel to the place of training camps and (or) back, travel documents (tickets) are issued (purchased) only for flights of Russian airlines or airlines of other member states of the Eurasian Economic Union, except in cases where these airlines do not carry out passenger transportation to the place of training camps or if the registration (purchase) of travel documents (tickets) for flights of these airlines is impossible due to their absence on the date of departure to the place of training camps and (or) back. 27. Training camps are held in military educational organizations of higher education or in military units that have appropriate conditions for accommodating citizens, the necessary educational facilities and personnel capable of training citizens under the training camp program. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

28. Study time (duration of classes) at training camps is distributed as follows:

1 day for setting up and organizing internal service upon arrival at the military unit;

24 days for combat training and educational work;

1 day for maintenance and delivery of weapons, equipment and property.

29. Citizens who arrive to undergo training at a military unit are distributed into sections (crews, crews), from which training platoons and companies (batteries) are formed.

30. Accommodation of citizens at training camps is carried out at the locations of military educational organizations of higher education, as well as at points of permanent deployment of military units, training centers or camps. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

31. For the entire period of training camps, the administration of the training camps is appointed by order of the commander of the military unit.

32. Citizens completing training in an educational organization, upon completion of training camps, undergo a final certification for military training in a military educational organization of higher education, military unit, during which the level of their theoretical and practical training for performing military professional tasks and the compliance of the training with qualifications is established requirements for graduates of military departments. As an exception, final certification may be carried out in an educational organization. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

At least 4 days are allocated for the final certification (2-3 days for preparation and 1-2 days for passing the exam).

The time allocated for the final certification is not counted in the duration of the training time of the training camp.

33. In cases provided for by military training programs, internships of citizens are carried out in military units in the manner established by the Ministry of Defense of the Russian Federation.

To guide and control the completion of the internship by citizens, the military department appoints an internship supervisor from among the teaching staff.

34. At the end of the internship, citizens submit a written report on the implementation of the program and individual assignments and take a test, which is conducted in the military unit at the place of the internship.

Citizens who have not passed the test or have not submitted a written report are not allowed to take the final certification in military training.

35. Provision of training fees is carried out in the manner established by the Ministry of Defense of the Russian Federation for military training of citizens of the Russian Federation who are in the reserve, and is carried out at the expense of funds allocated for these purposes to the specified Ministry in the federal budget, with the exception of the payment of scholarships to citizens studying under the program military training, as well as payment of travel expenses to the teaching staff of military departments when sent on business trips related to the organization and conduct of training camps.

36. Citizens sent to training camps are subject to the rights and obligations of citizens of the Russian Federation called up for military training who are in the reserves.

Involving citizens sent to training camps in the performance of duties other than those related to training camps is prohibited.

37. Expulsion of citizens from training camps is carried out in the manner established by the Ministry of Defense of the Russian Federation.

The military commissariat that sent him to training camps and the rector of the relevant educational organization are notified of the reasons and time of expulsion of a citizen. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

38. Repeated sending of citizens to training camps is prohibited.

V. Citizens undergoing training at the military department

39. The rights and obligations of citizens undergoing military training are determined by these Regulations, the charter of the educational organization and its internal rules, as well as the concluded agreement. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

40. Citizens undergoing military training under reserve officer programs are paid an additional scholarship in the following amounts: (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

15 percent of the stipend amount established by law - to citizens who have not completed military service by conscription;

25 percent of the stipend amount established by law - to citizens who have completed military service upon conscription.

Additional scholarships are paid once a month.

41. The formation of the necessary amounts of funding for the implementation of the planned payments of additional scholarships to citizens is carried out by the educational organization in the prescribed manner in accordance with the plan of financial and economic activities. d) the citizen’s failure to comply with the requirements established by the legislation of the Russian Federation for the military specialty being acquired, including the state of health (based on the conclusion of the military medical commission of the military commissariat in which the citizen is registered with the military);

e) impossibility of continuing military training for reasons beyond the citizen’s control (at the citizen’s request);

f) initiative of the Ministry of Defense of the Russian Federation in the event that a citizen is unable to continue military training for reasons beyond the control of the Ministry.

44. If a citizen is removed from training at a military department, the contract concluded with him is subject to termination and such citizen is not allowed to participate in military training again.

45. In case of expulsion of a citizen undergoing military training from an educational organization, his transfer to another educational organization, upon his written application, the educational organization issues a certificate indicating the list of academic disciplines (topics) studied under the military training program, indicating the number of training hours and intermediate results certifications. VI. Employees of the military department

46. ​​The military department provides for positions of teaching staff, engineering, technical, production, educational support and other personnel.

The teaching staff includes the positions of the head of the faculty, his deputies, the head of the department, his deputies, the head of the cycle - senior teacher, professor, associate professor, senior teacher, lecturer.

47. The procedure for filling positions of employees of the military department is established by the legislation of the Russian Federation and acts of the Ministry of Defense of the Russian Federation and the Ministry of Education and Science of the Russian Federation.

48. The filling of positions of the teaching staff of the military department is carried out in accordance with its staffing schedule:

military personnel sent in accordance with the established procedure to an educational organization; (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

citizens who are in the reserves of the Armed Forces of the Russian Federation and have the military rank of officer.

VII. Advanced training for military department employees

49. Additional professional education under advanced training programs for teaching staff of military departments is carried out in military educational organizations of higher education or in agreement with the rectors of educational organizations under which military departments have been created, in other educational organizations. Additional professional education under advanced training programs for teaching staff of military departments is carried out as needed, but at least once every 5 years. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

Officers holding teaching positions for the first time are sent for professional retraining to educational organizations of the Ministry of Defense of the Russian Federation within a year. (as amended by Decree of the Government of the Russian Federation dated April 23, 2016 N 345)

50. Internships for the teaching staff of the military department are carried out in the military and in educational organizations, including those subordinate to the Ministry of Defense of the Russian Federation, as well as during exercises and testing of weapons and military equipment. dated 04/23/2016 N 345)

53. The head of the military department reports directly to the rector of the educational organization, and on issues of compliance with operating rules, ensuring the safety of military equipment, organizing the training of citizens under the military training program, their final certification, advanced training of subordinate workers - to authorized officials of the Ministry of Defense of the Russian Federation. The rights and responsibilities of the head of the military department are determined by these Regulations, general military regulations of the Armed Forces of the Russian Federation and the charter of the educational organization. The head of the military department, within the limits of his authority, is given the right to sign official documents.

54. The list of reporting documents, as well as documents that are developed and maintained at the military department, documents on planning, organization of educational activities, registration of citizens undergoing military training, registration and maintenance of military equipment, is established by the Ministry of Defense of the Russian Federation and the Ministry of Education and science of the Russian Federation.

IX. Control of the activities of the military department

55. Control of the organization of the activities of the military department and the conduct of military training is carried out by commissions of the Ministry of Defense of the Russian Federation in accordance with the inspection plan agreed with the Ministry of Education and Science of the Russian Federation and approved by the Minister of Defense of the Russian Federation, in the manner established jointly by the Ministry of Defense of the Russian Federation and the Ministry of Education and science of the Russian Federation.

58. Financial support for the education of citizens at the military department, with the exception of training camps, is carried out by federal executive authorities exercising the powers of the founder of educational organizations, within the limits of the funds allocated to these bodies for these purposes in the federal budget. 59. Material and technical support for the activities of military departments with military equipment is carried out by the Ministry of Defense of the Russian Federation within the limits of the funds allocated to the specified Ministry for these purposes in the federal budget.

II. Duties of the parties

1. The Ministry of Defense of the Russian Federation undertakes:

a) provide the conditions required in accordance with the legislation of the Russian Federation for organizing the training of a citizen under a military training program at a military department;

b) assign to a citizen who has successfully completed training in a military training program at a military department and completed training in the educational organization specified in this agreement, when enlisting in the reserve, the corresponding military rank.

2. The citizen undertakes:

a) undergo training in the military training program at the military department for ____________ years (__________ semesters);

b) comply with the requirements of the charter of the educational organization, the internal regulations of students, as well as the internal regulations of the military department.

III. Additional terms of the agreement

During the period of a citizen’s training at a military department, the educational organization pays him a monthly additional stipend in the manner and amount specified established by the Government Russian Federation.

IV. Contract time

This agreement comes into force on the date of its signing and terminates upon completion of the citizen’s training in an educational organization.

V. Conditions and procedure for termination (termination) of the contract

1. This agreement may be terminated in the following cases:

a) on the initiative of a citizen in the event that it is impossible to continue training in the military training program at a military department for reasons beyond the citizen’s control;

b) on the initiative of the Ministry of Defense of the Russian Federation in the event that it is impossible for a citizen to continue training in the military training program at a military department for reasons beyond the control of the Ministry.

2. This agreement is subject to termination in the following cases:

a) the citizen’s failure to comply with the requirements established by the legislation of the Russian Federation for the military specialty acquired, including the state of health;

b) expulsion of a citizen from an educational organization or removal from training in a military training program at a military department on the following grounds:

failure to comply with the terms of this agreement;

violation of the charter of the educational organization, internal regulations of students.

VI. Settlement of disputes

1. All disputes between the parties to this agreement are resolved in the manner provided for by law Russian Federation.

2. This agreement is drawn up in 2 copies having equal legal force.

The first copy is stored in personal file citizen in an educational organization, a second copy is issued to the citizen.
