First of all, it should be noted that the meeting participants paid special attention to the issues of organizing the activities of police patrol units, security and escort units, as well as the interaction of the territorial bodies of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow with the headquarters of the people's squads of the capital's districts.
Over the past year, employees of the OOO of the Main Directorate on an ongoing basis carried out a set of measures aimed at improving the organization of official activities to ensure the protection of public order and the safety of citizens in the capital region. As before, the work of these units was focused on crime prevention and the prevention of emergency incidents in the metropolis.
The meeting participants also emphasized the need to strengthen interaction between the territorial bodies of the capital’s police headquarters and the headquarters of the people’s squads of Moscow districts.
Operational and preventive measures are regularly carried out, the purpose of which is to suppress violations of the migration legislation of the Russian Federation. Accordingly, targeted efforts made in this area of law enforcement activity bring a positive effect and help reduce crimes committed in the city. Suffice it to mention that, by court decisions, more than 22 thousand foreign citizens who violated our migration legislation were expelled from the Russian Federation last year.
At the meeting, they analyzed the general results of work to ensure the protection of public order and safety during cultural, sports, entertainment and other public events: more than 17.5 thousand of them were held in the city. At the same time, the number of citizens who attended these events increased by almost a third compared to the year before and amounted to more than 49 million people. It should be noted that the police were actively helped to carry out their core law enforcement tasks by additional forces involved, including people's vigilantes and employees of private security organizations, and employees of control and administrative services. In general, during mass events, law enforcement officers ensured an adequate level of security and did not allow violations of public order.
Over the past year, the best results in work among the PPSP units of the territorial police departments of the Internal Affairs Directorate in the administrative districts of Moscow were achieved by the teams of the patrol service of the Ministry of Internal Affairs of Russia in the areas of Krasnoselsky (TsAO), Kuntsevo and Prospekt Vernadskogo (ZAO), Vostochnoye Izmailovo (VAO), Severnoye Medvedkovo and South Medvedkovo (NEAD). In the service areas of these units, the detection rate of crimes committed in public places and on the street has increased.
During the meeting, the work of a number of managers at various levels was positively noted.
The most distinguished law enforcement officers in the capital received departmental awards. Among them is the head of the UOP department, police captain Igor Fayzullin, who was awarded the medal of the Ministry of Internal Affairs of Russia “For Combat Commonwealth” for exemplary performance of official duties and successful completion of tasks to ensure public order and public safety. The Deputy Head of the Department for the Protection of Public Order - Head of the 2nd Department, Police Colonel Alexander Korolev, was awarded a Certificate of Honor from the Ministry of Internal Affairs of Russia.
In conclusion, police colonel Andrei Zakharov thanked his colleagues for the work done, high achievements in their work and wished them success this year. Andrei Aleksandrovich emphasized that the heads of the capital’s PLO units at all levels need to approach with full responsibility the organization of the work of the structural units of the service to ensure the protection of public order and the safety of citizens in the city.

98. Head of the OUUP:
98.1. Organizes professional service and physical training, conducts individual educational, cultural, educational, psychological and social work, as well as work to strengthen official discipline and the rule of law among local police officers.

Conducts a monthly check of the availability and maintenance of service documentation by local police commissioners (in the presence of automated information systems - the completeness of completion and regularity of its replenishment) located at the local police station, reflecting the results of the check in the book of comments and suggestions of inspectors (based on the verification of all service documentation of each district commissioner at least once a quarter).
98.8. Develops and submits to the head of the territorial body of the Ministry of Internal Affairs of Russia for approval of graphics: the service of local police commissioners, their reception of citizens, reports to the population. Organizes and controls their implementation.

Conducts an analysis of complaints and statements from citizens received by the territorial body of the Ministry of Internal Affairs of Russia, publications in the media, the Internet about shortcomings in the work of subordinate district police officers, conducts checks on them and takes measures to eliminate the identified shortcomings.
