The All-Russian Classifier of Products by Type of Economic Activities (OKPD 2) is part of the national standardization system of the Russian Federation. Classifier OK 034-2014 KPES 2008 is a tree structure of OKPD2 product codes, built on a hierarchical principle. The OKPD2 classifier is used to solve cataloging problems when certifying homogeneous groups of products built on the basis of groupings of OKPD2 codes. Each OKPD2 code contains 2-9 digits of the form XX.XX.XX.XXX. The OK 034-2014 classifier has an eight-level hierarchical classification. The first stage of the OKPD2 code consists of sections of the KPES 2008 classifier with a letter designation (A, B, etc.), then there are classes of the OKPD 2 XX classifier, then subclasses XX.X, groups XX.XX, subgroups of the OKPD code XX.XX.X , types XX.XX.XX, categories XX.XX.XX.XX0 and, finally, subcategories XX.XX.XX.XXX The correspondence of OKPD 2 codes and CPE 2008 between the second and third, fourth and fifth characters of the OKPD 2 code is ensured by the separator - a period. Additional levels of OKPD 2 compared to CPA 2008 are separated by a dot between the sixth and seventh digits of the OKPD code. In cases where there is no division of the species into categories, 7-9 characters of the OKPD 2 code have a zero value.

The development of all-Russian classifiers is provided by federal executive authorities and is carried out in agreement with the Ministry of Industry and Trade of the Russian Federation, the Federal Agency for Technical Regulation and Metrology, the Federal State Statistics Service and the Ministry of Economic Development of the Russian Federation.

The use of all-Russian classifiers is mandatory when creating state information systems and information resources, as well as during interdepartmental exchange of information and in other cases established by the legislation of the Russian Federation. All-Russian classifiers are used in legal acts in the socio-economic field to unambiguously identify objects of legal relations.

Determination of the code of a classification object related to the activities of an economic entity using the all-Russian classifier is carried out by the economic entity independently by assigning this object to the corresponding code and position name of the all-Russian classifier, except for cases established by the legislation of the Russian Federation.

The main goal of developing and introducing such a document is to unify the list of goods and services. It is used to encode, classify and identify goods for a variety of purposes:

  • when conducting statistical research;
  • during the development of laws on the regulation of certain types of activities;
  • when drawing up some strict reporting documents and primary documents.

Application

OKPD2 2019 with decoding and search by name is used everywhere. This directory replaced the previously used OPK and OKPD and was introduced by order of Rosstandart dated January 31, 2014 No. 14-st. The new classifier supplemented and deciphered some provisions of the “old” one; from January 1, 2014 to January 1, 2017, there was a transition period when both versions were used. But from January 1, 2017, only a new classifier is used, which is abbreviated as OKDP2.

OKPD2 2019 with decoding by type of activity allows you to directly search for the desired position by belonging to system classification units. In this case, goods and services are systematized from a more general characteristic to a narrower one. System navigation does not allow you to get confused in the classification; using the code, you can progressively determine the numerical values ​​of the next, narrower product group. OKPD 2 uses a hierarchical classification method and a sequential coding method. The code consists of 2-9 digital characters, and its structure can be represented as follows:

To ensure compliance between OKPD 2 and CPE 2008 codes, a dot is placed between the second and third, fourth and fifth characters of the code. If there are 2 additional levels of division in OKPD compared to CPA 2008, a dot is also placed between the sixth and seventh digits of the code. By analogy with CPA 2008, OKPD 2 includes sections and subsections while maintaining their letter designations.

Excluding the possibility of a product (service, work) classifier included in another group being included in this group.

The explanations given for the higher groupings apply to all the groups included in them.

Explanations for OKPD 2 groupings with codes up to six characters inclusive, in terms of the scope of concepts, correspond to the explanations for similar groupings of the CPA 2008. When detailing groupings with six-digit codes, explanations for these groupings may be absent (if the explanations for lower groupings collectively correspond to the scope of concepts, explanations for the six-digit CPA grouping 2008) or are provided incompletely (when explanations included in the explanations for lower groupings are excluded).

10.4 “Animal and vegetable oils and fats”, built in accordance with the technical regulations of the Customs Union TR CU 024/2011 “Technical regulations for fat and oil products”;

10.32 “Juice products from fruits and vegetables” is built in accordance with the Technical Regulations of the Customs Union TR CU 023/2011 “Technical Regulations on Juice Products from Fruits and Vegetables”.

Medicines are classified according to the Anatomical Therapeutic Chemical (ATC) classification system.

For the purposes of state regulation of activities corresponding to OKPD 2 subclass 03.2 "Fish and other fish farming products; services related to fish farming", as well as for the classification and coding of types of economic activities declared by business entities during registration, for the implementation of state statistical observation, one should be guided by the provisions Federal Law of July 2, 2013 N 148-FZ “On aquaculture (fish farming) and on amendments to certain legislative acts of the Russian Federation” regarding commercial aquaculture related to agricultural production.

For the purposes of state regulation of activities corresponding to OKPD 2 code 53.1 “Public Postal Services”, one should be guided by the Federal Law of July 17, 1999 N 176-FZ “On Postal Services” and the Federal Law of June 7, 2003 N 126-FZ "About communication."

Considering that CPA 2008 is harmonized with the Statistical Classification of Economic Activities in the European Economic Community (NACE Rev. 2), the All-Russian Classifier of Economic Activities OKVED 2 is built on the basis of harmonization with NACE Rev. 2. 2, and OKPD 2 is built on the basis of harmonization with CPA 2008; as a rule, a correspondence is established for the first four characters of codes between the type of activity in OKVED 2 and the result of this type of activity in the form of products (services, work) in OKPD 2.

Development and submission for adoption of changes to OKPD 2 is ensured by the Ministry of Economic Development of Russia in the manner established by Standardization Rules PR 50.1.024-2005 “Basic provisions and procedure for carrying out work on the development, maintenance and application of all-Russian classifiers.”

All-Russian classifier of products by type of economic activity OK 034-2014 (KPES 2008), better known as OKPD2, replaced the classifier.

OKPD2 was adopted and put into effect by Order of the Federal Agency for Technical Regulation and Metrology dated January 31, 2014 N 14-st with an effective date of February 1, 2014, with the right of early application in legal relations arising from January 1, 2014.
