Almost every family can receive subsidies for the purchase of housing in Russia. It is enough to know exactly how this is done. Unfortunately, there is a lot of paperwork here. But if you take care in advance about the production and release of some documents, you can achieve success without any problems. In addition, under certain circumstances, you can generally get an apartment or land absolutely free. In Russia, similar assistance to the population is provided. Citizens are required to do two things: comply with the conditions of certain assistance programs and collect a complete package of documents.

Who is eligible

The first step is to figure out who is eligible to receive subsidies for the purchase of housing. Not the entire population has such an opportunity. Some citizens should not rely on government help in the issue under study.

Now in Russia there are various subsidy programs for the population that help buy apartments and land plots for building houses. But they can count on support from the state:

  • large families;
  • military personnel;
  • civil servants;
  • those who need to improve their current living conditions;
  • young families.

It turns out that not everyone has the right to free support. In each case, you will have to comply with a number of certain conditions. Otherwise, even the listed categories of the population will not have the opportunity to receive a subsidy.

For the military

The first step is to pay attention to recipients such as military personnel. They were usually provided with housing rather than money to buy their own apartment. But the wait could take decades. Therefore, subsidies are now being issued for the purchase of housing. Military personnel are required to meet established requirements. They look like this:

  1. A military family should not own any housing.
  2. If the property has a dwelling, it must either be recognized as non-compliant with established standards, or small for a social unit.
  3. The service member must have at least 36 months of service required.

Perhaps these are all the demands that are put forward to the military in Russia. Housing subsidies for military personnel can only be spent on housing. After all, the recipient will be given a certificate, which is simply impossible to cash. But it can be used when concluding a deal. There are 3 ways to spend the subsidy:

  • purchase of primary or secondary housing;
  • repayment of the mortgage agreement;
  • purchasing a house.

Documents for the military

It should be remembered that when receiving a subsidy for the purchase of housing, you must bring a small package of documents. This process takes a lot of time. And it is precisely this that is considered the most labor-intensive. The military must go to the city administration with the following package of documents:

  • an application for financial assistance;
  • certificates confirming the unsuitability of existing housing for habitation (if there is residential property owned);
  • documents confirming all family ties of military family members (marriage certificate, birth certificate of children);
  • an extract from the house register;
  • military ID;
  • all family members who already have passports;
  • divorce certificates (if any);
  • an extract from your personal file;
  • details of the account to which funds should be transferred;
  • mortgage agreement or apartment purchase agreement (if any).

After reviewing the case, the military man will be presented with a certificate that covers a certain part of the cost of the property. It takes about 30 days from the date of application to consider the request.

Civil servants

Russia also provides subsidies to civil servants for the purchase of housing. In this case, you will also need to contact the city administration. Of course, not everyone is eligible for housing assistance. But only:

  • employees of the Presidential Administration;
  • civil servants of the constituent entities of the Russian Federation;
  • people working in the Security Council and its divisions;
  • employees working in federal legislative bodies;
  • court employees;
  • employees of the prosecutor's office.
  1. Lack of personal housing for the recipient. Apartments of relatives are also taken into account.
  2. A civil servant does not have a housing rental agreement, and if he does, then the area of ​​the apartment is less than the norm established for 1 person.
  3. Living in a dwelling unsuitable for normal life (personal or rented).
  4. If a civil servant lives in a dormitory or communal apartment.

It should be noted that officials who have more than 3 minor children in their care are also able to receive money when buying a home. Only in this case they must live together with the civil servant. This can be any close relative, usually a spouse.

Documents for civil servants

Subsidies for civil servants for the purchase of housing are provided on approximately the same principle as for the military. Even the payout amounts are similar. But the list of documents is different. If we are talking about receiving assistance when purchasing housing by government employees, you will need to bring to the city administration:

  • request statement;
  • ID cards of all family members;
  • birth certificates of all minor children (and adults living with their parents);
  • a copy of the financial personal account;
  • an extract from the house register;
  • certificates of ownership of real estate;
  • documents confirming the right to additional living space (if you have length of service);
  • work book;
  • Marriage certificate.

If we are talking about purchasing an apartment (house) subject to an existing rental agreement, the agreement is provided along with the above list of documents. If the housing is unsuitable, the relevant certificates are also attached to the request. All documents must be submitted not only originals, but also copies. Notarization is not required.

Large families

Providing subsidies for the purchase of housing for large families has long been a common practice. But most often, such social units are offered either completely free housing on a first-come, first-served basis, or a free plot of land. Not everyone agrees to this. After all, subsidies are something that is provided faster than a free apartment or land. At the moment, families with 3 or more minors are considered to be large families.

Citizens must meet the following requirements:

  • having enough income to pay for housing (depending on the number of family members);
  • housing must be recognized as dilapidated and not meeting the established minimum of comfort;
  • it is possible to receive a subsidy when the square meters of housing established per person are less than what actually exists;
  • the presence of 3 or more minor children (adopted children are also considered);
  • Russian citizenship for all family members.

The documents that citizens must provide to the administration are not much different from all previous cases. You need to collect a package of papers, which includes:

  • documents confirming the ownership of real estate for all family members;
  • citizens' identity cards;
  • application for a subsidy;
  • marriage and birth certificates of all children;
  • family composition statement;
  • home purchase and sale agreement or mortgage agreement (if any);
  • certificates of income of all members of the society;
  • documents that confirm the need for

Maternal capital

To some extent, a gratuitous subsidy for the purchase of housing is maternity capital. This payment is expressed in a fairly large amount of money, which can be spent either on a child or on residential property. Therefore, the procedure for obtaining maternal capital should also not be overlooked.

Unlike all previous cases, the family does not have to meet a huge list of requirements. The only condition for receiving maternity capital is the presence of 2 or more children. The size of the payment does not depend on the number of minors; it is fixed. And you can receive such support only once.

This support is provided by the Russian Pension Funds in each region. Parents must provide the following documents to the relevant organization:

  • birth certificates of all children;
  • documents confirming adoption or guardianship (if any);
  • Marriage certificate;
  • SNILS of children and the applicant;
  • ID card of one of the parents (preferably both);
  • application of the established form.

This list of papers is submitted to the Pension Fund. We should not forget that citizens are also required to provide copies of documents. In return, a certificate is issued. And it can be used to improve living conditions.

Young families

It is also provided for young families to purchase housing. There is a Federal program for this. It's called "Young Family". To receive this type of support you will need:

  • presence of spouses who have not reached 35 years of age;
  • solvency of citizens (sufficient amount of money to pay the remaining amount of the cost of housing);
  • lack of home ownership (or its insufficiency for family living);
  • citizenship of the Russian Federation;
  • having children (not necessary, but desirable, they greatly simplify the process).

Single-parent families can participate in the Young Family program. This opportunity is in great demand. The amount received is used either when concluding a purchase agreement, or as a subsidy that will cover part of the mortgage.

"Young Family": documents

To participate in the program, you must contact, as in most cases, the administration of the city or district where the community unit lives. The list of documents is practically no different from the previously listed options.

What is required from a young family? To receive a subsidy for the purchase of housing, they provide:

  • ID cards of spouses;
  • marriage/divorce documents (if any);
  • certificates confirming the birth of all children;
  • certificates of family composition;
  • statements of citizens' accounts;
  • papers confirming the income of persons;
  • certificates declaring housing unsuitable (if any);
  • application for participation in the program;
  • mortgage loan or real estate purchase and sale agreement.

Need for better conditions

Subsidies for the purchase of housing are provided in Russia to all citizens who need to improve their living conditions. The list of documents is exactly the same as in the case of young families. It is provided to the city administration. A subsidy (and more often free housing) is offered to the population if:

  • the dwelling in which the citizen lives does not meet the minimum comfort;
  • living in emergency housing or an apartment/house designated for demolition;
  • children of different sexes do not have separate rooms;
  • living with a citizen who is suffering from a contagious, dangerous disease (for example, tuberculosis, medical confirmation is required);
  • per citizen in an apartment there is less than the established norms of square meters of housing.

About the amount of subsidies

Everything is clear about the procedure and conditions for providing state support. The last question that interests the population is the size of the subsidy for the purchase of housing. As a rule, it depends on numerous factors. For example, the number of family members a citizen has plays a role. But on average, subsidies (military and for government employees) cover about 70-80% of the cost of housing.

In the case of participation in the Young Family program, everything is somewhat different. The calculation of subsidies for the purchase of housing is similar, but the amount provided on average covers only 30% of the cost. You will have to pay the rest yourself.

And if we consider maternity capital, then no conditions at all play a role in the amount of payment. It is installed in a fixed size. In 2015-2016, families receive 453,026 rubles.

Low-income citizens need government support, but they themselves should be interested in what subsidies can be received from the state. Already at the birth of a person, parents have the right to issue the first payments for him within the framework of social protection of the population. Different regions have their own rules that establish conditions, but no worse than those provided at the federal level. Funds are allocated from the relevant budgets.

Under this program, the state allocates an amount for families whose second child is born or adopted. Maternity capital can be used to improve housing conditions or the child’s education. From regional and local budgets, the amount of assistance to mothers can be supplemented by other payments.

Housing assistance

Housing subsidies are one-time financial support from the state, but designed to cover part of the cost of an apartment, not the full cost. You can find out how to receive benefits from your local administration. Its size is determined individually based on the economic situation of the region, the square footage of housing and the number of minor children.

It takes into account how much own funds you have, since the following subsidy amounts are taken as the basis for the calculation:

  • in the city - 40%;
  • outside the city limits - 70%.

Among the options for subsidies you can receive from your state, there is a benefit for purchasing a house, which is received free of charge. It is issued for 6 months and can only be spent to improve housing conditions through a non-cash transfer. People do not receive this money in their hands. The remaining amount is paid with your own funds or a mortgage loan.

The Housing Code of the Russian Federation stipulates only the possibility of receiving benefits. All defining points about this fact are in legal acts for each individual category to which a citizen belongs. The following legal acts are taken into account.

  1. For civil servants, provisions can be found in the Law “On State. civil service."
  2. Young families should study the PP “On some aspects of allocating subsidies, they say.” families for housing."
  3. For other categories, the act “On Support of Large Families” (Presidential Decree) is important.
  4. Law on the status of military personnel.
  5. On measures to provide affordable housing (Presidential Decree).

Subsidy recipients

Since this assistance is allocated from local budgets, the regions independently make decisions regarding who to provide assistance, except for those categories of citizens who are initially prescribed in laws at the federal level. In general, the following are eligible for payment:

  • large families with three or more minor children, or if one of them is studying at a state higher educational institution;
  • young families where spouses are under 30 years of age;
  • people who are in public service;
  • military personnel and reserve personnel;
  • required specialists living in rural areas;
  • orphans who find themselves without the help of relatives;
  • families on a waiting list for housing;
  • veterans and combatants;
  • disabled people;
  • people who have worked in the Far North for at least 15 years and are moving to another region.

If citizens fall into one of the above categories, this does not mean that they will receive housing automatically. Only those who really need it, that is, live in small apartments or rent housing, can count on government support.

After reviewing the application, government officials make a decision to issue a certificate or refuse it. If a young family owns a spacious apartment, then they cannot count on help from the state. The same thing awaits those who deliberately tried to worsen their living conditions in order to receive help. All circumstances in each situation are studied before any decision is made.

The citizen must inform the commission considering the issue of issuing the certificate about all changes that occur in family composition, living conditions, etc. Thus, on the basis of the fact that he is a civil servant, a citizen cannot be given housing if he has been fired.

Register and receive a certificate

To receive a subsidy for an apartment, you should prepare a package of documents:

  • identification;
  • passport (cadastral);
  • marriage document;
  • copy of personal account;
  • house book or extract from it;
  • identity cards of other people registered in the same living space;
  • birth documents of children;
  • work book or other paper that confirms the fact that the applicant belongs to the category of beneficiaries;
  • title papers for existing real estate.

Having registered, the amount for which the certificate is issued is calculated and agreed upon. In one of the banking institutions that is a participant in the state program, a citizen opens an IBCS where funds are transferred. The money can only be spent on purchasing housing, and within the next 6 months. If this is not done, then it will be impossible to use the money.

Calculation

The amount of the subsidy provided is calculated on an individual basis. The situation that the person currently has, the number of family members and the cost of housing in the region are taken into account. It is also important which category the applicant belongs to. For two people, the apartment is calculated taking into account the availability of an area of ​​at least 42 m2. If the calculation is made for a larger number of people, then for each of them 18 m2 of housing is considered.

Important! Usually the certificate is 30-40% of the cost of the apartment. However, village residents who are specialists in the requested field have the right to expect 70% of the cost to be repaid.

A number of social government support programs also include payment for utilities. This type of assistance is provided from local budget funds. Russians who own real estate and are registered here can count on it. At the time of submitting the application, they should not have any debts on utility bills. This assistance can be either one-time or regular. In this case, money is allocated not for one citizen individually, but for all persons registered in the premises and is intended exclusively for paying for housing and communal services.

Which entrepreneurs are entitled to receive such financial assistance? State support will be available to individual entrepreneurs who: prepare and are able to defend their business development project; will provide a complete package of documents for the commission.

3) Subsidy from the employment center - its amount is 58,800 rubles. With this money, an entrepreneur can open a small private enterprise.

4) 2017 program for compensation of loans that were previously received for the development of small and medium-sized businesses. The maximum payment amount is 15 million rubles.

5) Assistance in the form of providing training and internship opportunities at state expense, as well as professional retraining.

6) Financial assistance to socially vulnerable categories of the population. This program includes assistance for the development of entrepreneurship and its maximum amount is 1,500 thousand rubles.

Who is eligible to receive this type of assistance? These are disabled people, single mothers, single fathers, graduates of boarding schools, people released from prison.

7) Free assistance in maintaining accounting and tax records.

8) Business incubators - this assistance is aimed at expanding production space, preparing business projects, and teaching entrepreneurship.

In order to determine what type of financial assistance is right for you, you need to look at what types of subsidies are issued in your region. You can view this on the website of the Small Business Support Fund in your region.

For example, in the Krasnodar Territory, through the Employment Center you can receive not just a subsidy of 58,800 rubles, but also 117,600 rubles (depending on the maximum amount of unemployment benefits, Resolution No. 710 of June 19, 2012).
