Order of the Federal Tax Service of Russia dated June 29, 2012 N ММВ-7-6/435@ “On approval of the Procedure and conditions for assigning, applying, and changing the taxpayer identification number” establishes that a TIN can be obtained not only at the place of registration, but also at other circumstances, in particular:

  • At your place of residence.
  • At the location of the real estate or vehicle.

Thus, Moscow residents who do not have registration in the capital have nothing to worry about, since they can contact the Federal Tax Service department at the place of temporary registration, for example. And the tax office will not have the right to refuse to assign them a TIN number and issue the corresponding certificate.

Obtaining a TIN in Moscow via the Internet

To obtain a TIN through the official website of the Federal Tax Service, select the service “Registration of an individual with a tax authority on the territory of the Russian Federation”, then open the form “Application of an individual for registration with a tax authority on the territory of the Russian Federation”.

The following fields must be filled in the application:

  • Registration address.
  • Date, place of birth.
  • Citizenship.
  • Passport details.
  • Contact details.

The document is replaced if the personal data changes. Moreover, changes are made only to the Certificate form; the TIN number remains unchanged throughout the citizen’s life.

You can receive a Certificate with the TIN number assigned to you only in person or through a representative at the Federal Tax Service office at your place of residence.

According to the current legislation, individuals must pay mandatory payments in the form of taxes, report on certain forms, etc. At the tax office, each person is assigned a unique identification number by which he is registered as a taxpayer. TIN is the identification number of tax payers, which is assigned to them by the relevant authority and is reflected in the certificate issued to them.

The initiator of appropriation can be either the citizens themselves or their representatives, or the tax authorities.

This identification number for an individual consists of twelve digits:

  • The first two reflect the number of the region in which the certificate is issued, the next two reflect the number of the tax authority that issued it.

What documents are needed for TIN

  • The application (on form 2-2-Accounting) can be printed from the Federal Tax Service website or taken directly from the tax office. If a certificate is issued for a person under 14 years of age, then the application is drawn up from one of his parents.

Important! When applying to the Federal Tax Service to issue a Taxpayer Identification Number (TIN), the inspector fills out such an application independently (in most cases), based on the documents submitted.

  • A copy of the taxpayer's passport or other similar document identifying the person. For a minor who is under 14 years of age, a copy of the birth certificate is provided.
  • A copy of the applicant's passport - must be presented to the parents of minors when they submit an application for a TIN.
  • A copy of the certificate of registration at the address of residence - required for minors who do not have a passport and there is no such mark on the birth certificate.

Where to get a TIN for an individual

It is possible to obtain a TIN in the general manner from the Federal Tax Service at your place of permanent residence. To do this, you can order a TIN via the Internet, submit an application by mail, or bring a package of documents to the tax office or MFC in person.

This method makes it possible not to stand in line and send an application for issue at any time of the day or night. Currently, there are two ways to register a TIN using the Internet - on or through the Gosuslugi portal.

These options differ in design and procedure, but in practice they provide two opportunities to submit an application and receive a form:

  • If a citizen does not have a strengthened ID, you must register on the site using your email address (or SNILS) and password. For the Gosulugi portal, you will still need to undergo identity verification in the manner established by it. After this, in your personal account you will need to indicate personal data, information about your passport and registration, and contacts. The completed application for issuance can be sent to the Federal Tax Service in this way, but it will be possible to receive it only in personal presence with the provision of original documents.
  • If a citizen has an enhanced electronic signature, then it is necessary to prepare an encrypted request using a special program and send it to the Federal Tax Service. The finished form can be received by registered mail or in an electronic PDF file certified by a qualified electronic signature of the tax service.

Obtaining a TIN at the MFC

Recently, it has become possible to issue a TIN through the “My Documents” multifunctional centers (MFC). In this case, you can contact the institution either personally or through your authorized representative. The process of obtaining the form is included in the “One Window” mode - this means that all necessary procedures can be performed on site with one operator.

In modern Russia, it has become much easier for citizens to obtain documents and government services - this can be done while sitting at a computer in the office or at home, with access to the Internet. The primary TIN certificate, for which you do not have to pay anything, can be ordered quite quickly: on the government services website you will need to fill out an application using the Federal Tax Service form. The service is called: “Registration of an individual who is not an individual entrepreneur with the tax authority based on an application.”


The completed TIN certificate can later be picked up at the inspection office at your place of residence, and do not forget to take your passport with you. If for some reason you cannot visit the tax authority yourself, you can resort to the services of a guarantor, but in this case you will need to issue a power of attorney for him and have it certified by a notary.

Unfortunately, if you need to re-issue a document (if it is lost), it is not possible today to obtain a certificate of TIN assignment through government services.

How to get a TIN through the tax.ru website online

Citizens have access to another way to obtain a TIN via the Internet. On the website of the Federal Tax Service you can not only order, but also obtain a certificate.


According to the law, the tax authority is obliged, on the basis of an application from this individual, to register him within 5 days from the date of receipt of the specified application by the tax inspectorate and, at the same time, issue him a certificate of registration with the tax authority (if the specified certificate was not previously issued) .

If an individual’s application is sent by registered mail or transmitted electronically via telecommunication channels to the Federal Tax Service, the tax authority registers the individual on the basis of such an application within 5 days from the date of receipt and confirmation of the information contained in this application and at the same time, issues (sends) to the individual a certificate of registration with the tax authority (if the specified certificate was not previously issued), in accordance with clauses 3 and 8 of Art. 85 Tax Code of the Russian Federation.

Please note that if you do not have an electronic signature (EDS), you can generate an application for tax registration of an individual by filling out the Application form directly on the website nalog.ru (the official website of the Federal Tax Service of Russia) in accordance with the fields of the form and submit the Application from the website of the Federal Tax Service of Russia to the tax authority.


In this case, you will be able to obtain a Certificate of TIN assignment upon a personal visit to the tax authority at your place of residence (or at your place of residence - if you do not have a place of residence on the territory of the Russian Federation).

If you have an electronic digital signature issued by one of the certification centers accredited by the Ministry of Telecom and Mass Communications of Russia, then you can receive the TIN Certificate electronically or by registered mail, then you should:

  1. install the “Legal Taxpayer” program and use it to fill out the Application (Form No. 2-2-Accounting). If you wish to receive a Certificate in electronic form, along with the Application, fill out a Request from an organization or individual, including an individual entrepreneur, to send a certificate of registration with the tax authority and (or) a notice of registration with the tax authority (notification of deregistration with the tax authority) in electronic form (hereinafter referred to as the Request) according to Form No. 3-Accounting, approved by Order of the Federal Tax Service of Russia dated August 11, 2011 No. YAK-7-6/488@);
  2. prepare, using the “Legal Taxpayer” program, a transport container containing an encrypted Application signed with the applicant’s electronic signature and, if you wish to receive a Certificate in electronic form, an encrypted Request signed with the applicant’s electronic signature;
  3. send the prepared transport container for processing, find out the results of processing and receive a Certificate.

As a result, you will be able to receive a TIN certificate either on paper or in electronic form - in the form of a .pdf file signed with the electronic signature of a tax official, which is sent to the applicant’s email address specified in the Request, or can be “downloaded” from the site. You can also receive a TIN certificate by registered mail to the address of residence or the address for interaction specified in the Application (if the individual does not live at the address of residence).

What are the advantages of using an electronic signature to obtain a TIN?

It is clear that you will have to pay for an electronic signature and to obtain it you will need to make some efforts. But the advantages are obvious:

  • There is no need to wait 14 days for the password for your personal account to be sent to you by mail.
  • After receiving the digital signature through the government services website, you can not only order the TIN, but also receive it, and you won’t have to leave your home. The document will arrive either by mail or to your e-mail.
  • If you have an electronic signature, then you do not need to enter a login and password when authorizing on the EPGU - you only need to insert the signed token into the USB connector on your computer or laptop.

So, the scheme for obtaining and issuing a TIN on the government services website via the Internet makes it possible to submit an application for tax registration.

How to get a TIN via the Internet (State Services, Federal Tax Service)? This is a pressing issue for all residents of the Russian Federation.
