What documents are needed for a passport?

In 2017, in order to travel abroad, Russian citizens must order a passport in one of two options - a regular paper one and an improved biometric one. Both types of passports are legal, their main difference is the duration of validity. An ordinary passport is valid for 5 years, and a biometric passport is valid for 10 years.

Another difference - in the passports of old samples, parents were allowed to enter their children up to 14 years old, in the biometric version there is no such possibility. The child is given his own individual passport, for the issuance of which the parent writes an application for him. The introduction of a biometric passport made it possible to determine the owner much more accurately, while the possibility of forging a new document is minimal.

In our article we will look at which ones are needed. both types, for different age categories.

Improved biometric passports were introduced in Russia about seven years ago. This is mainly due to new security requirements. Biometrics allows you to more accurately identify the owner of the passport, which excludes the possibility of using another person's passport. It is much more difficult to forge a new passport due to a number of new security systems (laser engraving of a photo, plastic pages, embedded chips).

There are 2 ways to apply for a new passport: contacting the local department of the Ministry of Internal Affairs of the GUVM (formerly the FMS) or using the electronic service of the State Services portal.

Differences between old and new generation passports:

  • Term of receipt... The old passport will be issued to you in a maximum of a month (documents will be processed only at the Main Department of Internal Affairs of the Ministry of Internal Affairs). Documents for issuing a biometric passport are used not only by the migration service, but also by the Moscow State Sign. This can significantly increase the term of issue;
  • To obtain an old version of the passport, along with other documents, you will need to take a biometric photo in a specially equipped booth;
  • State duty cost - 2000 rubles for an old passport and 3500 rubles for a new one;
  • Children up to 14 years old Previously, it was required to enter in the parents' passports, this is not provided in the biometric version (they are issued a separate document);
  • Some European countries and the United States have restrictions on entry with old-generation paper passports.

What documents are needed for the old version of the passport?

For persons aged 18 and over:

  • Application in the form of a questionnaire - 2 copies, signed and stamped by the working organization or place of study;
  • Russian passport (original and photocopy);
  • 4 matte photographs 3.5 x 4.5 cm. They can be black and white or color, but always on a white background. 2 photos will be required for the questionnaire, and 2 others are attached to the rest of the documents;
  • Receipt for payment of the registration fee (2000 rubles or 500 rubles if changes are made to an existing document);
  • Labor book (for unemployed) or a copy (for employed);
  • Military ID. It must contain a note about the place of service or that the citizen is not suitable for medical reasons. Men of military age require a certificate from the military commissariat (form 32) or a copy of a military ID (if it has already been received);
  • Command authorization for citizens serving in the Armed Forces. The exception is conscripts.

For citizens from 14 to 18 years old:

  • Application in 1 copy (filled in by a parent or guardian);
  • 4 photos 3.5 x 4.5 cm (2 for the questionnaire and 2 for other documents);
  • Passport of the Russian Federation (photocopies of the main pages);
  • Birth certificate and an insert with a note of citizenship (copies);

  • A document confirming guardianship or representation (if the child is not represented by a parent);
  • Receipt for payment of the duty (1000 rubles);

  • A petition from an organization that sends a citizen on a business trip (if you need to get a second passport). At the same time, the first passport must contain notes about constant trips abroad - at least once every three months.

  • Russian passport of the parent or guardian (representative);
  • Receipt for payment of the duty (1,500 rubles);
  • Documents confirming the rights of guardians and legal representatives (acts of guardianship and guardianship authorities);
  • A valid international passport (if any). When registering a new one, it is canceled.

Reasons for refusal to issue

In some cases, the migration authority has every reason to refuse to issue a document. In this case, you will receive a decree in your hands, which will indicate one of the reasons for the refusal:

  • Being under investigation;
  • Evasion of obligations that were imposed by a judicial authority;
  • The completed application form contains deliberately false information;
  • There is a valid access to state secrets and other important data;
  • Detention on suspicion of a criminal offense;
  • Information about a conviction or serving a sentence in places of deprivation of liberty was hidden (it does not matter, on purpose or by accident);
  • Evasion of conscription in the RF Armed Forces.

We receive a passport

Registration of the document, as a rule, takes place within a month. After the application has been reviewed, you will receive an official notification by e-mail that your passport is ready. This letter will also indicate the date, time and place of receipt of the document.

At the appointed time, you must appear at the proposed address to pick up your finished passport. Upon receipt of the document, be sure to check the correctness of all the information specified in it and put your signature. A foreign biometric passport is issued for a period of ten years.

If a document is suddenly refused, you will receive an official notification with a detailed explanation of the reasons for the refusal. In this case, most likely, travel abroad will be unavailable for some time.

The main government agency where these documents are drawn up is the Department of the Federal Migration Service (FMS), or, simply, the passport office. In order to draw up a document within the time frame established by law, you should contact the department of the FMS at the place of registration, hand over the package of necessary ....

And wait. Another, more convenient way of obtaining can be used on the Internet on the state website gosuslugi.ru.

Today, our fellow citizens have to receive them abroad. old passport (five-year), and new biometric, which is issued for 10 years. He will tell you about other significant differences between the new and old passports.

The electronic method of registration allows you to reduce the waiting time in queues, but the receipt time does not change, and is the same 30 days.

So, is it possible to make a passport in less than a month and in how many days? There are two ways out of the situation.

First. If you have compelling reasons to travel abroad, then according to the law, the specialist of the passport office is obliged to issue you a passport for 3 working days... These reasons are:

  1. Urgent departure from the homeland associated with a serious illness or the death of a relative close to you.
  2. The need for emergency medical treatment.

It is very important to remember that when submitting your application, you will need to provide written and legal documentation confirming the necessary urgency in obtaining a passport.

The second way to get the required document is contacting a private legal organization or travel agency.

To find a suitable company, it is enough to set the position you are interested in in the search bar of any search engine.

The service is provided on a commercial basis, so you won't be able to save money.

But the specialists of such organizations have connections in state structures, they know about the nuances, so they can prepare a document for you in a short time, help with the preparation of applications and with the selection of the necessary package of documents. Usually this period ranges from 1 day to 2-3 weeks. This is due to the fact that during registration there are a number of legal nuances that take a certain amount of time.

So, what points should you pay attention to in order to prevent dragging out the process of issuing an urgently needed document.

The issuance of a biometric passport is an order of magnitude longer than the issuance of a regular passport. Moreover, it is also more expensive. This is due to the fact that the process of making a new passport is quite complicated... A special logo - microcircuits is applied to the cover of the biometric passport. The first page contains the details of the owner and a photograph.

And since the beginning of 2015, it has become mandatory to go through the fingerprinting procedure, it is done at the time of photographing. Therefore, it is faster to make a simple foreign plate. In addition, you can include your children in it, without issuing separate passports for them, which also significantly saves your time.

The place of your registration and residence is also taken into account. If they differ, then the production time is also delayed. After all, even with standard production, the period is delayed up to four months.

If you have access to data that is a state secret or is of particular important information, then be prepared to increase the production time. According to the current legislation, the term for issuing a new passport to these persons is 3 months.

List of required documents

The documents that you will need for the urgent production of a passport are standard and do not differ from the list, necessary for the usual paperwork.

  1. Passport of a citizen of the Russian Federation.
  2. Old passport (when the manufacture of a new one is associated with the expiration of the previous one).
  3. Documents that confirm the need for urgent travel outside the country:
  4. Birth certificate of a child (adoption, establishment of guardianship)
  5. Documents confirming Russian citizenship for children under the age of 14.
  6. Four black and white or color photographs on matte paper 3.5 x 4.5 cm.
  7. Military ID.
  8. Application form

If you do not have urgent legislatively established reasons for speeding up the procedure for issuing a passport, and you just want to fly away to rest in warm countries as soon as possible, then the question of the legality of issuing a document through an intermediary becomes reasonable.

Is it legal or not to quickly make a passport through intermediary organizations? Yes, it is perfectly legal. But on condition that you do not come across a fraudulent company. Therefore, when choosing such an organization, pay attention to:

  1. Organization license. A self-respecting company without any problems will provide you with all the information confirming the legality of its actions.
  2. Do not be lazy to look at the reviews of other clients, trust only trusted organizations.

As mentioned above, the production time for a foreigner through an intermediary speeds up the process of obtaining a document to a period of one day. The maximum period is 20 days. These terms are not associated with any illegal actions of the employees of the firms when processing your documents.

Just specialists of such organizations knowhow you can speed up the verification process of the information you submitted and quickly go through all the approval procedures.

And, finally, it should be noted that the sooner you need to draw up a document, the more expensive the services of a specialist will be.

How much is?

Urgent registration of a document under compelling circumstances is free.

An FMS employee has no right to charge you an additional fee for urgency.

When registering a document through the state, you pay only the state fee:

  1. For an old passport for an adult - 2000 rubles, for a child - 1000 rubles.
  2. For a biometric passport for an adult or a child - 3500 rubles.

Approximate prices for registration of a passport depend on the timing of production. Residents of Moscow will have to shell out from 10,000 to 30,000 rubles per adult and from 8000 to 17000 per child.

For regions, the cost of providing a service varies depending on the place of residence. In the Perm Territory, you will have to pay for the service from 4,500 to 10,000 rubles, in Samara from 7,000 to 11,000 rubles. Firms cannot provide services for obtaining passports at the FMS, because it is illegal, but they have the right to help fill out an application. There are often long queues at the UMVS offices, so you need to come early. The easiest way to apply for a passport is in early January or autumn.

Types of passports and features of their registration

In the Russian Federation, citizens are issued with new and old passports. They differ in that the biometric document is equipped with an electronic chip, which is located on the first plastic page, has more pages and reliable protection against counterfeiting. Otherwise, these 2 types are equivalent, so a citizen, according to his preferences, chooses the type of document that he will issue for travel abroad.

Old passport valid for 5 years

Many Russians prefer to issue an old-style passport for traveling abroad. It is beneficial to do this when you urgently need to go abroad. If you are constantly traveling abroad for work or other business, then in 5 years it will be completely filled with visas and customs stamps, so it will need to be replaced. In this case, it is beneficial to make an old-style document. It is also reasonable to prefer this view if you have small children, because children are not included in the new biometric.

New passport valid for 10 years

A small microchip is built into the new passport. This chip stores information about the owner, which contains personal data, photos, date of issue. Since 2019, the microcircuit on the first page will store a fingerprint image, so everyone who wants to get a biometric document undergoes the fingerprinting procedure of their index fingers. Even when submitting papers, you will need to fill out an application for a new foreign passport.

The main document for the implementation of the plan will be a foreign passport.

Types of passports of citizens of the Russian Federation

Today, citizens of the Russian Federation have access to two types of foreign passports: for 5 years and for 10 years. The latter, in addition to a longer period of validity, have other advantages. For example, they are better protected from counterfeiting, they have more pages, which is important for active travelers.

In addition, all citizens of the Russian Federation, starting from December 2015, have the right to obtain a second foreign passport of a new type, containing a contactless medium with additional personal data, valid for 10 years. A stand-by document can be useful in a variety of situations. It should be borne in mind that some countries require that a passport be valid at the time of departure from the country for three or six months.

Ways to submit documents

Today, there are four main ways to submit documents for obtaining a passport.

  • Department of the Federal Migration Service. The FMS department has a terminal where you can choose the day and time of submission of documents in the order of the electronic queue.
  • Registration by phone. You can make an appointment for obtaining a passport by phone. You do not have to specially go to the FMS department for a coupon, the date and time will be appointed by telephone.
  • Through the electronic portal of public services. In order not to waste time and nerves in queues, an online application for obtaining or renewing a passport can be easily completed without leaving home. To do this, you need to register a personal account on the public services website. After all your data is automatically verified, you yourself can choose the method of receiving the activation code: through the Russian Post, at the Rostelecom service center or using an electronic signature. A set of documents for obtaining a passport

To obtain a passport, citizens of the Russian Federation who have reached the age of majority must submit:

  • application form in the established form (2 copies) with an attached photograph;
    a copy of the work book certified by the personnel department;
  • copy and original of internal passport;
  • a copy of the old passport (if any);
  • a copy of a military ID or a certificate of the established sample from the military registration and enlistment office (for men);
  • special permission for active military personnel;
    information on payment of state fees.
  • To obtain a passport for children under 18 years of age, you will need:
    internal passport of the legal representative;
  • a document confirming the rights of a legal representative;
    certificate from the place of study.

The procedure for obtaining a foreign passport

The completed application and passport data are entered by the FMS computer. When submitting the package of documents, your index fingerprints will be taken. All citizens of Russia who have reached the age of 12 are subject to scanning. The procedure must be completed twice - when submitting a package of documents and when receiving a finished passport. Fingerprint data is reliably protected. They are contained only in the document itself. When scanning, certain difficulties sometimes arise, for example, the first time it is not possible to remove the fingerprint or correctly display the signature in electronic form. If the phalanges of the index fingers are damaged, the fingerprints of any other paired fingers are recorded on the chip. The inability to take fingerprints for objective reasons, for example, for disabled people, is not a reason for refusing to issue a second generation passport.

If you want to get a new biometric passport, you will be photographed at the FMS department. In order for a picture on a passport to be successful, it is necessary to adhere to certain settings. The photo should be looked clearly into the camera, the hair should not cover the eyes. Headdresses in the photo are allowed only in special cases provided for by law.

As soon as the picture is taken, the specialist suggests checking the first page of the document. If the errors were not identified immediately, and you noticed a typo only when the document was issued, then the passport will have to be done again.

To draw up a document, a child under 12 years old does not need his personal presence, you can bring a photo made on high-quality matte paper.

The term for obtaining a foreign passport ranges from one to two months. The state duty is paid at the terminals of Sberbank.
