Training program for personnel of the federal fire service units of the State Fire Service
(approved by the Ministry of Emergency Situations of Russia on November 18, 2016 N 2-4-71-66-18)

I. General provisions

1. This Program determines the organization and directions of training of personnel of the federal fire service units of the State Fire Service (hereinafter referred to as personnel).

2. The provisions of this Program apply to the personnel of facility, special, military, territorial and contract units of the federal fire service (hereinafter referred to as the FPS State Fire Service unit).

3. The main objectives of training are:

obtaining by personnel general professional, tactical and special knowledge, the necessary practical skills and abilities that allow them to successfully organize and carry out work aimed at extinguishing fires and carrying out emergency rescue operations, preventing and eliminating emergencies of a natural and man-made nature, ensuring fire safety;

nurturing among personnel high professional, moral and physical qualities necessary for the successful completion of assigned tasks.

IV. Training of duty guard personnel (shifts)

36. Training of personnel on duty guards (shifts) is the process of acquiring and maintaining at the required level of knowledge, skills and abilities, implemented through theoretical and practical training of duty guards (shifts) for fire extinguishing actions and carrying out emergency rescue operations.

37. The procedure for organizing and conducting training for personnel on duty guards (shifts) is established annually by order of the chief (manager) of the territorial body of the Ministry of Emergency Situations of Russia, the unit of the Federal Border Guard Service.

The order analyzes and reflects the results of training of personnel for the past period (year), approves the annual plan for the distribution of time by discipline and quarter for the training of personnel on duty guards (shifts) (Appendix No. 6), the thematic plan for the training of personnel on duty guards (shifts) for year (Appendix No. 7), taking into account the topics of training subjects (Appendix No. 8), a list of standards for fire drill and tactical-special training, a list of objects subject to mandatory operational-tactical study, persons responsible for organizing the training process are appointed.

38. Training of personnel on duty shifts of specialized fire and rescue units of the Federal Fire Service of the State Border Service is carried out taking into account the topics in the subjects of training (Appendix No. 9).

39. Training of personnel on duty guards (shifts) is carried out during the period of duty. The academic year begins on January 14 and ends on December 15.

40. At the beginning of the academic year, the head (head) of the FPS department of the State Fire Service conducts a two-hour seminar with the personnel in the disciplines “Occupational Safety”, “Fire and Emergency Rescue Equipment” with taking tests (the results of which are reflected in the training journal).

41. The training schedule for personnel on duty guards (shifts) is developed for the quarter and approved no later than the 25th day of the month preceding the training period (Appendix No. 10).

The training schedule includes all activities carried out as part of the training of personnel on duty guards (shifts).

42. Classes with personnel on duty guards (shifts) are conducted during the day on duty in a volume of no more than 4 training hours in accordance with the daily routine.

43. Records of classes are kept in the journal of classes, attendance and performance of personnel on duty guards (shifts) (Appendix No. 11).

44. Persons conducting classes with personnel on duty guards (shifts) must have a methodological plan for conducting classes on the topic being studied.

Persons acting as lesson leaders for at least one year are allowed to have standard methodological plans for conducting lessons, and their timely adjustment must be ensured.

45. Psychological training classes for personnel on duty guards (shifts) are conducted by a psychological service employee (in the absence of a psychological service employee, the head (head) of the FPS State Border Service unit or his deputy).

46. ​​The topics studied during classes are outlined by the personnel in notebooks, the form of which is established by the territorial body of the Ministry of Emergency Situations of Russia.

47. Personnel who miss classes are given individual assignments by the head of the classes for independent study. Records of the issuance and completion of individual assignments are kept in the journal of classes, attendance and performance of the personnel on duty guards (shifts).

48. On the days of maintenance of fire and rescue equipment, practical exercises with travel to the district (subdistrict) are not planned.

49. Practical exercises on the ground, training grounds and facilities are carried out in conditions as close as possible to real ones, in compliance with labor protection rules and ensuring safe conditions for performing exercises and standards.

50. For the personnel of the units of the Federal Border Service of the State Border Service, who are armed with personal protective equipment for the respiratory and visual organs (hereinafter referred to as RPE), the following training frequency is established:

in an environment unsuitable for breathing (heat-smoke chamber, educational and training complexes) - once a quarter under the leadership of the head (head) of the FPS department of the State Border Service or his deputy;

at the psychological training fire zone and other training facilities using open fire - two training sessions per year (in summer and winter) under the leadership of the head (head) of the FPS unit of the State Border Service or his deputy;

in the fresh air:

once a month under the leadership of the head of the duty guard (shift), for a separate post under the leadership of the head of a separate post;

once a month during classes on solving fire-tactical problems, conducted under the guidance of the head (head) of the FPS unit of the State Fire Service (his deputy).

51. The procedure for organizing and conducting fire-tactical (special tactical) exercises, classes on solving fire-tactical problems, operational-tactical study of the exit area (objects), classes (trainings) with gas and smoke protection workers is determined by the Russian Ministry of Emergency Situations.

52. Units of the Federal Border Guard Service are invited to participate in fire-tactical exercises in such a way that all duty guards (shifts) participate in them an equal number of times, and the chief (manager) of each unit of the Federal Border Service of the State Border Service acts as the head of fire extinguishing, his deputies - in Roles of fire officials.

53. Fire-tactical (tactical-special) exercises with the deployment of forces and means of specialized fire-rescue units of the Federal Fire Service of the State Border Service and strong points for extinguishing fires and carrying out emergency rescue operations are carried out at least once a year.

54. Training sessions to solve fire-tactical problems are carried out with the following frequency:

once a month in the daytime with each guard on duty (shift) of the FPS GPS unit;

once a quarter at night with each guard on duty (shift) of the FPS GPS unit.

55. Control and testing exercises for solving fire-tactical tasks are carried out once a year with each guard on duty (shift) during the final control period, if the personnel were not involved in participating in the control and testing fire-tactical exercises.

56. The role of leaders of classes for solving fire-tactical tasks are officials whose functions include fire extinguishing and carrying out emergency rescue operations:

head of the fire extinguishing and emergency rescue service - at least twice a year (observing the rotation of duty guards (shifts) of the units of the Federal Border Guard Service during the year);

heads of duty shifts of the fire extinguishing service and emergency rescue operations - at least twice a year (with duty guards (shifts) of units of the Federal Fire Service of the State Border Service);

the chief (leader) of the detachment and the FPS State Border Service and his deputies - at least one lesson per year in each unit of the FPS State Border Service (alternating and evenly distributing duty guards (shifts) of the FPS State Border Service units);

the head of the FPS unit of the State Border Service and his deputies in all cases during scheduled training for the preparation of duty guards (shifts), alternating and evenly distributing duty guards (shifts) of the unit among themselves.

57. When conducting practical training with on-site visits, the heads (managers) of the departments of the Federal Fire Service of the State Fire Service are required to ensure that fire extinguishing plans and cards are worked out and adjusted.

58. Training of dispatchers (radio telephone operators) and drivers is organized at permanent seminars held in the FPS State Border Service division quarterly for 6 training hours.

Classes are conducted in accordance with the approved thematic plan (Appendix No. 12) and class schedule. The results of current monitoring are taken into account in the logbook of permanent seminars (instructor-methodological) classes for personnel training (Appendix No. 13).

V. Internship

59. The internship is organized for the purpose of acquiring or enhancing personnel knowledge, practical skills and abilities necessary for the successful performance of duties in their current or new position.

60. The internship is organized and conducted with the following personnel:

transferred by service (work) to positions that require them to perform official duties that require increasing the level of professional skills;

enrolled in the personnel reserve;

transferred from one unit of the Federal Border Guard Service to another;

previously dismissed and rehired to positions in which they previously served (with a break in work of no more than 3 years).

61. The following are subject to periodic internship (once every 5 years):

personnel involved in duty on SPT duty shifts.

62. The following duration of internship is established:

5 duty shifts - for personnel with a rotating duty schedule;

15 working days - for other job categories.

63. The internship procedure is established by the order of the head (manager) of the territorial body of the Ministry of Emergency Situations of Russia, the unit of the Federal Border Guard Service of the State Fire Service or the Ministry of Emergency Situations of Russia, who appoints the supervisor of the internship.

64. The internship supervisor is obliged to:

together with the intern, develop an individual internship plan (Appendix No. 14) and submit it for approval to the head (manager) of the territorial body of the Ministry of Emergency Situations of Russia, the unit of the Federal Border Guard Service of the State Border Service and the organization of the Ministry of Emergency Situations of Russia organizing the internship;

conduct an interview with the intern on knowledge of governing documents;

monitor the progress of the individual internship plan, provide the intern with the necessary methodological and practical assistance;

at the end of the internship, conduct an interview with the intern and draw up a review based on the results of the interview and internship of the employee (employee) (Appendix No. 15), which is transferred to the personnel authority for inclusion in the personal file.

65. Persons undergoing an internship are required to:

study regulatory legal acts and functional responsibilities of the position;

take part in service meetings, events, and professional training sessions held at the internship site.

VI. Self-preparation

66. Self-training is carried out by the personnel of the FPS unit of the State Border Service for the purpose of continuous replenishment and deepening of special knowledge during the hours provided for by the daily routine and regulations of official (working) time.

67. Questions for independent study are determined by the head (head) of the FPS State Border Service unit, taking into account the results of mastering topics in the disciplines and suggestions of personnel and instructions from senior management.

68. Independent training includes the study of regulatory legal acts necessary in the process of operational and official activities.

VII. Monitoring and evaluation of training

69. Checking the state of training of personnel is an integral part of the inspection of territorial bodies of the Ministry of Emergency Situations of Russia, divisions of the Federal Border Guard Service of the State Border Service, organizations of the Ministry of Emergency Situations of Russia and is carried out within the scope of this Program.

70. All units of the Federal Border Guard Service and organizations of the Ministry of Emergency Situations of Russia are subject to final checks of the state of preparation, while up to 1/3 of them are checked by commissions formed by the territorial bodies of the Ministry of Emergency Situations of Russia, the rest - by commissions of units of the Federal Border Guard Service of the Ministry of Emergency Situations of Russia and organizations of the Ministry of Emergency Situations of Russia.

71. The composition of the commission is determined by order of the head (manager) of the territorial body of the Ministry of Emergency Situations of Russia and is communicated to the divisions of the Federal Border Guard Service, organizations of the Ministry of Emergency Situations of Russia no later than a month before the start of the inspection.

72. Monitoring and evaluation of personnel training is carried out:

once a year in the divisions of the Federal Border Guard Service, organizations of the Ministry of Emergency Situations of Russia - on commission;

quarterly on duty guards (shifts) of units of the Federal Border Guard Service of the State Border Service - by the head (manager) of the unit of the Federal Border Guard Service of the State Border Service;

checking the availability, content and maintenance of accounting and planning documentation for personnel training;

accepting tests (exams) from personnel in sections of service training and fulfillment of physical training standards;

accepting tests (exams) from the personnel of duty guards (shifts) in mandatory subjects of study in the training system for duty guards (shifts), and compliance with mandatory standards for fire drill and special tactical training. The results are reflected in the summary sheets for taking examinations (tests) from the personnel of the duty guards (shifts) (Appendix No. 16);

conducting a control and testing fire-tactical exercise (class) to solve a fire-tactical problem with each unit of the Federal Fire Service of the State Fire Service.

74. Admission of exams (tests) is carried out using developed and approved tickets in accordance with this Program.

Tickets are developed in each territorial body of the Ministry of Emergency Situations of Russia, the division of the Federal Border Guard Service and the organization of the Ministry of Emergency Situations of Russia in 2 copies, and their number must exceed the size of the training group by at least 10%. One copy (control) is approved by the relevant head of the territorial body of the Ministry of Emergency Situations of Russia, a unit of the Federal Border Guard Service of the State Border Service or an organization of the Ministry of Emergency Situations of Russia and is stored in the prescribed manner, the second is used for working with trainees.

Tickets for psychological training in the form of multiple choice questionnaires are developed by the Center for Emergency Psychological Assistance of the Ministry of Emergency Situations of Russia.

75. It is allowed to test knowledge using technical training tools or questionnaires in the form of tests compiled taking into account the requirements of this Program.

76. The results of control are recorded in the journals of classes, attendance and progress.

77. For disciplines and sections of training that are mandatory and are submitted for examination, as well as based on the results of fulfilling the standards for fire drill and tactical special training, grades of “excellent”, “good”, “satisfactory”, “unsatisfactory” are given, according to the remaining sections are marked “passed” or “failed.”

78. The subjects of study that are compulsory and submitted for examination include:

fire tactical training;

fire and rescue equipment;

emergency rescue work;

fire prevention training;

occupational Safety and Health;

providing first aid.

79. Individual assessment of personnel is derived from the average assessment received upon passing mandatory fire drill standards (special tactical training), as well as mandatory training subjects, and is determined:

up to 2.9 inclusive - “unsatisfactory”;

from 3.0 to 3.5 inclusive - satisfactory";

from 3.6 to 4.5 inclusive - “good”;

from 4.6 and above - “excellent”.

80. The final assessment of the FPS unit of the State Border Service, the guard on duty (shift) consists of individual assessments of the personnel.

81. The results of the control are documented in a certificate, which should reflect the level of training of the personnel and the unit of the Federal Border Guard Service of the State Border Service as a whole.

38. Training of personnel on duty shifts of specialized fire and rescue units of the Federal Border Guard Service is carried out taking into account the topics in training subjects in accordance with Appendix No. 12.

39. Training of personnel on duty guards (shifts) is carried out during the period of duty. The academic year begins on January 14 and ends on December 15.

40. At the beginning of the academic year, the head (manager) of the fire department conducts a two-hour seminar with the personnel in the disciplines “Occupational Safety”, “Fire and Rescue Equipment” with the acceptance of tests (the results of which are reflected in the educational journal).

41. The training schedule for personnel on duty guards (shifts) is developed for the quarter and approved no later than the 25th day of the month preceding the training period (Appendix No. 13).

The training schedule includes all activities carried out as part of the training of personnel on duty guards (shifts).

42. Classes with personnel on duty guards (shifts) are conducted during the day on duty in a volume of no more than 4 training hours in accordance with the daily routine.

in an environment unsuitable for breathing (heat-smoke chamber, training complexes) - once a quarter under the leadership of the chief (manager) of the fire department or his deputy;

on the psychological training fire strip and other training facilities using open fire - two training sessions per year (in summer and winter) under the guidance of the chief (manager) of the fire department or his deputy;

in the fresh air:

once a month under the leadership of the head of the duty guard (shift), for a separate post under the leadership of the head of a separate post;

once a month during classes on solving fire-tactical problems, conducted under the guidance of the chief (head) of the fire department (his deputy).

51. The procedure for organizing and conducting fire-tactical (special tactical) exercises, classes on solving fire-tactical problems, operational-tactical study of the exit area (objects), classes (trainings) with gas and smoke protection workers is determined by the Russian Ministry of Emergency Situations.

52. Fire departments are invited to participate in fire-tactical exercises in such a way that all duty guards (shifts) participate in them an equal number of times, and the chief (manager) of each fire department acts as the head of fire extinguishing, his deputies - in Roles of fire officials.

53. Fire-tactical (tactical-special) exercises with the deployment of forces and equipment of specialized fire and rescue units (specialized fire departments for extinguishing large fires) and strong points for extinguishing fires and carrying out emergency rescue operations are carried out at least once a year.

54. Training sessions to solve fire-tactical problems are carried out with the following frequency:

once a month in the daytime with each duty guard (shift) of the fire department;

once a quarter at night with each duty guard (shift) of the fire department.

55. Control and testing exercises on solving fire-tactical tasks are carried out once a year with each guard on duty (shift) during the final control period, if the personnel were not involved in participating in the control-testing fire-tactical exercises.

56. The role of leaders of classes for solving fire-tactical tasks are officials whose functions include fire extinguishing and carrying out emergency rescue operations:

head of the fire extinguishing and emergency rescue service (fire extinguishing service) - at least twice a year (observing the rotation of duty guards (shifts) of fire departments throughout the year);

heads of duty shifts of the fire extinguishing service and emergency rescue operations - at least twice a year (with duty guards (shifts) of fire departments);

the chief (leader) of the detachment and his deputies - at least one lesson per year in each unit (alternating and evenly distributing duty guards (shifts) of fire departments);

the head of the fire department and his deputies in all cases during scheduled training sessions for duty guards (shifts), alternating and evenly distributing duty guards (shifts) of the unit among themselves.

57. When conducting practical training with on-site visits, chiefs (managers) of fire departments are required to ensure that fire extinguishing plans and cards are worked out and adjusted.

58. Training of dispatchers (radio telephone operators) is organized at permanent seminars held in the fire department every quarter for 6 training hours.

Classes are conducted in accordance with the approved thematic plan (Appendix No. 15) and class schedule. The results of current monitoring are taken into account in the logbook of permanent seminars (instructor-methodological) classes for personnel training (Appendix No. 16).

V. Service training

59. Service training is a training process aimed at consolidating, updating and improving in a planned manner the necessary knowledge, skills and abilities of personnel of territorial bodies, divisions and fire protection organizations.

60. Service training is carried out at the place of service (work) and is carried out with all personnel of territorial bodies, organizations and fire departments, with the exception of personnel undergoing training in duty guards (shifts) and dispatchers (radio telephone operators) of the fire department.

61. The procedure for organizing and conducting classes in the service training system is established annually by order of the chief (manager) of the territorial body, unit and organization of the fire department.

The order reflects the results of training of personnel for the past period, shortcomings that occurred in training and measures taken to eliminate them, determines the number and composition of training groups, taking into account the specialization of personnel, sets the days of the week (month), hours for classes in service and physical training , a thematic plan for career training classes for the year is approved (Appendix No. 17), and heads of training groups are appointed.

62. Job training classes are conducted in accordance with the approved schedule. Classes are recorded in the journal of classes, attendance and progress of personnel in the service training system (Appendix No. 18).

63. Physical training classes are organized and conducted during official hours during the year at the place of service (work) on days (hours) established by order of the chief (manager) of the territorial fire department.

64. In territorial bodies, divisions and organizations of fire protection, classes on job training of officials are held quarterly at the rate of 24 hours per year, of which 8 hours are allocated for public and state training conducted in a general group, the remaining 16 hours for special training, carried out in groups of heads of structural divisions.

65. Classes on public and state training are carried out in accordance with the topics developed annually by the personnel divisions of territorial bodies.

66. The topics of special training classes include issues related to the implementation of the legislation of the Russian Federation and other regulatory legal acts in the field of prevention and response to emergency situations, fire extinguishing and emergency rescue operations.

67. Persons conducting career training classes for each topic studied must have an approved methodological plan for conducting classes.

68. Personnel who missed classes are given individual assignments. Records of the issuance and completion of individual assignments are kept in the journal of classes, attendance and performance of personnel in the service training system.

69. The main form of professional training for personnel of territorial bodies, divisions and organizations of fire protection, whose functions include managing fire extinguishing and carrying out emergency rescue operations, are tactical training classes.

The procedure for conducting tactical training classes is established by the Russian Ministry of Emergency Situations.

70. The training of gas and smoke protectors in the service training system is carried out in the form of training in an environment unsuitable for breathing (heat-smoke chamber, educational and training complexes) - at least once a quarter, as well as training on the psychological training fire strip and other training facilities using open fire - two training sessions per year (in summer and winter).

VI. Advanced training and retraining

71. Advanced training and retraining is carried out through the implementation of professional programs.

72. The following are allowed for advanced training and retraining:

persons with secondary vocational and (or) higher education;

persons receiving secondary vocational and (or) higher education.

73. Advanced training is carried out in order to improve and (or) obtain new competence necessary for professional activities, and (or) improve the professional level within the framework of existing qualifications.

74. Professional retraining is carried out in order to obtain additional knowledge, skills and abilities in educational programs that include the study of individual disciplines, expanding the qualifications of specialists in order to adapt them to new economic and social conditions and conduct new professional activities, including taking into account international requirements and standards.

75. Applications drawn up in accordance with the annual need for advanced training and retraining are submitted to the personnel services of territorial bodies by June 1 of the current year.

76. Advanced training and retraining is carried out full-time (with a break from work), full-time - part-time (without a break from work), by correspondence (with a partial break from work) and through individual forms of training, including through the mastery of individual academic subjects, courses, disciplines (modules), internships, the use of online forms, e-learning and distance learning technologies if this is provided for in the educational program.

77. Advanced training is carried out as necessary, but at least once every 5 years.

78. The development of educational programs for professional retraining and advanced training ends with a mandatory final certification.

79. Persons who have successfully completed the relevant additional professional program and passed the final certification are issued a certificate of advanced training and (or) a diploma of professional retraining. Information about the results of advanced training and professional retraining is sent to personnel services at the place of their main work.

VII. Internship

80. The internship is organized for the purpose of acquiring or enhancing personnel knowledge, practical skills and abilities necessary to successfully perform the duties of their current or new position.

81. The internship is organized and conducted with the following personnel:

transferred by service (work) to positions that require them to perform official duties that require increasing the level of professional skills;

enrolled in the personnel reserve for promotion;

transferred from one fire department to another;

previously dismissed and rehired to positions in which they previously served (with a break in work of no more than 1 year).

82. The following are subject to periodic internship (once every 5 years):

personnel involved in duty on SPT duty shifts.

83. The following duration of internship is established:

5 duty shifts - for personnel with a rotating duty schedule;

15 working days - for other job categories.

84. The internship procedure is established by order of the head (manager) of the territorial body, fire department or organization, which appoints the internship supervisor.

85. The internship supervisor is obliged to:

together with the intern, develop an individual internship plan (Appendix No. 19) and submit it for approval to the head (manager) of the territorial body, unit and fire department organization organizing the internship;

conduct an interview with the intern on knowledge of governing documents;

monitor the progress of the individual internship plan, provide the intern with the necessary methodological and practical assistance;

at the end of the internship, conduct an interview with the intern and draw up a review based on the results of the interview and internship of the employee (employee) (Appendix No. 20), which is submitted to the personnel authority for inclusion in the personal file.

86. Persons undergoing an internship are required to:

1. Professional service training (hereinafter - service training) is aimed at consolidating, updating and improving in a planned manner the necessary knowledge, skills and abilities of employees of the federal fire service of the State Fire Service (hereinafter - the federal fire service) of territorial bodies of the Ministry of Emergency Situations of Russia, scientific and educational organizations , under the jurisdiction of the Ministry of Emergency Situations of Russia (hereinafter referred to as the organization of the Ministry of Emergency Situations of Russia), state fire supervision authorities, units supporting the activities of the federal fire service, facility, special, military, territorial and contract units of the federal fire service (hereinafter referred to as the unit of the federal fire service).

2. Service training is carried out at the place of duty and is carried out with all employees of the federal fire service of territorial bodies of the Ministry of Emergency Situations of Russia, organizations of the Ministry of Emergency Situations of Russia, state fire supervision authorities, units supporting the activities of the federal fire service and units of the federal fire service, including using video and audio conferencing.

3. Service training in the territorial bodies of the Ministry of Emergency Situations of Russia, organizations of the Ministry of Emergency Situations of Russia, state fire supervision authorities, divisions for supporting the activities of the federal fire service and divisions of the federal fire service consists of the first (winter) and second (summer) training periods of 5 months each.

The beginning of the winter training period is the first working day of January, the end is the last working day of May.

The beginning of the summer training period is the first working day of July, the end is December 20 of the current year.

4. Service training includes the following types: public and state training; special training.

6. In special training classes, the regulatory legal acts of the Ministry of Emergency Situations of Russia are studied in the relevant areas of activity of employees of the federal fire service, labor protection rules for employees of the federal fire service when they perform tasks to prevent and eliminate emergency situations, extinguish fires and carry out emergency rescue operations, legal acts of territorial bodies of the Ministry of Emergency Situations of Russia regulating the performance of official duties by employees of the federal fire service, as well as other issues related to the activities of the federal fire service.

7. Service training is carried out monthly during training periods on the last Thursday of the month during service time for 6 hours, 2 hours of which are allocated for public and state training, 4 hours for special training.

8. The procedure for organizing and conducting service training classes is established annually by order of the head (manager) of the territorial body of the Ministry of Emergency Situations of Russia, the organization of the Ministry of Emergency Situations of Russia, the state fire supervision body, the division for supporting the activities of the federal fire service and the division of the federal fire service.

The order reflects the results of training of employees of the federal fire service for the past period, shortcomings that occurred in training, and measures taken to eliminate them, determines the number and composition of training groups, taking into account the specialization of personnel, sets hours for service training classes, approves thematic a plan of work training for the year (to this Procedure), heads of training groups, persons responsible for organizing service training and maintaining accounting and planning documentation are appointed.

9. Classes on service training are conducted in accordance with the approved schedule of classes for employees of the federal fire service on service training (to this Procedure). Classes are recorded in the log book of classes, attendance and performance of employees of the Federal Fire Service for job training (to this Procedure).

10. To organize and conduct career training classes, training groups are created taking into account the categories of positions and specialization of employees of the federal fire service.

11. Job training classes are conducted:

in the territorial bodies of the Ministry of Emergency Situations of Russia for public and state training - in the general group of the head of the territorial body of the Ministry of Emergency Situations of Russia, for special training - in the groups of heads of structural divisions of the territorial body of the Ministry of Emergency Situations of Russia. The general group of the head of the territorial body of the EMERCOM of Russia includes all employees of the federal fire service of the territorial body of the EMERCOM of Russia, the group of heads of structural units of the territorial body of the EMERCOM of Russia includes employees of the federal fire service of the corresponding structural units of the territorial body of the EMERCOM of Russia;

in organizations of the Ministry of Emergency Situations of Russia - in the general group of the head of the organization of the Ministry of Emergency Situations of Russia;

in state fire supervision bodies - in the general group of the head of the state fire supervision body;

in units supporting the activities of the federal fire service - in the general group of the head of the unit supporting the activities of the federal fire service;

12. Persons conducting service training classes on each topic studied must have a methodological plan for conducting classes, approved by the relevant head of the territorial body of the Ministry of Emergency Situations of Russia, the organization of the Ministry of Emergency Situations of Russia, the state fire supervision body, the unit for supporting the activities of the federal fire service or the unit of the federal fire service.

13. Employees of the federal fire service who missed classes are given individual assignments by the lesson leaders on the missed topics for independent study, after which the employees of the federal fire service are interviewed by the lesson leader. Records of the issuance and completion of individual assignments are kept in the log book of classes, attendance and performance of employees of the Federal Fire Service for career training. Control over the issuance of individual assignments and interviews is carried out by the person responsible for maintaining accounting and planning documentation for job training.

14. The correctness of keeping and filling out the journal of classes, attendance and performance of employees of the federal fire service for job training at least once a month is checked by the chief (manager), deputy chief (deputy head) of the territorial body of the Ministry of Emergency Situations of Russia, the organization of the Ministry of Emergency Situations of Russia, the body of the state fire department supervision, divisions of the federal fire service. The results of the inspection are reflected in “Accounting for inspection results during the academic year.”

15. The assessment of the knowledge of employees of the federal fire service in service training is carried out by the heads of training groups quarterly with the acceptance of tests on tickets developed by persons responsible for organizing service training and maintaining accounting and planning documentation. Tickets are developed in the scope of topics studied in service training during the past quarter. The results of the knowledge assessment are reflected in the logbook of classes, attendance and performance of employees of the federal fire service for career training.

Logging Rules

1. A journal of classes, attendance and performance of employees of the federal fire service for career training is kept in each training group. The required number of pages is allocated for each section.

2. The Journal takes into account planned training, during which the current performance of personnel is selectively assessed: “excellent” - 5, “good” - 4, “satisfactory” - 3, “unsatisfactory - 2”.

Attendance is noted: employees of the federal fire service who are present at the lesson, but did not receive a grade, are given a “+”, absence from classes for unexcused reasons “-”, vacation - “O”, work assignment - “N”, sick - “B”, business trip - "K".

3. The journal is kept clean and neat, filled out with a blue ballpoint (helium) pen. The magazine sheets are numbered and stitched. Corrections are certified by the person who made the error.

    1. General Provisions.

    1.1. The training program for personnel of the units of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter referred to as the Program) determines the procedure for organizing and the direction of training of personnel of the State Fire Service of the Ministry of Emergency Situations of Russia at the levels:

    structural divisions of the central apparatus of the federal executive body, specially authorized to solve problems in the field of food security, managing and coordinating the activities of the State Fire Service;

    fire-technical research and educational institutions;

    special units of the State Border Service and their educational institutions;

    structural divisions RC for civil defense, emergency situations and LPSB affairs, managing and coordinating the activities of the State Fire Service within the federal district;

    structural divisions of bodies specially authorized to solve the tasks of civil defense, tasks for emergency situations of the constituent entities of the Russian Federation, local government bodies that manage and coordinate the activities of the State Fire Service within the constituent entities of the Russian Federation or municipality;

    OU State Fire Service in the constituent entities of the Russian Federation;

    GPN bodies;

    departments, including fire and rescue departments, State Fire Service of the Ministry of Emergency Situations of Russia and their OS.

    When organizing and carrying out training of personnel of the State Fire Service of the Ministry of Emergency Situations of Russia, it is mandatory to comply with the requirements of regulatory legal acts and governing documents regulating the procedure for organizing professional training of personnel of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter referred to as the State Fire Service).

    1.2. The program ensures the process of training personnel of the fire safety system, acquiring the necessary knowledge, obtaining appropriate qualifications, becoming familiar with scientific, technical and practical problems of ensuring fire safety and methods for solving them, acquiring the skills to independently solve operational and service problems and the practical application of theoretical knowledge, broadening their horizons in the process of independent study of regulatory legal acts, guidance documents, scientific and technical literature, reference books and GOSTs.

    1.3. Objectives, content and specific terms of training personnel of the GPS system are determined by qualification requirements, current regulatory legal acts, other governing documents of the Ministry of Emergency Situations of Russia, and are formulated in educational, thematic plans and training programs developed (unless otherwise established by this Program):

    GUGPS EMERCOM of Russia;

    First Directorate of the GUGPS EMERCOM of Russia;

    structural divisions of the RC for civil defense, emergency situations and LPSB affairs, managing and coordinating the activities of the State Fire Service within the federal district;

    structural subdivisions of bodies specially authorized to solve the tasks of civil defense, tasks for emergency situations of the constituent entities of the Russian Federation, local government bodies that manage and coordinate the activities of the State Fire Service within the constituent entities of the Russian Federation or municipal formation;

    fire-technical research and educational institutions;

    special units of the State Border Service and their educational institutions;

    The main tasks of training State Border Guard personnel are:

    training of qualified personnel for the State Fire Service system of the Ministry of Emergency Situations of Russia in accordance with modern requirements for the fire safety system;

    training personnel in skillful and effective actions that ensure the successful completion of operational and service tasks;

    improving the skills of management personnel in managing, training and educating subordinates, introducing into the practice of operational and official activities the achievements of science and technology, advanced forms and methods of work, the foundations of the scientific organization of labor;

    the formation of professional self-awareness of employees and workers, a sense of responsibility for their actions, the desire to constantly improve their professional skills, taking into account the specifics of operational and official activities;

    training personnel in techniques and methods for ensuring professional and personal safety when extinguishing fires and conducting emergency control;

    development and continuous improvement of practical skills among personnel in matters of preventing and fighting fires;

    formation of high psychological stability of the personality of employees and workers, development of their observation, vigilance, memory, general and tactical thinking and other professionally important qualities of State Fire Service personnel;

    improving skills in handling special equipment, fire-technical and emergency-rescue weapons and equipment, operating vehicles and communications equipment, electronic computers.

    1.4. Training of State Fire Service personnel in order to obtain appropriate qualifications (specialties) in educational institutions, divisions and training and production plants of other federal executive bodies that have been granted such rights is carried out according to their curricula and programs on the basis of bilateral agreements (treaties).

    1.5. Mastering the necessary knowledge, skills and abilities, maintaining them at the proper level and striving to achieve professional excellence is the official responsibility of all State Border Guard personnel.

    1.6. Heads of structural divisions of the RC for civil defense, emergency situations and LPSB affairs, managing and coordinating the activities of the State Fire Service within the Federal District; structural divisions of bodies specially authorized to solve the tasks of civil defense, tasks for emergency situations of the constituent entities of the Russian Federation, local government bodies that manage and coordinate the activities of the State Fire Service within the constituent entities of the Russian Federation or municipalities; fire-technical research and educational institutions; special and military units of the State Border Service and their educational institutions; OU State Fire Service in the constituent entities of the Russian Federation; GPN bodies; departments, including fire and rescue, State Fire Service and their OS are responsible for the state of professional training of employees and employees at a level that ensures their successful implementation of operational and service tasks.

    1. These instructions for organizing the training of fire department personnel (hereinafter referred to as the Instructions) were developed in accordance with Decree of the Government of the Russian Federation dated June 20, 2005 No. 385 “On the Federal Fire Service of the State Fire Service” and determines the organization of training of fire department personnel (hereinafter - personnel).

    2. The provisions of this Instruction apply to the personnel of the territorial bodies of the Ministry of Emergency Situations of Russia, special departments of the federal fire service, units of the federal fire service of the State Fire Service, units of the federal fire service of the State Fire Service (hereinafter referred to as FPS units), research and educational organizations (hereinafter referred to as - organizations of the Ministry of Emergency Situations of Russia) of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the Ministry of Emergency Situations of Russia) and other types of fire protection.

    3. The main objectives of training are:

    obtaining by personnel general professional, tactical and special knowledge, the necessary practical skills and abilities that allow them to successfully organize and carry out work aimed at extinguishing fires and carrying out emergency rescue operations, preventing and eliminating emergencies of a natural and man-made nature, ensuring fire safety;

    nurturing among personnel high professional, moral and physical qualities necessary for the successful completion of assigned tasks.

    II. Organization of training of fire department personnel

    4. Before the start of the school year, territorial bodies organize and conduct one-day training sessions for persons responsible for organizing and conducting training for personnel of fire departments.

    5. Personnel training includes the following types of training:

    professional training;

    training of personnel on duty guards (shifts);

    service training;

    advanced training and retraining;

    internship;

    self-training.

    6. Chiefs (managers) of territorial bodies, fire departments and organizations are obliged to:

    carry out organizational and methodological management of training and control over its implementation in accordance with these Instructions;

    ensure the participation of personnel in organizing and conducting classes, exercises, and seminars;

    ensure compliance with the requirements for the maintenance of the educational material base at the level determined by the regulatory legal acts of the Ministry of Emergency Situations of Russia, as well as methodological instructions for educational, thematic plans and training programs;

    exercise control over the implementation of regulatory legal acts of the Ministry of Emergency Situations of Russia in the field of personnel training, compliance with labor protection rules during classes, exercises, training, the state of the training process, timely and objective summing up of the training results;

    organize the study, generalization and implementation of best practices in training practice;

    analyze the state of training and develop measures to improve it;

    organize training of personnel in accordance with these Instructions;

    ensure control over the organization and conduct of classes in duty guards (shifts) and training groups;

    create conditions that stimulate the need among personnel to constantly improve their knowledge, skills in working with fire and rescue equipment, fire-technical and rescue equipment, communications, and the ability to solve operational and service tasks;

    summarize the results of personnel training for the past academic year and determine tasks for the new academic year;

    Avoid formalism in organizing and conducting classes.

    7. The main documents for planning personnel training are:

    training plan for the year (Appendix No. 1);

    plan for staffing study groups for the year (Appendix No. 2);

    8. Planning documents, protocols and examination sheets, methodological plans (developments) for conducting fire-tactical exercises and classes on solving fire-tactical problems, group exercises (business games) are stored in the prescribed manner for three years, lesson plans, notes and methodological developments for conducting other types of classes - during the next academic year.

    9. To organize and conduct classes with personnel, each fire department must have a classroom equipped with technical training aids, visual aids and educational literature.

    10. Physical training of personnel is carried out in accordance with the regulatory legal acts of the Ministry of Emergency Situations of Russia.

    III. Professional training

    11. Persons hired for the first time to serve (work) under a contract (agreement) undergo professional training before independently performing the duties of their position.

    Professional training is carried out in two stages:

    individual training at the place of duty;

    course training in organizations of the Ministry of Emergency Situations of Russia and other organizations.

    12. Individual training is carried out under the guidance of one of the deputy chiefs (heads) of the fire department (hereinafter referred to as the head of individual training) and a mentor appointed by order of the chief (head) of the fire department, which determines the procedure, terms of training and composition of the qualification commission (not less than 3 people) for taking credits upon completion of training.

    13. Individual training of persons hired for the first time for service (work) is carried out at the place of upcoming service (work), starting from the day of appointment to the position, and when a probationary period is established - from its first day.

    14. Individual training of personnel on duty guards (shifts) consists of a theoretical course conducted over 10 working days for 6 hours daily and a practical course conducted during 5 duties on duty guards (shifts) without traveling to fires and emergencies.

    15. Persons hired for service (work) not related to the performance of duties as part of duty guards (shifts) undergo individual training, consisting of a theoretical course for 22 working days for 6 hours daily in the amount of 132 hours.

    16. The head (manager) of the fire department is obliged to introduce the trainee to the personnel and announce an order to organize individual training.

    17. The head of individual training is obliged to:

    develop a plan for individual training (Appendix No. 3);

    create the necessary conditions for the student for classes, provide him with guidance documents, educational literature, allowing him to study in full the issues provided for in the training plan;

    exercise control over the formation of work skills and mastery of educational material by students.

    18. In preparation for conducting classes, the leaders of the classes develop a methodological plan for conducting classes (Appendix No. 4). It is not allowed to have standard methodological lesson plans.

    The material being studied during individual training is outlined by the student in a study notebook.

    19. The mentor is obliged:

    create the necessary conditions for the student to consolidate theoretical knowledge, acquire practical skills and abilities during the period of completing a practical course of individual training;

    make proposals for improving the educational process;

    upon completion of individual training, give a description of the trainee, including making recommendations on the advisability of his appointment to the appropriate position.

    20. During the period of individual training, persons hired for the first time for service (work) are prohibited from being involved in tasks (including going to fires, emergency situations, guard duty) in which there may be a threat to his life, or his independent actions in due to professional unpreparedness can lead to violation, infringement of the rights, freedoms and legitimate interests of citizens.

    21. Upon completion of individual training, the student takes a test on the approved lists of questions in the amount of material studied, taking into account the performance of duties for the position and labor protection rules.

    The results of individual training are documented in a protocol (Appendix No. 5), on the basis of which the first section of the Conclusion on completion of professional training (hereinafter referred to as the Conclusion) is filled out (Appendix No. 6).

    22. Persons who have successfully completed individual training at the place of service (work), before the start of course training, are allowed by order to independently perform the duties of their position, with the exception of performing work:

    on high;

    in the area of ​​direct contact with fire;

    related to the use of respiratory and vision protection;

    with compressor units;

    with a mechanized rescue tool;

    with special units of fire and rescue equipment (for drivers);

    performing the duties of a guard at the GDZS security post;

    implementation of administrative practice.

    23. No later than six months from the date of completion of individual training at the duty station and in accordance with the annual plan for staffing training groups, persons who have completed individual training are sent to course training.

    24. In the event that the period from the date of appointment to a position until the start of training of the next group is less than 10 days or if no more than 10 days have passed since the start of training of the next group, it is allowed for newly recruited personnel to be sent to course training without undergoing individual training.

    25. When sending personnel to course training, the head (manager) of the fire department is obliged to ensure the issuance of a travel certificate with a mark of departure, an extract from the order of appointment to a position, a completed section 1 of the Conclusion, a personal card of a gas and smoke protection officer, as well as other documents necessary for the organization training.

    26. Personnel leaving for course training, along with the above, must have with them:

    service ID (passport for employees);

    uniform according to the season;

    sportswear;

    writing instruments;

    toiletries and personal hygiene items.

    27. Course training for personnel is carried out in educational organizations that are granted the right to train specialists of appropriate qualifications (specialty) in accordance with the current legislation of the Russian Federation.

    28. Personnel who have completed the full course training program and successfully passed exams (tests) are considered to have completed professional training.

    29. The results of the course training are reflected in section 2 of the Conclusion, which is sent in the prescribed manner to the fire department at the place of service (work).

    30. After completing the course training, upon arrival at the unit, the personnel undergo an internship on guard (duty shift) for 5 duties under the guidance of a mentor.

    31. At the end of the internship, personnel are allowed to independently perform their duties in full by the appropriate order of the head (manager) of the fire department, which is noted in section 3 of the Conclusion.

    32. Personnel who have not completed course training within a year and have not fulfilled other requirements established by this Instruction are not allowed to independently perform the duties of their position.

    33. The contract (agreement) for service (work) is terminated with persons expelled during the period of course training for negative reasons (violation of official discipline, poor academic performance, etc.).

    34. Persons previously dismissed and rehired to positions in which they previously served (with a break in work of no more than 1 year) are allowed to independently perform duties by order of the chief (manager) of the fire department after completing an internship.

    35. The conclusion and a copy of the document confirming completion of the course training are stored in the personal file of the employee (employee), and copies of these documents are kept in the fire department.
