Artamonov, before being appointed deputy head of the Ministry of Emergency Situations of Vladimir Puchkov (a member of Shoigu’s team), worked as the head of the St. Petersburg Institute, which later became the university of the State Fire Service of the Ministry of Emergency Situations of Russia.
Valery Akimov, a personal promoter of Sergei Shoigu, began serving in the Ministry of Emergency Situations with him in 1994. The position of head of the Federal State Budgetary Institution All-Russian Research Institute of Civil Defense and Emergency Situations, Doctor of Technical Sciences, Professor, Honored Scientist of the Russian Federation, who is also a major scientist in the field of interdisciplinary research and the creation of a methodology for analyzing and managing the risk of natural and man-made emergency situations, has been held under the patronage of Shoigu since 2008. In the 1990s, Elena Antipina worked together with Valery Akimov at the Ministry of Emergency Situations, which was then commanded by Shoigu. This is explained by the fact that at that time the institute experienced a shortage of highly qualified personnel with high scientific degrees, and at that time there were no doctors on its staff at all. Be that as it may, for three years Galia Artamonova, who is also a lawyer and teacher at other universities of the Ministry of Emergency Situations, received a salary from the All-Russian Research Institute of Civil Defense and Emergencies. Total payments amounted to RUB 1,315,634. (on average 36 thousand rubles per month). At the same time, the Investigative Committee believes that Ms. Artamonova did not conduct any scientific work at the institute.
The investigation considers Colonel General Artamonov to be the organizer of this scam, who allegedly convinced Valery Akimov to hire his wife at the All-Russian Scientific Research Institute. Meanwhile, according to Kommersant’s interlocutor at the Ministry of Emergency Situations, being the deputy head of the rescue department, Vladimir Artamonov did not supervise the scientific sphere in it and therefore could not formally influence the head of the All-Russian Research Institute. Another source claims that Generals Artamonov and Akimov knew each other quite well and the issue of employment of the wife of the department’s state secretary could have been resolved in an informal setting.

In addition, at the request of the investigation, the Basmanny District Court of Moscow seized the property of the Artamonov spouses - an apartment in Moscow on Pudovkina Street worth 42 million rubles. and a parking space at the same address, estimated at almost 2.5 million rubles.
The defense of Colonel General Artamonov in the Moscow City Court yesterday tried to get the encumbrance on the housing removed, citing the fact that the seized parking space completely covers the damage caused to the state, but it was refused. We also note that neither Vladimir Artamonov nor his wife admit their guilt in fraud, according to Kommersant. But Valery Akimov has already compensated for a third of the damage caused to his institute.

From 1995 to 2001 – Head of the Research Department, Deputy Head for Scientific Work of the All-Russian Research Institute for Civil Defense and Emergency Situations.
During these years, Akimov V.A. took an active part in the creation and improvement of the state system for monitoring and forecasting emergency situations, for the implementation of which he was awarded the Prize of the Government of the Russian Federation in the field of science and technology for 1999.
For a set of research works on the creation of integrated operational dispatch control systems in emergency situations, V.A. Akimov. in 2000, the Russian Ministry of Emergency Situations was awarded a prize for scientific and technical developments.
In 2002 – 2008 was the head of the Center for Strategic Studies of Civil Defense of the Russian Ministry of Emergency Situations. During this time, the Center has become the leading scientific organization in the Russian Federation in solving strategic problems of improving civil defense, protecting the population and territories from emergency situations, analyzing the risk of disasters and natural disasters, creating a culture of life safety for the population, sociology and the history of crises and disasters.
From 2008 to present V.A. Akimov holds the position of head of the Federal State Budgetary Institution All-Russian Research Institute of Civil Defense and Emergencies (FC).
Under the scientific guidance of Akimov V.A. the basic and priority directions of the scientific and technical policy of the Russian Ministry of Emergency Situations are being implemented, namely: the development of a general theory of safety and applied methods of analysis and management of the risk of emergency situations; scientific and methodological support of state policy in the field of civil defense and protection of the population from disasters and natural disasters; scientific and practical support of legislative, legal and regulatory regulation in the areas of responsibility of the Russian Ministry of Emergency Situations; scientific and methodological support for the formation of a life safety culture.
Akimov V.A. A scientific school widely known in the country and abroad has been created to develop theoretical foundations and applied methods for studying crises and disasters of modern civilization. The main results of these studies were published in monographs, scientific and methodological works, leading peer-reviewed scientific journals and were highly appreciated by the international scientific community.
Under the direct leadership of Akimov V.A. More than twenty international scientific and practical conferences on the problems of risk research in the political, economic, social, scientific, technical and natural-technogenic spheres have been prepared and held.
Developed under the scientific guidance of Akimov V.A. technologies and technical means have repeatedly received prizes and diplomas at various domestic and international exhibitions and salons.
Akimov V.A. takes an active part in teaching activities. In 2002, he created the basic department of the Ministry of Emergency Situations of Russia at MATI - RGTU named after. K.E. Tsiolkovsky “Natural and Technogenic Safety and Risk Management”, which trains qualified specialists with higher education in the specialty “Life Safety in the Technosphere” and highly qualified scientific personnel in the specialty “Safety in Emergency Situations”.
Akimov V.A. is a full member of a number of international and national scientific academies, Chairman of the Council of Chief Designers of the AIUS RSChS, Vice-President of the Russian Scientific Society for Risk Analysis, Editor-in-Chief of the international scientific and practical journal "Emergency Situations: Education and Science", member of the editorial boards of the scientific journals "Problems of Analysis" risk”, “Risk Management”, “Problems of Safety and Emergency Situations”, “Technologies of Civil Security”, “Scientific and Educational Technologies for the Prevention and Elimination of Emergency Situations”, member of the scientific councils of the Security Council of the Russian Federation, Military-Industrial Complex under the Government of the Russian Federation, OJSC Gazprom and the Ministry of Emergency Situations of Russia, deputy chairman of the Expert Council of the Ministry of Emergency Situations of Russia, chairman of the dissertation council at the Federal State Budgetary Institution All-Russian Research Institute of Civil Defense and Emergencies (FC), member of the dissertation council at the State Defense Ministry of the Ministry of Emergency Situations of Russia.
Akimov V.A. awarded with state awards of the Russian Federation and departmental awards of the Ministry of Emergency Situations of Russia, the Ministry of Defense of Russia, the Ministry of Internal Affairs of Russia and the Ministry of Emergency Situations of the Republics of Belarus, Kazakhstan and Kyrgyzstan.
