    General provisions

      This instruction establishes requirements aimed at ensuring the safe operation of hazardous production facilities, as well as preventing accidents and ensuring the organization’s readiness to localize and eliminate the consequences of accidents at hazardous production facilities through the implementation of a set of organizational and technical measures.

      The person responsible for carrying out production control carries out his work on the basis of these instructions.

      The person responsible for the implementation of production control is appointed and dismissed by order of the head of the enterprise.

    Qualification requirements and required level knowledge

      Functions of the person responsible for implementation production control, are assigned to one of the deputy heads of the enterprise.

      The person responsible for the implementation of production control undergoes certification (testing knowledge of industrial safety requirements and other regulatory legal acts and normative and technical documents within the competence of those being certified) to the extent appropriate job responsibilities and established competence. The certification procedure complies with the “Regulations on the procedure for training and certification of organizations operating in the field of industrial safety of hazardous production facilities controlled by the State Mining and Technical Supervision Authority of Russia.” Certification of the person responsible for carrying out production control is carried out at least once every three years. An extraordinary knowledge test is carried out: when new or revised regulatory legal acts and regulatory and technical documents in the field of industrial safety are put into effect; when introducing new types technical devices and new technologies at hazardous production facilities; when repeated violations of industrial safety requirements are detected; after accidents, accidents and incidents have occurred.

    Responsibilities

      The person responsible for the implementation of production control is obliged to: Ensure that employees of hazardous production facilities comply with industrial safety requirements.

      Develop a work plan for the implementation of production control in the divisions of the operating organization.

      Carry out comprehensive and targeted checks industrial safety conditions, identify hazardous factors at workplaces.

3.4. Annually develop an action plan to ensure industrial safety based on the results of checking the state of industrial safety and certification of workplaces.

3.5. Organize the development of action plans to localize accidents and incidents and eliminate their consequences.

3.6. Organize work to prepare for the examination of industrial safety of hazardous production facilities.

3.7. Participate in the technical investigation of the causes of accidents, incidents and accidents.

3.8. Conduct an analysis of the causes of accidents and incidents at hazardous production facilities and store documentation for their recording.

3.9. Organize training and certification of workers in the field of industrial safety.

3.10. Participate in the implementation of new technologies and new equipment.

3.12. Make proposals to the head of the organization:

Information on plans for the current year and based on the results of the previous calendar year is presented within the deadlines established by the relevant federal executive authorities (once a quarter, no later than the 10th day of the month following the reporting one and at the end of the reporting year no later than December 1). 2.2.3. The period for technical examination of lifting structures has expired;

2.2.4. The instructions issued by them or Rostechnadzor authorities to ensure the safe operation of lifting machines have not been fulfilled;

2.2.5. Identified on lifting structures technical issues: cracks or deformations of metal structures, loosening of fastenings in connections of metal structures, malfunction of instruments and safety devices, malfunction of the control system, unacceptable wear of hooks, ropes, chains, malfunction of mechanisms and brakes, faulty rail track, faulty grounding or electrical equipment;

2.2.6. There are no removable lifting devices and containers corresponding to the weight and type of goods being moved, or they are faulty;

2.2.7. The work is carried out without work plans, technological maps, work permits;

2.2.9. Passports of lifting structures or information about its registration with Rostekhnadzor authorities are missing or lost;

2.2.10. Work using lifting structures is carried out in violation of safety rules and instructions, which can lead to an accident or injury to people.

3. Rights

3.1. The specialist responsible for carrying out production control during the operation of lifting structures has the right to:

3.1.1. Visit workshops and areas associated with the operation of lifting structures at any time and check them technical condition, terms of Use. as well as compliance by managers and specialists, and maintenance personnel with safety rules, production instructions and other regulations in the field of industrial safety;

3.1.4. Give mandatory instructions to the administration of workshops and departments and set deadlines for eliminating identified violations;

3.1.5. Raise the question to the administration of the enterprise about the removal from carrying out work on the repair and maintenance of lifting structures of persons who violate the requirements of federal and local regulations in the field of industrial safety;

3.1.6. Raise the issue of punishing workers responsible for violations of industrial safety requirements during the operation of lifting structures.

4. Responsibility

4.1. The specialist responsible for carrying out production control during the operation of lifting structures bears responsibility in accordance with current legislation behind.

150. Operating organizations are obliged to ensure that the substation is maintained in working order and safe conditions their work by organizing proper supervision and maintenance, technical inspection and repair.

For these purposes there should be:

a) a procedure has been established for periodic inspections, maintenance and repairs to ensure the maintenance of the substation, rail tracks, load-handling devices, devices and containers in working order;

B) provided established order certification (specialists) and admission to independent work(personnel) with the issuance of appropriate certificates, which indicate the type of substation, as well as the types of work and equipment for which they are allowed to work;

D) job descriptions for specialists and production instructions for personnel, magazines, programs for carrying out scheduled preventative maintenance, PPR, TC, slinging and storage schemes have been developed;

e) ensuring that specialists have real FNP, job descriptions and guidelines for the safe operation of the substation, and for personnel - production instructions;

f) conditions have been created for specialists to strictly comply with the requirements of these FNP, job descriptions, and for staff to comply with production instructions.

151. The number of specialists of the operating organization should be determined by the administrative act of the operating organization, taking into account the requirements of subparagraph "g" of paragraph 23 of these FNP, as well as taking into account the number and actual operating conditions of the substation.

152. During vacation, business trip, illness or other cases of absence responsible specialists The fulfillment of their duties is assigned by the administrative act of the operating organization to the employees who replace them in their positions, who have the appropriate qualifications, who have undergone training and certification.

153. Periodic testing of knowledge of job descriptions and these FNPs among specialists responsible for carrying out production control during the operation of the substation, specialists responsible for maintaining the substation in working condition, and specialists responsible for the safe performance of work must be carried out in accordance with the administrative act of the operating organization and carried out by its commission.

154. To manage the substations and their maintenance, the operating organization is obliged to appoint, by administrative act, lift drivers, crane operators (operators), their assistants, slingers, mechanics, electricians, cradle workers and adjusters (except for adjusters of specialized organizations involved).

Workers from other organizations who meet the requirements set forth in the manual (instructions) for operating the lift (tower) may be allowed to work as lift (tower) cradle workers after these workers have been instructed by a specialist responsible for the safe performance of work using PS.

Workers trained in accordance with the requirements set out in the manual (instructions) for the operation of such a substation can be allowed to control the substation from the floor or from a stationary console, and when controlling the substation using a remote control system (via radio), in addition, taking into account requirements set out in the manual (instructions) for operating the remote control system.

155. For control truck crane(manipulator crane), auto hydraulic lift (tower) a vehicle driver can be appointed after he has been trained in the prescribed manner.

156. In order to ensure industrial safety, the operating organization is obliged to provide personnel with production instructions defining their duties, the procedure for safe work performance and responsibility. Production instructions must be issued to personnel against receipt before they are allowed to work.

157. In cases where the area served by the substation is not completely visible from the control cabin (from the control place), and in the absence of radio or telephone communication between the operator (crane operator) and the slinger, an operator (crane operator) must be assigned to transmit the signal signalman from among the slingers. Such signalmen are appointed by a specialist responsible for the safe performance of work using PS.
