Fuel mode (gas limit) is a permit issued in in the prescribed manner and granting the right to use any fuel as a reserve or primary. Obtaining a fuel regime is necessary to begin implementing a project for the construction of gas distribution or gas consumption systems.

The procedure for a boiler room may vary depending on the volume of gasification and the region of operation of the organization. General procedure approval of the gas limit for boiler houses includes 5 stages.

1. Calculation of annual fuel requirements. The fuel regime for the boiler room is issued based on the calculation of the enterprise's annual gas demand. Our company carries out technical calculations this indicator in accordance with the order of the Ministry of Economic Development of Russia, the Ministry of Energy of Russia, OJSC Gazprom dated October 15, 2002 No. 333/358/101.

2. Coordination technical feasibility fuel supply. An application is submitted to the appropriate organization indicating the following information:

• name and location of the fuel-consuming facility (boiler room);
• type and quantity of equipment;
• annual volume of gas consumed in thousand tons of standard fuel and million cubic meters/year;
• maximum hourly gas consumption (in cubic meters/hour);
• start of fuel consumption;
• names of the gas distribution station through which fuel will be consumed;

3. Obtaining approval for transportation and permission to use fuel. The fuel regime is issued subject to preliminary specifications for connection, approval for transportation and approval for the volume of gas supply. To receive a document, an application is submitted to Gazprom Transgaz LLC of the corresponding region indicating the name of the enterprise that sent it, postal address, where the boiler room is located, and location. The application is accompanied by a set of documentation, including copies constituent documents, object location plan, etc.

4. Coordination of fuel supply. To coordinate gas supply, a package of documents and covering letter sent to OJSC Gazprom addressed to the head of the gas resource distribution department.

5. Issuance of fuel mode. A petition is submitted to the regional fuel committee, to which a package of relevant documents is attached. Obtaining a fuel regime is carried out at the regional administration or an institution authorized by it.

1. Clause 4 of the Rules for the supply of gas in the Russian Federation, approved by Decree of the Government of the Russian Federation dated February 5, 1998 No. 162 (Collection of Legislation of the Russian
Federation, 1998, No. 6, art. 770), set forth in next edition:

"4. Before using gas as fuel, the buyer must fulfill the technical conditions for connecting gas-using equipment to the gas distribution system.
Technical conditions for connection to the gas transportation and gas distribution system are issued by the gas transportation or gas distribution organization, respectively.

Costs associated with connecting the gas supplier’s and buyer’s facilities to the gas transportation system are at their expense.”

2. In the Rules for the use of gas and the provision of gas supply services in the Russian Federation, approved by Decree of the Government of the Russian Federation of May 17, 2002 No. 317 (Collected Legislation of the Russian Federation, 2002, No. 20, Art. 1870):

a) subparagraph “k” of paragraph 2 is declared invalid;

b) in paragraph 13 the words “fuel regime, as well as” should be deleted;

c) subparagraphs “g” and “h” of paragraph 14 should be stated as follows:
“g) construction of reserve fuel facilities and creation of fuel reserves for thermal power plants and thermal energy sources in accordance with the legislation of the Russian Federation;

h) the use of gas-using equipment adapted to operate on gas and reserve (emergency) fuel for thermal power plants and thermal energy sources in accordance with the legislation of the Russian Federation.”;

d) in paragraph 15, delete the words “copies of the fuel regime”;

e) subparagraph “a” of paragraph 17 is declared invalid;

f) in paragraph 20, delete the words “fuel mode and”;

g) paragraph 27 should be stated as follows:

"27. For thermal power plants and thermal energy sources prerequisite obtaining permission to start gas gas-using equipment are the availability of fuel reserves in cases provided for by law of the Russian Federation in the field of electric power and heat supply, as well as the availability of a reserve fuel facility accepted for operation and the readiness of gas-using equipment to operate on gas and reserve (emergency) fuel.”;

h) in subparagraph “g” of paragraph 28, delete the words “and a certificate of availability of reserve fuel in accordance with the fuel regime”;

i) in paragraph 49:

subparagraph “d” should be supplemented with the words “and also create fuel reserves for thermal power plants and thermal energy sources in accordance with the legislation of the Russian Federation in the field of electric power and heat supply”;

subparagraph “k” shall be declared invalid.

1. Approve the Procedure for formalizing decisions on establishing types of fuel (fuel regimes) for organizations for use in fuel-consuming installations on the territory Vladimir region according to the application.

2. Recognize as invalid the resolutions of the Governor of the Vladimir Region dated December 26, 2002 N 655 “On approval of the Procedure for formalizing decisions on establishing types of fuel (fuel regimes) for organizations for use in fuel-consuming installations on the territory of the Vladimir Region” and dated June 19, 2003 N 312 “On introducing changes to the Procedure for formalizing decisions on establishing types of fuel (fuel regimes) for organizations for use in fuel-consuming installations in the Vladimir region."

3. Control over the implementation of this resolution is entrusted to the Deputy Governor of the region for construction and infrastructure development.

4. The resolution comes into force on the day of its official publication.

The decision to establish the type of fuel (fuel regime) is primary document, on the basis of which the issuance is carried out technical specifications, design, commissioning and operational adjustment work for operating, under construction, expanding and reconstructed fuel consuming installations of organizations located in the region, regardless of their departmental affiliation and forms of ownership.

1. The regional administration establishes the following types fuels (fuel modes) per organization:

Coal, peat, shale and firewood with an annual consumption of less than 100 thousand tons (in conventional terms) in the presence of a conclusion from the organizations extracting (producing) these types of fuel;

Natural gas for boiler houses and other fuel needs with an annual consumption of less than 10 thousand tons (in conventional terms) in agreement with OAO Gazprom and local gas supply and gas transportation organizations;

Heating oil with annual consumption of less than 10 thousand tons (in conventional terms);

Diesel fuel, household heating oil, motor fuel and other types of liquid petroleum fuel, except crude oil and kerosene, with an annual consumption of less than 2 thousand tons (in conventional terms).

2. If the annual fuel consumption exceeds the quantities specified in paragraph 1 of this Procedure, the fuel regime is established by the Ministry economic development Russian Federation.

3. The organization provides the following documents to the regional administration:

3.1. A letter from the applicant who uses the boiler room (fuel consuming installation), containing the concept of a technical solution, brief information about the boiler room (fuel consuming installation), its location and purpose.

Type and quantity (thousand tons of fuel equivalent) of fuel currently used and on the basis of which document (date, number, established consumption), for solid fuel, indicate its location and its brand. Type of fuel requested, total annual consumption (thousand tons of equivalent fuel), maximum possible hourly fuel consumption (ton equivalent fuel), the year of consumption began, the year the enterprise reached its design capacity.

3.2. Approvals by gas supply and gas transportation organizations of the region (Gazprom Mezhregiongaz Vladimir LLC, Vladimiroblgaz OJSC, Gazprom Transgaz LLC Nizhny Novgorod") and OJSC Gazprom.

3.3. Calculations of heat and fuel requirements in accordance with the appendix to the Procedure.

The calculation should include justification for hourly loads, the choice of the number and type of fuel-consuming installations (boilers, technological equipment), balances of formation and use of secondary energy resources.

3.6. Investment agreement (contract) - for investment projects(if any) or agreement on the feasibility of implementing investment projects for the construction of fuel-using facilities in the region with the department of external economic ties or committee on industrial policy and science of the regional administration.

3.7. Extract from the United state register legal entities(for legal entities).

3.8. Extract from the Unified State Register individual entrepreneurs(for individual entrepreneurs).

3.9. Copies of identity documents - for individuals (including those with the status of individual entrepreneurs).

3.10. Power of attorney executed in established by law procedure for granting rights on behalf of a legal or individual apply, receive Required documents and perform all actions related to the execution of this state function(if available).

3.11. Copies of certificates of state registration of rights to real estate: buildings, structures, premises (including boiler rooms and fuel-consuming installations), land plots or other documents drawn up in accordance with current legislation(including lease agreements real estate, concession agreements, acts of acceptance and transfer, etc.) confirming the applicant’s rights to use real estate.

3.12. Act of the authorized local government body of the municipal formation of the Vladimir region on the allocation of a land plot (about prior approval location of the facility) for enterprises under construction and fuel-consuming installations, acts of selection of land plots.

Applications submitted without the specified materials will not be accepted for consideration and will be returned to the addressee.

4. The period for consideration of documents submitted by the applicant cannot exceed 30 working days.

5. Based on the results of consideration of the documents submitted by the applicant, the administration of the Vladimir region draws up a decision to establish the type of fuel (fuel regime) for organizations and fuel-consuming installations.

The decision to establish the type of fuel (fuel regime) for organizations and fuel-consuming installations is drawn up on the letterhead of the administration of the Vladimir region signed by the Deputy Governor of the Vladimir region or a person authorized by him in four printed copies: the first copy is handed over to the applicant, the second, third and fourth copies are sent to Ministry of Energy of the Russian Federation, Ministry of Economic Development of the Russian Federation, OJSC Gazprom.

6. The decision to establish the type of fuel must contain:

Name of the type of fuel being installed;

Readiness of the facility to use fuel (operating, reconstructed, under construction, designed);

Type and number of fuel-consuming installations (for boiler houses, number and type of boiler units);

Full address of the facility (name of enterprises, name higher organization, locality, area);

Annual fuel consumption in conventional terms, indicating the start of use and the enterprise reaching its design capacity;

Name (type) of reserve fuel;

The type and quantity of fuel released in this boiler house (when switching to another type of fuel and reconstructing the boiler house);

Instructions on the liquidation of small boiler houses (year of liquidation, type and quantity of fuel used by them).

These decisions are sent to the organization that sent the petition on this issue, the Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation and OJSC Gazprom (if natural gas is installed as a fuel).

7. The applicant receives a decision to establish the type of fuel (fuel regime) for organizations and fuel-consuming installations against the signature of the responsible person.

8. On issues within the competence of the Ministry of Economic Development of the Russian Federation to establish the type of fuel (fuel regime), applications to the Ministry of Economic Development of the Russian Federation to establish the type of fuel are submitted by the regional administration.

9. If the applicant organization receives the consent of the organization that has permission to use natural gas to partially redistribute the permitted volumes in its favor, the fuel regime is established for the applicant organization in agreement with OJSC Gazprom.

10. The approved fuel regime regarding the use of natural gas is subject to re-registration in agreement with OAO Gazprom with the provision of all documents specified in paragraph 3 of this Procedure, in the following cases:

a) increasing the installed capacity of gas-using equipment;

b) loss of a previously obtained permission to use gas and the impossibility of confirming or restoring it;

c) if the use of gas has been stopped for a period of more than 3 years;

d) changing the name or reorganizing a legal entity if it is impossible to confirm the right of succession to gas-using equipment for which the use of gas was agreed upon in the prescribed manner;

e) transfer of ownership or other provided by law rights to gas-using equipment from one person to another.

11. Reserve fuel for boiler houses and other fuel-consuming installations that are allowed to use natural gas is established on the basis of current SNiPs.

Gas consumption reservations are compiled only for organizations whose fuel regime is set to reserve fuel in the manner approved by Order of the Ministry of Energy of the Russian Federation dated December 16, 2002 N 448.

12. If it is necessary to review or cancel the use of reserve fuel, you should contact the relevant authority that established the fuel regime in accordance with the established procedure.

13. The established fuel regime (including previously issued decisions) becomes invalid if the organization does not prepare to receive gas within five years after the period specified in the permit.
