Today we will talk about something that many electricians who do wiring in apartments have not even heard of, but electricians who work in enterprises or organizations face this every day. One of the main documents for an electrician is PBEEP or Rules for the Safe Operation of Electrical Installations of Consumers. Who issues the outfit admission and how much

The head of production and his deputy, the head of the electrical service, departments and sections on which the work will be performed, has the right to issue a work permit, in addition to them, other production managers can issue orders, this may be: the chief power engineer, technologist, metrologist or other responsible persons who who have the appropriate qualifications and the right to issue orders (determined by order for a specific enterprise).

It is worth noting that in the production of small works lasting one shift, the one who issues the work permit can be admitting, and the work manager can also be the producer of the work at the same time. But the rules prohibit both being a producer and an admitting one.

The issuer is responsible for the completeness and correctness of filling out, as well as the safety measures specified in it and the correctness of the appointment of the responsible persons and team members in accordance with their qualifications.

The admission order is issued for a period of no more than 15 calendar days, while it can be extended once for the same period of no more than 15 days. The decision on the extension is made by the person who issued the outfit, this information can be transferred by phone to the admitting employee, manufacturer or responsible for the correct performance of the work.

What can be attached to the admission along with other features of filling

With the work permit, diagrams for shutting down the operating equipment are attached, documents for coordination with organizations whose lines or communications are located near the place where they will be carried out.

If necessary, for example, when working in confined spaces, a document on air analysis.

It is forbidden to write with a pencil or make several copies on carbon paper in the admission order. It is also prohibited to cross out, correct, clean or correct.

What to do with the work permit after completion of work and cases for their premature termination?

If you find that:

the conditions at the work site do not meet the safety requirements specified in the work order,

the scope of work has changed, the composition of the brigade or the conditions for their implementation, you can stop their implementation,

an emergency situation has arisen,

there was a break in work for more than a day.

It is possible to resume work after eliminating the reasons for the stop and receiving a new order.

The work permit is surrendered or closed after the completion of the work. To do this, the manager removes the brigade from the workplace and removes fences, portable grounding and posters, close the electrical installation, after a complete check of the workplaces in the order indicates the complete completion of the work. After complete completion, the observer hands over the outfit to the admitting one. In this case, if transfer is impossible, then it is left in the folder of existing orders or left with you and hand over no later than the next day.

Work in electrical installations is classified by law as work with increased danger. Before performing them, it is imperative to issue a permit for work in electrical installations.

The procedure for carrying out such work and the requirements for them are regulated by Chapter 5 of the Regulation on the procedure for work with increased danger (POT RO 14000-005-98).

The work permit is issued by the employee in charge of the electrical engineering of the company. He must have an electrical safety group:

• at least V for electrical installations where the voltage is above 1000 V;
• not lower than IV for electrical installations with voltages up to 1000 V.

The work permit is issued only to employees who are part of the electrical personnel.

Responsible for the safety of work performed according to the permit are:

• work manager;
• responsible leader;
• the person who issued the outfit;
• watching;
• admitting - an employee from the operational staff;
• members of the brigade.

The work permit is a mandatory document, without which it is impossible to start working on electrical installations. The document is drawn up in any form, since there is no single sample. Here you need to enter the names of the workers and their initials, as well as the group of each of them on electrical safety. If any responsible employee is not involved in the work, then in the corresponding line you need to write "not assigned".

Table "Measures to prepare workplaces" is responsible for the safety measures taken to prepare the workplace. In the left column of the table, it is necessary to accurately indicate the name of the electrical installation, and in the right - its communication devices, which must be disconnected or grounded. Below the table, in separate paragraphs, you should enter special instructions for additional safety measures.

The next step is to enter the date and exact time (hours, minutes) of the issue of the order, the surname and initials of the employee who wrote it out.

The target briefing registration table records the fact of a briefing on a specific topic.

Before issuing an admission to the brigade to work, a special briefing should be carried out with the manager or manufacturer of the work, in accordance with the assigned tasks.

Then the last name, first name, patronymic of the employee who conducted the briefing, and the same information about who received it, are entered into the table. Both responsible persons must sign under their names.

To the following table "Permission for the preparation of workplaces and for admission to work" information is entered about employees who have given permission to prepare the workplace and are allowed to perform work. Here the position, surname, name, patronymic of employees, as well as the date and time of issuance of the permit are indicated. Then, similar information about those workers who have received admission to work directly is indicated. All employees must sign their names.

Under this table, you should record that the workplace is prepared for work. If any part of the electrical installation remained energized or was not de-energized, this should be noted. Then the admitting employee and the responsible manager put their signatures.

In the table "Registration of targeted briefing conducted by the admitting person at the initial admission" the fact is established that the admitter has conducted targeted briefing with the workers of the brigade, who also certify this with their signatures.

Next comes the table "Daily admission to work and the time of its completion"... In it, you need to indicate the name of the workplace, the start time of work, the last name, first name, patronymic of the admitting and observing employees, as well as the date and time of the completion of the work recorded by the observer.

In the following table, "Registration of target briefing conducted by the responsible work supervisor (work supervisor, supervising)", you need to reflect information regarding the target briefing: last name, first name, patronymic of the person who conducted it, as well as the team members who accepted it.

If any changes were made to the composition of the brigade during the work, then this must be indicated in a separate table "Changes in the composition of the brigade"if there have been no changes, you do not need to enter anything in its cells. Further, the fact of completion of the work, date and time is recorded, as well as the signatures of the responsible persons are put: the manager and the supervisor.
