    4. Subsidies are transferred to citizens before the deadline for payment for housing and utilities established by Part 1 of Article 155 of this Code.

The size of the regional standard for the cost of housing and communal services is established for persons specified in paragraphs 1 - 3 of part 2 of this article, based on the amount of payment for the use of residential premises (rental fee) for tenants under social tenancy agreements living in residential premises located in apartment buildings, the level of improvement, design and technical parameters of which correspond to the average conditions in the municipality, the amount of payment used to calculate the payment for the maintenance of residential premises for the specified tenants, prices, tariffs and utility consumption standards used to calculate the payment for utility services for specified employers. The size of the regional standard for the cost of housing and communal services is established for owners of residential premises based on the amount of payment used to calculate the payment for the maintenance of residential premises for the specified tenants, minimum size contribution for capital repairs (if contributions for capital repairs are paid in accordance with this Code), prices, tariffs for resources necessary for the provision of utilities, and utility consumption standards used to calculate utility fees for specified tenants.

    7. The procedure for determining the amount of subsidies and the procedure for their provision, the list of documents attached to the application, the conditions for suspension and termination of the provision of subsidies, the procedure for determining the family composition of the subsidy recipient and calculations total income such a family, as well as the features of providing subsidies separate categories citizens are established by the Government of the Russian Federation. The law of a constituent entity of the Russian Federation may establish that subsidies to citizens are provided by transferring funds to a person to whom, in accordance with Article 155 of this Code, payment is made for living quarters and utilities.
