Sound alarms to alert people in case of fire should be available in all settlements, urban districts, country houses and gardening cooperatives. Availability of water reserves for fire extinguishing is also ensured. Owners of private houses are required to have containers (barrels) with water or a fire extinguisher on their property.

It is prohibited to leave containers with flammable and combustible liquids and gases near houses and buildings. It is not allowed to use attics, technical floors, ventilation chambers and other technical premises for organizing production areas, workshops, or storing various items.

Transparencies and banners placed on building facades should be made from non-flammable or low-combustible materials.

Guests of hotels, motels, and hostels must be familiar with the fire safety rules upon signature.

Particular attention is paid to ensuring fire safety during public events (discos, performances, celebrations, etc.). A list of fire-fighting measures has been determined for periods of persistent dry, hot and windy weather.

Fire safety requirements at retail facilities have been tightened. In particular, containers for kerosene and other flammable liquids can only be stored in special fenced areas. You cannot sell weapons, ammunition and other goods (except for sports, hunting, fishing accessories and spare parts for weapons) in the same sales area.

The resolution comes into force 7 days after its official publication, with the exception of certain provisions that come into force on September 1, 2012.

The appearance of the signs is determined by the state standard GOST R 12.4.026-2001 “System of occupational safety standards. Signal colors, safety signs and signal markings...”.

1. These Requirements establish mandatory conditions, restrictions or a combination of them for the no-smoking sign and the procedure for its placement to designate territories, buildings and objects where tobacco smoking is prohibited.
2. The no-smoking sign is made in a color graphic in accordance with the appendix to these Requirements, with the exception of the additional no-smoking sign placed in accordance with paragraph 7 of these Requirements, the image of which may be in a different color.
3. The no-smoking sign must be at least 200x200 mm in size, with the exception of the no-smoking sign placed in a vehicle and the additional no-smoking sign placed in accordance with paragraph 7 of these Requirements, the dimensions of which may be smaller.
4. A color graphic image of a smoking ban sign is applied using various technologies to the surface of the carrier material, including metal, plastic, silicate or organic glass, self-adhesive polymer film, self-adhesive paper and other materials.

In premises intended for the provision of hotel services, temporary accommodation services and (or) provision of temporary accommodation, a smoking ban sign is additionally placed near the registration point (reception service).
7. An additional sign prohibiting smoking may be placed by decision of the owner or another person authorized by the owner:
a) on the door of the room or in the room (for premises intended
for the provision of hotel services, temporary accommodation services and (or)
provision of temporary residence);
b) near the bar counter, in halls, including banquet halls, booths and offices

public catering, market premises);
c) in the vestibule (for trains);
d) in the cabin (for aircraft).
