Under special attention Government, along with the disabled and pensioners, are parents of many children. Thus, the authorities recognize that the families in which they are raised a large number of children need state support. What do they give for a third child? Support is provided in a variety of forms, but primarily in various monetary payments.

You should know what benefits they can count on, under what conditions, and how to apply for them. It is also necessary to understand which social support measures are already in place, and which remain only projects of government “men”.

The status of a “large family” is assigned not at the federal level, but at regional level. Regions of Russia independently decide what minimal amount children entitles them to receive it. In most regions, parents with many children are considered to be those who have decided to have a third child - regardless of whether he was born or adopted by them. A similar status is assigned to a single parent raising three or more children.

At the federal level, additional or increased benefits There is no provision for a third child.

His parent will be able to pay for the newborn (for pregnancy and childbirth) general principles, that is, in the amount of 16,350 rubles 33 kopecks. This one-time allowance paid to all mothers, regardless of what kind of child was born to them - the first, third or tenth. From February 2018, it will be increased by more than 500 rubles and will amount to 16,873 rubles 54 kopecks. Employed mothers are paid B&R benefits through their employer, while unemployed mothers should apply to social security for it.

However, parents of the third child will be able to count on special regional payments, which are provided for them by local legislators. In Russian regions there are various programs, encouraging spouses to have large offspring. In particular, in many regions, upon the birth/adoption of a third child, they receive a large lump sum of money. Their size varies, as it is set depending on the capabilities of the local budget. The table clearly demonstrates this.

Subject name Sum regional payment for the 3rd child Base
Moscow 10 average per capita subsistence minimums valid on the baby’s birthday (in January 2018 this is about 160 thousand rubles). Decree of the Moscow City Council dated April 6, 2004 No. 199-PP. The benefit is paid provided that both parents (or the only parent) are not older than 30 years.
Saint Petersburg 47.096 thousand rubles. Social Code of St. Petersburg - Article 19. Condition: money can only be spent on purchasing children's goods - industrial and food.
Ryazan Oblast 5 thousand rubles. Law of the Ryazan region. dated December 13, 2006 No. 163-OZ – article 4. You must apply for benefits within 6 months after the birth of the child
Sevastopol 27,446 thousand rubles. Law of the city of Sevastopol dated January 23, 2015 No. 106-ZS – article 4. Similar lump sum payments established by law at the birth of the first or second baby. The benefit is allowed to be issued within a year after this event.
Yaroslavl region 7,096 thousand rubles. Social Code Yaroslavl region– Article 77.

Since there are more than 80 constituent entities of the Russian Federation, it is impossible to provide information on the amount of a one-time payment for each region within the framework of this article. You can find out this yourself by contacting the social security authorities at your place of residence.

Exactly at local branches Social security should apply for a one-time regional payment - those who know that they are entitled to receive it. In some regions of the Russian Federation, for example, parents need to show their income level (St. Petersburg, Ryazan, Crimea), in others this is not required (Moscow). The list of documents provided by the applicant also varies. But it usually includes:

  • Russian passport of the applicant parent (sometimes passports of both father and mother are required);
  • certificates for all children born in the family;
  • certificate of family composition where the third child was born;
  • a certificate that the benefit has not been received by the second parent;
  • a completed application form for a regional lump sum payment;
  • Bank details (where the money should be sent).

Single mothers confirm their status with a certificate received from the registry office. Exact list The required documents should also be clarified with the social protection authorities. Usually the papers are reviewed within 10 days, after which money is either transferred or a written motivated refusal in the local payment for the 3rd child.

Payments in the form of maternity capital

If mother of many children has not previously exercised the right to maternity capital, or the woman only acquired it upon the birth of her third or subsequent child (for example, all previous children were born before January 1, 2007), she has the right to count on significant cash payments from the state.

Maternity capital today is paid at two levels:

  • federal;
  • regional

The amount of federal maternity capital in 2018 is 453.026 thousand rubles. Starting from 2015, this amount remains unchanged, since its indexation has been suspended. Maternity capital is paid to all women who have declared their desire to use it, if they have confirmed their authority to do so. The place of residence of the parent in this case does not matter.

The Ministry of Labor held discussions about a possible increase in the amount of maternity capital in 2018 to 505 thousand rubles. And back in 2015, a bill was introduced to the State Duma to stimulate the birth rate quite significantly a sum of money– 1.5 million rubles. This was the amount planned to be paid to the parents of the third child born or taken into the family, starting in 2017. However, none of these projects has yet been translated into actual law.

However, the state has established serious restrictions on the use maternity benefits. It is not issued in the form of cash, but written statement The mother (sometimes the father or guardian of the children) is sent to certain needs of the family, the list of which is small:

  • buying a home or paying off a mortgage loan;
  • paying for the education of one of the children;
  • mother’s pension savings (funds are transferred to her individual PF account);
  • social adaptation of a child with a disability.

Much more modest. Local authorities determine their size based on real possibilities budget of the region, city or region. However, on local level were provided additional options expenditure of maternal capital. For example, in Krasnodar region At his expense, it is allowed to gasify the home, and Oryol mothers can invest it in buying a car.

Unlike federal maternity capital, regional one is aimed at supporting large families. In almost all Russian regions where it was established this measure state support, it is provided to parents raising at least three children - natural or adopted. And in some republics with a traditionally high birth rate, in particular in Dagestan, maternity capital is even provided for families where at least five “flowers of life” are growing up.

Specific values of maternity capital in some regions of Russia can be found in the table.

  • copies of all children's certificates;

However, in certain situations their list can be expanded. For example, if a widower father claims the right to maternity capital, he needs to confirm the fact of his wife’s death with an appropriate certificate.

Monthly payments to large families

Since January 2018, monthly payments have returned to most regions of Russia. cash payment for the third child. It is set in the amount of the subsistence level (LS) for children, calculated in the constituent entity of the Russian Federation where the large family lives. The President recommended local heads return it in those regions where the “total fertility rate” does not exceed 2.

Order of the Government of the Russian Federation dated November 18, 2017 N 2565-r approved the list of regions that will receive co-financing from the federal budget in 2018 for monthly cash payments for third or subsequent children.

This means that women of childbearing age living in their territory on average have no more than 2 children. Given the significant decline in the birth rate in last decades, the overwhelming number of Russian subjects fall under a similar characteristic. Additional benefit will be paid for the 3rd child until he reaches three years old. Its average size will be about 10 thousand rubles.

Who is eligible to receive

This payment is provided only for low-income citizens. Therefore, before making a decision on its calculation, officials will study the average per capita income of a large family claiming EDV. If it turns out to be below the regional PM level, the applicant will begin to receive monetary “compensation” for low income.

How to register. Where to contact

To request payment for a third child, you must contact your local social security service. The applicant submits an application asking for such a benefit in connection with the birth of the 3rd baby. The completed paper is handed over to the inspector along with copies following documents(you should have the originals with you so that the social security worker can verify their authenticity):

  • own Russian passport(photocopies of both parents’ passports are often required if the family is complete);
  • certificates of a newborn and other children;
  • insurance (pension) certificate - SNILS;
  • details bank account or cards through which the parent wishes to receive benefits.

You will also need certificates confirming the composition of the family and the income of all its members. Based on them, a conclusion will be drawn about the level of material security of applicants with many children. That is, to receive this payment, a family must have two statuses - low-income and large (have such a number of children that they will be considered such in a particular region).

From February 2018, there will be an indexation for newborns, paid from the federal budget for stay-at-home moms. Let us remind you that for the second, third and subsequent children it is accrued at increased size: if an unemployed woman who gave birth to her first child receives 3,065.69 rubles, then for the second, third and subsequent children she is paid twice as much - 6,131.37 rubles. And after the February indexation, the benefit for caring for the third child will already be 6327.57 rubles.

Other material state support for parents with many children

The above cash payments to large families are not exhaustive. The state finds various shapes material and even moral support for citizens raising a large number of children.

Compensation for kindergarten

Back in the economically difficult year of 1992, the state provided certain preferences for large families. They are contained in Decree of President B.N. Yeltsin No. 431 of 05.05.92. One of these measures is the priority provision of children of their families with places in preschool institutions. They get into a preferential queue.

In addition, the state takes on the bulk of the financial burden for the child’s stay from big family in kindergarten. If parents have 3 or more children, then for kindergarten they pay only 30%, and the rest is paid from budget funds. In this case, it is the number of children in the family that is important, and not how many of them attend preschool.

Compensation for housing and communal services

Similar concessions have been made to parents with many children regarding payment for utility services. The 1992 Presidential Decree established that locally they should be given a discount of at least 30% for housing and communal services, namely:

  • heating;
  • water supply;
  • gas and light;
  • fuel (if there is no central heating).

Regions comply with this rule, and some of them have found the opportunity to increase the size of the utility discount. Here are just a few subjects of the Russian Federation where it is set at a higher level:

  • Moscow – 50% of the applicable standard;
  • Nizhny Novgorod region - 50% of the standard;
  • Rostov region - 50% of the standard;
  • St. Petersburg - 40% - if there are 4-7 children in the family, 50% - if there are eight or more children;
  • Chelyabinsk region – large families pay fixed amount– 1000 rubles.

All lost funds will be compensated by the local budget for utilities.

Order and medal

In 2008, the President of Russia (then Dmitry Medvedev) established the Order of Parental Glory. Since then, it has been awarded to parents who have raised and educated at least 7 children. These can be either your own (natural) children or adopted ones. Together with the order father of many children or the mother receive a one-time cash payment of 100 thousand rubles. Important terms receiving an award is:

  • the youngest child in the family must be at least three years old;
  • all children have Russian citizenship;
  • parents must be legally married to each other.

A little later, in 2010, the “Parental Glory” medal appeared in Russia. It is awarded to parents of four or more children. At the federal level, any cash incentives Not available for medal winners. It is seen as moral support and recognition of parental services to the state. But many Russian regions decided to independently encourage such couples living on their territory. In particular, in the Pskov region they are paid a lump sum of 30,000 rubles, and each of the awarded spouses begins to receive a monthly allowance of 1,000 rubles from the local budget.

Free land plots

In 2015, a law came into force, thanks to which large families (with three or more children) received. In the absence of suitable land, local authorities are authorized to replace them monetary compensation. However, more often they prefer to do things differently, offering land that is obviously of low quality, undeveloped, and on which it is impossible to farm. Therefore, it is not surprising that according to statistics, only 40% parents of many children took advantage of the state “gift”.

A significant limitation for obtaining a free plot of land was stated requirement: at the time of issue land certificate at least 3 children in the family must be minors. If one of them entered a university, this child is counted until he reaches the age of 23.
