Grounds for refusal to accept documents

The grounds for refusing to accept documents required for the provision of public services are:

1. The submitted application and documents required for the provision of public services do not comply with the requirements established by legal acts of the Russian Federation, legal acts of the city of Moscow, Uniform requirements, Administrative regulations for the provision of services.

2. Submission of an application on behalf of the applicant by an unauthorized person.

3. Application for the provision of a public service by a person who is not a recipient of a public service in accordance with the Administrative Regulations for the provision of services.

4. The applicant's application for a public service, the provision of which is not carried out by the Moscow State Technical Inspection.

5. The applicant has submitted an incomplete set of documents specified in the Administrative Regulations for the provision of services as documents that must be submitted by the applicant.

6. The submitted documents contain false and / or contradictory information.

7. The submitted documents are no longer valid (this basis applies in cases of expiration of the document, if the validity period of the document is specified in the document itself or is determined by legislation, as well as in other cases stipulated by the legislation of the Russian Federation, legal acts of the city of Moscow).

Additional grounds for refusing to accept documents required for the provision of public services when submitting an application in electronic form using the Portal are:

1. Incorrect filling of required fields in the online application form.

2. The application or documents in electronic form are signed using an electronic signature that does not belong to the applicant.

3. The submitted electronic copies of the documents required for the provision of public services are not readable and (or) do not meet the requirements for the formats of their submission.

Grounds for refusal to provide services

The grounds for refusing registration actions are:

1. The submitted documents required for the provision of public services do not meet the requirements established by legal acts of the Russian Federation and the city of Moscow, the Uniform Requirements, the Administrative Regulations for the provision of services , if the specified grounds are identified in the process of processing documents and information necessary for the provision of public services.

2. The documents submitted by the applicant contain contradictory or inaccurate information revealed in the process of processing documents and information necessary for the provision of public services, incl. obtained through interdepartmental information interaction, including the use of the Basic Information Register.

3. Failure to submit state registration documents for a self-propelled vehicle, if they were issued earlier.

4. Detection of signs of falsification of documents, state registration plates, changes in the factory marking of self-propelled vehicles, if the unit numbers do not match the submitted documents or registration data, as well as confirmation from the authorized bodies of information on finding self-propelled vehicles (numbered units) or submitted documents on the wanted list.

5. Submission to the Moscow State Technical Inspection of decisions of the authorized state bodies to suspend (prohibit) the performance of legally significant actions related to registration actions in relation to a self-propelled vehicle.

6. Lack of information on the payment of state fees.

7. The design of a self-propelled machine or the changes made to it does not meet the established safety requirements for life, health of people and property, environmental protection, established by the standards, certificates and other regulatory documents in force in the Russian Federation.

8. Absence of a mark in the PSM on payment (based on non-payment) of the utilization fee in the event that such payment is necessary.

9. Failure to submit a self-propelled vehicle for inspection in order to verify the compliance of numbered units with the accounting data (specified in the PSM) in cases where its presentation is mandatory (failure to appear for inspection).

10. Failure to comply with the requirements of the Moscow State Technical Inspection for the equipment of the site for the inspection of a self-propelled vehicle, specified in Appendix 4 to the Administrative Regulations for the provision of the service.

11. Provision of a self-propelled vehicle for inspection by an unauthorized person.

12. Numbered units of the self-propelled vehicle do not correspond to the registration data or the record in the PSM.

The usual form of PTS cannot be fully applied for the registration of special equipment and trailers, therefore a special form was developed - PSM. In terms of legal force and importance, it is absolutely identical to the usual PTS. Only the purpose and type of equipment differ.

This document contains basic technical information about the vehicle and, unlike PTS, is issued for agricultural machinery, trailers and semi-trailers, tractors and other equipment subject to registration. The engine capacity of such machines must be at least 50 cc, and in the case of electric motors - at least 4 kW.

Important! Rostechnadzor is responsible for registration and issuance of PSM.

What needs to be done to get a PTS for this and other types of equipment?

On the territory of the Russian Federation there are all three bodies and organizations that are authorized to issue passports for vehicles - customs, manufacturing plant and Gostekhnadzor. The most common case of obtaining a PSM is its issuance by the customs authorities. To get it a number of documents must be provided at customs:

• Statement.
• Documents issued upon export.
• Title deed.
• Copy of identity documents.
• Accompanying and other documents.

It should be noted that the term for obtaining a technical passport can be delayed and amount to from 2 to 3 months.

Enterprises engaged in the production of equipment and specialized trading companies are also entitled to issue a passport for a self-propelled vehicle to a new owner.

To do this, they should apply to the state technical supervision authorities with a statement. Inspectors check the company for compliance with all the necessary conditions and issue blank forms, the responsibility for keeping of which lies with the companies themselves.

If already during the operation of the PSM equipment it was lost or became unusable, you should contact Gostekhnadzor to obtain a duplicate. To do this, you need to apply to this body with a statement and present the equipment for inspection and verification of numbered units. The time and place is negotiated by the inspectors and the owner of the equipment.

The authorities have the right to refuse registration and issuance of PSM if the absence of any registration data or documents confirming ownership is noticed.

Sample document filling

To avoid problems when registering equipment, take care of:

1. So that all items in the PSM are filled.
2. The line "Name and make of the car" must contain the name of the vehicle (for example, the ARGO 750 HDI snow and swamp vehicle). The fields "Manufacturer" and "Address" must be filled in with information about the organization that assembled and manufactured the equipment and its legal address.
3. The field "Certificate of Conformity" information from the corresponding document. The seller must have a copy of this document. If any type of equipment does not need certification, this line indicates the phrase "Not certified".
4. This is followed by information numbered units. In a situation where a node does not have a readable number (for example, a bridge), this information should also be reflected in the document.
5. The names of organizations and other data of the participants in the transaction must be indicated in full and without abbreviations.
6. At the time of sale, the data on the new owner (full name or name of the organization), the date of the transaction are entered in the passport, and the seal and signature of the previous owner (i.e. the seller) are also put.

Registration deadlines and fees

Clause 1.5 of the Rules for State Registration of Self-Propelled Vehicles specifies two periods for registration of PSM. The first - during the period of validity of transit numbers, in the second - 5 days from the date of purchase, customs clearance or deregistration.

Attention! Gostekhnadzor announces a period of 10 days from the date of the change of ownership.

Responsibility for failure to comply with the announced deadlines is specified in Article 19.22 and provides for the imposition of a fine from 1,500 to 2,000 rubles for citizens and from 2,000 to 3,500 rubles for officials.

• Violation of the rules for state registration of vehicles of all types (except for vessels under construction, sea vessels, mixed (river - sea) navigation vessels, inland navigation vessels, including small vessels), mechanisms and installations if registration is mandatory, -

• Violation of the rules for state registration of vessels under construction, sea vessels, mixed (river - sea) navigation vessels, inland navigation vessels, including small vessels, and the rights to them, or failure by the owner or charterer of the corresponding vessel within the period established by the legislation of the Russian Federation to fulfill the obligation to register the vessel in one of the registers of ships of the Russian Federation, if such a period has been established, or the obligation to inform the body that carried out the state registration of the ship about changes in the information to be entered into the register of ships of the Russian Federation -

  shall entail the imposition of an administrative fine on citizens in the amount of one thousand five hundred to two thousand rubles; for officials - from three thousand to four thousand rubles; for legal entities - from thirty thousand to forty thousand rubles.

When registering self-propelled vehicles, state fees are paid - 1,500 rubles for the issuance of a state registration plate, 500 rubles for obtaining a registration certificate and 350 rubles for making changes to the PSM.

In a situation where it is required to register with the issuance of a new PSM, the size of state fees is as follows:

• Issuance of a badge - 1,500 rubles.
• Issuance of PSM - 800 rubles.
• Issuance of a registration certificate - 500 rubles.

On August 18, 2015, the Board of the Eurasian Economic Commission adopted Decision No. 100 "On the passport of a self-propelled vehicle and other types of equipment", which states that from January 1, 2016, registration of cars using old passports is prohibited.

1. The new form is printed on A4 white paper with special inks that increase the protection of this document against counterfeiting.

1.3. The passport is issued for tractors (except for motoblocks), self-propelled road construction, land reclamation, agricultural and other machines with a working volume of an internal combustion engine of more than 50 cc, as well as trailers and semi-trailers for these machines), subject to registration with the state supervision authorities for technical the state of self-propelled vehicles and other types of equipment in the Russian Federation (hereinafter referred to as state technical supervision bodies).

1.4. This Regulation does not establish any standards for machinery and equipment that are not subject to registration with the state technical supervision authorities, and does not cancel the issuance of technical passports and other documentation stipulated by standards and other regulatory documents.

1.5. The presence of a passport, filled in in the prescribed manner, is a prerequisite for the registration of machines and their admission to operation.

Passport blanks refer to strict reporting documents, each sheet of which has an accounting series and number, are made by typographic method on special paper using security equipment. 2. Organization of the issuance of passports

2.1. The passport is issued to individuals and legal entities - owners of cars with filling in the details provided for in it:

by the customs authorities of the Russian Federation for vehicles imported into the territory of the Russian Federation from September 1, 2001;

state inspectorates of the state technical supervision at the place of residence or legal address of the owner for cars manufactured by manufacturing enterprises, before the introduction of passports provided for by this Regulation, as well as imported into the territory of the Russian Federation before September 1, 2001 or received from the Armed Forces and other troops of the Russian Federation, upon presentation for registration, and for registered cars - in cases of changes in registration data. The issuance of passports for machines manufactured in the manner of individual creativity or repaired with a change in design, or collected copies of mass-produced machines, as well as for released numbered units registered with the state technical supervision bodies of machines, is carried out in accordance with the Rules for the state registration of tractors, other machines and trailers to them by the state technical supervision authorities), approved on January 16, 1995 by the Ministry of Agriculture and Food of the Russian Federation.

Information about changes:

2.1.1. Passports for cars imported into the territory of the Russian Federation as the property of individuals and legal entities are issued after the completion of their customs clearance in accordance with the established procedure.

2.1.2. The issuance of passports for vehicles removed from service and transferred (sold) from the Armed Forces and other troops of the Russian Federation for economic use is carried out simultaneously with registration on the basis of consolidated acts), consolidated acts and certificates-accounts of the established form) issued by a military unit (formation).

2.1.3. 2.1.4. The issuance of passports at the request of the owner for the vacated numbered units registered with the state technical supervision bodies of machines is carried out in connection with the replacement of these units or the removal from the register of machines due to write-off (disposal).

Information about changes:

2.2. Duplicates of lost or worn-out passports are issued by manufacturing enterprises for unregistered vehicles produced by them after September 1, 1995, by the customs authorities of the Russian Federation - for unregistered vehicles imported into the Russian Federation since September 1, 2001, and by the state technical supervision authorities - in all other cases.

2.3. The issuance of duplicate passports by the state technical supervision authorities to replace lost or unusable ones is carried out at the place of registration of cars. When issuing duplicate passports instead of lost or unusable ones, as well as making changes to passports, the owners are required to present the cars for inspection in order to verify the numbered units to the accounting data. The place and time of the inspection is established by the state engineer-inspector of the state technical supervision in agreement with the owner of the machine, but no later than the expiration of the mandatory period for its registration (change of registration data).

2.4. Duplicates of passports of cars taken off the register in connection with the change of the owner's place of residence, termination of ownership of the machines (when registering such a machine after another person) are issued at the place of registration of the machines after confirmation of registration data from the previous place of registration of machines, the execution of which is mandatory within 5 days from the date of receipt. Owners are issued registration certificates for the period necessary to obtain the appropriate confirmation.

2.5. State inspectorates of Gostekhnadzor have the right to refuse to issue a passport or present a mark on the registration of a machine in it if the necessary registration documents and (or) documents confirming the ownership of the machines are missing, and if incorrect information is indicated in the submitted documents for the machines.

2.6. Trade organizations, including commission trade enterprises and sales organizations of manufacturing enterprises, together with a passport, issue the buyer a certificate-invoice of the established form for each car. When selling (transferring) a car without the mediation of trade organizations, the transaction is formalized by other documents confirming the ownership of the car, provided for by the Registration Rules. In the certificates, invoices and other documents confirming the ownership of the car, the series and number of the issued or transferred passport are indicated.

2.7. The customs authorities of the Russian Federation and enterprises - manufacturers of cars, in the event of the loss of passport blanks, immediately notify the state inspection of the state technical supervision in whose territory they are located about the series and numbers of the lost documents.

2.8. Copies of passports, including photocopies and blueprints, cannot serve as a substitute for originals.

2.9. Passports are kept by the owners of the cars and are submitted to the state inspection of state technical supervision during registration, changing registration data and deregistering cars. The owner must immediately report the loss of the passport to the internal affairs bodies at the place of loss and to the state inspectorate of state technical supervision at the place of registration.

2.10. When registering, changing registration data and deregistering cars by the state inspectorate of state technical supervision, notes on the fulfillment of these actions are entered in the passports. A passport cannot serve as a substitute for a registration document.

2.11. The validity of the passport is not limited by the term. When the ownership of the car changes, the passport is transferred to the new owner, and when the car is rejected, written off (recycled), the passport, along with registration documents and the state registration mark, is handed over to the state inspectorate of state technical supervision.

2.12. When the owner of the car changes, a note is made in the passport by the previous owner (owner) of the change in ownership, which, together with other documents, confirms the fact of its sale (transfer) to the ownership of another person (persons).

2.13. If an organization, an enterprise, as well as an individual carrying out entrepreneurial activity without forming a legal entity, acquires the machines specified in clause 1.3 of this Regulation for subsequent resale, on the basis of an appropriate license, then the intermediate registration of machines for these organizations, enterprises, citizens is not mandatory (except for machines supplied on a lease basis).

Information about changes:

2.14. When carrying out registration actions in relation to machines supplied under a lease agreement, information about the owner is entered into the passport on the basis of an agreement between the lessor (sublessor) and the lessee on the accounting of the machine on the balance sheet of the lessor (sublessor) or the lessee and its registration in the name of one of the parties to the agreement, except as otherwise provided by law.

If, in accordance with the specified agreement, the car is recorded on the balance sheet of the lessor (sublessor) and is registered in his name, this party to the contract is entered in the passport as the owner. The fact of the transfer of the machine to the ownership of the lessee after its deregistration in the state inspection of state technical supervision by the lessor is certified by a registration document with a mark on its deregistration, an invoice certificate of the established form and an entry in the passport in accordance with clause 2.12 of this Regulation.

If, in accordance with the said agreement, the car is recorded on the balance sheet of the lessee and registered in his name, the lessee is indicated in the passport as the owner.

By agreement of the parties, the lessor has the right to instruct the lessee to register the machine in the name of the lessor. At the same time, the passport must contain information about the lessor as the owner and about the lessee - the owner of the car. In the event of termination of the contract and the seizure of the car by the lessor at the request of the latter, the inspection of the state technical supervision that carried out the registration is obliged to cancel the record of the owner.

3. Procedure for filling out passports

3.1. Passport blanks are filled in with special ink or with a typewriter, or with a printing device (printer) of an electronic computer.

Erasures or postscripts, crossed out words, numbers and other unspecified corrections, pencil entries are not allowed in passports. The text should be written clearly and clearly, the names of legal entities - without abbreviations, with addresses. The surnames, names and patronymics of individuals must be written in full, indicating their place of residence. Signatures are certified by seals with clearly distinguishable names of organizations.

3.2. In case of erroneous filling in the passport details concerning numbered units, the necessary changes and additions are made by the customs authorities of the Russian Federation and manufacturing enterprises or the state inspection of the state technical supervision and are certified by a signature and seal.

3.3. The line "Name and make of the car" indicates:

a name representing a characteristic of a machine determined by its design features and purpose. For example: tractor, combine harvester, excavator, forklift, etc .;

a brand consisting of the brand name of the machine assigned when it was put into production as a trademark, as well as an alphabetic, digital or mixed designation, regardless of the designation of other machines. For example: T-Z0A, Don-1500, EO3122, DV-1792.

3.4. The line "Manufacturer" shall indicate the full name of the enterprise that produces (assembles) a complete machine.

3.5. The "Address" line contains the postal code and address of the machine manufacturer. For foreign-made machines, it is allowed to indicate the country of their manufacture.

3.6. The line "Certificate of Conformity N ----- from" indicates the number and date of issue of the certificate of conformity for this brand of the machine produced by the manufacturer, subject to mandatory certification or voluntary certification.

3.7. The line "Issued" indicates the name of the certification body that issued the certificate of conformity.

If the machine is not subject to compulsory certification, an entry is made in this line: "not certified".

3.8. In the line "Act of State Inspection N ___ from" shall be indicated the number and date of drawing up the act of state technical inspection for machines made in the manner of individual creativity or repaired with a change in design, or collected copies of mass-produced machines.

3.9. The line "Year of manufacture" indicates the year in which the machine was manufactured. In case of replacement of the cab, frame, engine, gearbox, main drive axle (s), the year of manufacture of the machine does not change.

For foreign-made machines, the year of manufacture of which is not established by documents or it is not possible to determine it by marking, in the line "Year of manufacture" the year of import of the machines into the territory of the Russian Federation is indicated, and in the section "Special notes" an entry is made "the year of launch is set by year import to Russia ".

3.10. In the lines "Factory N of the machine (frame)", "Engine N", "Gearbox N", "Main driving axle (axles) N", the serial production numbers of the corresponding units (machines) assigned by the manufacturer are indicated.

When filling in the line "Main driving axle (axles) N", the serial numbers of all permanently driven driving axles that do not have an auxiliary purpose are indicated.

In the passports of cars in which the gearbox is made in the same housing with the axle, two identical numbers are indicated in the lines "Gearbox N" and "Main driving axle (axles) N".

3.11. The line "Color" indicates one of the visually defined colors in which the car is painted: blue, red, yellow, brown, green, multicolor, black, etc., and manufacturers and service organizations (enterprises) also indicate the brand of paint

3.12. The line "Type of propulsion device" indicates one of the following propulsion devices used in the design of the machine: "wheeled", "tracked", "half-track", "sled".

3.13. The line "Engine power, kW (hp)" indicates the engine power in kilowatts, and in brackets - in horsepower. When measuring the engine power of machines in other units, or in the absence of information in the documents, it is indicated by the state inspectorate of state technical supervision for analogues of machines of domestic or foreign production.

3.14. The line "Structural mass, kg" indicates the mass of the machine with the main equipment and tools without fuel and lubricants, coolants and other technical fluids.

3.15. The line "Maximum design speed, km / h" indicates the maximum speed of the vehicle from the range of speeds established by the technical specifications. Methods for determining the maximum design speed for machines manufactured in the order of individual creativity or repaired with a change in design are established by technical requirements approved in the prescribed manner.

3.16. The line "Overall dimensions, mm" indicates the length, width, height of the machine in mm through the "x" sign.

3.17. The line "Name (full name) of the buyer (owner) of the machine" indicates the buyer (owner) to whom the manufacturer sold the car.

3.17.1. When the manufacturer sells (transfers) a machine to a trade organization that is a legal entity (regardless of whether it is a part of the manufacturer of the machine), the details of this organization are indicated as the owner.

3.17.2. When selling (transferring) a car through the sales subdivision of a manufacturer that is not a legal entity, the details of the individual or legal entity purchasing the car are indicated (for an individual - surname, name, patronymic, postal address of the place of residence; for a legal entity - the full name and legal address at the place of state registration of the organization).

3.18. The line "Date of issue of the passport" indicates the date, month and year of issue of the passport.

3.19. In the line "Signature" the signature of an official of the enterprise - the manufacturer of the machine, authorized to represent the enterprise on sales issues or the state inspection of the state technical supervision is affixed.

3.20. When filling out passports, the state inspectorate of state technical supervision uses information from the registration documents of the machine, factory instructions, official reference publications and responses to requests from the previous place of registration.

3.20.1. When filling out passports by the state inspectorate of state technical supervision for machines manufactured in the manner of individual creativity or repaired with a change in design, information obtained as a result of measurements, tests or determined by other methods established by technical requirements approved in the prescribed manner is additionally used.

3.20.2. In the absence of the necessary information to fill out passports for obsolete brands of cars or imported from abroad, it is allowed to write "no information" in separate lines of the passport (except for the lines concerning the dimensions of the units to be marked). If the numbers of the marked units of the machines were not applied by the manufacturer, then in the lines "Factory N of the machine (frame)", "Engine N", "Gearbox N", "Main driving axle (axles) N", an entry is made - "no number" ... Dashes or other entries are not allowed.

3.21. Records on the registration of a machine or its removal from the register are made by the state inspection of the state technical supervision.

3.21.1. The section of the passport concerning the registration of the car is not filled out if the case specified in clause 2.13 of these Regulations takes place.

3.22. The section of the passport relating to the change of owners is filled in when the resale, sale (transfer) of cars to the ownership of other legal entities or individuals by their previous owners or owners on behalf of the owners who legally dispose of the cars.

3.22.1. In case of resale, sale (transfer) of a machine, the lines "Name (full name) of the new owner", "Address", "Date of sale (transfer)", "Signature of the previous owner or owner", "Place of seal" are filled in by the previous owner ... When performing similar actions by the owner on behalf of the owner, the lines "Name (full name) of the owner of the car" and "Address" are additionally filled.

3.22.2. Alienation of a car by an individual is certified by the seal of the organization that executed the transaction or performed another action related to the change in ownership of the car, or the state inspection of the state technical supervision at the place of registration of the car for the previous owner.

3.23. In the section "Accounting for the operation of a self-propelled machine", the worked hours or kilometers traveled by the machine are entered, depending on the availability of an hour meter or a speedometer provided for by the design of the machine.

3.23.1. In the line "By the time the passport was issued, engine hours (kilometers) have been worked out (passed)" data on the used machines are entered.

3.23.2. Accounting for the operation of a self-propelled vehicle of the owner who is a legal entity is affixed on the basis of accounting data for the past year and the readings of the hour meter or speedometer and is certified by the signature of the responsible person, as well as the seal of the owner.

3.23.3. Accounting for the operation of a self-propelled vehicle of an owner who is an individual is affixed on the basis of the readings of the hour meter or speedometer for the past year and is certified by a signature.

3.24. The section "Information on the replacement of numbered units" is filled in on the basis of documents confirming the ownership of the replaced unit, after the inspection of the machine by the state inspection engineer of the state technical supervision.

3.24.1. The column "Name of the unit" indicates the characteristics of the unit, determined by its design features and purpose. For example: "Engine", "Rear Axle", "Gearbox". If the unit has been assigned a brand, model, consisting of a brand name and an assigned digital or mixed designation, then they are indicated after the name. For example: "YAMZ24OBM", "D-4601", "D12A-525".

3.24.2. Column "N of the unit" indicates the serial number of the unit assigned by the manufacturer.

3.24.3. The column "Date of replacement" indicates the day, month, year of replacement of the unit.

3.24.4. In the column "Signature of the state engineer-inspector and the seal of the inspection of the state technical supervision" the signature of the state engineer-inspector of the state technical supervision, who made the necessary changes and inspected the machine, is affixed, which is certified by the seal of the corresponding state inspection of the state technical supervision.

3.25. In the column "Special marks" all information about the change in registration data shall be entered, except for the replacement of numbered units. For example: changing the place of residence of the owner within the service area of \u200b\u200bthe state inspection of state technical supervision, changing the name, changing the color of the car, changing the design of the car, etc. Duplicate passports must indicate the grounds that served for the issuance of the passport and series, number, date of issue of the originals.

3.25.1. The procedure for filling in the columns "Date" and "Signature of the state engineer-inspector and the seal of the inspection of state technical supervision" is carried out in accordance with clauses 3.24.3 - 3.24.4 of these Regulations.

3.26. When issuing passports or their duplicates for registered cars in the state inspectorate of state technical supervision, the first and second pages of the passport and the lines on the registration of the car are filled in.

4. Organization of production, delivery, sale and disposal of passports

4.1. The production of blank passports is carried out by legal entities regardless of their organizational and legal form, as well as by individual entrepreneurs licensed by the Ministry of Agriculture and Food of the Russian Federation for the manufacture of this type of special products). The issuance of licenses is carried out by Gostekhnadzor of Russia in the prescribed manner.

Information about changes:

4.2. The delivery of passports is carried out on the basis of contracts between state inspections of state technical supervision of constituent entities of the Russian Federation, customs authorities of the Russian Federation with licensees.

4.3. Glavgostekhnadzor of Russia at least once a year sends a representative to inspect the licensee's production and periodically monitor compliance with the conditions specified in the license, or entrust this work to the state inspectorates of the state technical supervision of the constituent entities of the Russian Federation at the place of manufacture of passports.

4.4. The provision of machine manufacturers with blank passports is carried out by the state inspectorates of the state technical supervision corresponding to their location, which at least once a year monitor the observance of the established procedure for issuing and issuing passports by machine manufacturers.

4.5. Determination of the amount of fees associated with the issuance of passports is carried out in the manner prescribed by the Regulation on state supervision of the technical condition of self-propelled vehicles and other types of equipment in the Russian Federation, approved by the Resolution of the Council of Ministers - Government of the Russian Federation of December 13, 1993 N 1291 (Collection of acts President and Government of the Russian Federation, 1993, N 51, art. 4943).

4.6. State inspectorates of state technical supervision, customs authorities of the Russian Federation and enterprises - manufacturers of machines that issue passports are obliged to ensure their safety. Accounting and inventory of stored passports are carried out in the manner prescribed for other material values \u200b\u200band documents of strict reporting. Information on the receipt and expenditure of passports based on the results of work for the year is submitted by the state district (city) inspectorates of the state technical supervision to the relevant inspectorates of the constituent entities of the Russian Federation, and the latter to the Glavgostekhnadzor of Russia along with the annual report. The data on the movement of special products are entered in the sections of the logbook for the receipt and issue of special products, which are provided for by the Registration Rules, corresponding to each type.
