Upon completion of the procedure, the car owner is issued a diagnostic card with a conclusion about the possibility or impossibility of operating the vehicle. If everything is in order, a maintenance ticket (or an international maintenance certificate) is issued.

The number of procedures that a car undergoes at a maintenance station has increased slightly (due to the detailing of a number of them). Those that are not directly related to the safety of the machine are excluded. For example, the presence of a first aid kit and the operation of the speedometer and tachograph are not checked. At the same time, a noise level check of the exhaust system is introduced.


Rules technical inspection vehicles

(approved by Decree of the Government of the Russian Federation of December 5, 2011 No. 1008) takes effect on January 1, 2012.

I. General provisions

1. These Rules establish the procedure for the provision of technical inspection services, including assessment of the conformity of vehicles (including their parts, items additional equipment) mandatory requirements safety of vehicles in operation, carried out in the form of technical diagnostics, in order to allow vehicles to participate in road traffic in the territory Russian Federation and in cases provided for international treaties Russian Federation, as well as beyond its borders.

2. These Rules do not apply to relations related to the technical inspection of urban ground vehicles electric transport, vehicles registered by the military automobile inspections or federal motor vehicle services executive branch, in which federal law provides military service, vehicles of bodies carrying out operational investigative activities, as well as tractors, self-propelled road-building and other machines that have an internal combustion engine with a volume of more than 50 cubic centimeters or an electric motor with a maximum power of more than 4 kilowatts, trailers for them and which are registered by the bodies carrying out state supervision for technical condition self-propelled vehicles and other types of technology.

3. Requirements (including parameters) for vehicles during technical inspection individual categories, are given in Appendix No. 1.

4. When conducting a technical inspection, the requirements regarding the presence of structural elements to be inspected that were not provided for on the vehicle at the time of its release into circulation are not applied to vehicles, provided that no changes are made to its design in terms of these elements and the units containing them. and units.

5. Technical inspection is carried out by technical inspection operators accredited in in the prescribed manner for carrying out technical inspection in the field of accreditation corresponding to the categories of vehicles provided for in Appendices No. 1 and 2, as well as by organizations specified in Part 7 of Article 32 of the Federal Law "On Technical Inspection of Vehicles and on Amendments to Certain legislative acts Russian Federation" (hereinafter referred to as technical inspection operators).

6. Technical inspection is carried out at on a paid basis in accordance with the agreement on technical inspection concluded by the owner of the vehicle or his representative, including a representative acting on the basis of a power of attorney executed in a simple in writing(hereinafter referred to as the applicant), and the technical inspection operator according to the standard form the said agreement, approved by the Ministry economic development Russian Federation.

7. The amount of the fee for carrying out a technical inspection and the amount of the fee for conducting a repeat technical inspection, which is determined by the volume of work performed, are established by the operator of the technical inspection and cannot exceed size limit, established by the highest executive body state power subject of the Russian Federation in accordance with the methodology approved Federal service according to tariffs.

8. Technical inspection operators ensure that the text of the Federal Law “On Technical Inspection of Vehicles and on Amendments to Certain Legislative Acts of the Russian Federation”, these Rules, reference information ( including the addresses of the technical inspection operator and the technical inspection point, telephone numbers, addresses email, website addresses of the technical inspection operator on the Internet), up-to-date information about the operating hours of the technical inspection point, information on the amount of fees for technical inspection services, a list of documents required for passing the technical inspection, copies of the accreditation certificate (except for organizations specified in Part 7 of Article 32 of the Federal Law “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation”), standard form agreement on technical inspection, and also provide the opportunity pre-registration for technical inspection.

II. The procedure for providing services for technical inspection

9. To conduct a technical inspection, the applicant applies to any technical inspection operator at any technical inspection point, regardless of the place of registration of the vehicle and presents the vehicle and following documents:

A) identification document and power of attorney (for the representative of the owner of the vehicle);

B) vehicle registration certificate or vehicle passport.

10. If the applicant fails to provide the documents specified in paragraph 9 of these Rules or the vehicle does not comply with the data specified in the documents containing information allowing to identify this vehicle, the technical inspection operator refuses to provide the applicant with technical inspection services.

11. If the vehicle matches the data specified in the submitted documents, and after its identification, this vehicle is allowed to carry out technical diagnostics.

Before the start of technical diagnostics, the applicant makes payment for the services provided under the technical inspection agreement, which confirms the conclusion of the specified agreement.

12. Technical diagnostics carried out by a technical expert who is an employee of the technical inspection operator and is responsible qualification requirements, established by the Ministry of Industry and Trade of the Russian Federation.

13. Technical diagnostics are carried out using visual, organoleptic control methods and (or) using technical diagnostic tools, including mobile vehicles.

Basic technical specifications and lists of technical diagnostic tools are approved by the Ministry of Industry and Trade of the Russian Federation.

14. The duration of technical diagnostics of vehicles of certain categories is given in Appendix No. 2 to these Rules.

15. Upon completion of the technical diagnostic procedure, the technical inspection operator prepares and issues to the applicant a diagnostic card in the form in accordance with Appendix No. 3, containing a conclusion on the possibility or impossibility of operating the vehicle.

The rules for filling out a diagnostic card are established by the Ministry of Transport of the Russian Federation.

16. When issuing a diagnostic card to the applicant containing a conclusion on the possibility of operating the vehicle, the technical inspection operator draws up and issues to the applicant a technical inspection card or an international technical inspection certificate.

When issuing to the applicant a diagnostic card containing a conclusion on the impossibility of operating the vehicle, a technical inspection coupon or an international technical inspection certificate is not issued and such vehicle is subject to repeated technical inspection, carried out in the manner prescribed by these Rules, with the features established by Article 18 of the Federal Law " On the technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation."

The place for installing the state registration plate must be a flat vertical surface and must be located in such a way that the state registration plate is not blocked by the structural elements of the vehicle. At the same time, state registration plates must not reduce the angles of the front and rear overhangs of the vehicle, cover external light and signaling devices, or protrude beyond the side dimensions of the vehicle.
The state registration plate must be installed along the axis of symmetry of the vehicle or to the left of it in the direction of movement of the vehicle
