Preparatory procedure

The issuance of an order for encouragement precedes a submission for encouragement, drawn up in any form. The immediate superior of the awarded employee indicates in the memo:

  • personal information about the person being promoted (full name, division, position, personnel number);
  • data on length of service, career movements, achievements, awards;
  • characteristics of personal and business qualities.

Which form to use for the order?

Resolution of the State Statistics Committee of the Russian Federation dated January 5, 2004 No. 1 approved unified forms for many internal acts necessary in the economic work of an organization. Among them are forms No. T-11 and T-11a for awarding bonuses to employees.

Since 2013, these forms have ceased to be mandatory. The organization has the right not to use the proposed forms, but to issue acts on additional incentives in free form or develop its own templates.

How to write an order correctly

  • name of the organization in which it was published;
  • details: number and date;
  • FULL NAME. the employee or employees receiving bonuses, their personnel numbers, positions and structural units;

Monthly bonus order

In addition to one-time incentives, the employer has the right to issue orders for periodic bonuses. When to issue a bonus order

Each enterprise has the right to develop a bonus system independently; it is enshrined in a local act, for example, in the Regulations on Bonuses. With an established bonus system, the employer is obliged to comply with the established procedure for paying incentives. If this is not done, he may be subject to administrative liability.

A bonus order refers to an administrative document on the basis of which payments will be made. Before issuing such an order, you must:

  • create lists by divisions of the organization;
  • check compliance with all bonus conditions;
  • agree and clarify the amount of bonus payments with the head of the department for each employee from the presented list;
  • submit the final bonus order for signature to the head of the organization.

Is it necessary to issue a monthly bonus order for an employee if bonuses are provided for in the employment contract?

If a unified form No. T-11 is used for an order for a bonus, it must be drawn up monthly. This is due to the fact that in section one of the instructions, which were approved by the Decree of the State Statistics Committee of Russia dated January 5, 2004 No. 1, when filling out the form there are no transfers of those types of premiums for the payment of which this order form is drawn up. Accordingly, an order for bonuses for employees is issued for any incentive and incentive payments.

It must be taken into account that there is another point of view on this issue. An order in form No. T-11 (or No. T-11a) should be drawn up only when paying one-time bonuses for high performance indicators. This interpretation of the issue is due to the fact that the instructions for filling out the relevant order forms state that the document is used to process incentive payments for success in work.

Form No. T-11a. Order on encouraging employees

Monthly payments are stimulating. They are not incentives; they are part of the remuneration system and are issued on a regular basis. If the instructions are interpreted literally, we can conclude that it is not necessary to issue an order in a unified form for monthly incentive payments. Currently, instead of forms No. T-11 and No. T-11a, forms based on independently developed samples can be used. Each organization has the right to determine not only the form of orders, but also the procedure for issuing them, enshrining the established rules in a local legal act. This is indicated by the provision of Article 8 of the Labor Code of the Russian Federation.

Types of orders for bonuses for employees

The procedure for rewarding an employee in general consists of the following stages:

  • the head of the department draws up a memo addressed to the employer with a proposal to reward (incentivize) the employee or employees of his department;
  • the employee’s candidacy is supported or rejected by a decision of the trade union body of the enterprise (as a rule, the visa of the chairman of the trade union committee is immediately affixed to the memo);
  • the head of the organization reviews the candidacy and puts a resolution on the memo, approving or rejecting the proposal;
  • Based on a positive decision, the HR employee prepares an order and submits it to the manager for signature;
  • after signing, the order is registered, and the employee is invited to familiarize himself with it under his signature;
  • gratitude is announced (the gift is presented) publicly at a meeting of the enterprise’s employees. The bonus is paid either directly on a holiday, or along with the next salary.

Normative base

The procedure for encouraging personnel (including bonuses) is regulated by labor legislation, namely Art. 135, 191 Labor Code of the Russian Federation.

Let us note that incentives, including financial ones, are not an obligation, but only a right of the employer. That is, neither the length of service nor the merits of an employee can oblige the employer to pay him a bonus or award him a certificate.

The order form for employee incentives T-11 and T-11a was approved by State Statistics Committee Resolution No. 1 dated January 5, 2004, however, from January 1, 2013, the use of forms is no longer an obligation. The employer can develop a form that is convenient for him.

The organization must have a Regulation on incentives (bonuses) for employees, which must be brought to the attention of the employee against his signature. The procedure for issuing incentives may also be stipulated in other local regulations, for example, in the Internal Labor Regulations.

Drawing up a document

An order to reward employees, if a free form is used, must be issued on the organization’s letterhead, as a regular administrative document. When using form T-11 (T-11a), all data is entered into existing sections.

The document should have the following structure:

  1. name, date, registration number (assigned after signature by the manager);
  2. data of the employee (employees) in respect of whom or for whom the order was drawn up: personnel number, full name, structural unit, position held;
  3. basis (reason) for promotion (for example, “in honor of the 50th anniversary of the founding of the enterprise”);
  4. type of award (prize, honorary title, etc.). The amount of monetary reward is indicated in numbers and words;
  5. basis for nomination for award (memorandum from the head of the unit, opinion of the trade union cell, etc.);
  6. signature of the head of the enterprise.

On the document or on the corresponding sheet (in the journal) of familiarization with administrative documents, the employee must put the mark “read the order”, date and signature.
