Note : it is possible that the duration of the subsidy will be extended, but at the moment there is no information about this.

Conditions for receiving a grant

Preferential mortgages for large families are provided only if a number of conditions are met, to which the legislation includes the following:

  • The birth of the second (third child) in the period from January 1, 2018 to December 31, 2022 inclusive.

If the child was born outside the specified time period, the family will be denied the benefit.

  • Buying an apartment in the primary market.

A loan at 6% per annum will be available only to those families who have decided to purchase a new building. For housing purchased on the secondary market, the subsidy will not be provided.

  • Payment of at least 20% of the cost of housing from own funds.

Providing a subsidy in the form of a reduction in the interest rate on a mortgage is possible only if the borrower pays at least 20% of the cost of housing. At the same time, the legislator separately pointed out the possibility of using maternity capital funds, the employer and other subsidies received from the federal, regional or local budgets when paying.

  • The value of real estate is not more than the established limit.

Preferential mortgage loans for families with children will be provided only on the condition that the cost of housing for Moscow, the Moscow Region, St. Petersburg and the Leningrad Region will not exceed 8 million rubles. For other regions, the cost of a new building should not exceed 3 million rubles.

Note: experts suggest the possibility of increasing the limit on the cost of housing to 10 million rubles. for residents of Moscow, St. Petersburg and their regions.

  • Conclusion of an insurance contract.

One of the conditions for obtaining preferences for lowering the interest rate on a housing loan is the execution of personal insurance contracts and insurance of a real estate object (after registration of ownership of an apartment).

  • Citizenship of the Russian Federation.

Only citizens of the Russian Federation can take advantage of the preference. Citizens of other states will be denied a subsidy.

  • Payment of monthly payments in equal amounts.

Preferential mortgages for families with 2 or more children will be provided only if the loan or loan is repaid in equal monthly (annuity) payments during the entire loan period (except for the first and last months).

  • Registration of a loan in a credit institution participating in this program.

Registration of a preferential mortgage rate will be possible only in those banks that apply for participation in the program no later than 30 days from the date of entry into force of Resolution No. 1711. Let us recall that the date of entry into force of this document is January 17, 2018.

Even if a family has taken advantage of the benefit for the birth of a second child and paid a loan at a rate of 6% for 3 years, they will be able to extend the benefit for another five years if they give birth to a third child before the end of the program.

The expiry date of the preference

  • 3 years at the birth of a second child in the period from 2018-2022.
  • 5 years at the birth of the third in the specified period.

An example of calculating the duration of the benefit

The second child is born in the family in 2018. 3 years from the date of birth of the baby, the family has the right to pay a mortgage at a rate of 6% per annum. The third child is born in 2020. Despite the fact that the benefit has expired (3 years from the date of birth of the second child), the family can apply the reduced rate for another five years (from the date of birth of the third child).

For families who already took out a mortgage before 2018 or had a baby during the program period:

The essence of the preferential mortgage program in this case is that the family for some time (more on this below) will make contributions to the mortgage loan at the rate of 6% per annum. Interest will be paid by the state.

For example, if a bank offers a loan at 11% per annum, then you pay 6%, and the budget will pay the remaining 5% for you.

Will the benefit be valid for the entire period for which the loan is taken?

No, the state will not always help you with a mortgage. In the event that you have a second child, the benefit will apply three years after the start of payments or after the start of the refinancing period. If the child is the third, then state support will continue already five years.

Please note that in total you can receive a benefit in this way for eight years. This is not allowed at all. Just an example - your second child was born on July 1, 2018, and on September 1, you took out a preferential mortgage at 6 percent. For three years, until September 1, 2021, the state will help you pay interest on a mortgage loan. Then the assistance should stop, but if around the same time, in August-September, you have a third child, the benefit can be extended for five years already thanks to his birth. In your case, the state will subsidize the interest on the mortgage until 2026.

However, you need to understand that since the state does not intend to subsidize your mortgage loan all the time, you need to be more careful in choosing a bank and loan conditions. Even if for the first 3-5 years you will not be very worried about the interest rate at which you took out a loan, after that the payment of interest will fall entirely on you, which you need to remember now.

Are there any restrictions on the cost of new housing

Eat. The program can only be used if the housing you have taken on a mortgage costs no more than three million rubles. For Moscow, St. Petersburg, Moscow and Leningrad regions, the amount is higher - eight million rubles. This is due to the high cost of real estate in these regions.

What if the interest on mortgages in Russia will decrease?

Indeed, in the last couple of years, there has been a decline in mortgage rates. So, in 2017, for the first time in history, the cost of mortgages fell on average across the country to below 10%. Against the backdrop of record low inflation and the constant reduction of the key rate by the Central Bank (and the interest on any loans directly depends on it), it is reasonable to expect standard mortgage rates to remain at the same 6 percent in the coming years if this trend continues.
