The current regulation provides for the following terms for replacing an identity document that has become invalid:

  • For citizens who are registered at the place of residence in the region, which is serviced by the FMS, where the application is sent, the period for replacing the passport does not exceed 10 days;
  • For persons who have a temporary registration, or are not registered at all in a settlement served by the FMS branch to which the application is submitted, the time required to replace an identity document can be up to 30 days.

An employee of a migration service unit who has accepted an application and a package of documents required to replace an invalid passport of a citizen of the Russian Federation is obliged to inform the applicant about when it will be possible to return to the state agency and receive a new passport.

If necessary, the FMS employees can issue a certificate confirming the fact that the documents to replace the passport have been submitted. An alternative option can be a temporary certificate of Form No. 2P, for which a citizen must additionally submit one photo measuring 35x45 mm.

After receiving a new document, the temporary certificate is returned to the workers of the migration service.

Russians have the opportunity to submit an application and accompanying papers throughout the entire working day. Also, the migration service works on 1 and 3 Saturday of each month, excluding the dates of official holidays. Monday following work Saturday is a day off.

All the nuances mentioned above are in the Regulation, which is mandatory for all departments of the migration service. In case of violation of any of them, a citizen has every right to insist on compliance with the established norms, or contact the higher management of the structure to file a corresponding complaint.

Practice has a number of reasons why FMS employees may not accept documents for a replacement passport.

These include:

  1. incorrect execution of an application for the replacement of an identity document;
  2. the applicant has no documents;
  3. there is no confirmation of payment of the state duty;
  4. the number and size of photos differ from the accepted standards;
  5. documents submitted in another language lack translation;

If there really is at least one of the listed reasons, the service employee may refuse to accept papers until the violations are eliminated.

For a number of reasons, FMS employees may refuse to issue a valid document of a citizen of the Federation.

These include:

  • The applicant is a citizen of another country;
  • The information provided in the application is unreliable;
  • There is no information confirming the fact of payment of the state duty.

Each of the above reasons is a valid reason for refusing to exchange a passport. A detailed interpretation of the revealed violation is made at the request of the employees of the FMS. In accordance with the Regulations, refusal to replace a document may not be accompanied by a full explanation.

Replacement of a passport upon reaching the age of 45
