Obligation to conduct pre-trip and post-trip medical examinations drivers are enshrined in the Federal Law "On Road Safety" (No. 196-ФЗ dated 10.12.1995). According to it, all individual entrepreneurs and legal entities carrying out activities related to the operation of transport are required to conduct pre-trip, post-trip, as well as current medical examinations. The perpetrators can be sentenced to a large fine (up to 200,000 rubles or 18 times the convicted person's salary). In addition, they can be sent to correctional labor for up to two years, or even imprisoned for up to a year. If, God forbid, a person dies as a result of an accident, the perpetrators will be imprisoned for up to three years. Moreover, the law does not provide for another, milder punishment (for example, in the form of a fine) for this crime.

It is important to remember that if criminal liability for an improper or not carried out medical examination threatens only after the onset of grave consequences, then, under the administrative article, sanctions can be imposed at any time if the regulatory authorities reveal any violations. In this case, it does not matter at all whether any consequences have come or not. The mere fact of the improper organization of the medical examination of drivers for the controlling organizations will be sufficient grounds for making a decision.

Generally, organization of pre-trip medical examinations- the task is very difficult and time consuming, involving great responsibility. New procedure for pre-trip medical examinations approved
On May 1, 2015, the order of the Ministry of Health of Russia dated December 15, 2014 No. 835n came into force, which approved the procedure for conducting pre-shift, pre-trip and post-shift, post-trip medical examinations.

Inspection of the driver before the flight, as a rule, means conducting a conversation with the driver about his state of health. In this case, one should pay attention to the behavior and mental state of the driver. Indicators are no less important:

  • temperature;
  • blood pressure;
  • heart rate.

The doctor conducts a visual examination, not forgetting to pay attention to residual or obvious signs of the use of alcoholic beverages or drugs.

If the above mentioned signs are detected, it is necessary to conduct a laboratory examination and instrumental, as well as to exercise control of sobriety.

How is sobriety control done?

One of the most important indicators of a driver's examination is his sobriety, because a significant number of accidents occur due to violation of this rule. Therefore, carrying out pre-trip inspections necessarily involves monitoring the driver's sobriety.

The doctor pays attention, first of all, to the following factors:

  • strong smell of alcohol;
  • the driver's behavior is suspicious, there is a violation of the reaction;
  • rapid pulse;
  • speech disorder;
  • the reaction of the pupils is abnormal.

The doctor analyzes the exhaled air. In case of suspicion of or the presence of drugs in the body, urine should be taken for analysis. This procedure is carried out using an express test. It is prohibited to take blood for analysis. A popular method of testing sobriety is walking in a straight line, making sharp turns, or lifting an object off the floor.

If there is a suspicion of the presence of alcohol or drugs in the driver's body, and he does not agree with this, it is necessary to send him for an examination.

If the driver is clearly intoxicated, if he refuses the examination, it is necessary to draw up an act of his drunkenness during working hours. in duplicate. One remains with the medical worker, and the other is handed over to the head of the enterprise. This fact, by the way, may be grounds for dismissal.

At-risk groups

At the time of the pre-trip examination, most attention is paid to persons who often have the following deviations from the norm:

  • high temperature;
  • frequent colds;
  • the presence of chronic diseases;
  • alcohol abuse;
  • there was the use of drugs, which include;
  • the use of drugs for regular therapy.

All these indicators are recorded in the journal. Drivers with such health problems or with alcohol are included in the "risk group", this also includes people over 55 years old.

Not allowed to work

The driver may not be allowed to drive if such deviations are detected:

  • signs of exacerbation of chronic diseases;
  • increased body temperature;
  • loss of strength.
  • headache or toothache;
  • a strong or very weak heartbeat;
  • high blood pressure;
  • clear signs of alcohol intoxication or drug exposure;
  • taking medications that slow down the reaction.

If you suspect the presence of alcohol or drugs in the blood, sobriety control is carried out, which we talked about earlier.

If signs of exacerbation of chronic diseases are found, then the driver is sent to the hospital to see a specialist. He confirms the driver's disability and writes him a sick leave. Otherwise, if the doctor does not see any signs of illness, he issues a certificate that the patient is healthy and can work.

The data of drivers who have chronic diseases are recorded in a separate log, in addition, cards are entered on them. The health worker annually draws up lists indicating the diagnosis of such people and recommendations for admission to work. If we usually undergo a medical examination once a year, then for this category this is shown every six months, depending on the state of health.

Post-trip inspection

Post-trip inspection primarily disciplines employees. Knowing about him, the driver will not drink alcohol, realizing that at any moment he can be checked.
