Why you need an Individual Retirement Account

Russia has had a system of mandatory pension insurance for a long time. A unique account has been created in the unified PFR database - SNILS, consisting of a set of 11 digits (the first nine of which are the number of the account itself, the last two are used to confirm transactions). It is needed for:

If, among other documents, the employer does not require SNILS, this may mean the informal nature of employment or a predictable refusal to hire (for example, when a probationary period is first established).

In addition, he may be asked to provide:

  • in state bodies of social protection for the calculation of payments (for example, the preferential category of citizens, large families, etc.);

  • when registering on a single portal of public services;
  • when rendering medical care of a different nature (including when applying for subsidies for medicines, sanatorium treatment for adults and children);
  • at the disposal of maternity capital funds;
  • for the child's admission to preschool and school educational institutions;
  • with participation in special state programs to improve the living standards of the population (for example, the mortgage programs "Young Family");
  • for issuing a single electronic card (its introduction as an alternative to many documents is planned for 2017-2018).

The personal account number registered with the FIU is unlimited and never changes. An account can only be closed in connection with the death of its owner.

We add that the light green card itself, on which the insurance number of the personal account is written, is called the insurance certificate of compulsory pension insurance (SSOPS).

How to get SSOPS for a citizen of the Russian Federation

To make SNILS, you do not have to stand in line and spend a lot of time on it. This procedure is absolutely free and is included in the list of standard public services. Sometimes citizens, due to religious beliefs, deliberately refuse to receive a certificate of the insurance number of their personal account - the law allows this, making an exception.

For working citizens, the most acceptable way to issue SSOPS is to contact the FIU through their employers. In such cases, representatives of the organization where the applicant works are responsible for the accuracy of the submitted personal data. If the employee did not have time to receive the document and quit, then the employer must take measures to preserve it by notifying the owner by mail. At the same time, any citizen, regardless of employment, can deal with this issue on their own.

Documents for obtaining SNILS

You need to select the territorial branch of the Pension Fund, which refers to your place of registration (if there is none, then the place of residence, place of work). You need to have a passport with you, in which your personal data will be verified with those filled in on the form.

In the absence of a civil passport, the documents required for identification when applying for SNILS may be:

In addition, you can apply for an insurance number at any MFC within the region of residence, regardless of the area where the applicant is registered.

The law does not prohibit applying to the FIU or the MFC for obtaining an insurance account number by proxy certified by a notary.

When to pick up the document?

Later three weeks after application you can come to get SNILS. In the same period, the employer will also receive it, if there was no personal appeal from the citizen. The employer, in turn, is obliged to transfer the received document to the account holder within 7 days.

How to get SNILS for a child and why does he need it?

We have already written that a green card-certificate of pension insurance can and should be issued not only to a working person, but also to a child. It is better to deal with this issue without delay, immediately after the birth of the baby.

Who can receive?

  • To issue SNILS, a newborn will need to contact the FIU to one of the parents.
  • In some schools and kindergartens, the employees of these institutions are engaged in registration, who collect questionnaires and copies of passports from parents, after which they provide all the documents to the FIU in a general package.
  • If the child is already 14 years old and has a passport, you can do without parents and apply to the Pension Fund on your own.

Is SNILS issued to a foreigner?

A foreign citizen should obtain the named document, regardless of the length of stay in the territory of Russia and the period for which the labor contract is concluded. Thus, our state enables migrants to fix the period of work, the amount of accrued wages and mandatory contributions for the formation of a pension.

Documents for registration should be submitted to the PFR department located at the place of work (as well as in the case of Russian citizens, you can also contact the employer with this question):

  • any identity document (it can be a foreign passport, international passport, refugee certificate, etc.);
  • temporary residence permit or residence permit (we clarify that information about the presence of a residence permit is not needed, since it does not matter whether a foreigner has permanent or temporary registration in the territory of the Russian Federation).

In some cases, they may be asked to provide a patent and a migration card, as well as a notarized translation of the "native" passport.

Lost certificate of insurance number

If there has been a loss, damage or theft of SNILS, you must immediately take measures to restore it. You do not need to perform any special actions (call the hotline, report to law enforcement agencies, etc.), because you have only lost your green card.

The identification number of the personal number of the insurance account cannot be lost - it is assigned once and cannot be cancelled. You can get a duplicate within a month.

You need to submit an appropriate application to the FIU department, where you originally applied for receipt. In the application form ADV-3, you should indicate the circumstances of the loss (theft, loss, damage, etc.), write your personal data and a request for a duplicate.

The same application can be sent to the employer (for example, to the personnel department of the company), then the employees of the organization where the citizen works will take care of the restoration procedure for the employee.

If personal data has changed

In cases where a change of surname has occurred, it is necessary to replace the SNILS certificate. We are talking not only about registering a marriage, but also in other cases (of one's own free will when applying to the registry office, when adopting, establishing paternity, etc.). In addition, you will need to get a new green card of the insurance number if you have changed:

  • name, fatherland;
  • date or year of birth (for example, if a new birth certificate of a child was received due to a technical error);
  • citizenship.

With an application to change your data (form ADV-2), you should contact the Pension Fund of the Russian Federation, attaching a previously issued insurance certificate. In addition, you should have with you a document on the basis of which there was a change in personal data (for example, a certificate of marriage or divorce) and a new passport (it should already contain a new surname). If the citizen who changed his surname does not apply to the FIU, errors may occur in the calculation of insurance premiums, in determining the length of service, and in calculating the monthly pension provision.

SNILS (Insurance number of an individual personal account) for a foreigner is a document that provides an opportunity to receive public services and ensures social security. Where do SNILS for foreign citizens

The procedure for obtaining this document is carried out at the regional branch of the pension fund of Russia at the place of residence or registration. You can apply for SNILS either on your own or through your employer, i.e. the number is issued directly to the employee at the request of the boss.   • According to Law No. 115-FZ, a citizen registering in the compulsory insurance system should not be classified as highly qualified specialists.

How long does it take to receive SNILS?

Before a foreign citizen receives SNILS, you will need to wait a certain time after submitting the documents. These terms may vary depending on which method of obtaining SNILS a foreign citizen liked:
  • When ordering a document on your own in the PF department, the production period established for all is about 3 weeks.
  • If the registration of SNILS is implemented through the employer, then you will have to wait a little longer. Who handles the paperwork

Depending on age and social status, different categories of citizens must issue SNILS.

Required documents for obtaining SNILS

If a person applies for SNILS for the first time, then only two documents need to be presented:

  1. An identity document (most often a passport is used for this).
  2. An application filled out in the ADV-1 form, which a citizen can receive at the PF department itself.

However, if we are talking about a child under 14 years old, then his legal representatives apply to the department, then the list will be slightly different:

  1. An identity document, this time of a legal representative (parents or guardians), since passports in the Russian Federation are issued after a person reaches the age of 14.
  2. Birth certificate of the person in whose name the SNILS certificate is issued.

If a citizen does not personally deal with the issue of obtaining a certificate, but acts through the employer or the administration of an educational or educational institution, then the personnel department must also submit an inventory of the documents that they received from the person.

If the document is issued for a foreign student, and the identity document is filled out in a foreign language, then a translation of these data must also be provided, however, it is important that the translation is notarized. Previously, the registration of SNILS was permissible only for those citizens with whom an employment contract was concluded for a period of at least 6 months, now the legislation allows obtaining a certificate, regardless of the term of the concluded contract.

Application for obtaining SNILS


When filling out an application for a certificate, you must specify the following data:

  • Full name of the citizen for whom SNILS will be registered.
  • Gender identity.
  • Place and date of birth.
  • Citizenship of a citizen.
  • Place of registration.
  • The address of the actual place of residence (if it does not differ from the official one, the information of the previous field is simply duplicated in this field).
  • A phone number where the applicant can actually be contacted.
  • Data of the presented document that identifies the person.
  • The date the application was completed.

If SNILS is issued for children under the age of 14, then the signature is put by his legal representatives. If the personnel department is engaged in registration, and the citizen himself, for various reasons, cannot personally sign the application, then the reason is also indicated when submitting documents to the PF.

The entire document is filled out in neat, legible handwriting, in block letters. It is acceptable (and even desirable) to fill out on a computer, sometimes the PF employee himself fills out the application.

Why do you need a personal account from the PFR

It is a laminated card of a light green hue, with information written in black on the front side:

  • directly individual number.
  • Name of the owner;

If minor representatives of our country have an insurance number of an individual personal account, then this enables children:

Obtaining SNILS by an adult citizen

Submission of documents for obtaining SNILS takes a little time. Registration of the insurance certificate lasts 3 weeks (21 days) from the date of application to the authorized body. Payment of state duty is not provided - the procedure is free.

Using the portal of public services for registration

A convenient portal provides a huge range of public services. Through this site it is possible to receive various certificates, leave appeals, apply for international passports.

However, it is impossible to receive a personal account through this portal of the State Services. This is due to the fact that the issuance of an insurance certificate is accompanied by the transfer of confidential information. Only PFR departments, MFCs and registry offices can receive such information.

Important! There are currently no other ways to submit initial data and obtain a certificate.

Foreign citizenship and SNILS


Foreign citizens who get a job in the regions of the Russian Federation can receive an insurance certificate.
The exception is qualified professionals. This category of workers is defined by Russian legislation.

To receive it is necessary:

Application for SNILS: filling rules

The application for obtaining SNILS, or the questionnaire of the insured person, is filled in by the applicant citizen with his own hand in block letters.

If the documents are submitted by the employer, then the application can be filled out, for example, by the personnel service. In some regions, the applicant, when applying independently, is not required to fill out an application for obtaining SNILS - it is filled out by an employee of the Pension Fund department on a computer.

The application must be certified by the signature of the citizen. If there are circumstances due to which the applicant cannot sign on the form (for example, being on a business trip for more than 1 month), then the employer must indicate these reasons when submitting documents.

For children under the age of 14, their parents or legal representatives sign.

What does it take to get SNILS for a foreign citizen?

To obtain SNILS, foreign citizens must simultaneously comply with 2 conditions:

  1. So that foreign citizens (or stateless persons who are temporarily on the territory of the Russian Federation) have an employment contract concluded for a period of at least 6 months or an open-ended contract.
  2. Citizens should not be classified as highly qualified specialists.

Another feature concerns filling in the questionnaire of the insured person: the information contained in it must match the information from the identity document of a foreign citizen. If this document is in a foreign language, then the Pension Fund needs its notarized translation into Russian.

But since 2015, the legislator has been expanding the category of foreign citizens who may qualify for SNILS: now they will include all foreign citizens and stateless persons who temporarily reside on the territory of the Russian Federation, regardless of the term of the employment contract concluded with them.

A little more about SNILS

SNILS is the personal account number of a citizen insured in the pension insurance system.

This number is individual and unchanged throughout the life of a citizen. It consists of 11 digits, 9 of which are the number, and the last 2 are the control number.

SNILS is on the pension certificate. If for some reason you have lost your certificate, you must restore it (See Where and how to restore SNILS in case of loss? What to do if you lost SNILS?). But you can only lose the document - the number itself is forever assigned to you, so you will see all the same numbers in the received duplicate certificate. The same applies to the issue of the exchange of a pension certificate in connection with a change in personal data.

The pension certificate can be obtained/exchanged only at the branch of the Pension Fund at the place of residence. No other body is involved in the execution of this document. Moreover, it cannot be issued on the Unified Portal of Public Services - today such a function is not available for citizens of the Russian Federation.
