Features of obtaining SNILS for a child: what documents are needed


Since 2011, Russian legislation provides for the possibility of obtaining a certificate for absolutely all citizens, regardless of age. It is recommended to issue SNILS and for the child. What documents are needed and the features of the procedure will be considered in this article.

Since their parents or guardians act for minor children who have not yet reached legal age, the execution of SNILS for this category of persons has a number of features associated with this circumstance.

An adult needs SNILS, first of all, in order to be able to transfer insurance premiums from which a future pension is formed, but why might a child need it? In addition to the actual provision of pension insurance, this document is also needed for:

  • timely inclusion of its owner in the list of citizens who, by law, are entitled to the provision of benefits and social services; including their registration in electronic form on the website of public services;
  • simplifying the procedure for identifying a citizen in the system of interdepartmental interactions;
  • ensuring the ability to use state medical services in full (may be needed when obtaining an electronic coupon to see a doctor, obtaining benefits for medicines and specialized food for disabled children, free registration of vouchers for sanatorium-and-spa treatment for medical reasons);
  • receiving, in cases provided for by law, free baby food;
  • appointment of benefits, social pensions and other payments provided for by law;
  • receipt in the future of the funded part when it is inherited by the child;
  • presentation to kindergarten when registering a child;
  • preparation of documents and certificates;
  • transfer of insurance premiums in case of official (including temporary) employment of a teenager;
  • receiving a unified universal electronic card put into circulation since 2012, which simplifies the use of public services, which should replace most of the documents.

The child needs SNILS first of all in order to be able to fully exercise the right to benefits (primarily in the medical field) and simplify the execution of other documents.

What documents are needed to obtain SNILS for a child

One of his parents or legal representative (guardian) can apply for a SNILS card for a child. You must first prepare the necessary package of documents. His list currently includes:

  1. a document required to verify the identity of the parent or legal representative of the child (usually this is a civil passport);
  2. birth certificate of a child under 14 years of age (persons over 14 years of age have the right to apply for a pension certificate on their own, if their legal capacity is not limited);
  3. the ADV-1 questionnaire filled in and certified by the parent or legal representative of the minor (it can also be filled out by an employee of the PFR department upon presentation by a person acting in the interests and on behalf of the child, his birth certificate and his passport).

If a teenager has reached the age of 14 and has already received a civil passport, he himself can personally submit an application form for registration of SNILS, while presenting his passport.

The list of documents required for making a SNILS card for a child is not long: this is the passport of one of the parents or legal representative, the child's birth certificate and the ADV-1 questionnaire.

Where to get the ADV-1 form and how to fill it out

The form of the questionnaire of the insured person in the ADV-1 form is easiest to get by downloading it from the public services website. You need to go to the site, then on the loaded page it remains to find the block "What should I do?" (it has a rectangular shape with a darker background than on the rest of the page) and click on the "Fill in the questionnaire" button. After executing this command, the Word file with the questionnaire form will be downloaded to the hard disk in the download folder and it can be printed.

The form can also be obtained by contacting the PFR department directly.

The application must indicate:

  • FULL NAME. child;
  • gender of the child;
  • his date of birth;
  • the place where he was born;
  • what country is he a citizen of?
  • full address of the place of permanent residence;
  • type of document proving the identity of the child (up to 14 years old - birth certificate), its series, number and date when it was received, by whom this document was issued).

The application form must be completed in block letters. All entries must be legible, corrections and blots are not allowed.

At the end of the questionnaire, the person who filled it out must put the date of filling and personal signature. For a child whose age is less than 14 years, the questionnaire is filled out and signed by its parent, legal representative or guardian.

The ADV-1 questionnaire can be downloaded from the public services website or received directly from the PFR institution. It must indicate the personal data of the child and certify with his signature (this can be done by a parent or other person representing the legitimate interests of the child).

Ways to get SNILS for children

In order to make an application for the production of SNILS for a child, you must contact the territorial office of the PFR or a multifunctional center with a package of required documents. In the case of contacting the MFC, the application form can be filled out by its employee, after which the applicant will be asked to make sure that the information entered in the form is correct and put his signature. Then the MFC employee is obliged to transfer the questionnaire with the attached copies of documents to the FIU.

SNILS for a newborn baby

To make a document for a newborn baby, you first need to obtain a birth certificate for him at the registry office. Taking with you the child's birth certificate and the passport of the parent (or legal representative) acting in his interests, you can contact the local office of the FIU or the MFC and fill out the ADV-1 form. To speed up the application process, you can take a pre-filled questionnaire to the institution. You can download its form from the website of public services.

Since 2013, a rule has come into force, according to which the registry office is obliged to transfer information about all newborn children to the FIU. This allows you to significantly reduce the waiting time for issuing an insurance certificate. It is possible that the parent or guardian of the child will be able to receive SNILS directly on the day of applying to the FIU.

For older children who have not yet reached the age of 14, the procedure for issuing an insurance pension certificate is not fundamentally different from that described above, unless it is necessary to issue a child's birth certificate, since it has already been received earlier.

The personal presence of the child in whose name SNILS is issued is not required.

If a teenager, whose age is from 14 to 18 years old, for some reason has not yet received a SNILS certificate, he can personally apply to the FIU or MFC, taking with him the necessary documents. Instead of a birth certificate, a minor over 14 years of age will need to provide their passport. According to the norms of the Labor Code of the Russian Federation, from the moment of reaching the age of 14, a teenager has the right to be a party to an employment contract. In this case, he can transfer the documents for registration of SNILS to his employer, who will be obliged to accept them and send them to the FIU.

It should also be especially noted that the responsibility for issuing SNILS can be assumed by an educational institution (from a preschool education institution to a university) in which a minor is studying. In such an institution, its administration should appoint a responsible person whose duties include collecting the necessary documents from children and then applying to the FIU.

To obtain SNILS, the parent or legal representative of the child must apply to the FIU or MFC with the package provided for by law. In a number of regions, the educational institution where the child is studying can help to issue this document. Persons who have reached the age of 14 can obtain an insurance certificate in the same manner as adult citizens.

Is it possible to issue SNILS for a child via the Internet

Many believe that copies of documents and the ADV-1 form for obtaining an insurance certificate can be submitted via the Internet. This opinion is erroneous, it is currently impossible to order SNILS for a child (and for an adult too) via the Internet. This cannot be done even on the official website of public services. It only allows you to download the ADV-1 form for printing and filling out, but not filing an application for the production of SNILS.

The FIU takes the position that the transmitted documents contain confidential information, which is not safe to send over an unsecured Internet channel.

According to some reports, the issue of including the possibility to apply for registration of SNILS in the functionality of the public services website is currently under discussion. It is likely that the registration of SNILS via the Internet will become a reality in the near future, but for now, everything remains the same.

So, it is now impossible to get SNILS for a child via the Internet, but it is possible that such an opportunity will become available on the public services website in the near future.

How long does the procedure for issuing SNILS take?

Russian legislation establishes a requirement according to which the maximum duration of the period during which a SNILS card is issued should not exceed 21 days from the date of application. Usually, it takes so much time to process a document when an interested citizen contacts the MFC.

Making SNILS for a child

If the production of SNILS for a child is ordered directly at the PFR department, it will be ready no later than 14 days after the parent or legal representative applies to the institution. In practice, it can often be obtained much faster, already after 3-7 days from the date of submission of the application form with attached copies of the required documents.

Parents of newborn babies in some regions can receive SNILS for them already on the day they apply to the PFR unit at the place of registration (if they have a child’s birth certificate), since all the necessary information about the child has already been transferred by the registry office to the PFR in accordance with the new requirements domestic legislation.

When applying for registration of SNILS at the FIU or MFC, you should specify the date when the certificate will be ready, as well as indicate the method of notification of its readiness for issuance.

If documents are submitted through an educational institution, the insurance certificate will be ready within 14 days from the moment its representative presents to the FIU all the necessary documents that they previously collected from children.

If an officially employed teenager who has reached the age of 14 submits documents for obtaining SNILS through the employer, the insurance certificate can be collected within 4 weeks from the date of contacting the employer on this issue with the necessary documents (2 weeks for the employer to transfer documents to the FIU and 2 weeks for card making). The employer must notify the minor of his readiness.

The production of an insurance pension certificate card when applying to the FIU must be completed within 2 weeks, at the MFC - 3 weeks, and in case of contacting the employer on this issue (for employed minors over 14 years old) - 4 weeks.

Where to get a ready-made SNILS certificate for a child

Can be received:

  • at the FIU branch to which the corresponding application was submitted;
  • in case of applying for registration of SNILS at the MFC, it can be handed out there (there is such a possibility if there is a corresponding agreement between the local FIU and the MFC);
  • in an educational institution of preschool, secondary general, secondary specialized or higher vocational education, if the documentation for issuing an insurance certificate was collected from minors visiting it by a representative of this institution;
  • from the employer, if a minor citizen working under an employment contract applied to him for registration of SNILS (you must first clarify where to still receive the document - from the representative of the employer or at the local branch of the PFR).

Thus, the finished SNILS document can be picked up at the FIU or MFC, as well as at the employer's organization or educational institution, if the application for its execution was carried out through them.

Summing up, we emphasize once again that SNILS is strongly recommended to issue a child from birth, this will make it possible to use all the benefits and public services due to him in full, as well as facilitate the receipt of other documents.

To obtain it, one of the parents (or legal representative) must apply to the PFR department at the place of residence or to the MFC with their passport, birth certificate of the child and the completed ADV-1 questionnaire. A representative of the educational institution attended by the child can also collect the necessary documents and submit an application to the FIU. A minor who has reached the age of 14 can apply for SNILS on their own.
