Most of them are former officials in the construction business.

Elena Tofanyuk

All news agencies reported that the former head of the Moscow GUVD Vladimir Pronin, who was dismissed for Major Yevsyukov, became an adviser to the head of the Moscow construction complex, Vladimir Resin. But - not that there are dozens of such advisors. And certainly not about why they are the first deputy of Yuri Luzhkov.

In Moscow, volunteering to become advisers after dismissal is a tradition. Leonid Krasnyansky became Resin's advisor after his dismissal from the post of head of the Moscow City Investment Programs Department, and all the dismissed deputies of Resin held the same post: Chairman of the Board of Directors of the MonArch Concern Sergei Ambartsumyan, General Director of Termoservice Dmitry Skvortsov. All of them worked as deputy heads of the construction complex or as heads of departments, and after their resignation they all became advisers on a voluntary basis. The former head of the SPK Razvitie (owned shares of Glavmosstroy) Alexander Voronin can also be attributed to the same category of advisers, in whose circle they barely remembered his activities as an advisor.

But the institution of advisers allows Resin to keep various necessary people in close orbit. The head of SU-155 Mikhail Balakin, for example, was also once the deputy head of a construction complex and eventually became an advisor, and his company is building municipal housing at the expense of budget funds to this day. "Termoservice" builds communications in urban areas, "MonArch" builds kindergartens and courts for the city. Alexey Shepel's Design Institute, in his own words, carries out design work for municipal construction.

There are two young advisors: Deputy General Director of Intus Mikhail Vasiliev and Deputy Head of the Mospromstroy Department Andrey Sidelnikov, appointed in 2005. Their appointment was presented as a prime example of youth work. It may be so, but both people are useful: the Intus company does a significant part of the paperwork for the officials of the construction complex: prepares meetings, writes minutes, etc. Well, "Mospromstroy" builds at the expense of the budget. Leonid Kazinets, head of the Barkli company, is also an advisor to Mr. Resin. He refused to answer Slon.ru's questions about his activities in this post.

Slon.ru counted about, including full-time (two of them are actually full-time employees of the Resin department and have a direct impact on decision-making). This is more than there are according to the official directory of the Mayor's Office of the 2009 edition (there are only 11). And a couple of years ago, as Alexei Shepel, the head of S. Holding, who at that time held the post of head of the department, and now also became an advisor, recalls, there were more than a hundred of them. “Then there was a purge and there were fewer advisers,” he says. - The main thing is that the management of the construction complex can "pull out" us at any time and ask. Of course, an advisor on a voluntary basis cannot be given an assignment, but he can be asked, and it is not accepted to refuse such requests.

[Slon. advisers: staff and volunteers. I worked as the head of the department for two years, and then moved to the position of an adviser, because I asked to resign to go into my own business. But [head of the construction complex Vladimir] Resin did not let me go, saying that I had to work for another four months at Dmitry Medvedev’s campaign headquarters. […]
When I was the head of the department, Resin had more than a hundred such advisers, now, perhaps, they have reduced them. All previous employees were advisors: the advisers included both [former head of DIPS] Leonid Krasnyansky, after he was fired, and [head of SPK Razvitie Alexander] Voronin, when [Oleg] Deripaska bought SPK Razvitie. Once every two or three years, a purge is carried out, all are deleted and new ones are recorded. Maybe I am no longer an advisor. Although, now I am going to Cannes and Vladimir Resin made an appointment for the garages: I wrote a letter and he gathers a narrow circle to figure out whether I am right or wrong. You can't call it a service, but you can't not come either. And so everyone who worked and left: may be in conflict, but at the first call they come. - Box K.ru]

[…] The press service of Resin did not explain anything about the advisers - they demanded a written request.

The head of the construction complex, in terms of the number of advisers, is far from Luzhkov himself, who a few years ago had, according to a Slon.ru source, about 600 voluntary advisers. Now, according to the same source, the number of this army has dropped to 100. Pronin was not hired as an advisor to the mayor - apparently, so as not to irritate the public too much.

["Gazeta", 03/15/2010, "General Pronin will take care of his children 's business": Vladimir Pronin, who led the Moscow city police department from 2001 to 2009, was appointed advisor to the first deputy mayor of Moscow, head of the urban planning and construction complex of Moscow, Vladimir Resin. The corresponding order was signed by Vladimir Resin, RIA Novosti news agency reported. The document says that Pronin will serve as an advisor on a voluntary basis. [...] "The story with Yevsyukov prevented Pronin from taking a place somewhere in the presidential or prime minister's office," he told Gazeta. - Box K.ru]

On April 25, 2014, road users and passers-by on the capital's Kutuzovsky Avenue witnessed a road accident that nearly happened. An ambulance rushed along the dividing strip, turning on the alarm siren, delivering the emergency patient to the hospital. To meet her in the same lane, a representative Audi with license plate A 477 MP 97 jumped out. A few moments before the inevitable collision, the ambulance driver's nerves could not stand it. He turned sharply to the side. Audi, without slowing down, in a straight trajectory rushed towards the city center.

I can't hide an awl in a sack. Meticulous Muscovites soon determined that the car, which grossly violated the traffic rules, was serving the State Duma deputy, and in the recent past, the second most important person in the Moscow mayor's office, Vladimir Iosifovich Resin. That morning, the statesman was alerted by an unexpected telephone call. The confidants told him that a conspiracy was brewing against him in the bowels of fellow party members from United Russia. The party faction was going to deprive the seventy-eight-year-old deputy of his mandate. Despite his quite advanced age, Resin did not want to retire. He jumped into the car and ordered his driver to fly to Okhotny Ryad without making out the road.

He managed to liquidate the conspiracy in the bud. A year later, the car with Resin on the same Kutuzovsky Prospect was seen racing along the dividing strip with blue flashing lights on. Apparently, the deputy, once almost faced with an ambulance, thus foresaw the exclusion of such situations in the future. Only now he did not have the rights to install such equipment on a service car. The position still did not allow. But there are no rules for the "gods". And Vladimir Iosifovich had long believed that he was a real god.

The future first deputy mayor of Moscow Vladimir Resin was born in Minsk in 1936. Shortly before his birth, his parents moved to the capital of Belarus from the Mogilev region. The native place of the parent Rechitsa, like other villages in the district, has long been known as the place of residence of Jewish preachers-tsadiks. Neither Resin nor his parents wanted to be true Hasidim. Soviet power opened up other perspectives for them. My father was engaged in the forest all his life. He served as deputy head of Glavlessbyt, and then was responsible for the production of matches throughout the Union. In general, matches were considered a strategically important product in Soviet times. Rumors of any impending cataclysm in socialist society were invariably accompanied by a massive purchase of matches. Along with him were salt and flour.

The importance of the posts held had unpleasant consequences for Joseph Resin. During the search for pests, spies and Trotskyists in 1937, he was repressed. Along with him, as was customary then, they took away his wife in a "black raven". Then the whole family was amnestied and rehabilitated. The head of the family put tremendous significance and boundless power of state power into the ears of young Vladimir.

Yuri Luzhkov

Vladimir Resin was educated as a mining engineer in Moscow, but did not leave the capital. All his life he was engaged in "the second oldest profession" ─ construction. From 1962 he served at Glavmosinzhstroy. In 1991, an experienced builder was hired by the Moscow Government to oversee an industry he was familiar with. So on his way met Yuri Luzhkov, whose shadow he was destined to be for 2 decades.

Resin did not immediately take the honorable second place behind the boss. They had to wait quite a long time, despite the fact that after October 1993 he would be among those awarded for the protection of the constitutional order. Only in 2005, Valery Shantsev, the closest assistant to the “man in the cap,” was sent to govern the Nizhny Novgorod region. The time has come for Resin, although no one has interfered in his personal construction business for a long time.

Vladimir Resin personally oversaw the restoration of the Cathedral of Christ the Savior, for which he received several awards from the Russian Orthodox Church. The cooperation of a native of the Hasidic area with the Orthodox Church continued in the future. Vladimir Resin became the curator of a private program for the construction of churches within walking distance for Muscovites in the capital. It was assumed that soon about two hundred new buildings with domes and crosses would appear in all districts.

Oldest deputy

September 26, 2010 began the "star" month of the former Moscow chief builder. Yuri Luzhkov was dismissed from his post by President Medvedev with the wording “for the loss of confidence”. Before the appointment of Sergei Sobyanin, Resin served as the head of the capital. The new "broomstick" did not need the old "Luzhkov" shot at almost seventy-five years of age. The very next day after the appointment of a new Moscow leader, Resin loyally pulled himself into line and unleashed a huge stream of criticism on his former longtime boss, which shocked all seasoned opportunists and unprincipled people.

The verbal stream of accusations spewed out by Luzhkov's right hand did not mislead Sobyanin. Soon the question arose about his future employment. Vladimir Iosifovich did not want to become a pensioner. In October 2010, he unexpectedly honored the United Russia party with his attention by becoming a member. Despite the minimal party experience of the new convert, behind the scenes it was decided to send him to serve in the Duma, where he went on the regional party list. One term of office ended and the second began immediately. In a building on Okhotny Ryad, Vladimir Resin risks soon becoming the oldest deputy in age.

Age is not the only reason why Sobyanin decided to get rid of Luzhkov's first deputy. The loss of confidence in the Moscow mayor is associated with persistent rumors about the government that reigns in the capital, moreover, speculation, often, had an actual background and periodically burst out in the form of loud scandals. The construction business at all times and in any country has been attractive for financial fraud, money laundering and, in general, for crooks of all stripes. Resin has been determining the rules of the game in construction for 20 years. Without his permission, not a single more or less significant project could be realized.

Corruption in construction

The heyday of Sergei Polonsky's Mirax Group is precisely associated with Vladimir Resin. He clearly favored the young entrepreneur and his initiatives. Only when the indignation of the deceived equity holders turned into a polyphonic howl of despair, Vladimir Resin was forced to change his mercy to anger. Polonsky responded by bursting out with several works of the epistolary genre, which became a confirmation of his outstanding abilities in clerical literature.

At times, indignant developers began to clamor about the fact that "kickbacks" increase the cost of the facilities being built by 40%, but Resin remained unperturbed and did not react to the accusations in any way. He chose absolute non-publicity as his style of behavior. One of his assistants in recent years has been Alexander Kosovan, who previously held the post of Deputy Defense Minister for the construction and quartering of troops. At the former duty station, his name was constantly "sucked", which is more than surprising in view of the closed nature of the military department, which often hides behind a veil of state secrets when unpleasant situations arise. The implemented program of the capital "People's Garage" ended in the misuse of funds from the budget of the capital. Nevertheless, Luzhkov's patience ran out, and he ordered the creation of a special commission to combat corruption in the construction sector. As if in mockery, it was headed by Vladimir Resin, and all his deputies began to help him in the fight against corrupt officials. The circle is complete. It was not possible to find any glaring facts of corruption in urban planning.

Rich deputy

From the outside, Vladimir Resin gave the impression of a Byzantine nobleman who came to life after many centuries, if not the Basileus himself. Subjects, or rather subordinates, got into his office, after a thorough search with metal detectors, leaving all personal belongings on the security table. At meetings, he could speak himself, without giving anyone a word, or thoughtfully silent, without uttering a sound. At times, it was not clear to those present what thoughts and what were swarming in the chief's head.

At some point in time, he decided to immortalize his name in construction engineering with several inventions. All of them touched painfully familiar heating mains, pipes and pipelines. Shortly before the forced resignation of Luzhkov, his overage long-term deputy received an industrial injury right at the workplace. In the heat of discussing work issues, he fell onto a glass and cut himself badly. He was then 74 years old.

In everyday life, Vladimir Resin preferred exquisite and expensive clothes from the most famous brands. A De Witt watch worth about $ 1 million usually flaunted on his wrist. Over the years, an extensive collection of vintage cars has accumulated in the garage of the first deputy mayor, the most striking and expensive of which turned out to be the Rolls Royse Phantom. The wife of the assistant mayor, on the other hand, preferred to move around in a completely modern Lexus LS600H, but inferior in price to her husband's museum exhibit. But not watches, not clothes, not cars can not replace Vladimir Resin's only favorite hobby - his work. A difficult parting with her is inevitable, but still ahead.

People's politician who has many services to the people. One of the main "construction foremen" in modern Moscow. He spent a lot of time and effort on the arrangement and development of the capital. He devoted his whole life to work and science. He worked on many fronts, such as mining, politics, as well as construction and architecture. Honorary Academician, who was awarded 22 state awards for his work.

Family and childhood of Vladimir Iosifovich Resin

The beginning of the life of Vladimir Iosifovich Resin was laid February 21, 1936 in the capital of Belarus. His parents come from the old settlement of Rechitsa. It is located on the banks of the Dnieper River, not far from the center of "Mogilevka" - the city of Gomel.

Roza Volfovna graduated from the gymnasium, and already under the USSR - the law faculty of the Leningrad University. She conducted her activities in a field closely related to children, consulted in her profession. For a short period she worked in a polyclinic.
One of the brothers Resina, Alexander Volfovich Sheidlin, conquered scientific heights. Hero of Labor, as well as laureate of the State and Lenin Prizes. He was in charge of many serious projects at ICT. He was engaged in the design of magnetohydrodynamic pumps. Another brother, Boris Volfovich Sheindlin, was also a lawyer, worked in the General Prosecutor's Office of the Union of Socialist Soviet Republics. After he changed physics to pedagogy, he went to teach. And after some time he managed to achieve a professorship.

As a child, Vladimir Iosifovich Resin was in Moscow. His house was located on Selhozhozhennaya, which was located on the northern edge of the city. When Moscow was bombed, my mother took the children and went to the Siberian province. The Pope did not leave the city.

Vladimir Resin - RBC: "I was not with a person, but with a deed"

Vladimir Resin began his studies in the first grade while in Siberia. The family lived in the Cheryomushki settlement, which was located near Tomsk. After returning home to the Agricultural, Vladimir Resin continued his studies at school 306. He was an ordinary decent boy. He loved to run and play football. He did not take up cigarettes and did not hooligan. One of his childhood friends - Semyon Farada, who has achieved some success in his acting career.
In 1953, Vladimir Resin, while a student at MGI, married a girl from a parallel course - Marta Yakovlevna Chadayeva. Girl Marta, at that time, was the daughter of the head of the Soviet People's Committee.

The beginning of the career of Vladimir Resin

Vladimir Resin started his career more than 60 years ago. He held the position of a mining foreman at the Vatutinugol association of several Ukrainian construction enterprises. In 1960 he was transferred to Moscow to a high position in the Safonov SMU. In 1964, Vladimir Resin was the head of the mountain area at Glavmosstroy. In 1965-1974 he worked there as the chief engineer, and after that he conducted management activities. Graduated from the correspondence department of Moscow State Institute, became a candidate of doctor of sciences.

Already in 1974, Vladimir Iosifovich was the deputy head of the "Main Moscow Engineering Construction", and in 1985, the head. By 1987, Vladimir Resin single-handedly took over the reins. In 1990-1991 Vladimir Resin Deputy Chairman of the Executive Committee of the Moscow City Council - Chairman of "Mosstroykom". In 1991 he became deputy. Prime Minister of the Moscow Government. Supervised Moscow construction and investment programs. In 1995 he successfully achieved his doctorate.

Resin's political career

In 1996 - 2001 Vladimir Resin was the first deputy prime minister of the Moscow Government. Since 2001 - First Deputy Mayor of the capital. Appointed head of the complex for the dynamic development of the capital. Vladimir Resin oversaw major construction and social and economic programs. Developed general plans for the arrangement of Moscow until 2020. Participated in the construction of the Cathedral of Christ the Savior, and also "Okhotny Ryad" on Manezhnaya Square, Gostiny Dvor, and the memorial on Poklonnaya Hill. He had a hand in the design of various engineering complexes and new buildings in residential areas.

Resin Vladimir Iosifovich has extensive experience in science and practice. Thanks to him, numerous projects of underground structures in Moscow were implemented. Also, a wide range of construction works have been implemented - from historical excavations to high-level systems development that develop the city's infrastructure.
February 2003. At the government meeting, Vladimir Resin was openly criticized by the mayor. The essence of the criticism is the low quality level of construction projects in the capital. The media predicted the resignation of Vladimir Iosifovich, but he retained his post.

September 28, 2010. Luzhkov was dismissed by the decree of the President of the Russian Federation. He left the post of mayor due to a "loss of confidence" on the part of the Russian government. The decree also announced the temporary appointment of Vladimir Resin as acting head. the mayor of the capital. He later joined a political party "United Russia"... In the same 2010 Vladimir Iosifovich became the first deputy mayor of Moscow.

Resin and

Participation in elections

Vladimir Iosifovich took part in many projects of the party and successfully embodied them in reality. He was active at the headquarters "United Russia", as well as in the elections to the Moscow State Duma. Vladimir Resin met with Putin during his interim duties as mayor of the capital. With Putin, he always had a positive relationship, since it was he who was the link between the mayor's office, the President and the Government.
On December 12, 2011, Vladimir Iosifovich Resin left his post as First Deputy Mayor of Moscow due to leaving for another job. He was elected from United Russia to the State Duma of the sixth convocation. The elections were held on December 4, 2011. In December of the same year, he elects Vladimir Resin as his adviser. In January 2012, he was appointed as his assistant for the construction of temples.
Sergei Sobyanin contributed to the displacement of Vladimir Resin not only for age reasons. Perhaps this could have been facilitated by rumors of corruption infiltrating the Moscow government. Rumors were supported by facts and sometimes surfaced in the media, in the form of small scandals. The construction business is closely related to the movement of large capital, therefore corruption risks are always high in this area. Resin Vladimir Iosifovich has been involved in construction for over 20 years, which means that he must be responsible for many Moscow projects.

Corruption, scandals

The Mirax Group project is directly related to Vladimir Resin. Sergei Polonsky clearly sympathized with him until a scandal broke out. Sympathy disappeared only when a huge number of statements to the prosecutor's office from defrauded equity holders appeared. Polonsky's answer was not long in coming. Resin for some time "lay low" and ignored the accusations of developers that kickbacks seriously increase the cost of construction projects. But no one was able to detect serious factual violations.
April 25, 2014. It was on this day that a fatal accident could happen. An ambulance car flew along a continuous strip with its signals and beacons on, carrying a patient in serious condition. An executive car of the Audi brand with the state number A 477 MP 97 flew out to meet him on the same lane. The driver behind the wheel of an ambulance safely avoided a frontal impact and cleared the lane. Audi raced without changing the trajectory of its movement. Witnesses of the incident and not indifferent residents of the capital found out that this car is in the service of the deputy of the State Duma, Vladimir Resin.

On that April morning, the deputy was awakened by a sudden call. He was informed that the United Russia party was plotting against him. Many members of the party gathered to deprive Vladimir Iosifovich Resin of their official powers. That is why Vladimir Iosifovich gave such instructions to the Audi driver, which entailed traffic violations... Vladimir Resin did not allow the conspiracy to develop, and he retained his post.
But literally a year later, the situation repeated itself. The car serving Vladimir Resin was spotted by eyewitnesses on Kutuzovsky Prospekt. He raced along a continuous lane with the flashing lights on. The dissatisfaction of citizens is that the current powers do not allow the deputy to use such beacons.

Resin Vladimir's condition

If you trust official sources, then Vladimir Resin, together with his wife, had an income of 44.2 million rubles in 2011. They own two land areas with an area of 13.2 thousand square meters. meters. There are also 2 residential buildings with an area of 437 m2 and 1632 m2, a security house, several apartments and four cars.

In everyday life, Vladimir Resin had good taste, he wore high-quality and expensive clothes of well-known brands. The cost of his De Witt watch is about $ 1 million. The deputy's garage is filled with colorful classic cars, the cost of which is also estimated in the millions. One of these cars is the Rolls Royse Phantom. Wife Marta uses a brand new Lexsus LS600H for everyday travel.

Resin's personal life

The Moscow leader has a large family, to some extent patriarchal. Vladimir Resin and Marta have been married since March 6, 1958. All family members live under one roof. Vladimir Iosifovich has a daughter and a grandson. The grandson is 33 years old, he is talented in science. He has a wife and daughter, Sofia.

Resin now

Vladimir Resin is an honorary academician, professor, as well as a doctor of sciences in the field of economics. He has 22 well-deserved state awards, as well as the title of Honored Builder of the Russian Federation and Honored Engineer of the Russian Federation. In 2006 he joined the ranks of the RUIE.

Resin Vladimir Iosifovich underwent one serious heart operation. In November 2006, he had a successful heart valve replacement. The work quickly put the deputy on his feet. A month after the operation, he was already at the workplace again, submitting reports on the results of the operation of the facility.

Vladimir Iosifovich Resin, Adviser to the Patriarch on Construction Issues

Without work, Vladimir Resin does not see his life. He lives and works in Moscow. Admires her for some of the construction projects. Moscow inspires him to work. Someone rebuilt the capital in the post-war period, someone rebuilt "Khrushchevkas", but now, the task is to develop Moscow. It is necessary to give dynamics to development in order to turn the capital into a modern metropolis.

In 1958 he graduated from the Moscow Mining Institute. He completed his postgraduate studies in absentia at the same institute. He graduated from special advanced training courses for senior managers of state governing bodies of the Academy of National Economy of the USSR. Graduated from the School of Managers of the Union of Scientific and Engineering Societies.

The fact that the former head of the Moscow GUVD Vladimir Pronin, who was dismissed for Major Yevsyukov, became an adviser to the head of the capital's construction complex Vladimir Resin, all news agencies reported. But - not that there are dozens of such advisors. And certainly not about why they are the first deputy Yuri Luzhkov .

There are two young advisors: Deputy General Director of Intus Mikhail Vasiliev and Deputy head of department "Mospromstroy" Andrey Sidelnikov appointed in 2005. Their appointment was presented as a prime example of youth work. It may be so, but both people are useful: the Intus company does a significant part of the paperwork for the officials of the construction complex: prepares meetings, writes minutes, etc. Well, "Mospromstroy" builds at the expense of the budget. The head of the Barkley company is also among the advisers of Mr. Resin. Leonid Kazinets... He refused to answer Slon.ru's questions about his activities in this post.

Slon.ru counted about 20 active advisers of Resin, including full-time ones (two of them are actually full-time employees of the Resin department and have a direct impact on decision-making).

All past employees were advisers: the number of advisers included both [the former head of the DIPS] Leonid Krasnyansky, after he was fired, and [the head of the SPK Razvitie Alexander] Voronin, when [Oleg] Deripaska bought SPK "Development".

Now, according to the same source, the strength of this army has dropped to 100. Pronina They didn’t take the mayor as an advisor, apparently so as not to irritate the public too much.

["Gazeta", 03/15/2010, "General Pronin will take care of the business of his children": Vladimir Pronin, who headed the Moscow city police department from 2001 to 2009, was appointed adviser to the first deputy mayor of Moscow, head of the complex of urban planning policy and construction of Moscow, Vladimir Resin.

- Box K.ru]
